ACMI BREAD BASKET
An outreach to Foreign Construction Workers
Objectives
To welcome the migrants to our country
To show appreciation for their contributions
to Singapore
To provide support for the less well-off
members of our community
To educate the public on migrant issues
To introduce ACMI – a source where they
can turn to for assistance/support
Target Audience Foreign migrant workers in the construction
industry
Foreign workers are recruited by employment
agencies (EA) in their home countries
Employer
• Construction, shipping coy or family
• Pays a placement fee
Spore EA
• Specialise in construction, FDWs, etc
• Applies for work permits, etc
Foreign EA
• Use network of smaller EAs or recruiters
• Conducts training
Recruiter
• Recruits in rural areas
• Uses persuasion and trickery to recruit
Employee
• Typically living in rural poverty
• Pays recruitment fee for job
Typical Process to Hire Foreign Migrant Workers

Target Audience
Worker has to pay recruiter a placement fee of
$6K and above to work in Singapore
This fee is paid by getting a loan from
friends/relatives/ banks/loan sharks, etc
Average salary is between $800 to
$1,000/month
After deducting meals and living expenses it
takes between 1.5 to 2 years to pay off debt
Some forego their meals and days off so that
they can pay off their debt faster
Strategy
Target foreign construction workers in their
dorms where they gather in quantity especially
on their day off on Sunday
Distribute food rations and personal toiletries
on bi-monthly basis
Engage the young in schools and parishes to
educate them on migrant’s plight
Conduct periodic survey among workers to
collate information as required for specific
advocacy projects
