CHAPTER-I

1.0 INTRODUCTION

1.1 Materials play an important role in railways both in production of new assets

and maintenance of existing assets. Therefore, their continuous availability

is a prime requirement for any successful organization.

1.2 In order to ensure uninterrupted supply of materials, Southern Railway

maintains Stores Depots at various locations.

1.3 Dy.CMM/GOC is one of the major depot located inside the Central workshop

at Golden Rock. It is headed by Dy.CMM and assisted by a team of officers

and staff.

1.4 Dy.CMM/GOC is meant for the procurement and supply of stocked and non-

stocked items for the Diesel shed, Central Workshops at GOC and also all

stations and Depots of MDU and TPJ Divisions.

CHAPTER - II

2.0 PRESENT SCENARIO

2.1 The GOC Stores Unit functions under the control of Dy.CMM/GOC. The Unit

is spread over various locations within the Central Workshops/Ponmalai, the

Diesel Loco Shed/Ponmalai, TPJ and MDU Divisions. But this work study

limited to Central Workshops/Ponmalai Depots only. The main function of

this Stores Unit is procurement and supply of stocked and non-stocked

materials through various depots and disposal of scrap items. In this

Central Workshops/Ponmalai there are 4 depots (MSD; CSSD; WP; DSD

/GOC) and one Administrative Office.

It is seen that the depots are serially numbered over Southern Railway.

The depots available in central workshops under the control of

Dy.CMM/GOC are 02, 05, 17 & 18 as shown above.

2.4 ACTIVITIES OF DEPOTS AND ITS SUB UNITS VIZ., WARDS :

Depot numbers 02, 05, 17 and 18 are inside the Central Workshops, Golden

Rock. All the depots viz., 02, 05, 17, 18, are headed by a AMM assisted

by CDMS/DMS, Ministerial staff, artisans and some unskilled/semiskilled

Group ‘D’ employees. These Depots are mainly consisting of Receipt

Wards, Issue Wards and a Time Office. A Centralized C&F Ward for Depot

Nos. 02, 05, 17 & 18 and Normal duties of the wards attached to each

depot are as under:

2.4.1 Receipt Ward

i) Receipt of materials

ii) Ensuring correct quantity received

iii) Arranging for inspection

iv) Acceptance of materials

v) Sending the materials to respective issue wards.

In case of rejection

a) Arranging for joint inspection

b) Return of the materials back to firm after ensuring

recoveries.

2.4.2 Issue Wards

i) Receipt of materials from the receipt wards

ii) Ensuring right quantity

iii) Stacking and accounting

iv) Issue as per the demand of the consignee

v) Preservation of materials

vi) Disposal of overstock/inactive/surplus items

vii) Arranging for stock verification according to periodicity.

2.4.3 Time Office

2.4.4 Clearing & Forwarding Ward

➢ This ward is common for the entire workshop.

➢ Responsible for clearance of materials from parcel office, private lorry

sheds, good sheds and issue of siding memos for wagons.

➢ Preferring claims on carriers for non-receipt/short-receipt of

materials

➢ Issue of gate pass for any material taken out of workshops.

2.4.5 The hours of work followed by Ministerial staff as well as Ward Keeping staff

of Depot Numbers 02, 05, 17 & 18 are shown below.

Ward keeping, Ministerial, Artizan & Group’D’ :

Daily : 07.00 hrs to 11.30

hrs = 4 hrs 30 mts.

: 12.30 hrs to 16.30

hrs = 4 hrs.

Saturday : 07.00 hrs to 11.30

i) 08 hrs 30 mts x 5 days = 42 hrs 30 mts.

2.5 The activities of each depot functioning under the control of Dy.CMM/GOC

are as under:

2.5.1 02 DEPOT (MSD/GOC) :

This Depot deals with the supply of materials to the Carriage & Wagon Wing

and certain general items required for the GOC Workshops.

This depot consist of CDMS office with time section, 2 receipt wards, 9

issues wards and 1 centralised Clearing & Forwarding ward (C&F ward is

common for other depots also inside the Workshop).

2.5.2 CDMS Office and Time section of 02 Depot:

CDMS office deals with the maintenance of muster rolls for all Gr.’C’ and

Gr.’D’ staff. Issue of passes to Depot staff, maintenance & movement of

transport vehicles, deputation of drivers, distribution of Gr.’D’ staff for

different activities and other misc. works. Time section deals with the card

punching of Artisans and Group’D’ employees. Their muster rolls are also

maintained here. This office is common for 02 Depot and 18 Depot. The

No. of staff deployed in this section is given below:

Material pertaining to Forge and Smithy (SFS), Wheels and Springs (SWS),

Consumables and Hardware (SCH) and Carriage and Wagon Repairs

(SCWR) are dealt in this ward. Non-stocked items pertaining to nominated

shops are also received in this ward and supplied to the respective

consignees, through challans, after quantity verification. The No. of staff

2.6 05 DEPOT (CSSD/GOC)

This is the centralized scrap depot, taking care of disposal of all scrap

arising from GOC Workshops and TPJ/MDU Divisions. Loading and

unloading of scrap received through wagons/lorries from

workshop/Divisional consignors including P.way scrap materials, loading

of Scrap materials to YNK (Heavy Melting & Light Melting Scrap),

collection of C.I. Scrap from outstation consignors, segregation of scrap

received, formation of Lots, delivery of sold lots, Digging, cleaning and

retrieval of scrap items from the ground of the Workshop area,

verification of stock balances, etc., are the major activities carried out at

this Depot. This depot consists of CDMS office with one time section.

Three Receipt cum issue wards are attached to this Depot. The activities

of these wards and the manpower deployed therein are as under:

2.6.1 CDMS office and Time section of 05 Depot:

CDMS office deals with the maintenance of muster rolls of depot staff,

issue of passes to Depot staff , maintenance of Electronic platform scale

and other misc work. Time section deals with the card punching of

Group’D’ employees and artisan staff and their muster rolls . Also this

section CDMS & DMS are responsible for the witnessing sale deliveries,

inspection of lots, rolling stock and other sales related works. The depot

is headed by one CDMS. The no. of staff deployed in this section is given

below:

2.7.1 This Depot deals with the material required by Wagon Construction Shops

such as heavy Steel Items, Bogies, HT Couplers, Buy Out items, CO2

welding Wire, Oxygen & DA Gas, Paints, etc. One Receipt ward and 3 issue

wards are attached to this Depot. The activities of these wards and the

manpower deployed therein are as under:

2.7.2 CDMS office and Time section of 17 Depot:

DMS office deals with the maintenance of mustor rolls for artisan, depot

staff, issue of passes to Depot staff and other misc. work. Time section

deals with the token system attendance and the muster rolls of Group-D

2.8 18 DEPOT

2.8.1 This Depot deals with the material required by DSL POH Shops. It is

the Nodal Depot in Southern Railway for Receipt of materials from DLW,

DMW & BHEL. This depot is headed by one CDMS. Two Receipt wards

and 5 Issue wards are attached to this Depot. The activities of these

wards and the manpower deployed therein are as under:

2.8.2 If the staff are required are spared from 02 Depot where sanctions are

maintained combinedly.

2.8.3 Receipt Ward-I of 18 Depot:

This ward deals with the material being issued through 18/01 and 18/02

wards. Both stocked and non-stocked items from DLW, DMW, BHEL and

MICO are received here. The No. of staff deployed in this ward is as

Yardstick : The average working hours per day for ward staff is considered

as 8 hours. On this basis considering that the total number of working days

in a year as 259 days (ie. 365-52 Sundays-52 half days-20 closed holidays-

8 CL), the actual hours of work for ward keeping staff in a year is assessed

as 2072 (259*8) hours per annum. This is considered as yard stick for this

study.

The NPB Ministerial staff of the Dy.CMM/O/GOC are mainly deployed for

overall co-ordination and ensuring timely procurement and supply of

various indents received and sale of scrapped items. For the smooth and

efficient functioning, the staff of this wing is distributed section wise/depot

wise. The workload of these staff is collected from concerned section staff

under the supervision of SMM/GOC. It is a practice followed that 25% of

the workload is allowed extra to take care of contingency such as

discussion, trace of paper/files, incidental works, environmental &

monotony, mental fatigue, personal needs, etc. As usual 12.5% of the

manpower is added as leave reserve.

3.4 The Ministerial staff are attached to concerned Depots as listed below. In

the case of these ministerial staff their nature of job is combined with the

work of DMSs. Hence, the assessment of workload is made separately for

each depot/ward, but the manpower assessment is made combined

consisting of DMSs and Ministerial staff. Since Depots are bifurcated into

different wards, the workload and the requirement of manpower is assessed

ward-wise within each Depot.

3.4.1 02 – DEPOT : This Depot consists of CDMS & Time Office, 1 C&F Ward, 2

Receipt wards and 8 Issue wards.

3.4.2 CDMS & TIME OFFICE : The existing 2 CDMS one for over all incharge,

one for time office and 3 Ministerial Staff working in this section are allowed

to continue on need basis.

3.4.3 C & F Ward The existing 1 DMS and 1 Ministerial Staff working in this

section are allowed to continue on need basis.

In addition to that the CDMS demand staff for a new 18/05 ward opened,

having 201 recepits and issues 196 so for in 2017-18, and still

accountability is going on, to meet this extra requirement and other

activities involved in the 18 th depot, the study team allowed additionally

one DMS and one ministerial staff .

CONCLUSION

Many of the activities of GOC workshop Stores Department are streamlined.

More and more mechanization is on the implementation and introduction of

computers has already reduced the manual workload. Hence the existing

manpower can be utilised in a better manner by adopting more and more

sophisticated methods such as E-management. E-Management is a system

by means of which all the suppliers who supply stores to GOC Shops will

know when their stores can be received, accepted and chalan granted,

billing organized and it is something special for the vendors all over India.

Vendors and consignees can track the receipt chalan, billing cheque, etc.,

CHAPTER – IV

4.0 PLANNING BRANCH’S REMARKS ON CO-ORDINATING OFFICER’S

VIEWS :

Draft work study report was handed over to SMM/Sales, the Co-Ordinating Officer to the work study on 06.11.2017. In response to the draft work

study report, the following remarks were received from Dy.CMM/GOC vide letter No.02/G/Work study/2017-18 dated 05.1.2018.

I. MSD/GOC ( Depot 02)

1) Para 3.4.1 : This depot consists of 9 issue wards but it has been mentioned as 8 issue

wards combining 04 & 05 (SFY & SFS) as one ward.

2) Para 3.4.3 (C & F ward) i) 6 khalasis and 1 Crane Jamedhar are deputed daily for collection of parcels from both

the ends of Platforms 1 to 7 at TPJ, consignments from lorry sheds located at various places

in the city, loading them in the vehicle at the source point and unloading them at the ward.

These persons are engaged in field work . The necessity of a ministerial staff for connecting

with the parcel staff, identifying the parcels and matching the vouchers with them,

ascertaining parcels yet to be received, identifying parcels received pending receipt of PWB /

RR /LWB, inspecting parcels whether they are intact and if not resorting to open delivery

along with Parcel office staff and RPF which consumes much time in convening them,

preparing official note etc has not been taken into account.

ii) The existing one ministerial staff shown in the report is fully involved in receipts,

dealing with rejections, forwarding, claims, preparation of material gate pass.

iii) Therefore one additional ministerial staff is necessary at C & F ward as justified at

para (i) above.

4) Para 3.4.6 : 02 – 02,04,05 – Issue Ward - SFS

(i) Work load of SFS ward alone has been studied at para 2.5.8 but workload of 04 ward –

SFY has not been studied separately whereas man hours has been calculated for both the

wards at this para. Three ministerial staff are required viz. One each at SFY, SFS and

cylinder shed. All the three locations are situated at about 500 metres apart. one ministerial

staff is exclusively needed to look after the day to day transactions. At Foundry one

ministerial staff is required for looking after the receipts and issues. One ministerial staff is

required at SFS since heavy items are lying both inside and outside the ward and they are to

be simultaneously monitored. The cylinder shed consists of Oxygen, Dissolved Acetylene,

Carbon di oxide and LPG cylinders. The work here is connected with receiving fresh cylinders

from firms, issues to shops, collection of empties and return to firms. These cylinders are to

be stocked and dealt with separately as per safety norms. In addition to this liquid oxygen

stored in pressure vessels at another location which is situated at about 500 metres away is

also to be monitored. Therefore one ministerial staff is required exclusively at cylinder shed.

II 05 CSSD/GOC

Para 2.6.2 SSG Ward (05/01)

(i) This ward has one CDMS and one DMS. CDMS is overall incharge of SSG ward. From

April 2017 to December 2017, 1117 MT of Non-ferrous scrap has been sold and delivery

effected. General scrap received from workshops and divisions like machinery, motors,

vehicles and miscellaneous scrap of about 815 MT has also been delivered. Since the work

of DMS involves taking receipts, weighment, segregation, lot formation, looking after

deliveries as a custodian, the present strength of one DMS is not sufficient. The non ferrous

items are high value items and one more DMS is necessary.

segregation, lot formation, looking after deliveries as a custodian, the present strength of one

is huge as it involves accounting of receipts, pairing of vouchers, feeding of data, preparation

of sale order for despatches to RWF, correspondence and other miscellaneous work and two

more ministerial staff are required. The justification of 10 DMS for effecting delivery is

mentioned below and the connected work justifies for three ministerial staff here.

Sale Witness and delivery

Scrap sales is a sensitive area and it is a source of internal revenue and target is being set

every year and all out efforts are being made to achieve it. From April 2017 to December

2017, 1800 Delivery orders have been issued. The remaining 3 months of January, February

and March have a total of (90 – 12 sundays – 4 holidays = ) 74 working days. Therefore in

185 working days (259 – 74) 1800 deliveries have been effected which works out to an

average of 9.7 i.e 10 deliveries per day. Each delivery is to be witnessed by one DMS. Same

DMS shall not witness more than one delivery in a day. DMSs are also sent for lot inspection

within free time allowed and materials arranged and stacked with the help of material handling

equipments. The materials are loaded at different locations due to insufficient space at single

location. The field work here involves much man power and time in arranging the area for

unloading the items by clearing the yard, systematically stacking the materials without dumping

during unloading and simultaneously configuring for unhindered movement of material handling

equipments in the scorching sun and simmering heat without giving room to claim of any

demurrage or occurrence of any accident which is a tiresome and tedious job.. Therefore for 17 depot.

05 Depot

(ii) CSSD consists of two scrap yards. Bhilai yard has scrap storage area spread over 4500

sq.m. SSG has an uncovered area of 7608 sq.m. From April 2017 to December 2017,

8627.405 MT of scrap have been handled and 1583 MT have been despatched to YNK. An

amount of Rs.38.15 crores have been earned. Towards the end of the financial year handling

of materials will be more to achieve the target. Scrap materials received from various shops,

outstations and from open line in mixed condition are segregated into homogenous lots of

various items and moved to various locations in the searing hot sun which is a wearisome job

and causes fatigue. So continuous deployment of the same gang is not possible and

deputation on rotational basis is resorted to. Since this field provides income to the railways,

surrender of staff strength will cast its shadow on the internal source of revenue generation.

Conclusion (i) With more powers being delegated to the field officers in purchase activities, the staff

strength actually requires augmentation. Deployment of cranes is used only in lifting heavy

materials which has been going on already. For e.g a heavy pack of crate will be unloaded by

a crane, but breaking, retrieving, stacking, distribution etc has to be done manually.

(ii) Recruitment and retirement are taking place simultaneously and extra burden on

account of vacancies is being shared and work executed with great difficulty. Sufficient

strength alone will ensure right quality of work in right time.

(iii) In view of the facts explained above the work study report may be reconsidered.

Planning Branch`s Remarks: I – MSD/GOC (Depot 02):

1) Para 3.4.1: The concerned Depot incharge (CDMS/Rev.) has furnished the details for Wards 04 & 05 combinedly as 214970 Man minutes. It has been ascertained that Foundry shop is closed and the concerned ward viz. SFY is closed. The Planning branch has calculated the requirment of Man power based on the above Man minutes.

2) Para 3.4.3 (C & F) ward: The C.O.`s view is accepted and allowed one more Ministerial staff.

3) Para 3.4.4 : Receipt Ward No.1:

While calculating the Man power requirement,Receipt ward no.2 is not omitted. The concerned Depot incharge has furnsihed the total Man minutes for Receipt wards as 3,67,130 Man minutes and the same has been taken for working out the Man Power requirment of both Receipt ward nos.1 & 2. However, in the said paras the Ward no.2 was not mentioned.

4) Para no.3.4.6: 02-04 & 05: Issue Ward SFS. The request of the C.O is not acceptable since the Man Power requirement has been worked based on the Man minutes of 04 & 05 Wards combinedly.

5) Para 3.4.10 : 02-16 Issue Ward SCWR: Based on the Man Minuets furnihsed by the C.O. the requirement of staff has been worked out as 1 Staff but considering the more receipts and issues one additional staff has already been allowed. Hence, the request of C.O is not considered.

6) Paras 3.4.8 & 3.4.9 (Issue wards SCM & SCH): The C.O.`s view is considered and allowed one additional staff for this section. Summary: In view of the above modifications, the revised requirement becomes 18 + 2 (C&F Ward -1 & SCM & SCH Ward -1 ) = 20 staff against 18.

The total requirement for Sales & Delivery is 4 CDMS/DMS. Though no ministerial staff is deployed for Sales and Delivery, the work study team has already allowed One Ministerial staff vide Para3.6. Summary: In view of the above modifications, the revised requirement becomes (9+2) = 11 CDMS/DMS and 8 Ministerial staff. III -17 Depot: In Summary, the C.O has mentioned 5 against Ministerial staff column whereas in the work study report it has been mentioned 6 Ministerial staff. In view of the work load mentioned that handling of 36000 MT, the work study team allows One additional CDMS/DMS and one Ministerial staff. Hence, the revised requirement is 6 CDMS/DMS staff and 7 Ministerial staff. The balance One CDMS/DMS is recommended for surrender. In the S.A.V.E statement given by Personnel Branch, there is no mention of “Work charged Posts” but the C.O has mentioned in this para 4 posts as Surplus and work charged posts expires on 31.03.2018 and these posts will be absorbed in the regular vacancies. The Planning Branch has allowed totally 7 staff as requirement and 4 posts found surplus. Hence, 4 post identified as surplus is recommended for surrender. IV 18 Depot (Diesel Stores Depot): The C.O`s view is not agreed to. One additional staff has already been provided in the draft work study report (Para 3.7) after discussion with CDMS of 18 Depot based on the work load. 3) Para 3.4.1 : This depot consists of 9 issue wards but it has been mentioned as 8 issue

wards combining 04 & 05 (SFY & SFS) as one ward.

4) Para 3.4.3 (C & F ward) iv) 6 khalasis and 1 Crane Jamedhar are deputed daily for collection of parcels from both

the ends of Platforms 1 to 7 at TPJ, consignments from lorry sheds located at various places

in the city, loading them in the vehicle at the source point and unloading them at the ward.

These persons are engaged in field work . The necessity of a ministerial staff for connecting

with the parcel staff, identifying the parcels and matching the vouchers with them,

ascertaining parcels yet to be received, identifying parcels received pending receipt of PWB /

RR /LWB, inspecting parcels whether they are intact and if not resorting to open delivery

along with Parcel office staff and RPF which consumes much time in convening them,

preparing official note etc has not been taken into account. v) The existing one ministerial staff shown in the report is fully involved in receipts,

dealing with rejections, forwarding, claims, preparation of material gate pass. vi) Therefore one additional ministerial staff is necessary at C & F ward as justified at para (i) above.

(i)This depot consists of two receipt wards whereas only one ward has been mentioned in the

report. In this connection paras 2.5.3 & 2.5.4 may be referred. The staff strength of DMS -1

and OS- 1 of Receipt Ward II has been omitted in the calculation of man hours at 3.4.4. (ii) In Receipt Ward II, in addition to the receipt work connected with the stock items of 5 issue wards receipt of non stock items of Mechanical Shops are also dealt with. Two ministerial staff, one each for dealing stock and non-stock items separately are required in this ward whereas the existing strength of ministerial staff in this ward is only one.

4) Para 3.4.6 : 02 – 02,04,05 – Issue Ward - SFS

(i) Work load of SFS ward alone has been studied at para 2.5.8 but workload of 04 ward –

SFY has not been studied separately whereas man hours has been calculated for both the

wards at this para. Three ministerial staff are required viz. One each at SFY, SFS and

cylinder shed. All the three locations are situated at about 500 metres apart. one ministerial

staff is exclusively needed to look after the day to day transactions. At Foundry one

ministerial staff is required for looking after the receipts and issues. One ministerial staff is

required at SFS since heavy items are lying both inside and outside the ward and they are to

be simultaneously monitored. The cylinder shed consists of Oxygen, Dissolved Acetylene,

Carbon di oxide and LPG cylinders. The work here is connected with receiving fresh cylinders

from firms, issues to shops, collection of empties and return to firms. These cylinders are to

be stocked and dealt with separately as per safety norms. In addition to this liquid oxygen

stored in pressure vessels at another location which is situated at about 500 metres away is

also to be monitored. Therefore one ministerial staff is required exclusively at cylinder shed.

5) Para 3.4.10: 02-16 Issue ward SCWR

(i) Due to heavy transactions in this ward as mentioned in the work study report, one more

ministerial staff is required on need basis. In this financial year 2017-18, about 406 receipts

and 1939 receipts have been transacted in this ward till December 2018. If the related works

like correspondence, charging of vouchers, posting in the bin cards, feeding in the system,

review, statistics related works like preparing PCDO, meeting list etc the workload is heavy

and justifies for one additional ministerial staff.

situated at different places away from the ward. Fuel is to be filled up for about 43 vehicles

inside the workshops and one ministerial staff is exclusively required to monitor the receipts

and issues daily of POL items.

(iv) Therefore one ministerial staff at SCH and two ministerial staff at SCM are required.

II 05 CSSD/GOC

Para 2.6.2 SSG Ward (05/01) (i) This ward has one CDMS and one DMS. CDMS is overall incharge of SSG ward. From

April 2017 to December 2017, 1117 MT of Non-ferrous scrap has been sold and delivery

effected. General scrap received from workshops and divisions like machinery, motors,

vehicles and miscellaneous scrap of about 815 MT has also been delivered. Since the work

of DMS involves taking receipts, weighment, segregation, lot formation, looking after

deliveries as a custodian, the present strength of one DMS is not sufficient. The non ferrous

items are high value items and one more DMS is necessary.

Para 2.6.4 SSF Ward 05/03

(i) This ward has one CDMS and one OS. CDMS is overall incharge of SSF ward. From April

2017 to December 2017, 6984 MT of receipts have been taken into account and 6386 MT of

sold scrap have been delivered. Since the work of DMS involves taking receipts, weighment,

segregation, lot formation, looking after deliveries as a custodian, the present strength of one

CDMS is not sufficient and one DMS is necessary. The workload for the ministerial staff here

is huge as it involves accounting of receipts, pairing of vouchers, feeding of data, preparation

of sale order for despatches to RWF, correspondence and other miscellaneous work and two

more ministerial staff are required. The justification of 10 DMS for effecting delivery is

mentioned below and the connected work justifies for three ministerial staff here.

Wards 05/03 CDMS DMS Ministerial

Sale Witness and delivery

Scrap sales is a sensitive area and it is a source of internal revenue and target is being set

every year and all out efforts are being made to achieve it. From April 2017 to December

2017, 1800 Delivery orders have been issued. The remaining 3 months of January, February

and March have a total of (90 – 12 sundays – 4 holidays = ) 74 working days. Therefore in

185 working days (259 – 74) 1800 deliveries have been effected which works out to an

average of 9.7 i.e 10 deliveries per day. Each delivery is to be witnessed by one DMS. Same

DMS shall not witness more than one delivery in a day. DMSs are also sent for lot inspection

and effecting deliveries at outstation. At outstations if there are more lots, delivery may be

extended for more than one day. Towards the end of financial year more

Since the present strength of DMS for effecting deliveries is not sufficient custodians of issue wards are deputed on rotational basis. During the absence of the custodians of issue wards deputed for sale delivery the day to day work at issue wards is affected.

CDMS/RT/WP/GOC) number of persons required is 55 (36000 / 647.5). (iv) In the work study report of 17 depot only regular work has been taken into account. The

extra workload as below has not been considred. Free supply items and other heavy items like wheel sets, bogies etc are received in rake

loads and in truck loads. These items are to be unloaded, weighed and wagon/truck released

within free time allowed and materials arranged and stacked with the help of material handling

equipments. The materials are loaded at different locations due to insufficient space at single

location. The field work here involves much man power and time in arranging the area for

unloading the items by clearing the yard, systematically stacking the materials without dumping

during unloading and simultaneously configuring for unhindered movement of material handling

equipments in the scorching sun and simmering heat without giving room to claim of any

demurrage or occurrence of any accident which is a tiresome and tedious job.. Therefore for 17 depot

The extra man power required is being shared by the available staff to release wagons/trucks

within free time allowed. Surrender of the existing vacancies will reflect in the quality of work

in wheel mounting, in demurrage for delayed release of rake loads and trucks etc.

05 Depot

(i)

As per Para 3.13 Sanction 51

(ii) CSSD consists of two scrap yards. Bhilai yard has scrap storage area spread over 4500

sq.m. SSG has an uncovered area of 7608 sq.m. From April 2017 to December 2017,

8627.405 MT of scrap have been handled and 1583 MT have been despatched to YNK. An

amount of Rs.38.15 crores have been earned. Towards the end of the financial year handling

of materials will be more to achieve the target. Scrap materials received from various shops,

outstations and from open line in mixed condition are segregated into homogenous lots of

various items and moved to various locations in the searing hot sun which is a wearisome job

and causes fatigue. So continuous deployment of the same gang is not possible and

deputation on rotational basis is resorted to. Since this field provides income to the railways,

surrender of staff strength will cast its shadow on the internal source of revenue generation.

Conclusion (iv) With more powers being delegated to the field officers in purchase activities, the staff

strength actually requires augmentation. Deployment of cranes is used only in lifting heavy

materials which has been going on already. For e.g a heavy pack of crate will be unloaded by

a crane, but breaking, retrieving, stacking, distribution etc has to be done manually. (v) Recruitment and retirement are taking place simultaneously and extra burden on

account of vacancies is being shared and work executed with great difficulty. Sufficient

strength alone will ensure right quality of work in right time. (vi) In view of the facts explained above the work study report may be reconsidered.
