ADDITIONAL SECRETARY Tel. :23092514 Fax : 23092693 ~ fi'I'< GOVERNMENT OF INDIA ~ Sf?llclll MINISTRY OF HOME AFFAIRS ~ ~ - q q o o o q NEW DELHI-110001 MESSAGE I am glad to know that National Crime Records Bureau (NCRB) is bringing out the 2010 edition of its annual publication "Accidental Deaths and Suicides in India, 201 0". Accidents (man-made and natural) and suicides are among the two most important reasons for pre-mature end to human lives. Injuries resulting from the accidents handicap many people. These unfortunate victims are important members of their families as well as of the society. As a result, the loss due to accidents and suicides is felt by family members and society at large. The deep and wide impact of accidents and suicides makes it incumbent upon society to make efforts at reducing the incidence of these phenomena. Data on accidents and suicides is required to carry out any study and make policy decisions. This publication contains detailed statistical information on various aspects of accidents and suicides. The information contained in the publication has been found to be extremely useful in preparing replies to Parliament Questions. It is hoped that the policy makers, law enforcement agencies, Government Departments, researchers, media and NGOs will be benefited from the data contained in the publication. In this regard, users will be happy to note that NCRB has digitised all previous editions of this publication and made them available on its website. I take this opportunity to express my gratitude to the heads of Police of all States, UTs and mega cities for providing the necessary information to NCRB. However, I request them to provide the complete and consistent data of the year 2011 to NCRB by February 2012 so that the report may be published by April 2012. 30th Sept., 2011 New Delhi ,./1 B ~ ~ h - J ------(8. Puram, New Delhi- 66 'Accidental Deaths and Suicides in India' is an annual publication brought out by National Crime Records Bureau (NCRB). As the name suggests, this publication contains detailed data on various aspects of deaths due to accidents and suicides. The present edition, which pertains to the year 2010, is the 44th in the series which started in 1967. Accidents and suicides have been claiming a large number of human lives over the years. These accidents include both - accidents attributable to nature and accidents not attributable to nature. These trends are a cause of concern for every class of the society, especially to policy makers principally for two reasons. Firstly, the Government is committed to improving the living conditions of its citizens. Secondly, the loss of these lives results in irreparable damage to the society. Detailed data is a Sine qua non for any study for appropriate intervention measures and policies making. This publication .proves useful in this regard by providing detailed information on accidental deaths and suicides. This publication covers data on accidental deaths due to causes attributable to nature - such as Avalanche, cyclone/ tornado, earthquake, flood, landslide , torrential rains, cold & exposure, starvation/thirst, & lightening and some of others as well as those not attributable to nature - for example, explosion, fire, air crash, collapse of structure, Drowning, poisoning ,sudden deaths, stampede, traffic accidents. Month-wise data on occurrence of traffic accidents and time slot of day when traffic accidents have occurred provide a wealth of information for policy makers, transport departments, researchers, NGOs and other stake holders. Age-wise, 6.9% of such victims were up to 14 years of age while 53.0% were in the age-group of 15-44 years. 24.9% such victims were in the age-group 45-59 years. Senior citizens (60 yrs. and above) constituted 15.2% of the total victims. 10.8% deaths were reported from Rajasthan followed by West Bengal (10.4%), Andhra Pradesh (9.5%) and Uttar Pradesh (9.4%) (Table-1.10). 16.6% deaths in Punjab, 11.1% deaths in Uttarakhand and 10.6% deaths in Bihar and Haryana (each) were due to 'Cold and Exposure' only. 44.3% deaths in Jammu & Kashmir, 30.9% deaths in Assam, 23.0% deaths in Maharashtra and 13.9% deaths in Tamil Nadu were due to 'Flood'. 24.0% deaths in Tripura, 19.0% deaths in Maharashtra and 14.9% deaths in Punjab were due to 'Heat stroke'. 77.8% deaths in Mizoram, 23.7% deaths in Sikkim and 21.9% deaths in Arunachal Pradesh were due to 'Landslide'. 'Lightning' accounted for 78.9% deaths in Kerala, 67.1% deaths in Chattisgarh, 55.1% deaths in Madhya Pradesh and 47.4% deaths in Maharashtra. Un-natural Causes It is generally accepted that accidents due to Un-Natural Causes are preventable in nature and can be reduced by effective safety measuressafety consciousness, effective human interventions, etc. A total of 6,78,326 cases of Un-Natural Accidents caused 3,59,583 deaths and rendered 5,03,932 people injured during 2010. (Table-1.6) Maharashtra accounting for 9.3% (one-eleventh) of countrys population has reported almost one sixth (17.7%) of accidental deaths due to unnatural causes. Madhya Pradesh and Tamil Nadu accounted for 9.7% and 8.8% deaths respectively during the year. (Table-1.11) The age-group-wise distribution of Accidental Deaths in the country by various Un-Natural Causes along with their share in total deaths is presented in Table-1.7. The Accidental Deaths due to Un-Natural Causes were mainly on account of Road Accidents (37.2%), Railway Accidents and Rail-Road accidents (7.7%), Poisoning (7.8%), Drowning (7.8%), 'Sudden Deaths' (7.6%) and Fire Accidents (6.8%). The number of cases of Un-natural accidents at the National level has increased by 4.7% (from 6,47,904 in 2009 to 6,78,326 in 2010) as compared to previous year. The number of persons injured has increased by 1.6% (from 4,96,190 in 2009 to 5,03,932 in 2010) while the number of persons killed in these accidents has increased by 7.4% (from 3,34,766 in 2009 to 3,59,583 in 2010). The Accident cases due to Stampede have decreased by 93.0% (from 1532 in 2009 to 107 in 2010) and cases of Killed by animals have decreased by 13.3% from 1293 in 2009 to 1,121 in 2010 while cases due to 'Air crash' increased by 75.0% from 8 in 2009 to 14 in 2010. [Table-1.6] The proportion of male injured and killed due to un-natural causes in the country was 80.5% and 77.6% respectively of the total such injuries and deaths (Table-1.11). 93.4% of injuries and 37.2% of deaths were due to Road Accidents only at the National level. Males out-numbered females in all kinds of accidental casualties except Fire Accidents where 66.6% of those killed were females as compared to 33.4% males. [Table-1.7] The cause-wise analysis of un-natural deaths revealed that 19.6% deaths in Goa were due to Drowning, 28.0% deaths in Sikkim were due to 'Falls', 11.5% deaths in Gujrat were due to 'Fire', 100% deaths in Lakshadweep were attributed as 'Sudden Deaths', 15.5% deaths in Madhya Pradesh were due to 'Poisoning' and 73.3% deaths in Nagaland were due to 'Road Traffic Accidents' and 3.5% deaths in Uttar Pradesh were due to 'Fire-arms'. The month-wise break-up of accidents for each State/UT/City are presented in Table-1.12. The month-wise distribution of Road Accidents has also shown more accidents during May (39,821) followed by month of March (37,861) contributing 9.2% and 8.8%. Maximum Rail-Road Accidents occurred during the month of June (261) and March (258). [Table-1.12] Tamil Nadu and Maharashtra, which accounted for the maximum (15.1%) and (11.8%) of 'Road Accidents' in the country have also reported the maximum number of 'Road Accidents' during each month of the year at national level. Delhi has reported the maximum number of Road Accidents among UTs which is 1.7% at the National level. Uttar Pradesh has reported 29.4% of 'Rail-Road accidents' in the country. A total of 8,369 (out of 28,260) accidents accounting for 29.6% of Railway Accidents (other than Rail-Road accidents') were reported from Maharashtra alone followed by Uttar Pradesh 3,143 (11.1%) and West Bengal 2,646 (9.4%). Delhi (1,493) and Puducherry (6) are the only UTs which have recorded such accidents. [Table-1.12] The distribution of Traffic Accidents in each State/UT/City during the 8 classified time periods (Pahar) of the day is presented in Table-1.13. Maximum Road Accidents (69,282) were reported during 6 p.m. to 9 p.m (16.1%), 68,879 cases during 3 p.m. to 6 p.m. (16.1%), and least number (29,129) of these accidents (6.8%) was reported during 1200 to 3 AM in the night. The maximum 'Rail-Road Accidents' were reported during 6 AM to 9 AM, 475 (16.7%). The maximum number of Other Railway Accidents 4687 (16.6%) were reported during 9 A.M to 1200 noon. [Table-1.13] Accidental Deaths in Cities The term mega city refers to cities which have a population of over 10 lakhs as per 2001 census. Mumbai has reported the maximum number of Accidental Deaths (9,093) followed by Delhi (7,717) accounting for 17.5% and 14.9% respectively of the total accidental deaths reported by 35 mega cities. The rate of Accidental Deaths was highest in Pune (101.8) followed by Nasik (99.7) as compared to average rate for the cities (48.0). Mumbais share (17.5%) of accidental deaths among cities was relatively higher than that of Maharashtra (16.7%) at the national level. [Table-1.2] Evidently, average rate of accidental deaths in cities (48.0) was higher than the All-India rate (32.4). Except five cities viz. Kochi, Dhanbad, Kolkata, Lucknow and Madurai, all other 30 cities have reported higher or equal rate of accidental deaths than the National average. It is also interesting to note that all 26 out of 35 cities have reported higher rate of accidental deaths as compared to their parent States rate. The same is reflected in Table-1(L). Kolkata, the second largest city in terms of population (12.3% of the population of all mega cities) among 35 cities after Mumbai (15.2%), reported the lowest share of deaths in cities 1.2%. The comparative reporting of accidental deaths during 2010 in the top four-mega cities is presented in Table-1(M).
