Enoggera Creek Sport and Recreation Draft Precinct Plan Brisbane is a great place to live, work, and relax – it's a safe, vibrant, green and prosperous city, valued for its friendly and optimistic character and enjoyable lifestyle. Brisbane City Council, in partnership with the Australian Government, has drafted Enoggera Creek Sport and Recreation Precinct plan that will guide future investment, growth and management of the 52-hectare inner- city precinct. Council thanks all community members who had their say during the preliminary community engagement in 2018. Your feedback helped shape the draft plan for the Enoggera Creek Sport and Recreation Precinct. The multi-use precinct includes parts of Windsor, Wilston and Newmarket, and is home to a range of sporting, recreation and community activities. The draft plan will protect the natural habitat whilst promoting sporting facilities that encourage an active and healthy lifestyle. Council’s long-term plan will deliver a precinct that: fosters Brisbane’s active, healthy, and outdoor lifestyle within a popular inner-city precinct creates community connections catering to all ages and abilities protects Brisbane’s natural habitat while improving inner-city parks promotes flood resilience, stormwater management and connection to Enoggera Creek. The final precinct plan is due for completion in mid-2021, following community feedback.

Brisbane City Council, in partnership with the Australian Government, has drafted Enoggera Creek Sport and Recreation Precinct plan that will guide future investment, growth and management of the 52-hectare inner-city precinct.

West Precinct – Spencer Park and McCook Park, Wilston Recreation Reserve (Mark Street) will offer: a dedicated football precinct with natural turf and hybrid/synthetic fields, increasing capacity by more

than 30%

a doubling of the existing recreation space

additional formalised car parking spaces and bus layover.

Central Precinct – Finsbury Park and Langley Avenue Park will offer: a new shared diamond precinct by relocating baseball (from Spencer Park) and softball (from Downey

Park) to a dedicated facility at Finsbury Park, providing additional playing field capacity

a new purpose-built clubhouse and batting cages for baseball and softball

a central green open recreation space with designated playground facilities at Langley Avenue Park, including the relocated dog park (from Northey Street Park).

East Precinct – Downey Park, Rasey Park, Victor Park and Northey Street Park will offer: two new synthetic hockey fields elevated out of the floodplain at Downey Park, creating

approximately 610 ground-level car parking spaces

relocation of cricket to Downey Park (from Finsbury Park)

a new multi-purpose indoor sport and community centre including a dedicated space for table tennis to support existing sports and future users

two dedicated recreation parks including Windsor Sports and Community Park and Northey Street Park

a hardcourt precinct for netball with realigned road network for improved connectivity and patron safety.

Draft precinct plan is subject to further detailed design and community feedback. The Draft plan includes recommendations for the development and management of the Enoggera Creek Sport and Recreation Precinct in the short, medium and long-term. These recommendations do not commit Council or tenants to their implementation; however, the plan does support Council and the community to seek grant funding and other investment opportunities to support realisation of the plan.

YOUR FEEDBACK HELPED SHAPE THE DRAFT PLAN Council received feedback during the preliminary community engagement between 18 October and 2 December 2018.

‘Insufficient number of fields/courts for usage demand’: The new draft plan consolidates sporting types into three distinct precincts, West, Central, and East,

to promote better functionality for existing clubs and the local community, and more sustainable maintenance and management.

Sporting types are co-located into specific precincts, to allow for optimum usage of all the fields/courts/diamonds across the entire precinct all year round.

‘Inadequate parking for all users and local residents’: The new draft plan increases the off-street parking around the Precinct by approximately 50%.

‘Safety and connectivity issues around the precinct’: The draft plan increases the width of the shared pedestrian and cycle network path, where possible,

to encourage active and safer travel experiences.

The draft plan includes new pedestrian bridge connections across Enoggera Creek (Clyde and Gould Roads) enabling more access points into and through the Precinct.

‘High cost of water and maintenance of fields/courts’: To help reduce the high use of water, Council propose the use of synthetic and hybrid playing

surfaces, that can better manage high activity and demand.

These hybrid fields are more flood resilient and enable greater hours of use.

‘Insufficient shade’: Council has included an enriched green space in the draft plan for the community.

It includes enhanced shade trees and planting throughout the precinct, with an emphasis on creating improved biodiversity by naturalising the waterways to provide habitat-rich environments, viewing areas and potential watercraft access points.

‘More informal spaces and recreation offerings’: Opportunities for better engagement with the creek through viewing areas and potential watercraft

access points.

Dedicated informal spaces to play, relax and socialise with family and friends.

By delivering on a strong plan now, with a vision that looks to the future, Council is improving valuable active greenspace for residents while ensuring our city has the sport, recreation and community facilities services and infrastructure to meet the needs of future generations.
