ACCESS TO CARE POLICY SUMMIT 2016

Nearly 60 health and cancer care leaders representing patient, provider, payer, policymaker, clinic, hospital and community perspectives met in Washington, D.C. on September 8, 2016 for a one-day workshop to create a shared action plan to improve access to cancer care for Medicaid beneficiaries in the District. A full participant list is included in Appendix A.

WELCOME

Mandi Pratt-Chapman, MA, associate center director for patient-centered initiatives and health equity at the George Washington University (GW) Cancer Center, welcomed participants and gave a brief overview of last year’s summit. She introduced the Access to Care Task Force members who worked over the past year to address the barriers facing Medicaid patients in the District.

Participants introduced themselves in an opening roundtable and each person proposed a single change that would help to improve access to cancer care for Medicaid beneficiaries in Washington, D.C.

RECENT CHANGES TO IMPROVE ACCESS TO CANCER CARE FOR MEDICAID PATIENTS

One of the major challenges facing oncologists in D.C. was a low reimbursement rate for many oncology medications. In May 2015, the DC Department of Health Care Finance (DHCF) announced that the Medicaid reimbursement rate for oncology medications would be adjusted to 100% of the Medicare rate. This policy change has allowed for greater access to care as additional providers have begun to accept Medicaid for chemotherapy services. George Washington University has created a partnership with the DC DHCF and managed care organizations in order to continually improve services and processes to better serve Medicaid patients in the District.

Claudia Schlosberg, Medicaid Director, DC Department of Health Care Finance (DHCF), spoke to summit participants regarding the recent changes in DHCF policies to improve access to care for Medicaid beneficiaries in the District.

IDENTIFYING AND PRIORITIZING BARRIERS TO PROVIDER PARTICIPATION IN MEDICAID

Attendees brainstormed obstacles to participation in Medicaid from the perspectives of patients, providers and payers. Participants prioritized the barriers by identifying the most pressing issues as well as those that were most feasible to address (see page 11 for more information).

SMALL GROUP WORK – ACTION PLANNING TO OVERCOME BARRIERS

For the remainder of the afternoon, groups selected one of four barriers that were ranked as most important and most feasible, then brainstormed action plans and strategies to overcome them. Action plans included a description of what the group wanted to accomplish, critical factors to achieve success and identifying necessary stakeholders to carry the work forward.

Top barriers facing Medicaid beneficiaries in D.C. included:

1. Referral challenges 2. Transportation challenges 3. Care coordination challenges and system fragmentation 4. Inadequate provider networks
