10. Briefly explain what the project proposes to do:

This project proposes to continue to pay Don Shaw $2.00/acre for “Welcome to Hunt” access on 435 acres of private land in the East Mt. Emily Wildlife Management Unit for a period of three years to hunt big game (i.e. mule deer, elk, bear, cougar) and upland game birds (i.e. ruffed grouse, Hungarian partridge, turkey, pheasant and California quail).

1. Background: Describe the project area and explain the wildlife habitat and/or access challenge or opportunity this project will address. Address how current management actions benefit public access and/or wildlife and their habitat needs. The project area is located in the East Mt. Emily Wildlife Management Unit (WMU) in Union County, where 56% of the unit is under private ownership. Currently, the majority of the private lands within the unit allow only friends and family hunting access. Mr. Shaw’s property consists of a small portion of forested woodlands, grassland foothills, riparian habitat and open meadows. A variety of hunting opportunities exist, including mule deer, white-tailed deer, Rocky Mountain elk, Hungarian partridge, pheasant, California quail, turkey, bear and cougar. The ranch is located in close proximity to public lands. The Mt. Emily Recreation Area (MERA) directly adjoins the ranch and the Wallowa-Whitman National Forest is within a couple of miles. There is a strong possibility that big game will be pushed off of the adjacent public lands onto the ranch and vice-versa. The private lands directly adjacent to the ranch allow hunting access to friends and family only. This area of the East Mt. Emily Unit has a long standing history of chronic elk damage. All adjacent private lands are either managed as rangeland or are being utilized for commercial row crop production. The Oregon Department of Fish & Wildlife (ODFW) addresses elk damage in this area with several long cow seasons beginning in early August and running through January each year. Increasing hunter access to private lands helps ODFW’s ability to influence elk distribution and manage population numbers in this area.

2. Past A&H History: (Describe any past Access & Habitat project, especially if the

proposed project deals with the same objectives.) Past Access and Habitat (A&H) projects include the 2009-07 and 2010-04 Owsley Canyon Access Area projects. Through its inception, the area has been a “Welcome to Hunt” property. In 2011, two voluntary check-in / check-out stations (Appendix C) were established to collect hunter use information. Due to the nature of the “voluntary” check-in / check-out system, hunter compliance has been minimal at best. On several occasions, ODFW staff visited the property only to find numerous vehicles and individuals recreating on the area and no permits filed. ODFW staff did their best to educate users of the importance of this data and the necessity behind collecting hunter use information. “Appendix A” summarizes 4 years of voluntary check-in / check-out data. This data represents the minimum number of hunter days and not the actual number of hunter days.

In 2011, a total of 16 permits were collected showing that a minimum of 20 hunters used the access area. Permits collected during the 2012 season showed a little higher level of use for the area. A total of 20 permits were collected showing that 18 hunters used the area during that season. The number of hunters looks like it declined in 2012, 18 versus 20 in 2011. The level of accuracy in identifying this decline is due to the fact that there were 6 incomplete permits filed in 2012. Hunters simply didn’t identify how many individuals were hunting in their party. 2013 permit data produced 16 permits and 18 hunters respectfully. The 2014 season produced 23 permits. Once again in 2014, the number of hunters using the area (23 hunters) is inaccurate due to the number of incomplete permits being filed. “Overall Satisfaction” ratings were also collected via the permits. Figure 1 shows that the majority of the hunters gave the property a

satisfied to very satisfied rating. The average rating from 2011-2014 was 3.6 on a scale of 1-5, with 5 indicating most satisfied.

TRAFX Data

Hunter use on this access area is extremely difficult to estimate using vehicle counters because the area is closed to all motorized access and the only formal vehicle access to Mr. Shaw’s property is via Owsley Canyon Road - a county road.

In 2012, a TRAFX vehicle counter was placed on Owsley Canyon Road. Owsley Canyon Road is a heavily travelled county road. There is a relatively large residential area and a county owned recreation area (MERA) just north of the access area. Both the local residents and MERA users alike, travel this route. Due to the close proximity of the area to the town of La Grande, some residents travel the road several times a day. According to the TRAFX counter data that was collected during 2012 and 2013 (Appendix B), there is an average weekly vehicle count of just over 500 vehicles using the road way. These numbers do not correspond with the information collected at the voluntary check-in / check-out stations where the 4 year permit collection average is 18.75 users per year. TRAFX counter data for 2014 was not available as the counter malfunctioned and failed to collect data. In addition to the A&H projects, the Oregon Department of Fish and Wildlife has also cooperatively completed forage seeding(s) and fertilizer applications to help improve range conditions for wildlife on Mr. Shaw’s land.

(g) If damage related, how will the project alleviate/eliminate the problem? The project will help the ODFW Union Wildlife District in dealing with elk damage that is currently occurring on surrounding private lands by providing public hunting access to private land in an area where access is otherwise limited. ODFW is using hunters to help address these damage complaints. A hunt structure that allows hunters to pursue elk from early August through the end of January is currently in place. Continuing to provide greater access to private lands will increase hunter success and assist ODFW in addressing damage complaints and elk distribution issues.

The property is located in the E. Mt. Emily Wildlife Management Unit of Union County and is located approximately 2 miles from the town of La Grande, Oregon. Access is provided via Owsley Canyon Road. See attached map.

5. Procedure: Specifically describe how the project will be conducted--use separate page for

additional information, drawings, or pictures.

Open public hunting access will be allowed August 1, 2015 – January 31, 2016, April 1, 2016 – January 31, 2017 and April 1, 2017 - January 31, 2018. This time period will encompass all big game hunts and upland bird seasons. A color map will be produced by ODFW and available to public hunters. The landowner will be provided with standard A&H signs such as: “Welcome to Hunt”, “Safety Zone”, “Closed to Motorized Vehicles”, “Opportunity provided in Cooperation with the A&H Program”, etc. ODFW staff will assist Mr. Shaw with the posting of signs on his property. Access will be restricted to foot traffic only and no ATV’s or other motorized vehicles will be allowed to access any part of the lands off the main access roads. ODFW East Region Staff will continue to monitor hunter use via the voluntary check-in / check-out stations (See Appendix A).

The Owsley Canyon Access Area is a cooperative programbetween a private landowner and the Oregon Departmentof Fish and Wildlife Access and Habitat Program to main-tain public hunting access on private lands and increaseaccess to public land. The Owsley Canyon Access Areanorth of La Grande, OR provides public hunting opportun-ities for deer, elk, predators, Hungarian Partridge, turkey, and quail. All Oregon Department of Fish and Wildlife Regulations and Seasons Apply.

Hunting on private lands is a privilege, not a right. Privateland hunting opportunities will remain in the future only ifthe property and rights of private landowners arerespected! Abuse it and you will lose it!
