A. Summary

1. The car park system shall cover the following:

2. Public Parking areas.

3. For the tenants of apartments, automatic rising barriers associated with proximity cardreaders shall be provided. Barriers manual Control shall also be provided.

4. For the public parking areas, only parking status display signs indicating the availablefree spaces shall be provided at the entrances.

B. This Section includes the following:

1. Automatic barrier gates.

2. Vehicle loop detectors.

3. Differential counters.

4. Provision for implementing �Number Plate Recognition System�.

5. Parking facility management software.

6. Changeable traffic display panels (Variable Message Signs �VMS�), indicating status ofthe car park (Full/Vacant).

C. All wiring (network loops), control cabling, conduit, boxes, weather proof enclosures,contactors and accessories and ancillary work, whether described in the Specification ornot, required for a complete and fully operational system.

1.4 PERFORMANCE REQUIREMENTS

Thermal Movements: Provide parking control equipment that allows for thermal movementsresulting from the following maximum change (range) in ambient and surface temperaturesby preventing buckling, opening of joints, overstressing of components, failure of jointsealants, failure of connections, and other detrimental effects. Base engineering calculationon surface temperatures of materials due to both solar heat gain and nighttime sky heat loss.

A. Temperature Change (Range): 2 deg C, ambient; 70 deg C, material surfaces.

B. Waterproof Equipment: Listed and labeled for duty outdoors or in damp locations, with aminimum Ingress Protection rating of IP54.

C. Software integration with other systems shall be carried out through a standard protocol.

D. Integrate the system with the Fire Alarm System for the following purpose:

1. Fire Alarm: for opening the barriers and display message at the entry gates in case of fire.

2. BMS interface: hard wire interface to provide healthy status and power failure conditions.

C. Shop Drawings: Include plans, elevations, details, and interface to other work. Detailequipment assemblies and indicate dimensions, required clearances, method of fieldassembly, components, and location and size of each field connection.

2. Samples: Provide samples of parking control equipment subject to the Engineer'sapproval for colour/finish.

D. Qualification Data: For firms and persons specified in "Quality Assurance" Article todemonstrate their capabilities and experience. Include lists of completed projects withproject names and addresses, names and addresses of architects/engineers and owners, andother information specified or required by the Engineer.

E. Field quality control test reports.

F. Operation and Maintenance Data: For parking control to include in emergency, operation,and maintenance manuals. Include the following:

1. As Built layouts and schematics.

2. System operation.

3. Maintenance schedule.

4. System software documentation

5. Power supply schedule.

6. Integration and interfaces with other systems documentations.

G. Record (As Built) Drawings: At Project close out, submit Record (As Built) Drawings of allsystem components and peripherals in accordance with the requirements of the Specification,Division 1.

A. Installer Qualifications: Engage an experienced installer who is an authorized representativeof the parking control equipment manufacturer for both installation and maintenance of thetype of units required for Project, and whose installations have resulted in construction with arecord of successful in service performance of projects of similar complexity.

B. Local Representative: Provide evidence that proposed equipment manufacturer has a locallyestablished and authorized organization which can be called upon for professional advice andmaintenance as may be required, and which can immediately supply spare parts to supportday to day and emergency maintenance requirements. Failure to satisfy the Engineer maydisqualify a manufacturer.

1. Maintenance Proximity: Not more than one hour normal travel time from Installer's placeof business to Project site.

C. Source Limitations: Obtain parking main control equipment through one source from a singlemanufacturer.

D. Pre installation Conference: Conduct conference at Project site to comply with requirementsin Division 1 Section "Project Management and Coordination."

1.7 COORDINATION

A. Coordinate installation of anchorages for parking control equipment. Furnish settingdrawings, templates, and directions for installing anchorages, including sleeves, concreteinserts, anchor bolts, and items with integral anchors, that are to be embedded in concrete ormasonry. Deliver such items to Project site in time for installation.

B. The contractor shall be responsible for coordination with the Access Control Specialist inorder to integrate the proximity card reader to the rising barrier .

C. Electrical System Roughing in: Coordinate layout and installation of parking controlequipment with connections to power supplies.

D. The Contractor shall be responsible for coordination with various systems under this Contract

1.8 EXTRA MATERIALS

A. Furnish extra materials described below that match products installed and that are packagedwith protective covering for storage and identified with labels describing contents.

1. Gate Arms: 20% breakaway gate arms, but not less than 1, for the total number of gatesinstalled, complete with accessory components.

2. Manufacturer�s recommended spare parts for a minimum of 2 years� operation.

A. Provide an Uninterruptible Power Supply (UPS) at 230 V, 60 Hz for 30 minutes in the controlroom to serve all the access control and car park management system equipment includingmotors of arm barriers. All required power supply equipment and cabling from this source isto be provided under this section of work.

1.10 AVAILABILITY OF SPARE PARTS AND FORWARD COMPATIBILITY.

B. The Contractor has to obtain and submit a written undertaking from the manufacturer thatthe spare parts of the system to be installed shall be made available upon request for at least10 years from the date of substantial completion.

1.11 PROJECT CONDITIONS

A. Environmental Conditions: System shall be capable of withstanding the project environmentalconditions specified under Division 16 Section 16050 without mechanical or electrical damageor degradation of operating capability.

2.2 MATERIALS

A. Aluminum: Alloy and temper recommended by aluminum producer and manufacturer for typeof use and finish indicated, and as follows:

1. Sheet: ASTM B 209M.

2. Extruded Shapes: ASTM B 221M.

B. Cold Rolled Steel Sheet: ASTM A 1008/A 1008M, Commercial Steel (CS), Type B.

C. Zinc Coated (Galvanized) Steel Sheet: ASTM A 653/A 653M, commercial quality, with Z180coating designation; mill phosphatized.

D. Stainless Steel Sheet: ASTM A 666, Type 304.

E. Anchorages: Anchor bolts, hot dip galvanized according to ASTM A 153/A 153M.

2.3 AUTOMATIC BARRIER GATES

A. General: Provide a parking control device consisting of operator and controller housed incabinet enclosure with gate arm. Fabricate unit with gate arm height in down position of notmore than 889 mm to prevent even small vehicles from passing under gate arm.

1. Controller: Factory sealed, solid state, plug in type, with galvanized steel box for wiringconnections. Equip unit with the following features:

a. Capable of storing successive inputs and sequentially processing each one.

b. Automatic instant reversing mechanism that stops downward motion of gate arm ifarm strikes an object and that immediately returns arm to upward position. Include a0 to 60 second variable time reset device.

c. On off power supply switch.

d. Automatic manual switch.

e. Directional arming logic.

f. RS 485 communication port.

g. Broken gate arm monitoring.

h. Programmable automatic timer.

i. Internal re settable counters.

j. Thermal overload protection with manual reset.

k. Thermostatically controlled heater with on off auto switch.

l. Diagnostic mode for on site testing, with LEDs for inputs and outputs.

m. Automatic and continuous testing of inputs and outputs.

n. Switch to test motor and limit switches or raise gate arm manually.

o. Single, 230 V ac grounded power receptacle.

B. Cabinets: Fabricated from metal sheet with seams welded and ground smooth; approximately400 mm square by 1100 mm tall. Provide single, gasketed access door for each cabinet withflush mounted locks. Furnish two keys for each lock, all locks keyed alike. Fabricate cabinetwith internal reinforcing and four mounting holes accessible only from inside cabinet.

1. Material: 2.8 mm thick, stainless steel sheet.

a. Finish cabinet exterior with No. 4 finish.

b. Finish cabinet, interior and exterior, with manufacturer's standard yellow bakedenamel finish over primer.

C. Straight Gate Arm: Aluminum, with enamel coated or paint finish and red stripes on trafficside face. Provide mounting flange with breakaway feature to ensure clean break if arm isstruck by vehicle.

1. Length: to cover the entire (endurances/exits) lane width. Attention and considerationshall also be given to the clear height inside the car park, and accordingly proper type ofarm selected, whether straight gate arm or folding type, as suitable and fit for properoperation and function.

2. Tip supports shall be specified for arm lengths more than 4000mm.

D. Operator: 1/2 hp (as recommended by manufacturer) ,230V AC, 60 Hz, single phase, instantreversing, continuous duty motor for operating gate arm. Transmit power to gate arm driveshaft through speed reducer to harmonic acting crank and connecting rod. Fabricate crank,rod, and drive shaft of galvanized solid bar steel. Provide an operable cam for adjusting armtravel.

E. Accessories:

1. Low voltage red warning lights that illuminate when gate is in down position.

2. Gate arm tip support.

2.4 VEHICLE LOOP DETECTORS and DIFFERENTIAL COUNTERS

A. Vehicle Loop Detector System: Provide self tuning electronic detector with adjustabledetection patterns, adjustable sensitivity and frequency settings, and panel indicator lightdesigned to detect presence or transit of a vehicle over an embedded loop of wire. Providenumber of loops consisting of multiple strands of wire, number of turns, loop size, and methodof placement at location shown on Drawings, as recommended in writing by detection systemmanufacturer for function indicated.

1. Field Assembled Loop: Wire, in size indicated for field assembly, and sealant; style forpave over installation.

2. System Performance: Capable of the following:a. Recognize vehicle direction by detecting vehicle.

b. Differentiate vehicle direction by detecting vehicle moving from one loop to another,reporting to server, which display on the VMS the parking spaces status per zone.

c. Generate reverse count if vehicle backs up after generating directional count inforward direction.

d. Continuous diagnostic monitoring for intermittently operating and failed loops.

e. Crosstalk test between adjacent loops.

2.5 ACCESS CONTROL UNITS

A. Card Reader Access Unit: Access control system that activates barrier gates ,Elevators,entrancedoors and functions only when authorized card is presented. Fabricate housing from weldedcold rolled steel sheet with weatherproof front access panel equipped with flush mountedlock and two keys. Finish units with manufacturer's standard baked enamel coating system.Provide face lighted unit fully visible at night.

1. System: System shall be coordinated with main contractor .

2. Operation: On line communication to remote parking control system computer.

3. Features: Capable of monitoring and auditing barrier gate activity.

4. Mounting: As indicated on Drawings.

5. Cards: access control system cards carried by tenants to access their dedicated zones areto be used to access the dedicated parking areas inside the parking as well, and at mainentrances. (1000 CARDS).

6. For elevators the card reader shall be interfaced with lift control panel. Coordination withlift supplier is to be carried by contractor.

2.6 CARD READER CONTROL SYSTEM

A. Description

1. The Card Reader Control System Architecture will comprise of the following components:

a. Master Access Controller for independent building blocks

b. Barrier Controller

2. The system shall function on the commands of the access control management softwareand the building management system. Each building block shall have a master accesscontroller (MAC) which will locally control barrier controllers and provide accessscheduling, transaction logging and alarms. These MAC�s shall be linked to the accesscontrol system server in the central security room of the building blocks via an EthernetLAN connection.

3. The system shall be modular in architecture and completely compliant with LON andBACNET protocols

B. Building Door locking device

1. The door locking device installation shall be coordinated by the Contractor with theArchitecture.

2. The Contractor shall ensure that in case of fire, the doors in the exit path will beautomatically opened.

3. The lock shall be an Electromagnetic Shear Lock and shall be produced by an ISO 9001certified manufacturer. The lock shall be of the self aligning magnetic shear type suitablefor mortise mounting and shall not exceed 15 cubic inches (9x1 l/2x1 l/10). The lock shallbe �dual voltage� accepting 12 or 24 VDC without the alteration of any settings at thetime of the installation.

4. The power requirements of the lock shall not exceed four Watts (l60mA @ 24VDC or320mA @12VDC).The lock shall be self contained with no external circuit board and willself align into the locked position when the door closes without the need for doorposition sensing or timers. The lock shall not be position sensitive; it may be mounted atthe top or side of the door and will operate on single or double acting doors. The LOCKshall be fully sealed in resin to make it tamper proof.

C. Building Door Control Device

1. Exit Push Button: The Push Button shall be produced by an ISO 9001 certifiedmanufacturer. The Push Button shall be an industrial grade 1.5� diameter mushroombutton.

2. The Button shall be labeled �EXIT� and shall be green back lit using a multi chip LED. Aseparate red LED shall be provided as an additional indicator.

3. The LED�s shall operate on 12 or 24 VDC (field selectable). The switch shall be DP/ST andrated at 7 Amps at 12 or 24 VDC. The push button shall be mounted on a stainless steelsingle gang face plate. The switch shall be available in either momentary or alternateaction versions.

2.7 Operation:

The operation of the system shall be as follows:

A. When the system is interfaced with main entrance door, it shall have the provision forInterfacing with Fire Alarm system to release the lock in the event of a fire.

B. The main Unit shall operate on 230V, 60Hz supply and shall provide power to all systemcomponents.

1. The main unit will have an interface relay which will send a 24VDC signal to thesystem for releasing the Door lock. The relay will have at least one N/O and one N/Cchangeover contact.

2. An exit switch with LED indication shall be provided next to the main unit in the GuardRoom for operation by the watch man. The push button on the switch panel shall bestainless steel designed for heavy use.

2.8 MISCELLANEOUS PARKING CONTROL EQUIPMENT

A. Parking zone "Variable Message Signs (VMS)": Single faced signs consisting of (high brightLEDs) illumination source contained in welded steel bodies with extended hood and bakedenamel finish.

1. Type: Flashing.

2. Operation: Automatic by barrier gate controller.

3. Illumination: Traffic signal lamps and colored fiberglass sign face.

4. Mounting: as advised by Architect.

5. Location and Number: on each entrance for parking.

2.9 PARKING FACILITY MANAGEMENT SOFTWARE

A. General: Manufacturer's standard software that provides automatic facility monitoring,supervision, and remote control of parking control equipment from one or more locations.

1. System Performance: Capable of the following:

a. Collect data for access and space control.b. Calculate occupancy and display status (full/vacant) for each zone on VSM signs.c. Communication between car park management system equipments and work stations.d. Program parking control equipment.e. Accuracy: System accuracy of 95 percent with tolerance +/ 2 percent.

B. System software shall use industry standard protocols such as LON, LAN, Ethernet, TCP/IPprotocols, subject to system supplier.

C. System server client Architecture is to support multiple users.

2.10 CABLING

A. RS 485 Cables1. RS 485 communications require 2 twisted pairs, with a distance limitation of 1220 m.2. PVC Jacketed, RS 485 Cable: Paired, 2 pairs, twisted, No. 22 AWG, stranded (7x30)

tinned copper conductors, PVC insulation, unshielded, PVC jacket, and NFPA 70,Type CMG.

3. Plenum Type, RS 485 Cable: Paired, 2 pairs, No. 22 AWG, stranded (7x30) tinnedcopper conductors, fluorinated ethylene propylene insulation, unshielded, andfluorinated ethylene propylene jacket.a. NFPA 70, Type CMP or equivalent.b. Flame Resistance: NFPA 262 Flame Test.

2.11 FINISHES

A. Comply with internationally recognized standards.

B. Stainless Steel Finishes: Remove tool and die marks and stretch lines or blend into finish.Grind and polish surfaces to produce uniform, directionally textured, polished finishindicated, free of cross scratches. Run grain with long dimension of each piece.

C. Bright, Directional Polish: No. 4 finish.

D. When polishing is completed, passivate and rinse surfaces. Remove embedded foreignmatter and leave surfaces chemically clean.

PART 3 EXECUTION

3.1 EXAMINATION

B. Examine substrates, areas, and conditions, with Installer present, for compliance withrequirements for installation tolerances, critical dimensions, and other conditions affectingperformance.

C. For the record, prepare written report, endorsed by Installer, listing conditions detrimentalto performance.

D. Examine roughing in for electrical systems to verify actual locations of connections beforeparking control equipment installation.

E. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2 PREPARATION

B. Provide templates for anchor bolts and other items encased in concrete or below finishedsurfaces so as not to delay the Work.

3.3 INSTALLATION

B. Automatic Barrier Gates: Anchor cabinets to concrete bases with anchor bolts orexpansion anchors and mount barrier gate arms.

C. Vehicle Loop Detectors: Bury and seal wire loop at locations indicated on Drawingsaccording to manufacturer's written instructions. Connect to parking control equipmentoperated by detector.

D. Ground equipment according to Division 16 Section "Grounding and Bonding."

E. Connect wiring according to Division 16 Section " Conductors and Cables."

3.4 FIELD QUALITY CONTROL

B. Manufacturer's Field Service: Engage a factory authorized and trained servicerepresentative to inspect, test, and adjust field assembled components and equipmentinstallation, including connections, and to assist in field testing. Report results in writing.

C. Perform the following field tests and inspections and prepare test reports:

1. Each electrical test and visual and mechanical inspection shall be stated in NETA ATS,Section 7.15 and compliance with test parameters shall be certified.

2. Operational Test: After electrical circuitry has been energized, units shall be startedto confirm proper motor rotation and unit operation.

3. Controls and safeties shall be tested and adjusted. Report any damaged andmalfunctioning controls and equipment.

D. Remove and replace parking control equipment where test results indicate that it doesnot comply with specified requirements.

E. Additional testing and inspecting, at Contractor's expense, will be performed todetermine compliance of replaced or additional work with specified requirements.

F. Experimental period for all systems shall be three months, before provisional takingover.

3.5 ADJUSTING AND CLEANING

B. Adjust parking control equipment to operate smoothly, easily, and properly. Confirmthat locks engage accurately and securely without forcing or bending.

C. Lubricate hardware, gate operators, and other moving parts.

D. After completing installation of exposed, factory finished parking control equipment,inspect exposed finishes and repair damaged finishes.

E. Remove barrier gate arms during the construction period to prevent damage, andinstall them immediately before Substantial Completion.

B. Engage a factory authorized and trained service representative to train Owner�smaintenance personnel to adjust, operate, and maintain parking control equipment.Refer to Division 1 Section "Closeout Procedures, Demonstration and Training."

3.7 TESTS ON SITE

B. Equipment and Labor: Provide all testing equipment and specialists for testingsystem.

C. Tests are to include insulation resistance, continuity, loop characteristics, signalmeasurements and analysis, logic routines etc. in accordance with manufacturer's testplan, to be submitted two months before testing, and fully cover performance ofcomponents.

D. Operational tests are to be carried out on system for one week, to test performance ofsystem as if fully operational at peak periods, with all normal and abnormal functionschecked and analyzed. Trained staff is to be stationed at various positions to carry outoperations and report results. Operations are to include, without limitation, actualvehicular movement over detector loops, performance of counters, central controlunit and the like, card reader operation and consequent operations etc. as well asauditing and management functions.

3.8 PARKING CONTROL EQUIPMENT SCHEDULE

B. Provide parking control equipment for each zone as shown on the Drawings.
