INTRODUCTION
Access Control List (ACL) Administration facility is available at the MASNET website to enable the MASNET Liaison Officers(LO) to grant users (in their own institution) access to MAS Returns.
This document specifies the system requirements and procedures for maintaining the ACLs.

MINIMU M SYSTEM REQUIREMENTS
1. Microsoft Internet Explorer 8 or higher.2. Registered MASNET Web ID.

PROCEDURES
A. Login
1. Go to MASNET website, https://masnet.mas.gov.sg/
2. Enter the user name and password (Figure 2). Click <Submit> button to proceedwith the login session.

3. Upon successful login, please click “Admin" > "LO Access Control Administration" link,Then click "Here" under "MAS Returns".

B. Return List
All MAS Returns, that your company are expected to submit to MAS, are listed as in below sample page (Figure 5).

C. Returns ACL Page
To administer the Access Control List (ACL) for a return, click on the “Administer”hyperlink of the corresponding return name. This will redirect you to the ACL pagefor that particular return.
The following is a sample ACL Page for a Return (Figure 6). The list of userscurrently granted access to the return will be displayed. From this screen, you mayadd, edit and delete users.

1. Add User
To add users, click on the <Add User> button. The user information form will be displayed.
You may add users based on their user id or their user name. Select the user to be added from the appropriate drop-down boxes. The drop-down list will contain your company users with MASNET Web IDs registered with MAS.
Some returns are submitted for particular business units of your company. For example, some bank returns are reported in respect of their ACU and DBU businesses while some insurance returns are reported in respect of their Life and General businesses.
For such returns, a list of business units will also appear below the user information. Check the business units relevant to the user.
Fill in the User Information Form then click the <Save> button to save user (Figure 7).

Upon completion, the acknowledgement Page will be displayed (Figure 8). Click the <Main Menu> button to return to the list of returns.

2. Edit User
To edit user information, click on the “Edit” hyperlink of the corresponding user. Theuser information form will be displayed.
Follow the steps listed in the previous Section C.1 to edit the user information.
Once you are done, click <Save> button to save user (Figure 9). Upon completion,Acknowledgement Page will be displayed (same as Figure 8). Click the <Main Menu>button to return to the list of returns.

3. Delete User
To delete a user, click on the “Delete” hyperlink of the corresponding user.
You will be prompted to confirm the deletion. Click <OK> to delete the user or<Cancel> to cancel deletion (Figure 10). Upon completion, Acknowledgement Pagewill be displayed (same as Figure 8). Click the <Main Menu> button to return to thelist of returns.

D. Logout
On the top right-hand side of every MASNET screen, there is a “Logout”hyperlink (Figure 11). You can click “Logout” hyperlink to logout from yourMASNET session. The system will redirect you to MAS Home Page (Figure 1).

E. Session Timeout
If there is no activity for a specific time (about 30 minutes), the system will redirectthe current page to “Timeout” page and the session will be logout (Figure 12). Toaccess the “MAS Returns” page, please login again via MASNET website (Figure1).

FREQUENTLY ASKED QUESTIONS
Question 1:
I encounter the following error message when trying to access the ACL Administration hyperlink: “The userid is not allowed to access.” (Figure 13). How can I have my access?

Answer:
Please note that only the company’s Liaison Officer can access this facility.
Please contact MASNET Helpdesk if you have any questions on the ACL Administration or face any other technical difficulties.
Question 2:
I encounter the following error message when trying to add and/or edit user information “Failed to grant user access to the selected Business Unit(s).” (Figure 14). What should I do?

Answer:
If there is a note “The following Business Units need to be granted together.” below the Business Unit field, please select and grant the complete set of Business Units to the desired user (Figure 15) as the interdependent business units should be submitted together.
