• While you’re in the park, stick around for Autumnfest.The annual Arts & Crafts fair is Oct. 25-26, and includes an apple pie contest, live music, pumpkin picking and a carnival.

Don’t just experience your community, get involved in it. The Anthem Youth Advisory Council (AYAC) participants have been selected, and they are about to be a force of positive change in the community, representing youth ages 12-18. We are seeking adult mentors to impart knowledge, guidance and leadership advice to the AYAC members.

Public invited to preview 2015 ACC BudgetThe development of the 2015 ACC Budget began mid-summer. Department directors develop budgets with a zero-based approach and work up, considering objectives that both the ACC Board of Directors and executive management have set for the year, as well as factoring in continuing community service improvements. Prior to presenting the 2015 Budget to the public, the budget process includes several internal reviews, as well as a thorough review by the ACC Fiscal and Resource Management (FaRM) committee, comprised of community residents who volunteer to provide their financial and management expertise.

Residents are invited to provide comments on the 2015 Budget at a special meeting Oct. 7 at 6:30 p.m. at the Anthem Civic Building. The ACC Board will be evaluating proposed funding for programs and services. The final 2015 Budget will be considered by the Board of Directors at their Oct. 22 meeting. Anthem residents and business owners are encouraged to attend both meetings.

Preserving, Protecting, and Enhancing a Genuine Sense of CommunityThe Anthem Community Council (ACC) serves as a unifying entity for the overall Anthem community. Our mission is to establish and maintain a governing structure that will preserve, protect and enhance the plans, policies, infrastructure and resources needed to support a genuine sense of community, facilitate sound economic development and promote quality of life for all Anthem residents.

NEW Adventure Playground & Splash Pad re-opens Oct. 25Adventure Playground & Splash Pad is nearing the end of a large-scale renovation. The planned and budgeted project began after the Independence Day Celebration, and is coming in on time and under budget. A ribbon cutting/re-dedication will kick off Autumnfest on Oct. 25 at 10 a.m. and. The main parking lot will have limited availability due to Autumnfest vendor arrival. Residents should plan accordingly.

The original 15-year-old playground and splash pad have been replaced with new materials and play features for enhanced safety, accessibility, durability and fun as a Reserve Fund project.

As a special added feature, an original playground boulder was saved and is being repurposed with a plaque as a dedication to the memory of Anthem youth whose adventures on Earth ended too soon.

Go Green is a semi-annual event, sponsored by the ACC and Republic Services. Go Green takes place in the spring and fall.

Wastewater rate case intensifiesCustomers in the Agua Fria wastewater district began sending complaints about their wastewater rates to the Arizona Corporation Commission earlier this year. In July, the full Commission directed EPCOR to investigate three alternative wastewater rate redesigns to address those customers’ concerns.

EPCOR’s three options to address the Agua Fria rates included:

• Reconsolidation of the Anthem and Agua FriaWastewater Districts;

• Further deconsolidation of the Agua FriaWastewater District; or

• Consolidation of all five of the EPCORwastewater districts.

Reconsolidation with Agua Fria – Anthem Opposes

A reconsolidation of Anthem and Agua Fria would return wastewater rates in the combined district to the level they were at prior to the lengthy rate case in 2012 that resulted in the deconsolidation of the two districts. Reconsolidation would increase wastewater rates currently paid by customers in the Anthem Wastewater District and reduce the rates currently paid by Agua Fria Wastewater District customers.

The Anthem Community Council urges all Anthem residents to sign a petition opposing this reconsolidation option, in order to direct the Commission to consider other options, including total consolidation of all five districts, which would result in lower rates for Anthem and Agua Fria. Petitions are at the Anthem Civic Building, ACC Community Center and online at ipetitions.com/petition/anthem-wastewater.

Full Consolidation of Five Districts – Anthem Supports

According to their testimony to the Arizona Corporation Commission on Sept. 9, “EPCOR Water USA supports full consolidation of its wastewater districts as the best long-term solution to address the concerns raised by its customers, but more importantly as the most equitable approach in the long term for establishing reasonable rates to recover the reasonable expenses and capital expenditures that will ultimately impact every district at some point in the future.”

Moving to a consolidated district with a single rate structure mirrors what consumers experience in most municipal districts. In other words, rates are the same regardless of where a customer lives within a municipal area or within a utility’s service territory. If consolidation were approved, the cost of infrastructure improvements would also be spread over the entire consolidated customer base.

What happens next?

Agua Fria ratepayers, in their petitions to the Commission, did not advocate for reconsolidation with Anthem. In fact, the Anthem Community Council and Agua Fria leaders are considering a joint letter to the Commission in support of full consolidation (and opposing reconsolidation of only the two districts), which would result in lower rates for both communities. However, rates would increase for Sun City and Sun City West ratepayers. Therefore, a complete rate case for a long-term solution would be advised. Desert Foothills Land Trust Trail Cleanup Day, Dec. 6

The ACC Board of Directors endorsed Desert Foothills Land Trust (DLFT) trail monitoring and maintenance activities on the Anthem portion of the Maricopa Trail, also referred to as the Equestrian Trail, at their August meeting. Additionally, the Board endorsed a joint partnership with the DFLT to host a Trail Cleanup Day on Dec. 6, beginning at 7:30 a.m.

on part of the Anthem Equestrian Trail.

This is an opportunity for local preservation groups such as DFLT and the Save Daisy Mountain committee to educate and introduce area residents to the local trail system, ecosystem and trail etiquette. It also empowers residents to “give back” and improve the condition of the trail.

Important changes to assessment process in 2015Beginning in Dec, 2014, the ACC will be changing its accounting systems and banking relationships to bring services “in-house” and reduce annual costs. Please note the following important changes.

If you mail a personal check

Q1 2015 billing statements will be mailed in early December and will reflect a new lockbox mailing address and new property account number for your home. Current Q4 2014 assessments, due Oct. 1, should continue to be mailed to the Los Angeles lockbox address.

If you use electronic banking

If you use electronic banking (wherein your bank automatically sends a paper check to the lockbox), please be sure to change the mailing address and property account number in your system to reflect these changes for 2015 assessments. Make these changes after you pay Q4 2014 assessments.

If you use SurePay (direct debit)

SurePay users who pay monthly will have their direct debit accounts terminated after the December payment is withdrawn from your account. To sign up for monthly direct debit for 2015, please read the information that will be enclosed with your Q1 2015 invoice in December.

OPT-IN for electronic invoicing in 2015

The ACC will have electronic (email) invoicing available starting in mid-2015. To switch from US Mail to email invoicing, send your name, Anthem property address and email address to [email protected]. Please indicate your preference as either “OPT-IN” or “OPT-OUT.”

ACC banking and accounting system changes are designed to reduce costs and make administration more efficient. Your patience and understanding is crucial to the success of this conversion. In order to properly apply your 2015 payments, you must change the account number assigned to your property and mail your payments to the new lockbox address. Remember, there will be no change for your Q4 2014 assessments due Oct. 1. Please make these changes in December.

Timeline unveiled at August Board meeting

A timeline showcasing milestones from Anthem’s groundbreaking in 1998 to the opening of Anthem Civic Building in January 2014 is now on display at the Anthem Civic Building.

The ACC has left plenty of room for the timeline to grow and plans to expand in the future, starting with the grand re-opening of Adventure Playground and Splash Pad in October.

ANW hosts fingerprinting ID booth at AutumnfestOn Saturday, Oct. 25, Anthem Neighborhood Watch (ANW) will host the EZ Child/Elderly Identification System at Autumnfest. This technology has created a new standard whereby trained staff digitally scan fingerprints, a photo and other identifying information onto a CD that recipients take home as reference material in the event of an emergency. To help protect from identity theft, the EZ Child ID Software Kit is programmed so that no information about the individual is saved on the computer when the disc is read. This service is free and will be offered from 10 a.m.-1 p.m. at the ANW booth while supplies last.

Host a G.A.I.N. event Oct. 18October is National Crime Prevention Month, a perfect opportunity for Anthem neighborhoods to plan block parties (National Night Out) and get acquainted with neighbors to help protect their neighborhoods from crime. Getting Arizona Involved in Neighborhoods (G.A.I.N.) is an annual Arizona event designed to bring neighbors together to promote safety, communication and crime prevention.

During the hours of 9-11 a.m. and 4-8 p.m., local law enforcement personnel, ACC Board members, community leaders and ANW committee members will travel to registered G.A.I.N. parties, take pictures and share prizes. Sample ideas for neighborhood parties include: coffee and donuts, patio or driveway parties, movie or pizza parties, barbeques, ice cream socials and potlucks. How to get involved in G.A.I.N.:

• Businesses – donate to help support the prizesand a chance to advertise to residents.

Veterans Day Ceremony, Toys for Tots kick-off is Nov. 11

The public is invited to attend the annual Veterans Day ceremony at the Anthem Veterans Memorial, Nov. 11 at 10 a.m. The keynote address by Jim Oliveri

(U.S. Army) and Tom Francis (U.S. Army Special Operations) will pay tribute to combat Vietnam War veterans.

Ceremony attendees are asked to bring a new toy (not gift wrapped) to support the U.S. Marine Corps Reserve Toys for Tots program, collected locally by the Daisy Mountain Veterans (DMV). Cadets from Sandra Day O’Connor Air Force ROTC will assist in the toy collection drive and ceremony.

The ceremony will include music by the award-winning Diamond Canyon School choir and the annual Veterans Service Award will be presented. The National Anthem will be performed by Mary Sue Hyatt, North Valley Arts Council. Tom Derryberry (U.S. Marine Corps), who completed two Vietnam tours of combat duty, will serve as the Master of Ceremonies.

Guests are invited to remain after the ceremony to watch the sun’s rays pass through the five Armed Services’ pillars at exactly 11:11 a.m. to shine a perfect solar spotlight on a mosaic of The Great Seal of the United States. Seating is limited; lawn chairs are welcome.

Veterans Day Parade is Nov. 8The DMV will hold its annual parade Nov. 8 in Anthem, beginning at 10 a.m. This year marks the tenth anniversary of the parade and the 50th anniversary of the beginning of the Vietnam conflict. Special tribute will be paid to veterans who fought in Southeast Asia.

Residents of Anthem and surrounding communities who served in combat during Vietnam will serve as honorary Grand Marshals.

Anthem businesses invited to host Trick-or-Treat eventsPromote Anthem business, engage with customers and celebrate Halloween during the ACC’s 4th Annual Trick-or-Treat for an Anthem Sweet! This community-wide event encourages kids and parents to trick-or-treat at Anthem’s commercial and retail properties from 4-6 p.m. on Oct. 31.

Abandoned vehicles on Triumph Ct. will be towedParking issues on Triumph Ct. continue to be a problem, and will be addressed with owner-expense towing. Abandoned vehicles will be towed after a notification is posted. “Abandoned” by definition in the Arizona Revised Statutes (ARS) 28-4801: “Evidence that a vehicle was left unattended for a period of 48 hours within the right of way of any highway, road, street or other public thoroughfare; or 72 hours on public or private property is prima facie evidence of abandonment.”

A law enforcement officer who has reasonable grounds to believe that a vehicle has been lost, stolen, abandoned or otherwise unclaimed

may remove or cause the removal of the vehicle from any street or highway or any other public, federal, state trust, national forest, state park or bureau of land management land or private property,” per ARS 4831.

Overseeding schedule setValleycrest Landscape Maintenance overseeds the fields and common areas at the ACC Community Park and surrounding areas each October. To minimize inconvenience for residents, fields will be closed on a rotating basis while the summer bermuda grass transitions to rye grass:

Through Oct. 8 (re-opening Oct. 9)

• ACC Community Park and all commonareas (including between softball fields)

Softball fields are not overseeded in order to allow for grass practice area while the other sport fields are closed.

• Liberty Bell Splash Pad and common areas

Inside of splash pad and large field are not being overseeded.

Through Oct. 15 (re-opening Oct. 16)

• Parkside common areas

Through Oct. 30 (re-opening next season)

• ACC Community Center water park and BBQareas

Youth Leagues: late registration still openAnthem Youth Soccer League Age groups: 3-4 yrs. (co-rec), 5-6 yrs., 7-9 yrs., 10-11 yrs., 12-14 yrs. (boys & girls)

This league has one practice during the week, one skills clinic each week and one game each Saturday. Coaches will contact players on Oct. 4. Practices start the week of Oct. 6 and the first game will be Oct. 11. Players will receive a team t-shirt. Cost: $80/resident; $104/non-resident (late registration fee applies).

Youth Lacrosse Skills Clinic Age group: 5-14 yrs.

Lacrosse skills, drills and scrimmage are all part of this clinic; players do not need prior experience. Players will be grouped by age and ability and will learn how to stick handle, pass, shoot and play. Clinic starts Oct. 9 at 6 p.m. on Softball Field #3. Players must have their own stick. Cost: $60/resident; $84/non-resident (late registration fee applies).

Registrations for all youth leagues will be accepted until full.

When guests come to dinner and leave you with the ticket Everyone who operates a motor vehicle in Anthem Country Club is required to obey posted speed restrictions. These restrictions are intended to make roads safe for both motorists and pedestrians. In fact, the ACCCA Board of Directors has legal liability to ensure the safety of the roads and streets.

However, enforcing speed restrictions in any private, gated community isn’t the same as enforcing speed limits on public roadways. Under Arizona law, speed restrictions are NOT legal speed limits; they are a COVENANT (as in “CC&R”) between homeowners and the ACCCA, which does not cover tenants, guests or vendors. Law enforcement agencies are not legally authorized to issue a violation notice against a covenant. So how does the HOA meet the objective of providing safe streets for motorists and pedestrians in this private community?

Using state-of-the-art technology, the gate access company (Trident) patrols the streets to identify and record violations of speed restrictions. However, Trident is not permitted to stop/detain a violator or issue a violation notice on the spot. So if the violator’s vehicle belongs to a homeowner, tenant, guest or vendor who has a gate transponder, a violation notice (NOT a “speeding ticket”) is mailed to that violator. Policies are in effect to levy and collect penalties against the violator.

However, Arizona law does not provide a means for a private entity such as the ACCCA to levy and collect penalties against a violator who is not a party to (a) the covenant that we have with homeowners or (b) the contract that we have with a tenant, guest or vendor who has a gate transponder. To address this, Del Webb established Section 1.3 of the CC&Rs as well as paragraph (h) of the Initial Use Restrictions, which require the ACCCA to hold the homeowner responsible for speeding violations, committed by their authorized tenants, guests and vendors.

Here are few tips to avoid receiving a fine for the violations of a tenant, guest or vendor:

• Only use vendors that have theirown transponder. If the vendor does not have one, they may obtain one from the ACCCA office.

• Make sure that all guests are aware of therules and speed limits;

• Remove any and all unnecessary tenants,vendors and guests from the guest list.

These steps will (a) eliminate entering the community without authorization, (b) shift the burden to the tenant, guest or vendor and (c) will inform guests of the serious nature of speeding issues.

The Board understands that this issue may cause some frustration, but it will ensure that common area streets are safe.

Trees replaced in ParksideA total of 50 trees, previously lost in monsoon storms, will be replaced in several common areas throughout Parkside. Replacement trees will be 24-inch box size and will include: Chilean Mesquite, Desert Willow, Ironwood and Hybrid Palo Verde. Each tree will be under warranty by ValleyCrest Landscape Maintenance for one year.

New picnic table donated by Hands Across AnthemThe Board and staff extends a sincere ‘Thank You’ to Hands Across Anthem for donating a new picnic table in the neighborhood park located at Hastings and Hidden Treasure Way. The table will display a plaque memorializing Tyler Hallsey, a young Anthem resident who recently passed away.

November Board meetingVillage residents are invited to attend the next 2014 Board meeting, Nov. 18 at 6 p.m. The meetings are open to members of The Villages at Anthem and are held at the Anthem Civic Building.

Water usage alertHomeowners are reminded not to leave water running outside for any reason. Spikes in water usage within two buildings are being observed. Also, all plumbing fixtures inside homes should be checked, including toilets and sinks that might be running, and repairs scheduled immediately.

Gate and pool-exercise room access reminderContact Adam Crane at 623-262-5049 to obtain entrance remotes or key cards. Only homeowners who are current with their quarterly maintenance dues are permitted entry to the pool-exercise room facility. Any tenant whose landlord is delinquent will be denied entry. All entry cards to the pool-exercise facility are subject to being shut off without prior notice if a delinquency occurs.

Keep it clean Place trash and recycling items inside the dumpster provided, not outside the dumpster inside the enclosure. Many homeowners toss plastic bags or the contents of fast food bags over the dumpster gates. This is not only unacceptable behavior but will encourage wildlife to gather within the community.

Obey posted speed limitsThe Village is a family community! School-age residents are back to school and walking through the community during daylight hours. Slow down and watch for residents who are walking and waiting for buses.
