Business Council Report 

February 8, 2019 

 

The Business Council continues to approach its efforts with the aim of contributing to 

Institutional Goal #5:  Operate more cost effectively. 

Strategic Pathways – Procurement 

Goals and initiatives to achieve savings via bulk purchases, process improvement/automation 

and policy and procedure standardization have been identified.  UAF is taking the leadership in 

these areas, while also providing procurement duties for UAS and Statewide.    Implementation 

and effort to achieve these goals will be on‐going in FY19. 

Strategic Pathways – Grants & Contracts Administration  

The Grants & Contracts directors from UAF, UAS and UAA continue to meet and work on their 

FY19 prioritized plan.  We have contracted with Ellucian to provide an assessment of  

Process Improvement and Automation 

The President and Regents authorized $1.1m in FY18 for process improvement and automation.  

The CFO sent an internal RFP to the functional areas of Student, HR, Finance, IT and 

Institutional Research to solicit automation project proposals.  A number of proposals were 

received, and the Business Council deliberated on all proposals.  The Business Council has 

approved 13 projects in Student, HR, Finance and Administration, and Institutional Research 

areas and requested additional information on others.  All of the FY18 allocation has been 

expended or committed.

It is important to note that within the broad scope of the Finance and Administration, there are 

several very large automation or compliance projects underway that do not explicitly flow from 

Strategic Pathways or the $1.1 million Automation pool.  These projects that arise in the normal 

course of operations include: travel booking tool and expense management, conversion to 

Banner 9, accounts receivable conversion for IRS Form 1098‐T, and JV workflow. They will 

consume a significant amount of staff time over the next one to two years. 

The CFO sent out a request for FY19 proposals to all the Council chairs.  Eight proposals were 

received and discussed at the August Business Council meeting.  One project in Grants & 

Contracts administration was approved, two projects were approved for the student billing and 

financial aid, four were funded by different means, and one project was dismissed by another 

council. 

Given the numerous projects in the queue, the Business Council discussion turned to using the 

funding pool to fund two functional and one programming position for a number of years to 

help with the project flow through.   

Travel Project 

The travel project entered the pilot phase on November 5, 2018.  The pilot participants include 

UAS, UAF College of Engineering and Mines, select Statewide offices, and UAF College of Rural 

and Community Development.   UAA is receiving training and will be adding pilot departments 

in February.  UAF will be adding another department in February as well.  In summary, the 

travel project involves implementing a new expense reporting tool, a booking tool, and 

leveraging travel discounts.  The aim is to improve the travel process for travelers and users, 

gain efficiencies, save money and better manage the travel process.  Assuming the pilot goes 

well and the system is ready, we will continue to add travelers, and the intention is to have the 

system be fully available July 1, 2019. 

Facilities Council 

The Facilities Council is a sub‐council of the Business Council.  Kimberly Mahoney, UAA 

Associate Vice Chancellor for Facilities Services, serves as chair.  Several initiatives are 

underway, including space utilization, common definitions, and facilities valuation. 

Banner 9 

Conversion to Banner 9 continues to be a major effort that the IT Council and Business Council 

monitor.  Banner 9 went live October 29, but there remains testing of Finance forms, and 

unresolved performance issues.  The performance issues mean slowness in processing time in 

Banner 9 compared to Banner 8.  The conversion is a soft rollout, meaning users can work in 

both Banner 8 and Banner 9.  Training is available, either in‐person or by video.

Status on Goal 3 (Subcommittee #3) task. o TASK: Create a list of courses each community campus needs delivered to their campus via a

distance modality or videoconference so place-committed students can better pursue 4-year degrees offered by their university.

The subcommittee believes that community campus students wanting 4-year degrees at their campus are finding many of the courses they need via UAOnline and with help from academic advisors.

It is also thought that most community campus students do not think getting a BA is possible at their campus so the issue does not come up.

The Academic Council may want to discuss whether the potential for 4-year degrees at community campuses should be discussed further and if this should be strategically marketed.

Chancellor Sandeen has created an “Exploratory Group on Cross Campus Collaboration” and an area that might be explored is: “Providing more degree opportunities closer to where students live and work.” I am on this group.

Data collection continues on new Goal 4 (Subcommittee #4) task. o TASK: What collaborations do you have with any of the state's regional training centers?

Improved coordination will reduce detrimental duplication of eLearning courses, promote greater integration of community campuses and the universities, and foster better collaboration in a very meaningful way. approved by President Johnsen on Feb. 20.)

reassessed and should be discussed further by Academic Council per the CCDC Feb. monthly report. University provosts, deans and chairs are integral to success once the list is compiled.

Pull and share workforce market data with universities and comm campuses.

Complete Task assigned at Aug. 2017 Summit Team meeting. Workforce Subcommittee of CCDC was created with Fred Villa as chair. The EMSI products, “Career Coach” and “Analyst” were procured and rolled out in early November. Ilisagvik College’s and AVTEC’s programs have been incorporated into the Career Coach for the upcoming year. This demonstrates UA’s commitment to Alaska, and our focus on student success by working with these institutions to promote career exploration and postsecondary degree attainment (65% X 2025).

Development and Alumni Affairs Council February 7, 2019 Summit Team Report

The Development and Alumni Affairs Council has requested a written summary of campaign activities in recent months. That summary is being provided to the Summit Team, as well. See attached.  Campaign outreach continues at all of the Universities, with Development and Advancement team members throughout the system scheduled to meet  in  late February for two days of intensive campaign related effort.  One of this council’s highest priorities in recent months has been to convene a joint meeting between the Development and Alumni Affairs Council and the University Relations Council. That meeting was held on February 5 and will be  reported on at  the March Summit Team meeting.

Working Our Campaign Plan – November 2018 through January 2019 Prepared by Megan Riebe 1/17/18 

 Implementation efforts over the past three months have encompassed the following focus areas:  

Assisting the UA Foundation Board of Directors in strategic engagement with the campuses around their areas of interest/passion; and, preparing them for conversations within their spheres of influence to elicit stories and passions of potential donors and UA advocates.  

Developing a draft of the overall UA Case for Support and working with individual schools/colleges on their vision and priorities for fundraising in campaign. 

Enlisting a small group of high‐profile Alaskans for a short duration task force to help us identify the best candidates for system‐level Volunteer Leadership Group (Campaign Cabinet) 

Preparing for an all‐advancement work session to be held February 26 & 27 in Anchorage to further refinement and implementation of: 

o UA Case for Support; o Signature unifying initiatives that address the state’s priorities; o Vision and strategies, individual university priorities, goals, timing, metrics of success, human 

resource deployment and other critical implementation strategies.   Major accomplishments include:  

1. Susan and Megan met with Community Campus Directors and presented on Campaign on November 1 2. Development Committee met November 1 and discussed BOD engagement in Campaign 3. Gary Hubbell on‐site visit November 5‐8

University of Alaska Summit Team Meeting Report

February 7, 2019

CAEPAccreditationThe revocation of UAA School of Education’s accreditation has caused me (and many others) to devote much of the past three weeks to supporting UA and UAA’s response to this news. Two weeks following the notice, 15 UAA MAT students transferred to UAF to complete their licensure requirements and degree. Numerous other students have inquired about transferring to UAF or UAS. On Thursday 2-7 UAA will host a student forum for students interested in learning more about the transfer process to UAF or UAS. Both units will have faculty present for this forum. The other event of note for the affected UAA students is a forum with the Board of Regents on 2-12. TeacherEducationCouncilActivity

The TEC met for a full day on January 11 to draft the beginning of a strategic plan.

The committee will review and confirm the goals on Friday February 8. The TEC met on January 29 to discuss the UAA CAEP situation and to explore

how to support UAA’s accreditation efforts.

After the January 2018 Leadership Workshop, one of the follow up projects was to have a university from each campus communicate about advocacy efforts. UR Council will discuss the updates monthly. University Relations Council Update as of 1/29/19 

The University Relations Council met on January 29th, and below is an update on its work 

in the following areas:  

Experts Guide 

UAF will continue developing their Experts Guide, working towards resolving the problem 

of  keeping  the  information up‐to‐date. UAA does not  feel  they have  the  resources  to 

explore a guide at this time, but would like to revisit it at a later date. UAS would like to 

pursue an Experts Guide, but does not have the staffing capabilities at this time. The topic 

will be tabled until summer/fall 2019.  

External Stakeholder Data Management  

At  this  time,  Foundation  maintains  Raiser’s  Edge,  a  database  that  houses  primarily 

donors, alumni and friends with the primary purpose of fundraising. The database does 

not contain contact information on elected officials or non‐donors. It is also price driven 

by the number of contacts, making it potentially an expensive option to expand it to an 

all‐encompassing database. Further discussion determined more information was needed 

on database options and more research will be done on product options and checking 

with other universities to see what is commonly used. Continued discussion on this topic 

at the February meeting. 

Advocacy – Unified Message 

Monique, Miles and Weston are working to keep the Government Relations website up 

to date. The public calendar of upcoming legislative events was removed with the change 

to OU Campus, but Miles will provide weekly legislative updates. Discussion was also had 

regarding  advocacy  opportunities  and  developing  a  plan  for  a  unified  message.  The 

Council will revisit this topic at the February meeting. 

University Relations/Development and Alumni Joint Council Meeting  

The Advancement Team Research Committee is currently working on agenda items for the upcoming University Relations/Development and Alumni Joint Council meeting to be scheduled  in March. Topics may include crisis communications and how information is distributed  among  the  campuses.  The  joint  council will  also  discuss  overall messaging related to the philanthropic campaign and discuss branding for the campaign.
