When these two lists were being vetted through AAC it was noted that through course development over time, a number of programs have evolved into online programs regardless of Board approval (either intentionally or unintentionally), but to date the list of duplicated online programs remains limited (see Table 1). Joint Appropriations Committee to evaluate efficiencies in the Regental system it is warranted

that discussions during the next Legislative sessions will focus on unnecessary duplication.

When this issues was initially discussed by AAC in November 2016 a matrix with the

degree programs offered in the system separated by the various levels of duplication was

provided (see Attachment I). When evaluating the data depicted in this matrix, a total of 104 of

the 263 (39.5%) degree programs offered in the Regental system are unduplicated to some

extent. Although limited in number SDSM&T has the highest percentage of unduplicated degree

programs with 64.7%, followed by SDSU (59.2%), DSU (41.4%), USD (31.7%), BHSU

(25.6%), and NSU (15.8%). Figure 1 below depicts the total number of unduplicated degree

programs offered at each of the Regental institutions.

Figure 2 provides an overview of the number of duplicated programs as referenced in the

degree program matrix in Attachment I. The figure highlights degree programs that are

duplicated at two, three, four and five institutions across the system, with teacher education and

liberal arts degree programs representing the highest percentage of program offerings.

During the November 2016 meeting AAC reviewed a complete list of Internet (INT)

delivered courses from the Fall 2016 term that either had multiple sections offered from a home

institution, or were duplicated across multiple institutions during that term. Table 2 below

depicts the number of sections for each of these duplicated course offerings with the vast

majority of these courses resulting in between two or three section (many of which housed at the

same institution). Table 3 depicts the same section level data, but rather than reporting the

frequency of the course sections, it provides the average enrollments for the courses at each

institution, and across the system. AAC members should be prepared to discuss the data

depicted in the tables and assess which elements or section types should be excluded for

reporting purposes. Additionally, it would be warranted to discuss strategies for evaluating low

enrolled sections in an effort to better manage duplicate sections across the Regental system.
