ACAC Project Overview
Where are we now? MOU’s signed between:
• MOT, MOC, UNOPS, Shift360 • NEA and Shift 360• Building Owner and MOT• Shift 360 and the Swiss Hotel Management Academy – Lucerne
Building:• Demolition of existing internal structures – done in two phases (second
phase currently underway)• Architectural design, Kitchen design, Engineering design to be completed in
November. Coordination among these design elements has beenchallenging
• Tenders for building refurbishment planned to be released in January 2016• Tenders for Kitchen Equipment – current (deadline 1st December 2015)• Tender for Solar Panels and Hot water completed
Where are we Now? • Recruitment / Staffing/ Consulting Services:
• Architect – Novello Architects • Mechanical, Electrical, Plumbing (MEP) engineer – Optima • Kitchen consultant (by SHL as part of its service package)• 2 x Construction Managers• Project Manager • ACAC Dean• Teaching and School Admin Staff – to start coming on board in
December/January • Curriculum Management Systems:
• Develop curriculum (based on ASEAN standards), teaching materials, teachingschedules, etc
• Establish school management, recruitment, HR, finance and facilitiesmanagement systems Swiss Hotel Management School (Lucerne) assisting

Challenges• Legal framework for PPP – not fully developed • Creation of the Legal entity for ACAC and Taxation (currently working
with the Project Steering Committee and MoEF to give advice) • Ensuring that the ACAC Board understands that it is a PPP – need to
support the ACAC Board to work together as a partnership and share a common vision – the success of the project depends on this
