COMPENDIUM OF INSTRUCTIONS FOR IMPLEMENTING REVISED AGRI-CLINICS AND AGRI-BUSINESS CENTRES

(ACABC) SCHEME - 2010

• To supplement efforts of public extensionby necessarily providing extension andother services to the farmers on paymentbasis or free of cost as per business modelof agri-preneur, local needs andaffordability of target group of farmers;

• To support agricultural development;and

• To create gainful self-employmentopportunities to unemployed agriculturalgraduates, agricultural diploma holders,intermediate in agriculture and biologicalscience graduates with PG in agri-relatedcourses.

1. OBJECTIVES OF THE SCHEME

2.1. Agri-Clinics: Agri-Clinics are envisagedto provide expert advice and servicesto farmers on various technologiesincluding soil health, croppingpractices, plant protection, cropinsurance, post harvest technology andclinical services for animals, feed andfodder management, prices of variouscrops in the market etc. which wouldenhance productivity of crops/animalsand ensure increased income tofarmers.

2.2. Agri-Business Centres: Agri-BusinessCentres are commercial units of agri-ventures established by trainedagriculture professionals. Suchventures may include maintenance andcustom hiring of farm equipment, saleof inputs and other services inagriculture and allied areas, includingpost harvest management and market

linkages for income generation andentrepreneurship development.

Some such eligible activities under Agri Clinicsand Agri Business Centres have beenillustrated in Annexure –I.

2. CONCEPT / DEFINITION

3. ELIGIBILITY CRITERIA FOR CANDIDATESThe scheme is open to following categoriesof candidates:

3.1. Graduates in agriculture and alliedsubjects from SAUs/ CentralAgricultural Universities/ Universitiesrecognized by ICAR/ UGC. Degree inAgriculture and allied subjects offeredby other agencies are also consideredsubject to approval of Department ofAgriculture & Cooperation, Governmentof India on recommendation of the StateGovernment.

3.2. Diploma (with at least 50% marks)/Post Graduate Diploma holders inAgriculture and allied subjects fromState Agricultural Universities, StateAgriculture and Allied Departmentsand State Department of TechnicalEducation. Diploma in Agricultureand allied subjects offered by otheragencies are also considered subjectto approval of Department of Agriculture& Cooperation, Government of India onrecommendation of the StateGovernment.

3.3. Biological Science Graduates withPost Graduation in Agriculture &allied subjects.

3.4. Degree courses recognized by UGC having

more than 60 percent of the coursecontent in Agriculture and allied subjects.

3.5. Diploma/Post-graduate Diplomacourses with more than 60 percentof course content in Agriculture andallied subjects, after B.Sc. withBiological Sciences, from recognizedcolleges and universities.

3.6. Agriculture related courses atIntermediate (i.e. plus two) level, withat least 55% marks.

The scheme covers full financial supportfor training and handholding, provision ofloan and credit linked back endedcomposite subsidy as per the details givenin the following section.

National Institute of Agricultural ExtensionManagement (MANAGE) will be responsiblefor providing training to eligible candidates,through Nodal Training Institutes (NTIs)and motivating them for setting up of Agri-Clinics and Agri-Business Centres.

4.1. Selection of Nodal Training Institutes:

4.1.1. Press advertisement invitingapplication from eligible institutionswill be issued once in a year, so thatselection of NTIs can be done in a timebound manner. However, additionalapplications may be taken during theyear, if deemed necessary. After initialscrutiny of applications (received inthe format provided at Annexure II)by MANAGE, eligible Institutions shallbe visited by a team comprisingDirector, CAD, MANAGE or any otherDirector nominated by the DirectorGeneral, representative of ATMA,Department of Agriculture at the

State level, Zilla Parishad Chairmanor a member of Zilla Parishadrepresenting the Chairman, LeadBank and NABARD. Director,MANAGE will be the chairman of theteam. A quorum of three members willsuffice. Recommended Institutionsshall make a presentation before apanel of MANAGE faculty,Representative of NABARD, Directorsof Department of Agriculture of Stateconcerned, ICAR Zonal ProjectDirector (or his nominee) and DACrepresentative. Selection of NTIs shallbe based on the criteria given inAnnexure-III. In order to encouragesubmission of applications byorganizations willing to be selected asNTIs without personally visitingMANAGE, a mechanism for submittingapplications online will be made inhttp://www.agriclinics.net/guidelines/annexure-ii.pdf

4.1.2. Eligibility Criteria for NTIs: Institutesfrom public and private sector withfollowing credentials are eligible forconsidering them as Nodal TrainingInstitutes (NTIs) under the Scheme:

(i) At least one year experience inorganizing training programmes andimplementation of Central & StateGovernment Schemes related to agri-entrepreneurship development

(ii) Either own or leased (on long-termbasis) lodging, boarding andtransport facilities for minimum of35 candidates

(iii) Availability of training infrastructure(buildings, teaching aids including PCand LCD Projector, resource personsetc.)

(iv) Nodal Officer, with degree inagriculture and allied disciplines and

NTIs personally or by post.

4.2.2. Online applications: In order toencourage submission ofapplications by candidates fortraining without personally visitingNTIs for completing enrolmentformalities, MANAGE will develop amechanism for submitting applicationsonline, through its website http://www.agriclinics.net/onlineform.htm.

4.2.3. Selection of candidates:

(a) Scrutiny of applications of short-listed candidates meeting theprescribed qualifications will be donejointly by an official of Nodal TrainingInstitute (NTI) and any one officialfrom ATMA/Block Technology Team/State Agriculture and allieddepartments. For this purpose, NTIwill coordinate with Project Director,ATMA.

(b) Eligible candidates will be called foran interview. The InterviewCommittee will consist ofrepresentatives from NTI, MANAGE,KVK, NABARD, Bank, StateAgriculture / allied departments, andan Agri Business Company in thearea (if any). Besides NTI, presenceof at least three officials is necessaryto make the minimum quorum of theinterview committee. NTI shallrequest the offices concerned inwriting with proper notice.

(c) The candidates will be selected basedon predetermined criteria andweightage (Annexure-V).

(d) To select the most eligible andgenuine candidates for undergoingtraining under the Scheme, NTIsshould ensure at least 60applications are considered by the

(v) Private firms must have an annualturnover of minimum of ` 5 lakh forthe last 3 years.

4.1.3. MANAGE shall invariably informDAC about any selection processbeing undertaken, so that whereverdeemed necessary, its representativecan attend as an observer.

4.1.4. At the time of signing Agreementwith MANAGE, Institutes from theprivate or non-government sector willgive a Bank Guarantee for anamount of ` 2.5 lakh so as to ensureexpenditure as per norms duringtraining and proper hand-holdingafter the training. All the NTIs shallinstall web cameras in the classrooms for use by any of themonitoring agencies.

4.2. Process of Selection ofCandidates

4.2.1. Call for applications from eligiblecandidates: Advertisement in localnewspapers will be issued underintimation to local employmentexchanges separately by the NTI. TheNTIs may also give publicity to thescheme through Doordarshan, AIR,Private Television and Radiochannels, ATMAs, AgriculturalUniversities, ICAR Institutions,KVKs, Banks, Agriculture GraduateAssociations, Agri-BusinessCompanies, Agriculture and allieddepartments, network of trained /established Agri-preneurs, posters,leaflets etc. Besides, NTIs may adoptany innovative method for givingpublicity about the scheme.Candidates can apply in the formatprescribed in Annexure-IV to the

Screening Committee. Each batchshall not exceed 35 candidates.

4.3. Training Allotment and its Implementation:

4.3.1. After signing MOU with MANAGEas per the standard format availablein http://www.agriclinics.net/mou.htm,NTIs will advertise in local media toseek applications from the eligiblecandidates. After getting sufficientnumber of applications (at least 60),each NTI will seek allotment oftraining programme from MANAGE toinitiate the screening process ofeligible candidates and selecting them(as per para 4.2.3). This selectionprocess has to be completed within30 days of allotment. The ScreeningCommittee report, applications ofselected candidates and applicationfee have to be sent to MANAGEimmediately after completion ofscreening and selection.

4.3.2. On the day of inauguration of trainingprogramme, NTI will send inaugurationreport, list of candidates [with theiraddresses (which should also showdistance from training venue), phonenumbers and e-mail] and weeklytraining schedule for release of firstinstalment of training funds andmonitoring by MANAGE/DOE. Thetraining schedule of two monthsprogramme should be as per standards(http://www.agriclinics.net/scheme-training.htm) developed by MANAGE.Names of resource persons for eachsession should be clearly mentionedin the Training Schedule. The travelexpenses incurred by the candidate forreaching the training institute and forreturning home after training will beborne by the candidate only.

4.3.3. Two months training programmeaims at transforming personsqualified in the field of agricultureand allied sectors into agri-entrepreneurs. It is an intensivecapacity building effort by the NTIfaculty in association with locallyavailable experts and successful agri-entrepreneurs. The trainingprogramme is divided into twocategories of activities:

4.3.3.1. Exposing the trainees into potentialagri-ventures in their area andproviding additional subject mattertraining to refresh their knowledgeand skills. Besides motivation,training will also concentrate onbuilding communication skills, recordmaintenance, schemes/ programmesfrom where financial assistance isavailable etc. For instance, traineesinterested in setting up Soil TestingLaboratories, Small Scale Bio-inputsPreparation Units, Custom Hiring ofMachineries will be impartedrequisite skills and knowledge. Thebasic idea is to customize the trainingmodules based individual andcollective needs of the entire groupwhile adhering to the prescribedsyllabi which is available atwww.agriclinics.net/ .

4.3.3.2. Facilitate the trainees to choose aventure and to prepare DPR basedon market survey, hands onexperience with the support ofexperienced bankers. Detailedinteractions should be arranged withstakeholders such as farmers,bankers, department officials, inputdealers, NGOs working in the area.Identification and analysis offarmers’ problems and provisionsolutions through extension and

business advisories are focusedupon. Assessing technical feasibilityand financial viability of ventures,hands-on interface with thesuccessful entrepreneurs and DPRpreparation with assistance byexperienced bankers as resourcepersons are the other crucial partsof this activity.

4.3.4. MANAGE will coordinate schedulingof training in each NTI by sanctioningone or more batches simultaneouslydepending on the availability ofselected candidates, infrastructureand logistic facilities.

4.3.5. The threshold percentage forsuccess rate for awarding anothercourse to the same NTI shall be 37%overall and 45% during the past oneyear. However, such a cut-offpercentage shall be progressivelyincreased to attain the target of 50%by the year 2011-12. This thresholdmay be further increasedsubsequently. Based ondocumentation prescribed forassessing the success rate,verification shall be carried out byany two members of the teammentioned at para 4.1.1 above(nominees of sufficiently senior levelswill also be permissible for thispurpose) based on the recordavailable in NTI. This team of two ormore members shall also considerperiodic & surprise inspectionreports while recommendingsanction of another course. One suchreport is mandatory at the end of theyear to extend training to the nextyear.

4.3.6. The NTIs shall also send followingreports to MANAGE (As per formatsavailable in www.agriclinics.net ):

(i) In addition to the final feedback as per(iv) below, feedback shall be given byevery trainee at least twice during thetraining period (with a gap of at leasttwo weeks in feedbacks by the samecandidate) in the web-based interfaceprovided for this purpose. Suchfeedbacks shall begin from 10 daysafter commencement of the course.

(ii) Final list of candidates in theprescribed format after one monthof commencement of training.

(iii) During the last week of Training,NTIs will guide and ensure that eachtrained candidate prepares aDetailed Project Report (DPR) andsubmit the DPR to the Bank in theirarea of operation for financialassistance.

(iv) After Completion of training,report on valediction with finalfeedback of participants.

(v) Status of the projects submitted tobanks, periodically on a web-basedform http://www.agriclinics.net/login.asp

(vi) Success / failure stories as andwhen documented by NTI.

4.3.7. The certificates would be issued byMANAGE to the successful participantsthrough NTIs.

4.4. Revised Training Cost

4.4.1. The revised training cost per traineeshall be limited to ` 35,000/- asdepicted in Annexure-VI. Anadditional amount of 10% ofapproved charges on food,accommodation, honorarium,training expenditure andhandholding charges has beenprovided for North-Eastern Statesand Hill States (J&K, Uttarakhand

& Himachal Pradesh).

4.5. Release of Funds to Nodal Training Institutes

4.5.1. Release of first instalment of trainingfund: First instalment of the trainingfund i.e. 60 percent of the totaleligible training fund shall bereleased to the Public NTIs on receiptof Screening Committee report,applications and application fee. ForPrivate NTIs, release of firstinstalment would be done afterreceiving the inauguration report, inaddition to the above.

4.5.2. Release of second instalment oftraining fund: Second instalment ofthe training fund i.e. remaining 40percent or the eligible expenditure,whichever is less, shall be releasedon completion of training programmeafter receipt of expenditure statement.In case of Public NTIs, secondinstalment shall be released onreceipt of final list of participants, onemonth after the start of the training.

4.5.3. Utilization Certificate for TrainingFund: Expenditure Statement shallbe submitted by the NTI immediatelyafter completing the programme.Utilization Certificate, duly signed bya certified Chartered Accountant(competent Finance DepartmentOfficial in case of Public Institutions)has to be submitted within a fortnightof receiving the second instalment orcompletion of training, whichever islater in the format available athttp://www.agriclinics.net/guidelines/traininguc-general.pdffor general category and

for North East and hilly states.

4.5.4. Admission of Expenditure: Theutilizations certificate shall beadmitted by MANAGE as per the costnorms of ACABC or actual expenditureclaimed whichever is less. NTIs mustmaintain records related to actualnumber of candidates who are notstaying in the training institute/hostel.Such candidates have to be consideredas Day- Scholars and to be reportedto MANAGE as per Annexure VII. Anydeviation in the admission of theexpenditure against the amountclaimed in the Utilization Certificatewill be informed to NTI by MANAGE.Any unspent or un-admitted amountshall be returned by NTI within afortnight from receipt of thecommunication in this regard fromMANAGE. MANAGE shall withholdthe release of further funds to NTIswhich do not adhere to the aboveguidelines, besides recovering theexcess from Bank Guarantee.

4.5.5. Release of Handholding Fund:

4.5.5.1. Half of the handholding amounti.e. ` 2500/- per trained candidateshall be released to the NTI on receiptof list of projects submitted to bank(for candidates who intend toestablish the venture with bankfinance) along with proof ofsubmission. NTIs must submitUtilizations Certificate for thisamount within a year from the dateof completion of respective trainingprogrammes as per the format available athttp://www.agriclinics.net/guidelines/handholdinguc-allcategories.pdf

4.5.5.2. Remaining 50 percent of thehandholding amount i.e. ` 2500/-per established candidate shall be

released to NTI on receipt of prooffor Agri-Venture establishment. Thesecond instalment is given as anincentive and NTI’s are required togive receipt to MANAGE foraccounting purpose and UtilizationCertificate is not needed. In case ofself financed Agri-Ventures, NTIsmay claim full handholding amounton submission of proof for Agri-venture establishment.

4.5.6. Incentives to Candidates and NTIs

4.5.6.1. NTIs with cumulative andrespective batch success rate of morethan 50 percent are eligible to get anadditional incentive of ` 2000/- percandidate for every candidateestablished after 50% success rate,reported in respective batch. NTIsshall submit receipt to MANAGE foraccounting purpose and UtilizationCertificate is not needed for thisamount.

4.5.6.2. Every candidate who establisheshis/her venture and submits proofto that effect is eligible to receive anincentive of ̀ 1000/- . This incentiveamount may be sent throughdemand draft or crossed cheque tothe candidate through respective NTIon submission of Advance Receipt toMANAGE.

4.5.6.3. As handholding and reporting theprogress are continuous activities,MANAGE may release thehandholding amount to NTIs on bi-monthly basis.

4.5.7. Payment of handholding chargesto another NTI

4.5.7.1. Presently, the Training Instituteswhere the candidates undergotraining receive the handholding

charges. For some reasons (e.g.distance, inactive NTIs etc), the NTIwhich trains a particular candidatemight not have been able to submitthe DPR or successfully complete thehandholding support leading tosetting up of venture. While suchhandholding is to be provided for oneyear, a trained candidate may knowwhether the handholding is on theright track.

4.5.7.2. If a venture is not successfullyestablished within one year and thecandidate feels that this hashappened due to the lack ofappropriate handholding by NTI thattrained him, he may opt forsubsequent handholding by adifferent NTI. In such a case, fullhandholding amount of ` 5000/- (where even the first instalmentwould not have been disbursed dueto non-submission of DPRs) or 2nd

instalment of ̀ 2,500/- shall be paidto such another NTI, which will beconsidered for handholding chargesonly after the trained candidateexpresses his willingness to getassociated with such other NTI inwriting to MANAGE. Besides this,the NTI which is willing to providehandholding to a candidate nottrained by it has to convey itswillingness to MANAGE in writing toprovide handholding. Confirmationabout setting up of a successfulventure as a sequel to suchhandholding by another NTI will bereported in the prescribed format.The above steps will ensure non-duplication of payment to more thanone NTI. Responsibility ofhandholding of candidates trained byNTIs, which have been subsequentlydeclared as inactive, may be given to

willing/active NTIs in respective States.

4.5.8. Criteria for declaring RecognizedNTI as Inactive NTI

i. Not conducting any programmeduring the last one year

ii. Cumulative Success rate below 35%(except NTIs in J&K and NE States)

iii. Not starting training within sixmonths from the date of signing MOU

iv. Not providing handholding activitiesas per guidelines

v. Default in submitting UCs for morethan a year (to be declared inactiveonly after receiving UCs)

vi. Violating the norms of MOU or theseinstructions.

Any one of the criteria is sufficient toconsider any NTI as inactive.

4.6. Certificates to successful ventures:

Certificates are being issued to trainees byMANAGE after successful completion of twomonth training. It has been decided thatsuccessfully established ventures will a geta certificate recognizing that their enterpriseis set up under the Scheme. Suchcertificates will be issued to ventures afterverification and recommendation by PD,ATMA, Programme Coordinator of KVK orHead of nearest Research Station of StateAgriculture University/ICAR institute as perthe following procedure.

• On establishing the venture and running itsuccessfully (including provision ofextension services) for at least 6 months,the candidates will seek the certificate fromMANAGE through respective NTI bysubmitting the verification report and

recommendation to MANAGE as above.

• Certificates consisting Candidate’sID No. and venture details will beissued by MANAGE indicating thedate on which verification wasconducted.

This certificate entitles the agri-preneursto be recognized by the DevelopmentDepartments in supplementing the effortsof public extension services. Proof ofestablishment of venture will be providedin the format given in Annexure VIII.

4.7. Refresher & Sensitization Training

4.7.1. About 500 selected agri-preneurswill undergo refresher training everyyear. This training of about 3-5 daysduration may be conducted inspecialized Institutions like SAUs/ICAR Institutes /IIMs/IITs/CSIRInstitutes /DST Institutes/ reputedP r i v a t e / N o n - g o v e r n m e n t a lInstitutions. Detailed financialnorms for refresher courses underACABC Scheme are given atAnnexure-IX.

4.7.2. NABARD will organize sensitizationtraining/workshops to motivate thebankers across the country to providecredit to Agri-preneurs for establishingventures. Budget of ` 25 lakh peryear has been provided to NABARDfor the purpose. NABARD will submitdetails of cost norms, numbers ofcourses, duration and officers to betrained. NABARD will necessarilyinform MANAGE and DAC forparticipation of their representativesin such sensitization programmes.

5.1. Linkage with Credit

5.1.1. Assistance under the scheme wouldbe purely credit linked and subjectto sanction of the project by banksbased on economic viability andcommercial considerations. Theeligible financial institutions underthe scheme are:

i) Commercial Banks

ii) Regional Rural Banks

iii) State Cooperative Banks

iv) State Cooperative Agriculture andRural Development Banks

v) Such other institutions eligible forrefinance from NABARD.

5.2. Project Cost Ceiling

5.2.1. Ceiling of project cost for subsidyhas been enhanced to ` 20 lakh foran individual project (25 lakh in caseof extremely successful individualprojects) and up to ` 100 lakh for agroup project.

(Established by a group comprising at least5 trained persons under the scheme, outof which one could be from Managementbackgorund). The bank may, neverthless,subject to their own satisfaction, financegroups formed by 2 or more trainedpersons under the scheme. (Person withmanagement background can only beincluded in groups of 5 or more) with inthe TFO ceiling ` 20 lakh per trainedperson and overal ceiling of ` 100 lakh,which ever is less for the purpose ofsubsidy. How ever, the actual creditsanctioned by the bank for a ventureestablished under the scheme could behigher depending on the financial viabilityand technical feasibility. Thus, for

instance, if an individual is granted a loanfor TFO of ` 35 lakh, subsidy shall bereckoned only on TFO of ` 20 lakh.

5.2.2. To encourage exceptionallysuccessful individual agri-preneurs,the project cost limit for subsidypurposes may be extended by ̀ 5 lakhin addition to the generally applicableproject cost limit of ` 20 lakh forcalculating subsidy. This will serve asan incentive to an agri-preneur toexpand his/her already establishedand successful venture. Formatfor considering such cases isgiven on the MANAGE websitehttp://www.agriclinics.net/guidelines/Annexure-XVII.pdf. Such cases are to be approvedby the Empowered Steering Committeeusing the criteria given at AnnexureXbased on the recommendation of theBanker and ATMA official.

5.2.3. In order to provide extensionservices using web-enabled resourcesof DAC and other agencies, computer,printer and broadband connection (1mbps at least) should be an integralpart of TFO.

5.3. Term Loan:

5.3.1. The term loan would be compositein nature and participating bank(s)would extend bank loan as per theTFO, which would includes fixedcapital cost and working capital forone operating cycle. Loan sanctionedwill be the differential amountbetween TFO and margin money.

5.3.2. Composite Subsidy will be providedeven for low capital investment caseshas been introduced (for casessanctioned by banks on or after04.08.2010) as it is definitely possiblethat some agri-preneurs already havecapital (e.g. a building) to start a venture,

thereby requiring minimal capitalinvestment. At least 10% value of theTotal Financial Outlay of the projectshould be in capital form.

5.3.3. The repayment schedule will bedrawn on the total amount of the loan(including subsidy) in such a waythat the subsidy amount is adjustedafter liquidation of net bank loan(excluding subsidy).

5.3.4. Repayment period will depend onthe nature of activity and will varybetween 5 to 10 years. Therepayment period may include amaximum grace period of 2 years (tobe decided by the financing bank asper needs of individual projects).

5.3.5. Rate of interest on term loan shallbe as per RBI guidelines and declaredpolicy of the bank in this regard.Interest would be chargeable onborrower’s accounts as per RBI/Bank’s policy.

5.4. Margin Money

5.4.1. The stipulations on margin moneyshall be in accordance with theguidelines of Reserve Bank of Indiaissued from time to time. In case ofloans up to ` 5 lakh, no marginmoney is required as per presentnorms.

5.4.2. The margin money to becontributed by the general categoryentrepreneur will be as per prevailingnorms. However, concessions wouldbe made in respect of SCs/STs,women and beneficiaries of North-Eastern States, Hill areas. In suchcases, a maximum of 50% of themargin money prescribed by bankscould be given by NABARD to meet

the shortfall in borrower’scontribution, if the bank is satisfiedthat the borrower is unable to meetthe margin money requirements.Such assistance to banks byNABARD will be without any interest.The banks may, however, levy aservice charge up to 2% per annumfrom the borrowers.

5.5. Security

As most of the eligible activitiespertain to agricultural input supplyand services and the cost ofinvestment will be less than ̀ 25 lakhin most cases, the security normsapplicable to tiny industries asprescribed in RBI circularNo.RPCD.PLNFS.BC.65/06.02.31/99-2000 dated 31.3.2000 would bemade applicable to these units.Accordingly, up to a loan amount of` 5 lakh, the loans can be securedagainst hypothecation of assetscreated and no further security wouldbe necessary.

5.6. Time limit for completion of theproject

5.6.1. Time limit for completion of theproject would be as envisaged underthe project, subject to maximum of6 months period from the date ofdisbursement of the first installmentof loan by financial institution, whichmay be extended by a further periodof 6 months, if reasons for such delayare considered justifiable by thefinancial institution concerned.

5.6.2. If the project is not completedwithin the stipulated period, benefitof subsidy shall not be available andadvance subsidy placed with theparticipating bank, if any, will have

to be refunded forthwith to NABARD.

5.7. Other Conditions

5.7.1. The participating banks will adhereto the norms of appraising theprojects regarding technicalfeasibility and commercial/financialviability.

5.7.2. The participating banks shouldensure insurance of the assetscreated under the project, whereverrequired statutorily. If beneficiaryopts to buy insurance on theseassets, even if insurance is notrequired statutorily, suchexpenditure will be an eligiblecomponent of the TFO.

5.7.3. A sign board displaying “Assistedunder the Scheme of Agri-Clinics andAgri-Business Centres, Ministry ofAgriculture, Government of India”will be exhibited at the unit.

5.7.4. Pre and post completion inspectionof the project shall be undertaken bythe participating bank to verifyphysical, financial and operationalprogress as and when required.

5.8. Refinance Assistance fromNABARD

NABARD will provide refinance assistanceto commercial banks, RRBs, SCBs,SCARDBs and other such eligibleinstitutions at the rate of 100% of theamount financed by the banks as termloan. Rate of interest on refinance will beas decided by NABARD from time to time.

6.1. Eligibility for Subsidy

6.1.1. In the Pre-revised Scheme, subsidywas admissible in respect ofagriculture graduates trained underACABC scheme on or after April 1,2004, for fresh investments madeafter July 9, 2006. The candidatestrained under the Scheme prior toApril 1, 2004 who have madeinvestments after July 9, 2006, wereto be considered on a case by casebasis. Subject to fulfillment of allother eligibility conditions under thescheme, a Committee headed byDirector General (DG), NationalInstitute of Agricultural ExtensionManagement (hereinafter referred toas MANAGE) used to take a decisionin such matters. However, very fewsuch cases have been received inMANAGE since it was set up, mainlydue to ignorance among candidatesand financing institutions anddistance of MANAGE from their placeof operation.

6.1.2. Therefore, it has been decided toremove this cut-off date of April 1,2004 qua the training date andhenceforth all candidates trainedunder the scheme shall be eligiblefor subsidy with respect toinvestments made after July 9, 2006(Applicable for loan accountssanctioned on or after this date). Asagreed in the Review Meeting heldon 09.11.2010, trained candidateswhose knowledge acquired duringthe training might have become

preneurs. For this purpose, any twoout of a group of rank and status notbelow the following officials / personswould make a periodic / surpriseinspection atleast on quarterly basisand submit its report to NABARD /financing bank / office of ATMA.Record of advisory services providedto farmers by the agri-preneurs asper the format given at Annexure XImay form the basis for providing thereport.

(i) Block Technology Manager/SubjectMatter Specialists under ATMA

(ii) Chairman (or his nominee), ATMABlock Farmers’ Advisory Committee

(iii) Panchayat Members

(iv) NABARD / Bank official

(v) Block level officer of StateDepartment of Agriculture and alliedsectors.

6.2.2. The financing bank will consider theperiodic or surprise visit reportsmentioned above while releasing theback-ended composite subsidy to theagri-preneur under this Scheme. Aconsolidated report has to befinalized before the expiry of threeyears lock-in period. The financingbank has to send the report to theNABARD and ATMA for information.The report may highlight nature ofenterprise initiated by agri-preneur,its coverage / reach, impact onincome of agri-preneur, impact onfarmers and agriculturaldevelopment in the area.

6.2.3. States are encouraged to provideinformation on all governmentpolicies, programmes, schemes etcto agri-preneurs and also use theirservices in implementation of

obsolete due to passage of time, mayundergo a refresher course. Whetheror not a candidate trained sufficientlylong time ago needs his skills to beupgraded by refresher courses, shallbe decided by the SelectionCommittee for candidates at the NTIlevel. However, need for suchrefresher trainings shall not beconsidered, if the training has beenwithin 5 years before date of loanapplication. Funds for such skillupgradation courses can be pooledfrom various resources includingMANAGE coordination charges,savings from funds allocated forrefresher courses and budgetearmarked for advertisement andpublicity of ACABC Scheme with DOE.

6.1.3. The trained candidates could alsoundertake group projects. If thegroup consists of a total of five ormore persons trained under thescheme, all except one of them wouldhave to be from among the eligiblecategories mentioned under para 3and the remaining person could benon-agriculture graduate withexperience in business developmentand management.

6.1.4. Delivery of extension services shallbe the main component of ACABCprojects for availing of the benefit ofsubsidy under the Scheme.

6.2. Linking Subsidy Adjustment toDelivery of Extension Services

6.2.1. Adequate safeguards are put inplace to ensure providing extensionservices necessarily by the agri-preneurs to their clients. Inparticular, payment of back-endedsubsidy will be linked to extensionservices provided by the agri-

extension activities funded by thegovernment.

6.3. Change of Capital & InterestSubsidy to Composite Subsidy

6.3.1. Subsidy pattern has been revisedfrom “capital and interest subsidy”to “Composite Subsidy” which will beback-ended in nature. It will be 44%of project cost for women, SC/ST &all categories of candidates from NEand Hill states and 36% of projectcost for all others. Interest subsidyscheme is replaced with enhancedquantum of back-ended subsidy.

6.3.2. The subsidy admissible under thescheme will be kept in the “SubsidyReserve Fund Account” (Borrower-wise) in the books of the financingbank. No interest will be chargedon this by the bank. In view of this,for the purposes of charging intereston the loan component, the subsidyamount should be excluded. Thebalance lying to the credit of the“Subsidy Reserve Fund Account” willnot form part of Demand and TimeLiabilities. NABARD will ensure thatthe banks do not charge interest onsubsidy portion of the loan, as back-ended subsidy is released to banksup-front.

6.3.3. In all new cases, subsidy will bereleased as Composite Subsidy(Annexure XIII). The subsidy in allsuch cases will be worked out on thebasis of the Fixed Capital and oneOperating Cycle of the WorkingCapital as a Composite Loan. Loan/ subsidy (i.e. capital and interest)cases sanctioned so far (but not yetclosed) shall be converted toComposite Subsidy regime and the

differential amount between theComposite Subsidy and subsidyalready released shall be paid to theagricultural entrepreneur (agri-preneurs) as per the SchemeGuidelines (Annexure XIV).Entrepreneurs whose loan accountshave been closed can avail fresh loanto expand the project activity or starta new venture under the scheme inwhich case the TFO for subsidycalculation be limited to ` 20 lakh(` 25 lakh in case of extremelysuccessful) Individual project and` 100 lakh for Group project (AnnexureXV).Following criteria shall be takeninto consideration while implementingthe above instructions:

i).Revised guidelines on TFO ceiling,revised rates of subsidy etc., would beapplicable only for cases sanctionedby banks on or after August 4, 2010.

ii). ‘Not yet closed’ would beinterpreted as ‘all cases where at leastan installment of subsidy (capital orinterest) is yet to be released byNABARD and those cases where fullsubsidy (capital and interest) has beenreleased but loan account is not closed(i.e. not fully repaid) as on 04 August,2010. However, the loan accounts(not closed) which are NPA as onAugust 4, 2010 will not be eligible forcomposite subsidy (only those who areregular in repayment should get thebenefit of subsidy).

iii). Although subsidy at enhancedrates will be available for projectswhere bank loan was sanctioned priorto August 4, 2010 (but after July 9,2006) they will not be eligible for

higher TFO ceiling.

ii.When an existing project (that hasavailed subsidy under the scheme) isundergoing expansion.

However, in all such cases themaximum amount of subsidy shall belimited to the stipulated TFO ceiling(for both projects put together). Incase of expansion of an existingventure, composite subsidy shall becomputed only on the TFO forexpansion. This will not include theproject cost of the existing project.

iii. If the fresh /expansion of projectis sanctioned by the bank beforeAugust 4, 2010, the TFO ceiling of` 10.00 lakh (pre-revised) will beapplicable. The TFO ceiling of` 20.00 lakh (revised) would beapplicable only for fresh/ expansionof project sanctioned by the bank onor after August 4, 2010.

6.3.7. The subsidy will be back - endedwith minimum 3 years lock-in period.This implies that once the loan istaken with subsidy, the accountcannot be closed within three years.

6.3.8. The subsidy, which is back ended, willbe admissible only if all repayments tilldate had been made.

6.3.9. The subsidy will be adjusted in one lump-sum against the last remaininginstallments of repayment of bank loan

6.3.10. Banks should prescribe interest ratesas per declared policy of the bank forthe relevant sector, at the time ofsanction of loan amount.

6.4. Procedure for release of subsidy

6.4.1. An interested Agri-entrepreneur willsubmit the project proposal for termloan and subsidy to the bank on anapplication form as prescribed by thebank concerned along with the project

6.3.4. The cases where capital subsidy hasbeen disbursed but interest subsidyis yet to be disbursed or vice-versa,as per the pre-revised scheme, suchcases will be reopened and balanceof composite subsidy as per themodified guidelines will be releasedin one lump-sum by NABARD to theconcerned bank. Regional Offices ofNABARD would obtain a claim forbalance subsidy in such cases andsanction the same in the format givenat Annexure XIV.

6.3.5. Candidates trained under thisScheme can avail subsidy from anyScheme of Central or StateGovernment related to his/herfield of agri-business, if it isbeneficial to the candidate.However, subsidy for the sameproject cannot be availed from morethan one Scheme by a candidate.

6.3.6. Sometimes entrepreneurs start smalland then ramp up their business lateron. Therefore, it has been decidedthat the benefit of subsidy will beextended up to 2 times to a candidateunder the Scheme as per theapproved rates mentioned at 6.3.1 ofthe project cost of ` 20/25 lakhs or` 100 lakhs as the case may be. Suchcases may include cases where theproject is expanded in phases orfinanced in phases. However, if anexisting venture is expanded orfinanced in phases, CompositeSubsidy limits shall be reckoned onlyon such incremental component ofTotal Financial Outlay. Following arethe cases where such a facility canbe availed:

i. When two independent projects arefinanced to same beneficiaries

report and other documents forappraisal and sanction of loan.

6.4.2. After sanction of the project anddisbursal of first installment of loan,the bank will furnish a brief projectprofile-cum-claim form for subsidy inthe prescribed format along with a copyof bank’s sanction letter to the Regionaloffice of NABARD (Annexures XIII,XIV, XV)

6.4.3. Subsidy will be deposited byNABARD with the disbursing bankupfront (i.e eligible subsidy amountin one installment based on subsidyclaim submitted by financing bank/branch to NABARD Regional officeimmedately after loan is sanctioned).

6.4.4. The subsidy amount will be placedwith NABARD H.O. in advance by theDepartment of Agriculture &Cooperation, Govt. of India. TheNABARD shall authorize its RegionalOffices for speedy disposal of claimssubmitted by Banks, but within afortnight of receipt of claims fromBanks.

6.4.5. After crediting the subsidy in theSubsidy Reserve Fund Account of theborrowers under the Scheme, aUtilization Certificate in the prescribedformat (Annexure XVI/XVII shall be

submitted by the participating bank toNABARD to the effect that the amountof subsidy received by them has beenfully utilized and adjusted in the booksof account as per the sanctioned termsand conditions of the project within theoverall guidelines of the scheme.

6.4.6 With reference to para 6.2.1 and 6.2.2it may be clarified that in caseunsatisfactory report is recorded duringperiodic/ surprise visits or wheremisutilization of subsidy has beennoticed the financing bank shall refundthe subsidy to NABARD for remittingto the GOI.

6.5. NABARD shall not to be required to payinterest on the amount of advancesubsidy placed with them.

6.6. Submission of subsidy claimstatus by NABARD

Details of subsidy released shall be providedby NABARD on monthly interval in the format(Annexure XII) prescribed for the purpose.Details include advance/final/total amountof subsidy and interest subsidy amountreleased to Banks. NABARD shall entersubsidy release status (total eligible amount,amount deposited in bank, date of releaseetc) by updating each individual case in thewebsite being maintained by MANAGE http://www.agriclinics.net/login.asp

7.1. ACABC Monitoring Cell will bestrengthened at DOE and shall beresponsible for proper Monitoringand Administration of the Scheme.The linkages of agri-preneurs withState Governments, Banks, Agro-industries under GOI and otherstakeholders will be reviewed byMANAGE and DAC at least twice ayear. The DOE would employcontractual staff, organize reviewmeetings / workshops / interfacesand carry out periodic monitoring ofthe Scheme and its impactevaluation study at the end of XIPlan. DOE along with MANAGEwould also maintain an on-linemonitoring system, telephone, fax,computer, etc. for the Scheme.

7.2. In order to carry-out the monitoringand evaluation of the Scheme onregular basis, the following financialsupport is provided to Directorate ofExtension (DOE):

7.3. Besides the surprise and regularvisits by teams of officers as per para6.2.1 above, monitoring of eachproject shall be done by the financingbank. Joint review will also beundertaken on a quarterly basis byBank & NABARD.

7.4. NABARD may prescribe suitableformats for submission of variousreports by participating banks, takinginto account reporting requirementsof the DAC and subject to guidanceof DAC/Empowered SteeringCommittee.

7.5. The progress report of the scheme inthe prescribed format shall be sent tothe Department of Agriculture andCooperation, Government of India byNABARD on monthly basis, with acopy to MANAGE.

7.6. The Scheme of ACABC and theprogress thereunder shall be reviewedinvariably in all District LevelConsultative Committee and StateLevel Bankers Committee meetingswith a view to sorting out problems /issues emerging in smoothimplementation thereof.

9.1.5. Enhancing the prize money and/orto increase the categories of awardswill be worked out subsequently.

9.1.6. Award committee will be chaired byAdditional Secretary, DAC, GoIwhich will decide the awards as perprescribed criteria.

9.1.7. MANAGE will compile all documentspertaining to successful venturesand excellence achieved by theapplicant NTI and place the samebefore an ACABC Award Committeewhich will consist of the following:-

i. Additional Secretary, DAC- Chairman

ii. Joint Secretary (Extension)- Member

iii. DG, MANAGE- Member

iv. Advisor (Agri), Planning Commission- Member

v. CGM, NABARD- Member

vi. Officers of the Bank not below GMcader with maximum number ofventures loaned by them- Member

vii. DDG (Extension), ICAR- Member

viii. Additional Commissioner(Extension) -Member Secretary

The Scheme provides for awards to bestagri-preneurs and Nodal TrainingInstitutes with an objective to create anenvironment of competitiveness andmotivate those excelling in their work.State Level Awards for agri-preneurs andNational Level Awards for Nodal TrainingInstitutes will be instituted for thispurpose. Following criteria shall beadopted in awarding the best NTIs:

9.1. Guidelines for awarding the Best Nodal Training Institute

9.1.1. Eligibility

(i) Should be an Active NTI for the last 3years (must have completed at least3 courses in each of the last 3 years)

(ii) Should have trained at least 250candidates during last 3 years

(iii) Should have 35% overall success rateand 40% success rate in the last 3years. This success rate will bereviewed regularly by MOA, GOI.

(iv) Should be able to demonstratequalitative success in terms ofbusiness excellence and extensionservices provided by documenting 25highly successful cases of venturesestablished during the last 3 years.

9.1.2. Three best NTIs will be awardedevery year.

8. GENERAL AWARENESS & PUBLICITYGeneral awareness, publicity andadvertisement for the Scheme would beundertaken by MANAGE and Nodal TrainingInstitutions as per the Scheme guidelines.

9. AWARDING BEST NTIs/AGRI- PRENEURS

9.1.8. Awards may be conferred duringNational Review workshop of theScheme.

9.2. Guidelines for awarding the BestAgri-preneurs

9.2.1. Entries will be invited throughMANAGE website. The applicationshould consist of proof foroutstanding achievements of theAgri-preneur

9.2.2. Each NTI may nominate five bestAgri-preneurs trained from theirinstitutes in the format provided forthe purpose in the MANAGE website.

9.2.3. MANAGE will short-list five bestagri-preneurs from each state (fromamong those States having at least100 established ventures).

9.2.4. No. of awards

i. One award/State - States having <100 agri-ventures

ii. Two awards/State - States having100 to 500 agri-ventures

iii. Three awards/State - States having> 500 agri-ventures.

9.2.5. Awards shall carry the following cash prize besides a citation:

i. 1st Prize - ` 40,000/-

ii. 2nd Prize - ` 25,000/-

iii. 3rd Prize - ` 15,000/-

9.2.6. Criteria will include number offarmers benefited, intensity ofbenefit, employment created andstrength of business model

9.2.7. The Award Committee set up forselecting best Nodal TrainingInstitute will also decide on best agri-entrepreneur in various states.

9.2.8. Once awarded Agri-preneur may notbe considered for this award again.

9.2.9. Provision can be made for enhancingthe prize money and to increase thecategories of award through Privatesector sponsorship

10.1. The Scheme should be linked withAgricultural TechnologyManagement Agencies (ATMAs)constituted by States under theScheme “Support to State ExtensionProgrammes for Extension Reforms”.The Extension Reforms Schememandates that minimum 10% ofresources on extension activities areto be utilized through the non-governmental sector, which alsoincludes Agri- preneurs. ATMAswould be encouraged to implementextension activities through Agri-preneurs. The ventures could alsobe utilized to provide input serviceslike plant saplings, seeds, andmicronutrients under on-goingflagship schemes implemented bythe Department. Special emphasiswill be made to review the progressof involvement of the agri-preneursin ATMA activities on half-yearlybasis by State Nodal Officer, GoI andMANAGE.ATMAs shall also strive toachieve establishment of at least oneagri-clinic every year in each Block

10. LINKAGES WITH ATMA & AGRO INDUSTRIES

depending on the availability oftrained candidates under theScheme. The Monthly ProgressReport being submitted throughEMS under ATMA scheme shallnecessarily have a provision forreporting the progress achieved onthis front.

10.2. In order to provide support to theAgri-preneurs for making theirbusiness more viable, Govt. of IndiaInstitutions such as National SeedsCorporation (NSC), State FarmsCorporation of India (SFCI), IndianFarmers Fertilizers Cooperative Ltd(IFFCO), Krishak BharatiCooperative Ltd. (KRIBHCO), SmallFarmers Agri Business Consortium(SFAC), State Agro IndustriesCorporations etc. shall be advised toengage the Agri-preneurs as theirauthorized dealers on preferentialbasis without affecting their existingnetwork. The linkages with theseagro industries shall be reviewed onhalf-yearly basis.

# These norms indicate upper ceilings. Limiton accommodation charges refers to percandidate expenditure for the NTI as a whole.Expenditure on food is based on minimummenu which may be prescribed by MANAGE.Menu, specifying the minimum food to beserved during breakfast/launch/supper ineach Training Centre, should be inaccordance with the local food habits.MANAGE may prepare a standard menu withmultiple options, leaving the final choice tothe Participants of each batch. A threemember committee of trainees maycoordinate with the NTI for decision on menuitems on day-to-day basis and also to monitorthe quality and quantity of food served. It ispossible that some trainees may come onlyduring day time and return home after thetraining is over in the evening. In such cases,lodging charges and cost towards meals notavailed by such trainees shall not be claimedby the NTI. Savings on this account may beused as specified in para 4.5.6.
