Introduction
The MANAGE supported programme on Agriclinic and Agribusiness Entrepreneurship which was started in 2008 has come a
long way since then. Over the entire period, the CARD has kept to the principle of building and nurturing foundation as the
basis for successful agricultural development and agriculture led transformation. We have worked hard to find the right ways
to each individual project, and have been fortunate to encounter problems of agriculture graduates. The souvenir capture the
progress in our work while covering the ACAB Conclave and Awards that CARD organized in the month of May for
multiplying agri sector enterprise and making agriculture attractive and remunerative for the youths in pursuance of the
national agenda for food security and skill development in agriculture, horticulture, animal husbandry ehis report highlights
our progress in the area of venture establishment, hand-holding support, bankers liaison provided to them and achievements.
Agri-prenuership in India, especially in Uttar Pradesh has to achieve more than what has been achieved. The very reason for
the supporting the accelerated pace of agriculture, animal husbandry ,dairy ,fisheries and poulty led transformation is the the
fact the state has abundance of flora and fauna . The bankers have to come forward in supporting the trained ACAB graduated
and there is a further need higher degree of interest towards loan sanctioning, so that the pace of eradication of unemployment
could be achieved through this model and pace of creation of ecologically safe renewable and nonrenewable energy based
sustainable livelihoods and enterprises in further accelerated. The MANAGE supported programmes are novel as there is not
much future that is ecologically safe in the urban areas considering the limits to energy that forms the backbone of urban
livelihoods and habitats. The new focus on renewable energy and its generation in the rural areas create new opportunities that
should be tapped by the agri-entrepreneurs.
It is important to support the agri entrepreneurs and here support of banks are most important .The data set show diverse rates
of bankers achievements in the past years. There is a disparity between loans sanctioned in North and South India. In southern
parts of the country , it is more than 11% loan sanctioning but in the Northern region the rate of loan sanctioning for initiating
agriculture based enterprises is low. Considering this, it is important to address the issues through both the bankers and
agrientrepreurs in order to ensure better ratio for the number of trainees and the number of enterprises that are established with
the support of banks following by the subsidy of NABARD.
Since 2008, Centre for Agriculture and Rural Development has considerably expanded its reach, both thematically and
geographically. ACAB programmes remains one of the most important programme for the organization Other programmes
that are flagship programmes with substantial outreach at the national level are training and exposure visit programme under
NHM ,ATMA, PPV& FRA , exhibitions, publication and advocacy on the critical issues in agriculture that has a bearing on
realizing the vision of food and nutritional security in India.
ACAB Conclave was conceived to take a stock of the concerns, challenges and opportunities that agri entrepreneurs.
Awarding the best agri entrepreneurs through the launch of First ACAB Awards by Center for Agriculture and Rural
Development in collaboration with the partner organization is an initiative to aknowledge the best and support the national
vision for multiplication of enterprises in agriculture ,horticulture, dairies, fisheries , poultry and allied sectors.
We are thankful to Dr.P.Chandra Shekhra (Director-CAD) for supporting and having faith in CARD during this journey. We
express our gratitutude to Mr.A.V.Rao and Mr. CJM Reddy for guiding us regulary for making the ACAB programme
successful . We express our gratitude to NABARD, JCB and SBI for supporting in organizing the wonderful programme.

Introduction to the ACAB scheme:
In India, rapid agricultural growth continues to be the key to poverty alleviation and overall economic
development. In the years to come, the increase in agricultural production will mainly come from the growth and
productivity which will invite intervention of agricultural extension activities in providing farmers information,
training and support for adopting improved production technologies. In order to strengthen the extension services
further and at the same time tap the potential of the unemployed graduates and provide them with employment
opportunities by making them entrepreneurs, the scheme of Agri-clinics and Agri–business Centers was launched
on 9th April, 2002.
Debut of Centre for Agriculture and Rural Development:
Centre for Agriculture and Rural Development has started Agri-Clinic and Agribusiness Training
Programme in 2008 at Indira Nagar, Lucknow. Organization has extensively worked on the field to establish
ventures. In 2009, the training has shifted to IABM, Noida. From 2008 to 2013 the organization has established
his repute on the field and uplifted more 200 lives of unemployed agriculture graduates and thus achieve success
rate of more than 44%.
Progress of the Training Programme:
Organisation has trained 53 districts candidates of Uttar Pradesh out of 72. As in 2008, centre shifted
to Noida so there is clear impact maximization of trained candidates from western Uttar Pradesh. Among this
Agra, Aligarh Mathura, Meerut, Mujaffernagar, Pilibhit and Bareilly are on top. However organization has also
penetrated in Uttrakhand and Rajasthan as well.
Hand-holding support:
To achieve success rate and encourage candidates to setup agri-venture it is very important that a
proper hand-holding support to be provided to the trained candidates. Organisation providing hand-holding support
in best possible manner by regular visits, bankers meeting, linkages with agri-input companies, seminars,
workshops, refresher training etc. it is the hand-holding support who has made organization among the top
institutions and thus made easy to achieve success rate of 44%.
The efforts were made overall development of the agri-prenuers but the nature of early returns from Agri-input
supply, around 41% trained candidates has established agri-input centres. Dairy is the second most important
component of agribusiness industry, which an early returns and gives sustainability, around 35% ventures are
dairy. Others are poultry, horticulture nursery, bio-fertilizer units etc.
Year on year progress:
As stated above first training programme started in 2008 at Indira Nagar, Lucknow. Graphs below shows that first
two years organization was could not trained enough candidates what could have been. From 2010-11 organisation
accelerated training programmes and from that time onwards is continuously is on progress. 2012-13 has been
golden year in which organization has trained 162 candidates.
Seeing year on year progress of venture established organization has achieved 44% success rate. Two years of
beginning has been slower but onwards venture establishment accelerated.
Strategies adopted for mobilize candidates and establish ventures:
Organization has effectively managed hand-holding part apart of that advertisement in news paper done on regular
basis. Colleges and universities were covered while promoting IABM.
For increasing success rate and maximize venture established following picture shows our strategies, which has
been very effective. Our zonal project coordinators work very hard on field to provide best of best hand-holding
support and thus success rate increased.
ACABC Ornanogram Hierarchy:
Success comes with a great leadership and the group of people who work towards a common
goal. The hierarchy is adopted to get maximum result within a stipulated time.

The 1st Agriclinic & Agribusiness Conclave & Awards, 2013 concluded recently on 31
st May, 2013 at IISR (Indian
Institute of Sugarcane Research) Auditorium, Telibagh, Lucknow. The event was inaugurated by Shri. M.P
Upadhyaya, (State Coordinator ATMA), Dept. of Agriculture Govt. of U.P, Dr. P. Chandra Shekara, (Director),
National Institute of Agriculture Extension Management (MANAGE), Mr. VS Negi, DGM (Agri) State Bank Of
India, Mr. Atul Chandra Sharma, AGM –NABARD, Mr Kiran Bharati (Regional Rural Manager – West) JCB
India and Dr. M Mukhtar Alam, Executive Director – CARD.
The event was a great success with over 250 agri-entrpreneurs participating in this unique event where Banks,
Government, Agri Industry and Agri-entrepreneurs come together for discussing the path of inclusive and
environmentally sustainable growth through accelerating the agri enterprise development in Uttar Pradesh and
contribution in the national vision of the 12thth plan.
The first session i.e., Role of Banks and Institutions in ACAB Development was addressed by Mr. V.S Negi,
DGM Agri- State Bank of India, Mr. P.K Kedia, AGM- State Bank of India, Mr. Atul Chandra Sharma, AGM –NABARD and Mr Vimal Kumar Mishra, Indian Overseas Bank and Dr. M Mukhtar Alam, Executive Director –
CARD. Mr.AC Sharma explained how NABARD has been ensuring release of subsidy for the loans that were
sanctioned by the banks for the agri entrepreneurs as per the guidelines of RBI. He explained in detail as to
requirements that an applicant must fulfil before seeking the application . Informally, he suggested that in order for
the loans to be sanctioned early, it was important that applications should be ensuring that all the requirements
were fulfilled to the satisfaction of the bank. He explained that NABARD would be happy to ensure that more and
more applications are received by them for release of subsidy.
Mr. VS Negi called for more engagement of the Banks in trainings that were organised for agriculture graduates
under ACAB programme of MANAGE conducted by organizations like Centre for Agriculture and Rural
Development. He called for inviting Bankers for conducting some sessions with the trainers so that they could fill
the forms and there were not much delays in processing of the applications for loans. Several issues raised by the
agripreneurs were answered by the panellist. NABARD and SBI representatives also detailed the process that was
involved in getting the loan sanctioned.
Dr. Mukhtar Alam from CARD then highlighted that this ACAB Conclave & Awards function was a vital step in
this regard for multiplying climate responsive agri-horti enterprises with the abundant engagement of the farming
community and agriculture scientists. Considering the renewed thrust for the second Green revolution, it was
important that village based enterprises with the intensive engagement of agriculture graduates and scientists picks
up a new momentum. He highlighted that Centre for Agriculture and Rural Development is committed to galvanise
the multi pronged action in partnership with the farming community, academia, research organizations, public
and private agencies, thus taking the model of PPP to a scale that enables India meeting the food, nutrition and
livelihood challenges.
In the question answer session that followed ,Agribusiness and Agri Clinic entrepreneurs also shared their concerns
with regard to release of the subsidy along with certain other queries.
The second session i.e., Involving ACAB centres in Implementing Govt. Schemes was addressed by Shri. M.P
Upadhyaya, (State Coordinator ATMA), Dept. of Agriculture Govt. of U.P, Dr. P.Chandra Shekara, (Director),
MANAGE, Dr. Shah, Senior Scientist, Indian Institute of Sugarcane Research and Shri Ram Sharan, Additional
Director (Retd.), Dept. Of Agriculture, Govt. of Uttar Pradesh.
The speakers highlighted the importance of Govt. schemes in assisting the agribusinesses and enterprises in order
to realize the national vision for multiplying farm productivity and enterprises in agriculture, horticulture, animal
husbandry, fisheries and poultry.
Recalling the context for initiation of schemes such as MANAGE, ATMA, NFSM, NHM, etc, Dr. P
Chandrashekara recalled that these were initiated for making the farming attractive and remunerative to the
farmers. Dr. P Chandrashekara thanked Centre for Agriculture and Rural Development for organizing the
agribusiness conclave and awards in the State of UP and considered this to be important step for promoting agri
enterprises.
Shri M.P Upadhyaya appreciated the role of agriclinicians and agrientrepreneurs, requested CARD to send the list
of trained agripreneurs so that they could do the needful for facilitating their work and realize the vision of the
ACAB Programme for promoting agri enterprises along with agri clinic operations.
The final session i.e., Role of Agri -Industry in promoting ACAB Centres was addressed by Mr. Kiran Bharati
& Mr. Akshat Pandey from JCB India, Mr. Ruchir Tiwari, Head Agri Business Division- ITC, Mr.Vishal Savita,
Area Manager- Kirloskar and MS Khan, CARD. The session was highly praised by the agripreneurs as JCB,
Kirloskar, ITC & CARD shared their concept of possibilities and opportunities available for these agripreneurs to
do tie-ups with them through their existing Agri Clinics, thus helping them enhance their business and profitability.
JCB shared about the machines that could be used for redressing the labour shortage around the area of a particular
agri clinic and how it can give tremendous return on investment. Kirloskar shared about the possibility of these
agripreneurs becoming the franchise owners for them and include the work of selling the irrigation engines as part
of the profile of their work. The session gave tremendous outcome to these agripreneurs with several tie-up
opportunities.
The first ACAB awards were then delivered by Dr. P. Chandra Shekara-MANAGE, Mr. Akshay Pandey- JCB
India, MS Khan-CARD and Dr. M. Mukhtar Alam- Executive Director, CARD. The winners were decided
through a rigorous process adopted by the Awards Committee for the outstanding work and contribution from
these Agripreneurs in past 6yrs. The final awardees were:

The Conclave and Awards function concluded on a high note with the vote of thank given by MS Khan, Nodal
Officer, CARD with the commitment of replicating this event every year in the month of February. He expressed
gratitude for the support of National Bank of Agricultural and Rural Development, SBI and JCB for the wonderful
support. Dr. Chandrasekhara thanked CARD for organizing the programme and suggested that such programmes
would be organized elsewhere as well .
