About West Sussex - Geography

West Sussex is located on the south coast of England covering 768 square miles, and has a population of 806,900. The county is administered under a two-tier local authority system made up of West Sussex County Council and the seven district and borough areas of Adur, Arun, Chichester, Crawley, Horsham, Mid Sussex and Worthing. The county is bordered by Brighton and Hove and East Sussex to the east, Hampshire to the west and Surrey to the north.

The majority of the populace live in the main towns of Worthing, Crawley, Horsham and Chichester. 42% of the county’s resident population and more than half of its businesses are located in the rural areas. West Sussex is classified as being ‘significantly rural’ according to the Department for Environment, Food and Rural Affairs (Defra). Three out of the seven districts are classified as ‘rural’ with Chichester and Mid Sussex having more than 80% of their populations living in rural settlements or large market towns, while in Horsham this is between 50% and 80%. The remaining districts and boroughs are classified as urban: Crawley, Adur, Worthing and Arun.

About West Sussex - GeographyOver half of the county is designated as protected countryside (compared to the percentage land cover of protected landscapes nationally which stands at 23%), this is due to a large area of West Sussex being part of the South Downs National Park. in addition to the National Park there are two Areas of Outstanding Natural Beauty: Chichester Harbour in the south west and the High Weald in the north east. Whilst this reflects the varied natural beauty of West Sussex it can also exacerbate developmental pressure on the remaining undesignated areas, in particular along the densely populated coastal plain.

West Sussex has good transport links with London. Main line rail services to the capital from Brighton, Portsmouth and Southampton cross the county with trains running into London Victoria and London Bridge. There are also direct trains from Brighton to Bristol and Cardiff. The M23 corridor runs down the eastern side of the county and connects the capital with Brighton, while along the coast the A27/M27 provides westward links to Portsmouth and Southampton. There are also excellent international links via Gatwick Airport located to the north of Crawley. However some rural parts of West Sussex are still relatively isolated from the national transport network.

West Sussex is officially the sunniest county in the United Kingdom with an average of 1,902 sunshine hours per year. Bognor Regis has one of the highest sunshine totals of any town in the UK. Tourism is an important part of the economy in West Sussex, with an average of 3.5 million overnight trips and a further 17 million day trips being made each year.

Data from the 2011 census shows that West Sussex is home to 806,892 people. Arun has the highest proportion of the county’s population at 19%, and Adur the lowest at 8%. In West Sussex just over half of all residents are female (51.6%). The proportion of the population who are working age (16-64 year olds) in West Sussex is lower than that of the South East region and the United Kingdom as a whole at 61%. By district the highest proportion of residents aged 16-64 occurs in Crawley at 67% and the lowest in Arun at 58%.

The West Sussex population has been growing for the past three decades and the county is now home to 138,600 (20.7%) more people than at the beginning of the 1980s. In the last ten years West Sussex has seen a 6.9% increase in population. Growth has not been consistent across all of the seven districts with the largest increase of 9.8% in Mid Sussex - an additional 12,500 people; followed by Horsham and Worthing.

Since the last census there has been an increase in those aged over 65 and over 85 in West Sussex of 13,750 and 3,437 respectively.

The only district not to have an increase of either of these age bands is Worthing which has seen a decrease of 446 of those aged over 85 and a 1,030 decrease in those aged over 65. Crawley saw a similar decrease of 1,190 in this age group over the last 10 years. Horsham has had the largest increase in both age groups, the over 65s up by 5,100 and the over 85s up by 874, nearly a quarter of the county’s increase in the over 85 age group.

The 20-24 and 25-29 age groups have also seen an increase in West Sussex since 2001. Combined they accounted for 75,600 people in 2001 and 85,100 people in 2011, an increase of 9,500.

About West Sussex - Projected Population

The projected population figures produced by the Office for National Statistics from 2010 (base year) to 2035 provide an indication of the expected levels of growth in the population of West Sussex. The data is based on current trends and from making assumptions about future levels of fertility, mortality and migration based on levels observed over a five year reference period. The data gives an indication of what our future population may look like by age and district.

The total population for West Sussex is predicted to reach 954,700 people by 2035, an increase of 153,400 (19.1%) people from the base year of 2010; this is a similar proportion to the projected national population increase.

Within West Sussex the borough of Crawley is expected to experience the highest rate of population growth, increasing by a quarter (25.0%) from the population in 2010, followed by Arun with an expected increase of 21.7%.

From 2010 to 2035 the highest rates of projected population growth are expected to be of people aged over 60, with the largest increase being of 52,000 in the over 80 age group, nearly double the amount in 2010. This will have implications for the future provision of many services linked to old age. The only age group in West Sussex expected to show a decrease is the 40-49 year olds with a projected reduction of 2,900 people.

Data in the 2011 Census shows that just over half (50.6%) of all those aged over 16 in West Sussex are married, with 28.8% describing themselves as single. 9.7% of people have been married in the past but are now divorced. Same-sex civil partnerships account for 0.2%, or 1,585 people in West Sussex in 2011, this is the same as the percentage of people in civil partnerships in England and Wales as a whole.

Horsham has the highest percentage of married people (55.3%) of all the districts. This is higher than the county percentage, and the percentage for England and Wales as a whole (46.6%). Worthing has the lowest percentage

of those in marriages (45.7%), and conversely the highest percentage of divorcees of any district (11.2%), which is also higher than the county and national percentages. The percentage of divorcees is also higher than the county and national figure in Adur and Arun districts.

The highest number of those in same-sex civil partnerships is in Arun, with 332 (0.3% of the district population of over-16s). This is above the county and national percentages.

8.2% (53,949 people) were classed as being widowed.

This is higher than both the percentage for the south east and for England and Wales as a whole.All districts with the exception of Crawley had a larger percentage of widowed people in the population than the south east or England and Wales. Arun has the highest percentage of widowed people at 9.9%.

Many widowed people can feel socially isolated to some degree. This has an important impact on the provision of public services to the most vulnerable groups, especially where policies on the provision of care are concerned.

About West Sussex - Ethnicity

Table 1.9: Ethnicity by district

The 2011 Census shows that the ‘White British’ ethnic group makes up 88.9% of West Sussex’s total population. ‘White: Non British’ is the second largest group, with 4.8% of people, and Asian third with 3.5%. The north of the county is more culturally diverse with the borough of Crawley having the highest proportion of non-white residents, while Arun has the lowest proportion.

Chichester has the highest percentage of White British residents, with 93.0% of people. Crawley has the lowest percentage at 72.1%. The largest percentage of any non-White British group by district is found in Crawley where 13% of people are of Asian ethnicity. This is higher than the percentages of the population of both West Sussex (3.5%) and England and Wales as a whole (7.5%).

About West Sussex - Country of BirthA total of 81,318 (10.1% of the total county population) people in West Sussex in 2011 were born outside the United Kingdom. 44.0% were born in a European country other than the UK. 27.0% were born in the Middle East or Asia, of these the largest proportion (28.6%, 6,323 people) were born in India. The top ten countries of birth around the world are illustrated on the map in figure 1.8.

Of those born outside the United Kingdom 35,549 were born in Europe, the top ten European countries of birth constituting 3.11% of the total county population, 25,128

The Western European nations of Ireland, France, Spain, Portugal, Italy and Germany together account for 15,419 people (1.91% of the county population).

A part of Turkey is classed as being in Europe and is the only nation in the list of the top ten countries of birth that is not a member of the European Union. 680 people in 2011 stated they were born in Turkey, 0.08% of the county population.

people. These countries are illustrated on the map in figure 1.9.

In 2011 the largest number of those not born in the UK were born in Poland, 6,750 people (0.84% of the county population).

The Eastern European nations of Poland, Lithuania and Romania together account for 9,029 people (1.13% of the county population).

ONS statistics show that numbers of short-term migrants in the population of West Sussex have risen in the last ten years. Short-term migrants are classed as those who enter the United Kingdom from elsewhere for reasons of employment or study for up to one year, during which time they may make an application to remain in the UK permanently or for a longer time period.

Figures show that across West Sussex as a whole short-term migrant numbers rose each year between 2008 and 2011, but the picture varies across the districts. The

Migration figures from the 2011 Census show that there were a total of 1,481 short-term migrants currently living in West Sussex. Crawley has the highest number of short-term migrants of all the districts, accounting for 44.8% of the county total. Most other districts account for between 5% and 16% of total short-term migrants, but Adur (which has a smaller population) accounts for 0.9% of the county total.

highest inflow rate of short-term migrants has been seen in Crawley between 2010 and 2011. Between 2008 and 2009 rates fell across all districts, possibly as a result of the global economic downturn.

Between 2009 and 2010 most districts saw immigration rates rise, but since 2010 rates have begun to vary. Crawley and Mid Sussex have seen inflow rates increase between 2010 and 2011, but all other districts have seen a decrease.

Comparison of country of birth data from the 2001 and 2011 Censuses shows that numbers of migrants from the top ten countries in 2011 have all risen since 2001, with the exception of those from the Republic of Ireland, which have fallen slightly. The largest increase can be seen in numbers of migrants from Poland, 574 were registered in the 2001 Census, and this rose to 6,750 in 2011. Of these the largest number, 2,624 (1.75% of the district population) are found in Arun.

Of the 81,318 people in the 2011 Census who gave their country of birth as somewhere other than the UK, 18,431 (23%) were born in countries that were EU members prior to 2001. 13,948 (17%) were born in those countries that joined the EU (including the “A8” Eastern European countries) between 2001 and 2011. 48,939 (60%) were born elsewhere in the world. 8,890 (1.10% of the population of West Sussex) migrants were born in India or Pakistan. Of these 4,691 reside in Crawley and constitute 4.4% of the borough population.

About West Sussex - Migration from within the UKMid-year data from the Office for National Statistics estimates that a total of 34,739 people moved into West Sussex from other parts of the United Kingdom in 2012. The top ten counties of origin account for 71.4% (24,850 people) of all inward migration.

The largest number of internal migrants came from Greater London at 7,218 (20.7%). The neighbouring counties of East Sussex, Surrey, Hampshire and Kent account for the next top places of origin, with 13,729 migrants between them, 39.4% of the total.

Arun district received the largest number of migrants at 7,727 (22.2%). The largest number of migrants (2,391) to Arun came from Hampshire.

Migrants into the county were made up of roughly equal numbers of men and women; 16,715 men (48.0%) compared to 18,073 women (52.0%). 40.9% of inward migrants were in the age range 18 to 35, a total of 14,217 individuals.

About West Sussex - Emigration to other parts of the UKThe current estimate is that a total of 26,273 people moved out of West Sussex to other parts of the United Kingdom in 2012. The top ten counties of destination account for 67.8% (17,821 people) of all outward migration.

Comparison of the inward and outward migration figures shows that there was a net increase in the population due to migration in 2012, with 8,516 more people arriving in West Sussex last year than those that left for other parts of the country.

The largest number of outward migrants left to go to East Sussex at 4,692 (17.9%). Greater London, Hampshire, Surrey and Kent account for the next top destination counties, with 10,822 people between them, 41.2% of the total.

Mid Sussex saw the largest number of outward migrants leaving at 5,190 (19.8%). The largest number of emigrants from Mid Sussex moved into East Sussex.

Emigrants from the county were made up of roughly equal numbers of men and women; 12,540 men (47.7%) compared to 13,734 women (52.3%). Just over half (52.6%) of outward migrants were in the age range 18 to 35, a total of 13,828 individuals.

In 2011 498,367 people in West Sussex described themselves as Christian. This equates to 61.8% of the total county population. 29,785 (3.7%) said they adhere to another religion. 216,844 (26.9%) have no religion and 61,896 (7.7%) did not state their religion.

Arun has the highest number of those who stated Christianity as their religion at 97,618 (65.3% of the district population). Of those who stated a non-christian religion, the highest number reside in Crawley at 14,249 (13.4% of the borough population).

Of those in West Sussex who chose a non-christian religion, 42.5% stated they were Muslim, 24.7% Hindu and 10.3% Buddhist.

In the 2011 Census a total of 19,323 (2.4% of the total county population) people gave a language other than English as their main language. Of these the highest number (6,299) gave Polish as their main language.

By district, the main non-English language was Polish in all districts except Adur where slightly more people gave Bengali as their main language.

Crawley and Arun have the highest numbers of people who do not consider English their main language with 7,822 and 4,309 people respectively. In Crawley the dominant non-English main languages are Polish, Gujarati, Urdu and Tamil. In Arun the dominant non-English languages are Polish and Lithuanian.

In 2011 36,968 people in West Sussex stated that English was not their main language. Of these 16,552 (44.8%) said that they can speak English very well. 14,032 (38.0%) can speak it well, 5,475 (14.8%) can not speak it well, and 909 (2.5%) said they do not speak English at all.

The largest proportion of those who speak English very well even though it is not their main language live in Crawley at 34.0% (5,628 people). Of those who said they do not speak English well, or not at all, the largest proportions live in Crawley (2,402 people - 37.6%) and Arun (1,803 people - 28.2%).

The predominantly rural nature of West Sussex will continue to provide challenges as the populations of the urban centres increase. Access to services in rural areas will become more difficult as the population ages and becomes more dependent on already strained rural public transport links.

The trend for the population of West Sussex to be increasingly dominated by the older age groups is likely to continue, especially as the post-war ‘baby boom’ generation approach retirement age. West Sussex is increasingly seen as an attractive location to retire to from other parts of the UK.

The Marriage (Same Sex Couples) Act was passed by Parliament in July 2013, which will allow same sex couples in England and Wales to marry and not be restricted to Civil Partnerships. It is planned for the legislation to be in force by mid-2014.

Ethnic diversity will continue to increase, especially in those districts where inward short-term migration has begun to rise following the reductions in numbers after 2008.

Short-term and longer term migration rates are likely to continue to rise across West Sussex, both for people coming from within the UK, and from other parts of the world.

Increased numbers of migrant residents will continue to put pressure on the delivery of local public services, especially with an increase of those who speak a language such as Polish or Gujarati as their main language.

The shift from rural residents to those classified by Mosaic as ‘Successful professionals’ looks likely to continue. This may increase the divide between the poorest and wealthiest groups in the county.
