Chapter 1 – MWR Hunting Program Operation

• Step 1 – Purchasing a permit– Hunting permits are sold at the Outdoor Recreation

Building #2184 starting the first workday in August. – Permits can also be purchased at the North Hunting

Management Facility starting the first workday in September.

Chapter 1 – MWR Hunting Program Operation

• Step 2 – Archery Proficiency Qualification– All APG bow-hunters must fulfill an proficiency

qualification once every three years.– Qualifications will be held at the APG Archery Range

next to the APG North Hunting Management Facility– Qualifying with one bow will suffice for all other

bows.– Archers must hit a 9-inch circle, two out of three

shots, from 20 yards. Archers may choose to shoot from an elevated or level position.

– All archers must have their last name and first initial written on their arrows and be in compliance with all state equipment laws.

Chapter 1 – MWR Hunting Program Operation

• Step 3 – Hunter-in-Charge– All hunting parties will have at least one person with Hunter-in-Charge

status.– Hunter-in-Charge status is obtained by

• Hunting eight times in the APG Hunting Program• Attending a Hunter-In-Charge Class/Tour offered by the MWR once a month

– Eligible Hunter-in-Charge• Active Duty Military assigned to APG• APG Civilian Employees• Active National Guard assigned to APG• Retired Military for APG (DD 214)• Retired Military with proof of hunting participation prior to 1 July 1994 and

after 1 July 1990• Retired APG Civilians• Multi-year Contractors, with a Security Badge, who are in the status of

mission

• Step 4 – How to acquire a hunting area the day before– If a hunting party would like to acquire an area for the

following day they must:• Send the Hunter-in-Charge to their respective Hunting

Management Facility to fill out and drop off a 1249 Hunting Assignment Card before 12:30.

– The cards will be drawn at random by MWR staff once the MWR is notified of the open areas

– Areas drawn will be posted at the respective facility and emailed to the Hunter-in-Charges

• Step 5 - How to acquire a hunting area the day of the hunt– If a hunting party would like to acquire an area for

the day of the hunt they can come to the Aberdeen North Hunting Facility after 09:00 and pick out a left over area for APG North or APG South.

– Hunters hunting APG South may also drop off cards at the APG South Hunting Management Facility before 12:30, at which time a “Stand-by” (all groups wanting to hunt that day) draw will be done and areas will be assigned.

• Step 6 – To Do Checklist Before Hunting– Come to the respective Hunting Management Facility– The Hunter-in-Charge will use his/her key to open the metal card box

located outside of the facility– He/She will remove their green window tag and assigned 1249. The

green window tag will be clipped in the rearview mirror and the 1249 will be displayed on the dash of the vehicle

– The Hunter-in-Charge will then sign out his/her group on the sign-out sheet at the facility.

– If their hunting area is behind a security gate, the Hunter-in-Charge will also sign in at the sheet located at the security gate.• If the sign in sheet at the gate is old, the Hunter-in-Charge will write his

group, area, and time in. If there is no sign in sheet, the Hunter-in-Charge will call 410-278-4843 and leave a message that details the information above

– All sign out sheets will be signed back in as the hunting party returns.

• Step 7 – Tracking a deer– If the hunting party succeeds at harvesting a deer and

needs more time beyond the legal hours they must:• Make sure all equipment is legally cased and back at vehicle• Call into the APG North Hunting Management Facility and

report your name, area, and that you need “tracking time.”• You will then be allowed a maximum of two hours past legal

hours to recover your deer and bring it back the facility.– Make sure to fill out all items on your state license

and APG 1249 pertaining to legal documentation of a harvested animal.
