ROWETT RESEARCH INSTITUTE GREENBURN ROAD BUCKSBURN Late docquets are attached for the three late items at the meetings on 11 and 16 February 2016respectively. With regard to the late docquet requested for the Rowett Research Institute item at thePlanning Development Management Committee of 29 October 2015, we are unable to providethis as it is not held by the Council. The report on the Rowett Research Institute planning application met the deadline forsubmission in terms of Council Standing Order 45(2)(v), and was circulated within the firstagenda circulation. The written representations were not received in time for the first agendacirculation, therefore a sample was circulated within an additional circulation - however, a latedocquet was not required as the item was already on the agenda by virtue of the planningapplication report. With regard to the minute of the Planning Development Management Committee meeting of 29October 2015, the ‘MATTER OF URGENCY’ paragraph was included in error - the item did notrequire to be considered as a matter of urgency as a copy of the agenda including the item wasopen to inspection by members of the public for at least three clear days before the meeting inaccordance with Section 50B(4)(a) of the Local Government (Scotland) Act 1973. ACC is unable to provide you with information on the late docquet for the item heard at thePlanning Development Management Committee on 29 October 2015 in relation to RowettResearch Institute Greenburn Road Bucksburn as it is not held by ACC. In order to comply withits obligations under the terms of Section 17 of the FOISA, ACC hereby gives notice that thisinformation is not held by it. ACC is unable to provide you with information on signatures contained within the attacheddocuments as it is exempt from disclosure. In order to comply with its obligations under theterms of Section 16 of the FOISA, ACC hereby gives notice that we are refusing your requestunder the terms of Section 38(1)(b) in conjunction with 38(2)(a)(i) – Third Party PersonalInformation - of the FOISA. In making this decision ACC considered the following points: ACC is of the opinion that Section 38(1)(b) applies to the information specified above as theinformation in question is personal information relating to living individuals, and the applicant isnot the data subject.
