visitsyouwillreceiveatthebeginningofeveryweek.Thisnumberdoesnotchangeonweekswithauniversityholiday,orduringexams.Theintendeduseofavisitfollowsitsname:youtradeitforonevisittoatraditionslocationoncampus:oneofScott,Morril,orKennedy.Theexactvalueofavisitvariesbytimeofday,whichonasidenotisafactthatisnotadvertised.Atatraditionslocation,Breakfastisworth$7,lunchisworth$11,andDinnerisworth$12.Forthesakeofourstatistics,wewillignorewhatpercentageofswipesarespentoneachmeal;meaningouraveragevalueforoneswipeis$10,or9diningdollarsafterthe10%discount.Visitsarenotthatsimplehowever,itunfortunatelydoesnotstophere.Andthisiswheretheproblembegins.See,at3AMonMondaymorning,youloseallofthevisitsyouhavenotusedoverthecourseofthepreviousweek.Thismeansthatyouwillloseupto$12perunusedvisit.Letmeputitthisway:imaginethattheentirecontentsofyourbankaccountdisappearedattheendofeveryweek.Sincethisisapotentialmoney-sink,dininghasprovideduswithseveraloptionsforspendingyourvisitsinalternativeways.ThemostusefulofthesealternativesistheVXor“visitexchange”program;whichletsyouexchangeasinglevisitforanentrée,adrink,andasmallside.Thisprogramhasbeenfairlysuccessful.Theotheralternativeistoexchangeavisitfor5diningdollars,or$4.50.Yournextthoughtshouldbe:“butisn’t$4.50lessthanhalfthevalueoflunchanddinner,and$2.50lessthanbreakfast?”Thatwouldbecorrect,soitwouldmakesensethata$5exchangewouldn’tbeusedterriblyoftencomparedtotraditionsvisits:theintendedusage.Afterall,morethan70%oftherespondentstotheUSGdiningsurveyfeltconfidentintheirabilitytobudgettheirmealplaneffectively.Andsostartsourjourneyto1,723,560.ThedatausedintheTaskForceReportindicatesthattherewereover380,000usesofthe$5exchange.Consideringthepercentageofstudentssayingtheycouldeffectivelybudgettheirplan,wecan’texactlychalkthisuptocarelessspending.Ifanything,thiswouldindicatethatstudentsdon’trealizehowmuchmoneytheyarelosingona$5exchange,potentiallybecauseofthecomplexity

associatedwiththevisitssystem.Inthebestcasescenario:ifweassumedeverymealthatthe$5exchangewasreplacingwerebreakfast,weseethatthisisatotallossofmorethanhalfamilliondollarsinvalue.Butasweknow,everymealisn’tbreakfast.Thisiswhatitlookslikeifweconsidertheaveragelossona$5exchange.Unfortunately,thisisn’ttheendofourstory.Instatisticsfromdiningusedinthetaskforcereport,themissed-meal-factorofthecurrentplanis8.3%.Thatmeansthatofallofthevisitsallotted,8.3%wentunused.Soifweconsidertheaverageof$10foratraditionsmeal…Wehaveatotalwastedvalueofalmost$800thousand.Andwhenweputthattogetherwiththe$5exchangelosses…Thereitisfolks,ournewfavoritenumber.Solet’ssummarizeourcurrentposition:8.3%oftraditionsvisitsallottedtostudentsgounspent,leadingtolostmoney.Andifthat’snotenough,peoplearestilllosingmoneyforutilizingtheirmealplanwhentheyusea$5exchange.Whenyoureadthetaskforcereport,thereisjustnogoodfaithwaytochalkupallofthislostmoneytoirresponsiblebudgeting.Morelikelyasisindicatedbythediningsurvey,abigpartoftheproblemisanunnecessarilycomplexsystem,thatisbuiltinawaythatatleastpartiallyguaranteesthewasteofmoney.Sowhat’sthesolutionhere?Whatcanwedotoensurethatstudentsreceivetheoptimumvaluefromtheirmealplans?Theanswerisactuallyprettysurprising:we’realreadyhalfwaythere.Iwantyoutothinkofthewayyouspendmoneywhenyou’reoffcampus;whetheritbeonhighstreet,thecityofColumbus,orreallyanywhereintheworldthathasanestablishedcurrency.Youeitherspendmoneywhichyouwithdrewfromanaccount(orfromunderyourmattress),oryouusedacardthatwithdrawsfromanaccountwithadecliningbalance.Thefactofthematteris,thediningdollarssectionofyouraccountisaboutascloseasyoucangettothewaymoneyisspentinreallife.Asysteminwhichyouhaveacertainamountofmoney,andeachpurchasewithdrawsaportionofthatmoney.Thisisadebitsystem,whichwe’llcalldecliningbalance.Andthegoodnewsis,thisisn’thardtoimplementssincewewouldn’tbethefirstonesdoingit.Amongthe

manyschoolsondecliningbalanceareVirginiaTech,BowlingGreen,PennState,andMiamiofOhio.Itshouldn’tbetoomuchtoaskforasystemthatpreparesusforbudgetingintherealworld.Thesystemistransparent:IknowatalltimestheexactamountofmoneyIhaveleftinmymealplan.Thesystemisnotwasteful:Idon’thavetoworryabouttheunitsofmymealplannotbeingdivisible,Ipaytheexactpriceofallofmytransactions,andnotapennymore.Finally,thefeesassociatedwiththesystemareviewableupfront.Iacknowledgethattherearesomeoverheadcostsassociatedwithadiningoperation;butIwouldmuchratherknowthatvalueupfront.Especiallywhenthealternativeisslowlylosingmymoneyinunknownincrements,completelyobscuringhowmuchI’mactuallyspending.So,Itoldyouthatyouweren’tgoingtolikethisnumberbytheendofthepresentation,howeverthereisacatch,aratherbigoneactually.AllthenumbersImentionedearlierarenotevenrepresentativeofafullsemester…Infact,theyareonlytenweeks’worthofdata,orabout2/3asemester.Thismeansthatoverthecourseofasemester,studentsstandtoloseover$3.7million…orinoneacademicyear,ifthetrendsfromlastsemestercontinue,studentswillbelosingover$7.5million.Ladiesandgentlemen,thisnumber…sevenandahalfmilliondollars…shouldspeakforitself.Anditwillonlygetworsenextyearwhenallsophomoreswillberequiredtoliveoncampusandthushaveamealplan.Althoughthecurrentsystemwasdesignedwithgoodintent,itisclearthatitcan’twork,anditisn’tanissueofpoorexecution.Thecurrentsystemisabaddealforstudentsbydesign.We,allofus,deserveamealplanthatistransparent,straightforward,anddesignedtoprepareusforpost-collegelife.Wedeservedecliningbalance.Plainandsimple.

campus,manyactsofsexualviolence,aswellasacampus-widesafetythreat.We,asmembersoftheUndergraduateStudentGovernment,needtoactquicklytoaddressandfindsolutionsforthesesafetyconcernsonourcampus.Inthepast,USGhasdedicatedmanyresourcesandeffortstoaddressingtheseissues.WeshouldcontinueoureffortsinadvocatingforsafetyatOhioStatebyholdingaSafetyTownHall,andinvitingPresidentDrake,MayorAndrewGinther,andmembersoftheColumbusCityCounciltoparticipate.InvitingtheseindividualswillbroadenperspectivesandallowstudentsandmembersoftheColumbuscommunitytointeractfacetoface.WewillalsoinvitetheOSUPoliceDepartment,andUSGhasareallyamazingrelationshipwiththem.IbelievethathavingthesamequalityrelationshipsasinthepastwillincreaserelationshipsbetweenUSGandthecampuscommunity.Invitingthesememberswillbeveryvaluableaseveryoneacknowledgestheneedforasafetyevent.Sinceweassenatorsrepresenttheentirestudentbody,thisisawayfortheentireGeneralAssemblytodemonstratethatthestudentbodywouldbeinfavorofatownhalltoaddresssafetyconcerns,andthatthestudentbodysupportsandactivelyinvitesthemtoparticipateintheevent.TheirattendancewouldhelpencourageincreasedgovernmentalrelationswithinUSGandhelpprovidenewandinterestingperspectivesinourworkmovingforward.Whatthisissayingiswewanttoattempttostartconversationstoworktogethertohelpcreatenewsolutionstotheproblemsthatwe’rehaving.TheresolutionservesasawayofexplainingthesafetyconcernsOhioStatehas,andinvitingtheindividualstobepartofthesolution.IhopeyouwillallvotetoadvocateforincreasedsafetyamongstudentsaswellastoencourageandfosterrelationsbetweenOhioStatestudentsandtheColumbuscommunity.

off-campuscommunity,buttheideaofsafety,fromadiversityperspective,isforallstudents.Thiswouldbethefirstofitskindtoincludesafetyofallstudents,anditwouldbeinrelationtothecityofColumbus.MostcrimeshappeninColumbus,buttheentireoff-campusareaisaffected.I’vebeentoldthatthenewmayorissittingonalargesumofmoneyheislookingtoputtogooduse.Oneareatheycoulduseitforistoimprovesafetyconcernsintheareawelivein.I’vespokentomembersoftheColumbusCityCouncil.Byinvitingthesepeopletooursafetytownhall,theycangetahugeperspectiveonwhatourconcernsare,andtheymaybeabletofunduslaterwithoursafetyconcerns.
