GDP

*Issue and current situation in india:

India’s public expenditure on health as percentage of the GDP is far lower than countries classified as the “poorest” in the world which is little over 1 per cent despite a rise in health expenditure due to high out-of-pocket expenditure (OOPE), catastrophic hea l th spend ing (CHS) , in c reas ing pove r t y , and impoverishment. This has effected our health care system deeply inside since ages. Though Government has been planning to increase budget on healthcare from 1 to 2.5 by 2025 when the global average will be about 6 per cent. More embarrassingly, the country’s public health expenditure is lower when compared with other South-East Asian countries like Nepal, Sri Lanka, Bhutan, Indonesia, Thailand and the tiny island country of Timor-Leste.

2020 is being celebrated as the year of nurses and midwives around the world, thanks to a call by the World Health Organisation. However, the 2020 budget has decreased the allocations for the heads related to the development and improvement of nursing care. Specifically – from Rs 50 crore to Rs 16 crore for ‘Development of Nursing Services’; from Rs 41 crore to Rs 35 crore for ‘Regional Institute of Nursing and Paramedical Science’ (in Aizawl); and from Rs 32 crore to zero for ‘Upgradation of Nursing Services’. Together, these cuts will be detrimental to the development of India’s nursing facilities and human resources, and is bound to affect the access to and quality of healthcare in the country.

Autonomous institutes such as the All India Institute of Medical Sciences (AIIMS), New Delhi, the Postgraduate Institute of Medical Education and Research, Chandigarh, and the National Institute of Mental Health and Neurological Sciences (NIMHANS), Bengaluru, provide cutting edge research and teaching. Their funds have been cut in the current year. Only time will tell if they will be able to maintain the quality and scope of services

The present health situation in Bihar is a matter of grave concern, and requires an urgent solution. Although demographic improvements have been noted in the past years, the incidence of various diseases remains high in Bihar. Protein-energy malnutrition, nutritional anemia and blindness are common being found in people. Safe drinking water and sanitary facilities are still luxury for large number of people.

Furthermore, a number of communicable diseases are prevalent in the country. This is exemplified in the Kala-azar or visceral leishmaniasis epidemic in 1992, which reported 75,523 cases and claimed 1417 deaths. Kala-azar cases have started rising again since 1996, and it is estimated that there might be another epidemic in the first decade of the 21st century if the situation is allowed to continue.

Other infectious diseases, which threaten the health situation in Bihar, are malaria, tuberculosis, leprosy, and HIV/AIDS. Moreover, population and decadal growth rate have more than doubled over the last 40 years. Maternal mortality remains very high, but survival chances of children have increased due to immunization and other programs. In general, Government needs urgent attention on public health.

* Per capita expenditure on health in Bihar is third lowest in country at Rs. 495.

*Among big states overall, UP has scored the lowest, and Bihar is second lowest with score 28.61 and primary reason which weighed Bihar down is their poor performance on total fertility rate, low birth weight, sex ratio at birth, TB treatment success rate, quality accreditation of public health facilities, and time-taken for fund transfers from National Health Mission is also delayed, and Bihar has the slowest transfer of funds from the central National Health Mission into the state government’s treasury to the final implementation society. The average time for this transfer in Bihar, which is the slowest in the country, is 191 days. UP is only slightly better at 118 days.

* Bihar has a real crisis of health care workers as well. Among big states, Bihar has the highest number of auxiliary nurse midwife positions that were vacant, with 59.5% vacancy. Bihar has the second highest vacancies of staff nurses at primary health centres and community health centres with more than 40% vacancy of staff. UP has surprisingly reported no vacancy of staff nurses, along with Odisha.The state, reportedly, has the worst doctor to population ratio across all Indian states with just 2,792 doctors in the whole state. This means that 43,788 people were effectively being served by a single doctor. What is especially concerning is that Uttar Pradesh, another state known for its huge healthcare vulnerabilities, has one doctor for every 21,702 people – half that of Bihar's. As such, it is clear to see that Bihar has the greatest challenge of all states in trying to improve its ratio to meet that recommended by the World Health Organisation.

*Poor infrastructure*

According to the latest data, Bihar has only approximately 2,000 primary health centers and 150 community health centers to cater to its massive population. Moreover, consistent underinvestment into its healthcare system means that even at these centers, amenities and hygiene conditions are grossly under-par. A lack of beds – Bihar, reportedly, has just 0.11 per 1,000 people – has also come to characterise the state's crumbling infrastructure.

Ltd within 30 days of death and the said amount a�er verifica�on of the nominee shall be deposited into his/her bank account.

VALIDITY1. Each Card is valid upto 10/2025 but the same is subject to Repayment of Annual Renewal membership fees to be paid on or before the renewal date.

USE1. The Card can only be used only before the service providers associated with Aarogya Seva Healthcard Pvt. Ltd.2. The Card holder must: (a) Be in possession of an iden�fica�on document. (b) The Card holder is responsible for the conserva�on and correct use of the Card.3. This card is not a debit/credit card and can’t be used for monetary transac�ons.4. The Card benefit can be used only on purchase over Rs. 500/- whereas no commercial use to be done by the Card Holders.

CONDITIONS1. The Card holder will have access to all services offered at the Aarogya Seva Healthcard Pvt. Ltd. with preferen�al condi�ons as updated on www.aarogyasevahealthcard.com.a) Regular informa�on on discounts. b) Other preferen�al condi�ons to be agreed between the Card holder and Aarogya Seva Healthcard Pvt. Ltd.;2. The Card condi�ons are not cumula�ve.3. That you agree to use the Services only for lawful purposes. You agree not to interrupt or a�empt to interrupt the opera�on of the Services in any way. Any conduct by you that, in our sole discre�on, restricts, inhibits, or interferes with the ability of any other user to enjoy the Services (including by means of hacking or defacing any por�on of the Services, or by engaging in spamming, flooding, or other disrup�ve ac�vi�es, including with respect to the servers or networks used to make the Services available is prohibited. 4. That you are strictly prohibited from communica�ng on or through the Services any unlawful, harmful, offensive, threatening, abusive, libellous, harassing, defamatory, vulgar, obscene, profane, hateful, fraudulent, sexually explicit, racially, ethnically, or otherwise objec�onable material of any sort, including, but not limited to, any material that encourages conduct that would cons�tute a criminal offense, give rise to civil liability, or otherwise violate any applicable local, state, na�onal, or interna�onal law. 5. We reserve the right to terminate or suspend your use of (including any access to) the Services, or parts of the Services, without no�ce, if we believe, in our sole discre�on, that it is in viola�on of these terms, our requirements, or any applicable law or it is harmful to our interests or the interests, including intellectual property or other rights, of another user or any other third party, including any of our partners, affiliates, sponsors, providers, licensors, or merchants. 6. That you agree to provide true, accurate, current, and complete informa�on in connec�on with the Services. It is your responsibility to maintain and promptly update this informa�on to keep it true, accurate, current, and complete. If you provide any informa�on that is fraudulent, untrue, inaccurate, incomplete, or not current, or we have reasonable grounds to suspect that such informa�on is fraudulent, untrue, inaccurate, incomplete, or not current, we reserve the right to refuse any and all current and future use of the Services without no�ce.7. That you must respond promptly to all email and other correspondence from Health-card, including without limita�on email and correspondence concerning complaints or concerns regarding your use of the Services.

EXCLUSIONS1. Exclusions to the present contract are the medical services provided by doctors that are not registered on the Card system.2. All services offered at the Arogya Seva Health Card Pvt. Ltd. are available only a�er annual payment of membership fees.3. Discounts and benefits apply to Health-care Membership Card holders a�er applica�on of 72 Hours.4. Benefits can only be avail if card is taken by a person prior to the admission in the hospital.

1. Cancella�on of the contract must be communicated in wri�ng, with a 30 day no�ce period by either party.2. Once cancelled the Card holder must return the Card to Arogya Seva Health Card Pvt. Ltd. within 30 days.3. The Arogya Seva Health Card Pvt. Ltd. reserves the right to cancel or suspend the use of the Card in case of breach of the contract.

CANCELLATION OF THE CARD

1. Altera�ons or Changes of personal details must be communicated in wri�ng to the Aarogya Seva Healthcard Pvt. Ltd. by the Card holder by post or e-mail.

CHANGES ON APPLICATION DETAILS

1. The card holder can revoke the present contract by registered le�er within a 15 day period, from the applica�on date.

REFLEXION PERIOD

1. That you acknowledge and agree that by using the Card, informa�on related to the prescrip�ons obtained through the Card will be collected from Pharmacies, Hospital, Lab and Diagnos�cs Centre that par�cipate with Arogya Seva Health Card Pvt. Ltd. . Such informa�on includes name iden�fiers, birth date, gender, zip code informa�on, and prescrip�on informa�on. 2. That you acknowledge and agree that this informa�on received by Pharmacies, Hospital, Lab and Diagnos�cs Centre that par�cipate with Arogya Seva Health Card Pvt. Ltd. and subsequently disclosed to Health-card will be used for the administra�on of the Health-card prescrip�on drug discount program. Arogya Seva Health Card Pvt. Ltd. does not sell such informa�on to any third par�es. Arogya Seva Health Card Pvt. Ltd. itself is not a Covered En�ty under the law. However, some of the informa�on received from health care providers, health plans or health care clearing houses (collec�vely, “Covered En��es”) is informa�on that may cons�tute protected health informa�on (“PHI”), which is informa�on created or received by a health care provider, health plan, or health care clearing house rela�ng to the past, present, or future physical or mental health or condi�on of an individual, the provision of health care to an individual, or the past, present, or future payment for the provision of health care to an individual that iden�fies or can be used to iden�fy an individual.

Protected Health Information

1. To par�cipate in the Program, you must provide atleast your full legal name and date of birth and Aadhar number, And others informa�on is op�onal. We use this informa�on to match your Member account with the informa�on our service providers enters into their system; and for all other uses we deem appropriate. Addi�onally, by par�cipa�ng in the Program, Member has the opportunity receive Program and other related messages via recurring SMS (Short Message Service), MMS (Mul�media Message Service) text alerts and email alerts. These alerts may be used to communicate Member account status, no�fy Member when they are eligible for a reward, communicate Program changes, offer special Member promo�ons, coupons, informa�on and offerings that may be of interest to the Member. Our failure to insist upon strict performance of any provision of these Terms shall not be construed as an implicit waiver of any provision or right.3. These Terms cons�tutes the en�re agreement between Card Holder and Arogya Seva Health Card Pvt. Ltd. governing Card Holder use of the Services (inclusive of the other policies referenced in these terms). Card Holder may not assign, transfer, or sublicense any or all of their rights or obliga�ons under these terms without our express prior wri�en consent. We may assign, transfer, or sublicense any or all of our rights or obliga�ons under these terms without restric�on.

Miscellaneous

If any dispute or difference shall arise between the par�es such difference shall be referred to the decision of a sole arbitrator to be appointed in wri�ng by the par�es to the dispute/difference. Arbitra�on shall be conducted under and in accordance with the provisions of the Arbitra�on and Concilia�on Act, 1996 and the seat of Arbitra�on shall be Patna.

ARBITRATION CLAUSE

BY AGREEING TO THESE TERMS CARD HOLDER AGREE TO INDEMNIFY, DEFEND, AND HOLD HEATH-CARD HARMLESS FROM AND AGAINST ANY AND ALL CHARGES, CLAIMS, DAMAGES, LOSSES, COSTS, LIABILITIES, AND EXPENSES (INCLUDING ATTORNEYS’ FEES) INCURRED AS A RESULT OF OR ARISING FROM ANY CLAIM, COMPLAINT, ALLEGATION, LAWSUIT OR DEMAND ARISING OUT OF OR RELATING IN ANY WAY TO (a) CARD HOLDER ACCESS TO OR USE OF THE SERVICES; (b) CARD HOLDER VIOLATION OF THESE TERMS; (c) CARD HOLDER VIOLATION OF THE RIGHTS OF ANOTHER, INCLUDING WITHOUT LIMITATION, ANY INTELLECTUAL PROPERTY RIGHT, PUBLICITY, CONFIDENTIALITY, PRIVACY, OR PROPRIETARY RIGHT; OR (d) CARD HOLDER VIOLATION OF ANY STATUTES, CODES, ORDINANCES, LAWS, RULES, REGULATIONS, INCLUDING WITHOUT LIMITATION, ALL REGULATORY, ADMINISTRATIVE, AND LEGISLATIVE AUTHORITIES.

INDEMNIFICATION

PAYMENT1. Membership Fee amount can be paid through cash, A/C Payee Cheque in the name of Arogya Seva Health Card Private limited & online Portal of company website only.

SIGNATURE DATE LOSS OR THEFT1. In case of loss or the� the Card holder must inform the Arogya Seva Health Card Pvt. Ltd. immediately.2. If this informa�on was made by telephone, it must also be communicated in wri�ng, either by post or email on [email protected]. 3. Once a wri�en confirma�on has been received, the Arogya Seva Healthcard Pvt. Ltd. will cancel the Card and will issue a subs�tu�on Card upon the cost to the card holder.
