KARMA SAWYER: “Windows Emerging Technologies Portfolio
in DOE’s Technologies Office”
Presentation Overview The U.S. Department of Energy (DOE) Building Technologies Office’s (BTO’s) mission is to improve the efficiency of existing and new buildings in both the residential and commercial sector through the development of energy efficiency technologies and prac-tices. With this mission in mind, BTO aims to reduce building-related energy costs by developing and widely deploying cost-effective tools and technologies to reduce building energy use by 50% by 2030. R&D efforts are focused on funding the development of next-generation energy-efficient technologies for building technologies that have performance metrics equal or better than state-of-the art technologies, at a cost less than the cost of the energy saved.
The BTO Emerging Technologies (ET) Program funds research and development of energy-efficient and cost-effective building technologies in industry, academia and the Department of Energy national laboratories. The portfolio includes technologies targeted at both new buildings and building retrofits for both the commercial and residential building sectors. The ET mission is to accelerate the research, development, and commercialization of emerging, high-impact building technologies that will impact the BTO pro-gram’s overall goal. Next-generation window technologies must be developed with a specific emphasis achieving a market-acceptable installed cost to facilitate mass-market technology adoption. On one hand, windows protects building occupants from undesirable external environmental conditions, such as extreme heat or cold. On the other hand, windows can be constructed to take advantage of desirable external conditions by providing natural lighting or ventilation. Both strategies have substantial potential to reduce energy consumption by reducing the use of energy consuming machinery in buildings.
The overall BTO goal can be broken out into goals for specific technologies areas. BTO analysis projects that if we hit the overall BTO goal in 2030, buildings will consume 18% less energy from HVAC and refrigeration due to improvements in in windows, ac-counting for 2.6 quads. In total, BTO projects that in 2030, a savings of 22.3 quads from cost-effective energy efficiency technolo-gies, 12% of the total savings come from improvements in windows. BTO has developed a Windows and Building Envelope road-map, including quantitative metrics, to inform the R&D activities that would need to occur by 2025 to achieve these goals.
Speaker Background
Karma Sawyer is a Technology Manager and Physical Scientist in the Emerging Technologies (ET) Program within the Department of Energy’s Building Technologies Office (BTO). She is responsible for the fenestration and building envelope technology portfolios. Sawyer is also interested in gas separation technologies, including, but not limited to CO2 and O2 separation, and thermochemical and thermophysical energy storage.
Sawyer originally joined the Department of Energy in 2010 as an ARPA-E fellow, where she performed technical, environmental and economic assessment of CO2 capture, utilization and sequestration, methods for direct natural gas to liquids conversion and thermal storage. She later took over as an Assistant Program Director, responsible for ARPA-E’s capture portfolio. Prior to joining ARPA-E, Sawyer worked as a postdoctoral scholar in the Department of Mechanical Engineering at the University of California, Berkeley where she studied phonon localization in silicon nanowires for thermoelectric applications and direct air CO2 capture as a member of the editorial committee for a technology assessment for the American Physical Society Panel on Public Affairs.

STEVE SELKOWITZ: “A Vision for Fenestration Performance
in a Sustainable World”
Presentation Overview The architectural, engineering and code communities are once again arguing about the proper role of glazing and win-dows in energy efficient buildings. These discussions tend to be focused on minimally meeting incrementally changing performance goals with the goal of minimizing first cost of the window products. At the same time some manufacturers are worried about competition from lower cost window coverings whose suppliers are increasingly arguing for their role in the energy savings and Energy Star landscape.
Growing concerns about sustainability and climate change, which have been driving global investment trends for some time, are beginning to be more broadly recognized in the U.S. Aggressive future goals of zero net energy buildings and are being promulgated in states and regions throughout the U.S. Building owners and occupants increasingly are demanding more from buildings in terms of health, comfort and amenity. The confluence of these trends and issues pre-sents the window industry with a unique opportunity to rethink the role of windows in our homes and commercial build-ings. Windows have the unique potential to supply the building with more energy than they use, and in the process to reposition themselves as true value-added solutions that can simultaneously meet many of the compelling new owner performance needs as well as the societal environmental needs.
We will discuss a scenario where the window industry could dedicate itself to transforming the way windows are viewed and purchased to focus more on maximizing value and benefit rather than minimizing first cost, so that owners routinely feel good about investing more in higher performance, energy efficient windows that add to amenity, comfort, resilience and other marketable features, and perhaps buy smaller HVAC systems and less granite countertop.
We will review the technical basis for making this transition for windows in both the residential and commercial sec-tors, including some of the emerging technologies that will make these solutions more practical and more economical. These technical potentials must be achieved in the real world so we explore lessons learned from lab and field testing of window performance. Finally, promoting widespread adoption of new solutions always requires changes in the tools and data we use to select and specify design solutions and will be further assisted by new policy and finance trends that can help accelerate the market introduction of new solutions.
Speaker Background Stephen Selkowitz is a Senior Advisor for Building Science and the Group Leader of the Windows and Envelope Materials Group in the Building Technology and Urban Systems Department. As an internationally recognized expert on window technologies, façade systems, and daylighting, he collaborates with R&D teams worldwide in this field.
He is a frequently invited speaker to industrial and professional groups on many aspects of building technologies and commercial building energy efficiency, and is the author/co-author of over 170 publications, 3 books and holds 2 pat-ents. He is the Principal Investigator for the new LBNL program to design and build FLEXLAB, the Facility for Low En-ergy Experiments in Buildings. He is a past member of the Board of Directors of the National Fenestration Rating Council and is currently on the Advisory Board of a number of efficiency initiatives such as the Green Lights Daylighting Program in New York City, and the Zero Emissions Building program in Norway. Before joining LBNL he was a principal in a con-sulting engineering firm and taught courses in Environmental Controls and Alternative Energy Systems.
Selkowitz holds a BA in Physics from Harvard College and an MFA in Environmental Design from California Institute of the Arts.

Members‐OnlyMeetingSessions
Designating individual conference meetings as “members only” sessions shall be at the discretion of the Board of Directors and/or Chairpersons with input and guidance from the Staff Liaisons. Whenever possible, members-only sessions shall be identified prior to the conference so that registered attendees may be properly informed about these sessions. In addition, during any AAMA meeting, any voting member may make a motion to address a specific topic in a members-only session. If the motion is passed, all non-members in attendance will be excused from the meeting until the open session is reconvened. Chair must inform Staff of any impromptu members-only meetings as soon after the conclusion of those sessions as possible. The following topics are offered as guidance for identifying subject matter that may warrant a members-only session:
• Policy setting • Research projects • Funding • Contract negotiations • Legal matters directly related to AAMA and/or its activities • New association program or service development • AAMA personnel matters (such as recommendations for new staff positions)
Information reported by AAMA to non-members following the conclusion of a members-only session will include only the information determined by AAMA Marketing Staff to be appropriate for public disclosure. To facilitate identification of non-member attendees, a specific color badge stock will be used for non-members and “Press” ribbons will be attached to the badges of all media representatives. In addition, each meeting agenda will include an item to introduce all new attendees, media and outside organization representatives that are present in the meeting. This will enable attendees to begin to recognize the press and take note of their involvement in meetings and potential media coverage, including quoting individuals at the event. Note: While handling of meeting content in members-only sessions should be used as needed, non-members attending AAMA events include prospective members who are attending to explore the value of AAMA membership. Additionally, media representatives reporting on AAMA events provide free editorial publicity to AAMA and help to communicate important initiatives to industry professionals. AAMA member leaders and staff should carefully assess meeting content prior to designating a members-only session.
Effective: August 7, 2009 Revised: January 2010
29
MediaAttendancePolicy
All media representatives must comply with the non-member meeting attendance policy. As with all other non-member attendees, media representatives will be identified with a different color badge stock and will additionally have a “Press” ribbon. In addition, each agenda will include an item to introduce all new attendees, media and outside organization representatives at the beginning of each meeting. Information reported by AAMA to media representatives following the conclusion of a members-only session will include only the information determined by AAMA Marketing Staff to be appropriate for public disclosure. All media representatives attending AAMA conferences shall be required to sign the Quality Commitment Statement prior to attending a conference stating that, as an invited guest of the Association, they will obtain advance permission to record sessions other than general sessions and award presentations. This agreement will be kept on file by Marketing Staff for the duration of that media representative’s tenure with the publication. If the media representative begins working for a different publication, a new Quality Commitment Statement will be required. In addition, the agreement will require media representatives to honor any request by an individual participating in the event to not be quoted in order to comply with the respective media policies maintained by his/her company. For all event attendees, including media, unauthorized recording of AAMA committee/task group meetings and social events is prohibited, whether by video, still or digital photography, audio or any other recording or reproduction mechanism. Please contact AAMA Marketing Staff to obtain authorization for recording specific sessions. Appropriate Chairs will be notified of all recording authorizations issued so that meeting attendees may be informed of these recordings at the beginning of the session. Effective January 1, 2010, media representatives will no longer be required to obtain signed quotation authorization forms. However, media representatives will introduce themselves at the beginning of each meeting during AAMA events as prompted, including the Opening General Session at each national conference. Members are asked to consider their company’s media policy when attending meetings where media are present and communicate any relevant company policies to the media as needed. The media will be required to adhere to this as part of the Quality Commitment Statement. Note: As part of developing the AAMA non-member meeting attendance policy and related AAMA media policy, the AAMA Membership Committee reviewed the definitions and eligibility for all member classifications. A recommendation was forwarded to the Board of Directors to eliminate membership eligibility for publishers and media representatives since that segment of industry professionals is not a primary target for AAMA and is outside the primary scope of the organization which is to support companies and/or individuals that produce, test or select fenestration products. As of August 7, 2009, the AAMA Board of Directors adopted this recommendation which also permits appropriate enforcement of the AAMA non-member meeting attendance policy and related AAMA media policy.
Effective: August 7, 2009 Revised: May 2010

AAMA COUNCIL OR PRODUCTS GROUP DOCUMENT BALLOTING PROCEDURES
In order to assure that ballots are completed in a timely manner, an initial ballot period of 20 days shall be provided unless a 10 day extension is required. A ballot reminder shall be sent 10 days after the beginning of the ballot period to all non-respondents unless a 60% return has been achieved. If a 60% return has not been achieved after 25 days, a second reminder shall be sent to all non-respondents. Five days shall be allowed after the second reminder before the vote of non-respondents is counted as an abstention. The choices in responding to a ballot shall be as follows:
• Approve • Approve with Comment • Disapprove with Comment • Abstain
At least 2/3 of the total of “approve”, “approve with comment”, and “disapprove with comment” ballot responses returned must vote “approve” or “approve with comment” in order to approve the ballot action. Abstaining ballots are not counted in arriving at this total; however, the number of automatic abstentions on any ballot issue shall not exceed 40% of the number receiving ballots. As a policy, all “approve with comment” and “disapprove with comment” votes received shall be sent to the sponsoring committee or task group for formal consideration, regardless of the number received. It is important to note that in order to have a vote of “disapprove with comment” discussed by the sponsoring group, the individual submitting the vote must also submit comments as to why the vote of “disapprove” was cast, along with proposed alternative language to what was balloted. Example of ballot being submitted to 100 individuals
• If ≥ 60 returns after 10 days – no reminder is sent out • If < 60 returns after 10 days – reminder is sent out to all non-respondents • If ≥ 60 returns after 20 days, ballot is considered closed and any returns after that are not
considered. • If < 60 returns after 25 days (with reminder having been sent out previously after 10 days)
– 2nd reminder is sent informing non-respondents that ballot period is extended for 5 more days and any non-responses will be considered automatic abstentions.
• Minimum number of days possible for a ballot = 20 days • Maximum number of days possible for a ballot = 30 days
Minimum requirements of a “VALID” ballot when sent to 100 individuals
• Sum of responses received must be ≥ 60 • Sum of “Approve” and “Approve with Comment” responses must be ≥ 66% of the sum of
Approve, Approve with Comment, and Disapprove with Comment responses.

AAMA COMMITTEE OR TASK GROUP DOCUMENT BALLOTING PROCEDURES
In order to assure that ballots are completed in a timely manner, an initial ballot period of 20 days shall be provided. A ballot reminder shall be sent 8 days after the beginning of the ballot period to all non-respondents unless a 50.1% return has been achieved.
Abstaining ballots are not counted in arriving at this total; however, the number of automatic abstentions on any ballot issue shall not exceed 49.9% of the number receiving ballots. Example of ballot being submitted to 20 individuals
• If ≥ 11 returns after 8 days – no reminder is sent out • If ≤ 10 returns after 8 days – reminder is sent out to all non-respondents • If ≥ 11 returns after 20 days, ballot is considered closed and any returns after that are not
considered. • If ≤ 10 returns after 20 days (with reminder having been sent out previously after 8 days) –
2nd reminder is sent informing non-respondents that ballot period is extended for 10 more days.
• Minimum number of days possible for a ballot = 20 days • Maximum number of days possible for a ballot = 20 days
Minimum requirements of a “VALID” ballot when sent to 20 individuals
• Sum of responses received must be ≥ 11 • Sum of “Approve” and “Approve with Comment” responses must be ≥ 66% of the sum of
