AAJEEVIKA GRAMEEN EXPRESS YOJANA LAUNCHED

The government will launch a new scheme, named AajeevikaGrameen Express Yojana (AGEY), to provide an alternativesource of livelihood to members of Self Help Groups (SHGs).This scheme will be launched under Deendayal AntyodayaYojana-National Rural Livelihoods Mission (DAY-NRLM).This announcement was made on July 22, 2017.

OBJECTIVES & MODE OFIMPLEMENTATIONAs mentioned by Minister of State for Rural Development,Ram Kripal Yadav the main objectives of AGEY are to provide an alternative source of livelihoods to members of Self HelpGroups (SHGs) under DAY-NRLM by facilitating them tooperate public transport services in backward rural areas.

Key FeaturesAGEY will provide safe, affordable and community monitoredrural transport services like e-rickshaws, 3 and 4 wheelermotorised transport vehicles to connect remote villages. Thesetransport vehicles will connect villages with key services andamenities including access to markets, education and health forthe overall economic development of the area.

The scheme will be implemented in 250 blocks in the countryon a pilot basis for a period of 3 years from 2017-18 to 2019-20. Under it, Community Based Organisation (CBO) is proposed to provide interest free loan from its own corpus to SHG member for purchase of the vehicle.

FINANCIAL SUPPORT UNDERAAJEEVIKA GRAMEEN EXPRESSYOJANAThe government would provide financial support under theAGEY in the form of Revolving Fund and CommunityInvestment Funds. This fund would be given as grants to the Self Help Groups (SHGs) and their members/partnership.So far, Central government has released a total amount of` 1815 crore to about 3.96 lakh SHGs.Under Aajeevika Grameen Express Yojana (AGEY), onemain provision has proposed that the CBO will provideinterest-free loan from its own funds to Self Help Groupmember for purchase of the transport vehicle. This AGEYscheme will have a focus on women empowerment and it has been dedicated to promoting farm and non-farm basedlivelihoods for women farmers in rural areas.

ABOUT DEENDAYAL ANTYODAYAYOJANA – NATIONAL RURALLIVELIHOODS MISSION (DAY-NRLM)Deen Dayal Antyodaya Yojana – National LivelihoodsMission (NRLM)was launched by the Ministry of RuralDevelopment (MoRD), government of India in June 2011.It is being implemented across the country in all States andUnion Territories (except Delhi and Chandigarh).The Deen Dayal Antyodaya Yojana–National RuralLivelihood Mission (DAY-NRLM) is making a difference tothe lives and livelihoods of over 6 crore households from where women have joined Self Help Groups (SHGs). India will soon get a seat on the Global Foreign ExchangeCommittee (GFXC), a newly-constituted forum of centralbankers and experts working towards promotion of a robustand transparent forex market. The news released on July 15,2017. The committee has been set-up under the guidance ofthe Bank for International Settlements (BIS), aninternational financial organisation owned by 60 membercentral banks, representing countries from around the worldincluding India.In a progress report on ‘reducing misconduct risks in thefinancial sector’, the Financial Stability Board (FSB)informed the G20 Summit, attended by Prime MinisterNarendra Modi, here that actions to enhance conductstandards and adherence in markets include a ‘Global Codeof Conduct for the Foreign Exchange Markets’.

ABOUT GFXCThe GFXC was established in London during a meeting inMay, 2017 of public and private sector representatives fromthe Foreign Exchange Committees (FXCs) of 16international forex trading centres. The newly expanded andformalised GFXC replaces a similar but more informalorganisation of eight FXCs from Australia, Euro area,Canada, Hong Kong, Japan, Singapore, UK and the USA.

It will now also include representatives from existing, or soonto be established FXCs or similar structures in China, India,Brazil, Korea, Mexico, South Africa, Sweden and Switzerland.

THE OBJECTIVESFollowing are the objectives of GFXCn To promote collaboration and communication among the

local FXCs and non-GFXC jurisdictions with significant FXmarkets.

n To exchange views on trends and developments in global FXmarkets, including on the structure and functioning of thosemarkets, drawing on information gathered at the various FXCs.

NPCI GOT RBI NOD TO OPERATE BHARAT BILLPAYMENT SYSTEMThe National Payments Corporation of India (NPCI) has received final nod fromthe RBI on July 28, 2017 to function as the Bharat Bill Payment Central Unit(BBPCU) and operate the Bharat Bill Payment System (BBPS). The final clearancefrom RBI comes almost a year after NPCI launched the BBPS pilot project to make payment of utility bills easier. The pilot started in August, 2016 with eight BBPSoperating units that had received in-principle approval from the RBI.The total number of Bharat Bill Payment Operating Units certified by NPCI nowstands at 24. The certified units include 10 private sector banks, 3 public sectorbanks (Bank of Baroda, Union Bank of India and Indian Overseas Bank), fivecooperative banks and six non-bank biller aggregators.BBPS is an integrated bill payment system offering interoperable and accessible billpayment service to customers through a network of agents, enabling multiplepayment modes and providing instant confirmation of payment. The BBPSinitiative aims to provide a major push to digital payments as it is a big step forward in formalising the bill payment system in the country.

BILL TO AMEND COMPANIES LAWLok Sabha passed Companies (Amendment) Bill 2016, a bill to amend theCompanies Act 2013 on July 28, 2017, seeking to strengthen corporate governance standards, initiate strict action against defaulting companies and help improve theease of doing business in India. It was passed with a voice vote, with over 40amendments. Key Provisions of Companies (Amendment) Bill 2016n The bill went through a committee of experts and thereafter was vetted by the

standing committee on finance.n Threshold for the easy compliance scheme has been raised to ` 100 crore from ` 20

crore, making more companies eligible for the simple compliance regime.n The bill seeks to ease rules for private placement of securities and fix an eight-year

limit on reopening of past accounts against no limit in the earlier regime.n Unlisted companies have been permitted to hold annual general meetings in places

other than the registered office as well. The bill seeks to harmonise insider tradingrules with those of stock market watchdog SEBI.

SOVEREIGN GOLD BOND SCHEME 2017-18 SERIES II RELEASEDGovernment of India, in consultation with theReserve Bank of India, has decided to issueSovereign Gold Bonds 2017-18 – Series II. TheBonds will be issued on July 28, 2017. The Bonds will be sold through banks, StockHolding Corporation of India Limited (SHCIL),designated post offices and recognised stockexchanges viz., National Stock Exchange of IndiaLimited and Bombay Stock Exchange.The features of the Bond are given belown Eligibility The Bonds will be restricted for sale to resident Indian entities including

individuals, HUFs, Trusts, Universities and Charitable Institutions.n Denomination The Bonds will be denominated in multiples of gram(s) of gold with a

basic unit of 1 gram.n Tenor The tenor of the Bond will be for a period of 8 years with exit option from 5th year

to be exercised on the interest payment dates.n Maximum Limit The maximum amount subscribed by an entity will not be more than 500

grams per person per fiscal year (April-March). A self-declaration to this effect will beobtained.

n KYC Documentation Know-your-customer (KYC) norms will be the same as that forpurchase of physical gold. KYC documents such as Voter ID, Aadhaar card/PAN or TAN/Passport will be required.

COMMITMENT TO REDUCING INEQUALITY INDEXIndia has ranked 132nd out of 152 countries on the inaugural “Commitment toReducing Inequality Index” released by international NGO Oxfam on July 23, 2017in association with Developmental Finance International. Sweden topped the indexwhile Nigeria took the bottom most spot. Sweden is followed by Belgium, Denmark, Norway and Germany. Among India’sneighbouring countries, China’s rank is 87; Pakistan fared worse than India at 146while Bangladesh ranked at 148. India managed to secure a lowly 149th position onthe health, education and social protection spending indicator, ranking below nationslike Yemen, Senegal, Congo and Serbia. The index measures efforts of governments of countries which pledged to reduceinequality (gap between rich and poor) in 2015 as part of the SustainableDevelopment Goals. The index is based on three main indicators –welfare spending,progressive nature of tax system and prevailing wage inequality in the labour market.

IMF KEEPS INDIA’S GROWTH FORECAST AT 7.2%The International Monetary Fund (IMF) in its July World Economic Outlook(WEO) Update has retained on July 24, 2017 India’s projected GDP growth rate at7.2% for 2017-18, slightly up from 7.1% in the previous year. However, updateprojects that India’s growth would accelerate to 7.7% in 2018-19. India’s economicgrowth slowed down to 7.1% in 2016-17, sharply lower than 8% in 2015-16 due tothe effect of demonetisation. The WEO is a survey conducted and published by theIMF. World Economic Outlook (WEO) is published by the International MonetaryFund. It is published biannually and is also updated twice in between.Global Scenario The global economic growth rate will be 3.5% in 2017 and 3.6% in2018. Growth in the ASEAN-5 economies is projected to remain robust at around 5% with increase in global trade and strengthening domestic demand.China’s economy It is projected to grow by 6.7% in 2017, up 0.1% points from theApril 2017 forecast, and 6.4% in 2018, up by 0.2% points from earlier forecasts bythe IMF.

It was approved by anInter-ministerial Central Sanctioning and MonitoringCommittee (CSMC), chaired by HUA Secretary. INDIA ON TRACK TO GROW AT 7.4% IN 2017According to Asian Development Bank (ADB), India isexpected to achieve the projected growth rate of 7.4% in2017 and further up 7.6% on 2018. The report publishedon July 19, 2017. According to the report, South Asia willbe the fastest growing of all sub-regions in Asia and thePacific, with growth on track to meet original projections of 7% in 2017 and 7.2% in 2018. ADB has upgraded its growth outlook in the Asian regionto 5.9% in 2017 from 5.7% and to 5.8% for 2018 from5.7%. Price inflation is now expected to drop to 2.6 % in2017, revised down by 0.4% points and 3% in 2018compared to the original projections of 3% and 3.2%.According to the reports, combined growth for the majorindustrial economies was forecast to remain at 1.9% in2017 and 2018. ADB is a regional development bankestablished on December 19, 1966, which is headquarteredin Philippines.

INDIA STANDS 4TH AMONG FASTESTGROWING ECONOMIESAs per World Bank’s latest edition of the report titled‘Global Economic Prospects – A fragile recovery’ on July18, 2017, India is the 4th fastest growing economy in theworld behind Estonia, Uzbekistan and Nepal.For FY 2017-18, Indian economy is expected to grow at7.2%. For following fiscal year it will grow at 7.5%. It pegsworld GDP to grow at 2.7 % in 2017 and 2.9 % in 2018-19. As per World Bank, Chinese economy is showing clear signof slowdown and ranks at number 16 in terms of GrossDomestic Product (GDP) growth rate. Chinese economy isanticipated to slow to 6.5% this year and 6.3% in 2018.World Bank is an international financial institution thatprovides loans to its member countries for developmentalprojects. CABINET APPROVED REVISION OFINDIAN COMMUNITY WELFARE FUNDGUIDELINESThe Union Cabinet chaired by Prime Minister NarendraModi has approved revision of the Indian CommunityWelfare Fund (ICWF) guidelines on July 19, 2017. ICWF,set-up in 2009, is aimed at assisting Overseas Indian nationals in times of distress and emergency in the most deserving caseson a means tested basis. The revised guidelines being madebroad-based seek to expand the scope of welfare measures that can be extended through the Fund. The guidelines would cover three key areas namely AssistingOverseas Indian nationals in distress situations, CommunityWelfare activities and Improvement in Consular services.ICWF was formed in 2009. Its aim is to assist OverseasIndian nationals in times of distress and emergency in themost deserving cases on a means tested basis.

UNION GOVERNMENT CLEARS THREE EXPORT INFRASTRUCTURE PLANSUNDER TIESThe Union government for the 1st time has given approvalthree infrastructure proposals on July 17, 2017 to address theinfrastructure problem under the Trade Infrastructure forExport Scheme (TIES). Decision in this regard was taken atthe Inter-Ministerial Empowered Committee (EC) meetingon TIES, chaired by Commerce Secretary.These three proposals include Integrated Cargo Terminal(ICT) at the Imphal International Airport, Modernisation ofinfrastructure facility for marine exports in Karnataka andconstruction of a new ‘Standard Design Factory’ building atCochin Special Economic Zone (SEZ).The TIES replaces Assistance to States for creatingInfrastructure for the Development and growth of Exports(ASIDE), a centrally sponsored scheme to address the needsof the exporters. Its objective is to enhance exportcompetitiveness by bridging the gap in export infrastructure,create focused export infrastructure and first-mile andlast-mile connectivity. The beneficiaries of the scheme will be all Central and Stateagencies including Commodities Boards, Export PromotionCouncils, SEZ authorities and Apex Trade Bodies recognisedunder EXIM policy of Central government are eligible forfinancial support.

NEW MEMBERS APPOINTED IN CBECThe 4 new members a senior bureaucrat John Joseph andthree other officials have been appointed as members in theCentral Board of Excise and Customs (CBEC) on July 16,2017. The Appointments Committee of the Cabinet hasapproved appointment of Sushant Kumar Panda, AmeetaSuri, Pranab Kumar Das and Joseph as the new members. Joseph was recently appointed as Chief of Directorate General of Goods and Services Tax Intelligence. The CBEC is headedby a chairperson and can have a maximum of six members.The board and its officials are key stakeholders in theimplementation of the Goods and Services Tax (GST).

NITI AAYOG CLEARS SIX PROPOSALS FORHIGH-TECH PUBLIC TRANSPORTThe National Institution for Transforming India (NITI) Aayoghas approved 6 transport proposals of the transport ministryexploring options to improve public transport on July 26, 2017. Itincludes high-tech mass rapid transportation technologies, such asmetrino, hyperloop, pod taxis, stadler buses, hybrid buses andfreight rail road. The proposals of the transport ministry were approved with acondition that the transport ministry conducts trial run of all these technologies and puts in place safety measures before startingoperations commercially.Following the go-ahead from NITI Aayog, the transport ministryhas formed a six member committee, headed by former top official of Railways, to study safety parameters associated with thesetechnologies and their best global practices.

INDIA’S FIRST MOBILE TICKETING SYSTEMThe Mumbai Metro One Private Limited has announced thelaunch of India’s first Mobile Ticketing System ‘OnGo’on July 26, 2017. It will help commuters to buy their tickets on their mobilephones. Commuters will also be able to book tickets for futurejourneys up to seven days in advance using the system. The systemis currently at an advanced stage of testing and is set to belaunched by mid-August. Through ‘OnGo’, commuters canpurchase tickets on the Mumbai Metro App and other partnerApps like Ridlr.Commuters can use the App to buy single and return tickets alongwith trip and store value passes. Commuters can purchase up to six tickets at a time and purchase both tickets and passes through thesame App. A QR code will be generated that will have to bedisplayed before a non-protruding glass at the Automatic FareCollection (AFC) gates.

COLLECTION OF STATISTICS(AMENDMENT) BILL 2017The parliament has passed the collection of statistics (Admendment)Bill 2017 on July 25, 2017 after it was approved by the Rajya Sabha .The Lok Sabha has passed it earlier. The bill aims at amending theCollection of Statistics Bill, 2008, which facilitates the collection ofstatistics related to social, economic, demographic, scientific andenvironmental aspects, by Central, State and Local governments.It also allows the appointment of statistics officers to collectinformation and contains provisions to ensure security of information. This bill adds provisions for the appointment of a nodal officer by theUnion or State government. The function of nodal officer is tocoordinate and supervise statistical activities under the governmentwhich has appointed him.Further, the Union government can also determine the powers andduties of the nodal officer. The Bill removes provision from parent Act dealing with information collected under it only is used for statisticalpurposes. It also allows the Union government to determine themanner in which such information collected will be used for statisticalpurposes. The Act extended to the whole of India except Jammu andKashmir.

It hasbeen announced on July 24,2017. The newly launchedmobile application would simplify the maintenance management ofrural roads.This Mobile Phone App aims at use of GIS based mapping for making road inventories, condition surveys, and producing cost estimates andother relevant data for preparation and monitoring of annual roadmaintenance plans. GOVERNMENT LAUNCHED ‘SHE-BOX’ PORTALThe Minister of Women & Child Development,Maneka Sanjay Gandhi launched an onlinecomplaint management system titled SexualHarassment electronic–Box (SHe-Box) forregistering complaints related to sexual harassmentat workplace in New Delhi on July 24, 2017.The complaint management system has beendeveloped to ensure the effective implementation of Sexual Harassment of Women at Workplace(Prevention, Prohibition and Redressal) Act (theSH Act), 2013.This portal is an initiative to provide a platform towomen working or visiting any office of Centralgovernment (Central Ministries, Departments,Public Sector Undertakings, Autonomous Bodiesand Institutions etc.) to file complaints related tosexual harassment at workplace under the SH Act.Those who had already filed a written complaintwith the concerned Internal Complaint Committee (ICC) constituted under the SH Act are alsoeligible to file their complaint through this portal.

'Vikrikar Bhavan' is the headquarter ofMaharashtra government's erstwhile Sales Tax department.Maharashtra Finance Minister Sudhir Mungantiwar and Minister ofState for Finance Deepak Kesarkar attended the ceremony at theBhavan, located in south Mumbai's Mazgaon area. This achievement was published in a journal calledACS Omega on July 20, 2017. The hybrid material iscolourless and does not react with metal. It also inhibitsbacterial growth and make coated material such as wood orpaper fire and flame proof. This hybrid material was synthesised by combining Polyhedral Oligomeric Silsesquioxane (POSS) and diphenylalanine. ThePOSS molecule by itself has unique properties like fireretarding ability and high thermal stability. JAWAHARLAL NEHRU PORT HIT BYGLOBAL CYBER ATTACK Operations at one of three terminals at India's largest containerport Jawaharlal Nehru Port (JNPT), on the outskirts of India'scommercial hub of Mumbai, have been disrupted by the globalransomware attack. The attack was confirmed by the portauthorities on June 28, 2017. Ransomware, a malicioussoftware, blocks the user’s access to the data and threatens topublish or delete it until a ransom is paid.Danish shipping giant AP Moller-Maersk operates theimpacted terminal. The Maersk group confirmed individuallyon June 27, that its operations were hit by a cyber attacknamed Petya that affected its multiple sites and selectedbusiness units.
