FOREWORD

Introduction of modern technology in locomotive cabs has also increased the requirement of different and increasing number of HMI (Human-Machine Interface) systems for providing control and feedback functionality. This causes two types of problems; one there is limited real estate inside a locomotive cab and it is not possible to provide space for mounting such large number of HMI, two the equipment is usually sourced from different manufacturers and as such each HMI is different which is likely to confuse the operator.

DIALS is equipment designed for combining all HMI requirements for locomotive cabs and presenting it to the locomotive operator in an ergonomic manner with prioritization such that the operator can concentrate on the task on hand.

In future DIALS equipment is expected to replace all locomotive gauges and indicators thereby substantially reducing the cabling / piping requirement for the operators desk and thereby the associated costs.

0 Introduction This specification covers basic technical requirements of the integrated cab display system for microprocessor based diesel electric locomotives.

This system shall de designed to interface with locomotive control computer and other systems and shall provide the locomotive pilot with comprehensive display of the operating conditions.

The system shall display the acquired data in an easy to understand, animated display. The data for display shall be provided by the locomotive control computer or other systems via the communication interfaces.

This system described in this specification can also be used as for creation of HMI for other locomotive equipment e.g. GOLD, DPCS, OBDSA, TPWS etc..

1 Objectives and Scope of the specification This specification describes the requirements of the integrated cab display system for microprocessor based diesel electric locomotives.

4 Brief description of the system/equipment/components The DIALS multifunction display shall be used in Locomotives as human-machine interface for providing information to the operator to control the locomotive. The data to be displayed shall be provided by the locomotive control computer, or other systems requiring displaying data, via communications interface.

The display system shall display the data received in graphical as well as text format. The information shall be displayed in graphical form as circular or linear dials, or as a simple text. Status information can be shown in the form of status icons or coloured boxes or buttons.

The DIALS display system shall consist of complete integrated display unit that shall be ready to mount on the locomotive operator desk.

The scope of supply shall include the following

• Integrated display system which shall be completely assembled with all sub components mounted inside a rugged housing with interface connectors available on rear of the equipment for connecting power and communication. The complete display unit is expected to contain the

5 General requirements

5.1 Manufacturers qualification Manufacturer of the equipment shall be an RDSO approved supplier of the MBCS for diesel-electric locomotives.

Incase of third party supply, the DIALS manufacturer shall have a formal MoU with:

• RDSO approved MBCS manufacturer and approval to supply DIALS equipment must be provided by the concerned MBCS manufacturer.

• CCB manufacturer, where required.

NOTE: In all cases responsibility of interfacing with locomotive systems shall be of the DIALS supplier.

5.2 Equipment Requirements The equipment supplied against this specification shall meet the following general requirements.

• The equipment shall be designed for installation on diesel electric locomotives equipped with MBCS. The equipment manufacturer shall get the equipment design approved by RDSO before fitment on locomotives.

• The equipment supplied shall be of good quality, rugged and reliable and capable to withstand environmental and use conditions. The individual components shall meet the lifecycle for that category of equipment.

• Wherever outsourced equipment is used care shall be taken to ensure that the equipment is sourced from reputed manufacturers.

• The supplier of equipment supplied under this specification shall ensure proper interfacing and connectivity between equipment / software.

• The equipment described shall be designed / manufactured in conformance to IEC 60571 excluding the clauses for environmental conditions and its verification, testing.

• The equipment shall be in conformance to AAR S-5702.

• Failure Mode Effects and Criticality Analysis of the equipment shall be done during the design process in conformance to IEC 60812. The records of this analysis shall be provided upon requirement.

6 Functional requirements The DIALS shall be designed to be a part of the HMI for the locomotive operator. The system shall be capable of displaying locomotive information for use by the operator and be capable to capture operator inputs as required by the locomotive equipment for operation.

6.1 General arrangement and size The equipment sizes shall be in conformance to IEC60297. The maximum height of the equipment shall not exceed 6U and depth shall not exceed 160mm.

Note: Due to the varied requirements of the HMI for diesel-electric locomotives, two form factors are required. The exact number of the each type of displays shall be specified by the equipment purchaser based on the locomotive design requirements.

6.1.1 Display with alphanumeric keypad and accessory bay The figure alongside provides an indicative layout of the equipment with all accessories. The following items are shown in the figure:

1. LCD screen

2. Function and context sensitive key panel. This key panel shall have atleast 10 keys that shall have context sensitive operation at the bottom of the display screen

3. Alphanumeric key panel with 60 (or more keys) for detailed data entry.

4. Bay for card readers, biometric scanners and front panel interface ports

6.1.2 Basic display The figure alongside provides an indicative layout of the basic display system. The following items are shown in the figure:

2. Function and context sensitive key panel. This key panel shall have atleast 10 keys that shall have context sensitive operation at the bottom of the display screen.

The equipment manufacturer shall get the general arrangement drawings approved by RDSO during type testing. For sizes exceeding the specified envelope, specific approval shall be requested.

6.2 Enclosure ingress protection The enclosure of the equipment shall be IP rated. The front of the equipment i.e. equipment visible on the operators desk shall be compliant to IP65.

The part of the equipment embedded inside the control stand (including the connectors) shall be compliant to IP54 or better.

6.3 Equipment interface with locomotive control systems The figure alongside provides the overview of the locomotive digital control systems. It also indicates the DIALS interface with the rest of the locomotive controls.

The primary interface of DIALS shall be with the locomotive control computer (LCC). The details of interface, display and input requirements for LCC are governed by the design of the LCC which are owned by the respective control manufacturer. As such the firms developing DIALS should necessarily have MoU(s) with the respective control manufacturers.

The DIALS systems shall also interface with other locomotive equipment via Ethernet compliant to IEEE 802.3 10 BaseT and 100 BaseTx with M12, D-coding.

As indicated in the figure, multiple DIALS equipment is likely to be used on locomotives for providing simultaneous display of different parameters and to provide redundancy.

6.4 Equipment hardware requirements The equipment hardware shall conform to the following requirements

Important Note: During the trials conducted by RDSO on equipment built to older revision of this specification, it was found that the display has poor readability in bright sunlight and is too bright under low light conditions. Issue of glare on the screen of the display was also noticed. These issues shall be tackled by proper selection of the LCD. Hence adequate care shall be taken in selection of the LCD.

6.4.1 LCD Screen The following specifications for the LCD screen to be used on the system are provided as guidelines for selection of display. The manufacturer shall get the display selection approved from RDSO before first time use on the locomotive.

This screen shall be of suitable design permitting easy reading during daytime and nighttime and the screen outer surface shall be glare free.

6.4.1.1 Screen protection The LCD screen shall be suitably protected from impacts and scratches likely to occur in usual operations. Corning Gorilla® Glass is recommended for use on the outer layer for protection.

The equipment manufacturer shall get the screen selection and protection features approved by RDSO before use on the locomotive.

6.4.1.2 Luminance control for LCD panel The LCD panel shall use LED backlights with inverter based control. It shall be possible to control the luminance of the LED backlights using keys on the front panel, application software and also through an automatic ambient light sensor. Option for switching on / off the automatic luminance control shall be provided.

6.4.2 Keypads The equipment shall have keypads for management and data-entry. All keypads shall be backlit and be of rugged design suitable for use on locomotives.

6.4.2.1 Key backlighting The key panels shall be backlit to enable use in low ambient light conditions. The backlight shall switch on when a key is pressed and then switch off automatically after a certain period of no activity of the keys.

It shall also be possible to enable / disable the backlight feature and configure the auto switch off time delay from the configuration settings of the equipment.

6.4.2.2 Alphanumeric keypad A 60 (or more) key alphanumeric key panel shall be provided for data entry requirements. This type of keypad shall be installed on the fully featured system. The key panel design and layout shall be approved by RDSO during type test.

6.4.2.3 Context sensitive keypad The context sensitive keypad shall have atleast 10 keys that have context sensitive operation and shall be located at the bottom of the display screen. The key panel design and layout shall be approved by RDSO during type test.

6.4.2.4 Dedicated function keys The display panel shall have dedicated keys for the following:

• Switching on / off

• Adjusting display brightness

• Cursor control up/down/left/right / cancel / enter

• Any other key as required by the equipment manufacturer

The design of the key location and function shall be approved by RDSO during type test.

6.4.3 Bay for future requirements The equipment shall have expansion bay for mounting optional items i.e. finger print scanner, smart card reader etc. The size and type of interfaces provided shall be selected by the manufacturer and shall be approved by RDSO during type testing.

6.4.4 Single Board Computer The equipment shall contain a single board computer with adequate processing power, RAM size, hard drive size that shall be suitable for the requirements that shall be run on it.

The hard drive used on the system shall be a solid state drive and shall have no moving parts. The hard drive shall be of atleast 40GB and shall upgradable on demand.

The manufacturer shall select suitable hardware, document the selection with reasoning and shall take approval of the configuration from RDSO after demonstrating the working of the equipment. This shall be done at the time of type testing of the equipment.

6.4.5 Communication Interfaces The equipment shall provide the following communication interfaces

6.4.6 Power supply A robust power supply shall be provided suitable to power up the system without errors. The power supply shall be supplied power from the locomotive on board supply with nominal voltage of 74 volts (diesel locomotive) and 110 volts (DEMU).

The power supply shall be suitably designed to ensure that the display remains on during cranking of the engine. (Kindly refer AAR-S-5702 for voltage availability during cranking of engine.)

The power supply should have sufficient capacity to power single board computer, LCD display screens as well as the microcontroller modules under their highest power requirement conditions.

6.4.7 LED indicating status LED status indicators shall be provided on the display for displaying the following attributes indicating operating condition

• Blue: Steady on / off indicating power on / off. Blinking blue light shall indicate equipment temperature out of temperature range.

• Yellow: Controlled through software

• Red: Indicating error of the DIALS equipment

6.4.8 Cooling arrangement The enclosure housing the display and computer shall preferably be built of aluminum and shall have adequate cooling systems for keeping the electronics cool and functional.

Approval for the design of enclosure and cooling arrangement shall be taken from RDSO during type testing.

6.4.9 Buzzer A software controlled buzzer for providing audio alarm shall be built in the equipment.

This buzzer shall have an audio output (sound pressure level) of atleast +85 dB measured at 1 metre distance directly in front of the DIALS equipment.

6.5 Equipment software requirements The software on the equipment shall consist of the following

6.5.1 Operating system The equipment shall run a suitable Real-Time Operating System (RTOS) for operation and management of the display system. The equipment provider shall provide reasoned details of the RTOS to be used and get the same approved by RDSO prior to use on the locomotive.

Use of RT-Linux, Windows-CE is recommended. However the DIALS manufacturer may use any other RTOS after specific approval by RDSO.

The details of compilers / interpreters / libraries used for development of applications on the used RTOS platform shall also be provided. It shall be ensured that the details are adequate for third parties to develop application software that shall run on the DIALS platform.

6.5.2 Application software The display application software shall be designed to operate in embedded mode i.e. without regular human intervention. The system shall automatically boot and start the main display application on power up.

The application software shall be stored in compiled executable binary file format on the system SSD.

The display screens shall be programmable and the layout, language etc of display screen shall be customized to suit the various locomotive model.

The relevant display screen shall be displayed as per operator selection or by auto selection by the DIALS display manager.

6.5.3 Third party software The DIALS system shall have a defined and documented interface for loading and running third party software. The design of the interface shall be done by the manufacturer and shall be approved by RDSO during type test.

6.6 Interfacing with third party equipment The system shall be capable of displaying data from other locomotive equipment. This shall be independent from the display requirements of LCC.

As on date these other systems that may need interfacing with DIALS include:

• DPCS: Distributed Power Control System

• GOLD: Guidance for Optimized Locomotive Driving

• EOTT: End of train telemetry

• OBDSA: Onboard display of signal aspect

• TPWS: Train Protection and Warning System

The interface to third party equipment shall be through an Ethernet port compliant to IEEE 802.3 10 BaseT and 100 BaseTx with M12, D-coding.

The interface shall support a TCP/IP communications stack and information shall be transferred with specified protocol. The DIALS manufacturer shall commit and confirm support for development / integration of such third party applications as required by RDSO.

Note: The interface requirements given in this paragraph are for guidance only. Actual interface requirement shall be determined from the locomotive configuration and the set of installed equipment / features.

6.7 Driving Display Screen A common driving display screen shall be implemented for types of rolling stock when the DIALS equipment is used. The figure below shows that standard layout for the driving display screen. The colours used in the figure are only for demarcation of the various types of displays. The actual display shall have dark grey / black background and follow the AAR S-591 (Locomotive System Integration Operating Display) general guideline for displaying data on the screen.

The units for displayed parameters shall be as used on the Indian Railway Locomotives as indicated in the figure below.

Figure 4: Driving Display Screen The following paragraphs detail the requirements of the information to be presented on the driving display screen.

6.7.1 Bar graphs for critical parameters The critical parameters on the locomotive driving display shall be presented using horizontal bar graphs. A template of such a bar graph is provided in the figure alongside.

The value of the parameter being displayed shall also be displayed in numerals at start of the bar graph as indicated in the template alongside.

The bar shall have a dark grey background colour and have ability to display different three different colours as shown in the figure. These parameter value ranges and the colours shall be controlled via a configuration file.

The name of parameter, units display and the labels on the scale of the bar graph shall also be configured via the parameters of a configuration file.

6.7.2 Locomotive information The top line of the display shall provide the following information:

6.7.3 Pneumatic systems information The pneumatic systems information panel shall display the following information detailed in the paragraphs below. The information shall be presented using digital value displays and horizontal bar graph. The minimum, maximum values of the bar displays shall be configured via a configuration file maintained on the system.

6.7.3.1 Air Flow The air flow in the locomotive brake pipe shall be displayed as a digital number, with least count of 10 kg/min, and horizontal bar graph. The units for display shall be kg/min.

6.7.3.2 Brake-pipe pressure The brake-pipe pressure shall be displayed as a digital number, with least count of 0.1, and horizontal bar graph. The units for display shall be kg/sq-cm.

6.7.3.3 Brake cylinder pressure The brake-cylinder pressure shall be displayed as a digital number, with least count of 0.1, and a horizontal bar graph. The units for display shall be kg/sq-cm.

6.7.3.4 Equalizing reservoir pressure The equalizing reservoir pressure shall be displayed as a digital number, with least count of 0.1, and a horizontal bar graph. The units for display shall be kg/sq-cm.

This display shall be used where applicable as per the locomotive configuration.

6.7.3.5 Main reservoir-1 pressure The main reservoir-1 pressure shall be displayed as a digital number with least count of 0.1. The units for display shall be kg/sq-cm. This display shall be used where applicable as per the locomotive configuration.

6.7.3.6 Main reservoir-2 pressure The main reservoir-2 pressure shall be displayed as a digital number with least count of 0.1. The units for display shall be kg/sq-cm. This display shall be used where applicable as per the locomotive configuration.

6.7.3.7 Feed pipe pressure The feed pipe pressure shall be displayed as a digital number with least count of 0.1. The units for display shall be kg/sq-cm.

6.7.4 Speed and acceleration information The top centre part of the screen shall show the speed and acceleration information as indicated in the figure.

6.7.4.1 Speed Speed shall be shown on an analog dial alongwith a digital readout in white colour as shown in the figure.

There shall be provision to indicate a maximum permissible speed of the locomotive. This parameter shall be maintained in the configuration file. The maximum permissible speed shall be indicated on the dial by means of a red coloured notch.

On exceeding the maximum permissible speed, the digital readout for speed shall turn red and flash once per second until acknowledged. Sound buzzer till acknowledged. On for 1 second off for 0.5 second

Once the indication is acknowledged, the flashing shall stop. However the colour shall remain red until speed is reduced below the maximum permissible speed.

6.7.4.2 Acceleration The acceleration value shall be indicated on the indicator as shown in the figure. The digital readout shall show the signed value of acceleration and the colour of the numerals shall be changed as detailed below:

• Acceleration: colour green

• Deceleration: colour blue

• Zero: colour white

6.7.5 Traction systems information The traction systems information panel, situated on the top right hand side of the screen, shall display the following information as described in the paragraphs below.

6.7.5.1 Tractive / braking effort display The tractive / braking effort display shall operate differently for AC-AC and AC-DC traction types. The following table details the information display requirements.

6.7.5.2 Mode display The display shall indicate the traction mode i.e. Motoring, Dynamic Braking, Setup. These modes shall be indicated in letters as shown below:

• Motoring: MOT (colour green)

• Dynamic Braking: DYN (colour orange)

• Setup: SET (Colour white)

6.7.5.3 Reverser status The status of the reverser handle shall be reported here as detailed below:

• Forward: FWD (colour green)

• Reverse: REV (colour blue)

• Off (Centred): OFF (colour white)

6.7.5.4 Throttle status The status of the throttle handle shall be indicated as shown below:

• Throttle 0: 0 (colour white)

• Throttle N=1/2/3/4/5/6/7/8: M N (colour green), where M represents motoring

• Braking: B nn% (colour orange), where B represents dynamic braking and nn is the percentage of dynamic brake applied.

6.7.6 Alerter bar and indicators The alerter bar and the alert / fault indicators serve to alert the crew about faults and alerts. This system comprises of the alerter bar and the indicator indicating the origin of the fault.

6.7.6.1 Alerter bar An alerter bar shall run across the screen as indicated in the figure. This alerter bar shall come on incase of the critical alert / semi-critical alert. The alerter bar shall have the following attributes for display:

6.7.6.3 WHEEL SLIP This indicator shall have the following attributes:

• Transient wheel slip: Yellow

• Permanent wheel slip: Red (wheel slip occurring immediately on switching to motoring)

6.7.6.4 BRAKE FAULT This indicator shall have the following attributes:

• No alert: Greyed out but visible.

• Semi critical fault: Yellow

• Critical fault: Red

• Critical alert: Prevents any locomotive movement.

6.7.7 Fault / Crew message area This display shall show the short messages to the operator for better appraisal of locomotive status. The messages shall be displayed with the background colour depending upon the criticality. The following different types of message criticality levels shall be displayed:

• Information Message: No special background. Message displayed on existing background colour.

• Semi-critical alert message: Message displayed on yellow background with black foreground. The message shall flash till acknowledged.

• Critical alert: Message displayed on red background with black foreground. The message shall flash till acknowledged.

The newest message shall appear on top of the display and the older messages shall be pushed downwards to exit the display area.

Acknowledging the message on any display (incase of locomotives with multiple DIALS) will result in acknowledgement on all displays automatically.

6.7.8 Pictogram area The pictogram area shall be used to display icons indicating the operation of various locomotive systems. The icons shall be normally greyed out and have low visibility. When the status changes these icons shall change colour accordingly.

The exact icons and the status are the function of the specific locomotive configuration and needs to be determined for each type of locomotive separately. The equipment supplier shall get the icon design and colour attributes approved by RDSO during type test.

The following common status displays shall be provided on all DIALS:

• Headlight:

o Forward off / low / high

o Reverse off / low / high

• Marker lights: red / white

• Flasher light on / off

• Horn operation on / off

• Sanding on / off

6.7.9 Context sensitive keys function display This part of the display screen shall show the function associated with the context sensitive keys located at the bottom of the display screen. This display and the keys together shall form a HMI system for use by the locomotive operator.

The AAR-S-591 shall be used as a guideline for creation of menu for navigation and management of display.

6.8 Other Data Display Screens The system shall follow the screen display requirements as described in the AAR-S-591 as a general guidance.

For additional screens required by the system but not covered by the AAR standard, ISO 9241(Ergonomics of Human System Interaction) shall be used as guidelines.

All screen layouts and menu structure shall be submitted for approval to RDSO during type testing.

6.9 Logging of Data All data received by the DIALS shall be logged to a local file. This datalog shall be maintained meeting the following requirements.

1. This file shall contain data for the last 90 days or more.

2. The data shall be logged every 30 seconds of the RTC of the system or when the data changes. For analog values, less than 10% change with respect to the previous value shall be ignored.

3. Each row entry shall be time stamped and the date time data shall be obtained from the local RTC.

4. It shall be possible to view this log file on the DIALS display. This file shall be accessible in read only mode when it is viewed on the system.

5. It shall also be possible to download and view this file offline.

6. Data shall be stored in XML format. The DIALS manufacturer shall propose the data dictionary and XML file structure for approval by RDSO.

6.10 Multiple display per loco cab and automatic failover The system shall have feature of supporting multiple displays per loco cab. The following table details the recommended configuration of displays for different types of locomotive / DEMU cab.

3. Diesel Electric Multiple Units

Two DIALS display on the operators control console. One DIALS display unit on the guard’s desk. (Total of 2 display units per cab). These displays shall be set up such that one display on the control console shall always display the Driving Display Screen. The other screen can be set up to display any other information as required by the locomotive operator. These 2 displays units shall be assigned a priority number as given below: 0: Primary display on control console. (fully featured) 1: Secondary display on control console (basic display).

Note: Use of multiple DIALS equipment per locomotive shall necessarily require Ethernet switch suitable for IEEE 802.3 10baseT 100baseTx M12 D-Coding. Such a switch is also required for DPCS. Therefore care should be taken while ordering equipment for locomotives equipped with DIALS and DPCS.

These displays shall be set up such that the display with the highest priority (lowest priority number) shall automatically revert to display the Driving Display Screen whenever the vehicle is in motion (speed >0 kmph).

Incase the operator commands a display mode other than the driving display on the highest priority display, this shall be provided when the speed zero (speed = 0 kmph) and the screen shall revert back to displaying the operating display when the locomotive moves.

The other units can be set up to display any other information as required by the locomotive operator.

Incase of failure / power-off of display unit, the lower priority display units shall be promoted in the priority listing such that the highest priority display again displays the Driving Display Screen when the vehicle is in motion.

6.11 Health monitoring and failsafe functioning of equipment DIALS is the primary information resource for the locomotive operator and hence is critical to the safety of operations. The equipment shall have fail-safe features that shall automatically detect equipment errors and alert the operator.

For locomotives equipped with multiple DIALS each shall monitor other DIALS over the Ethernet and alert operator of errors.

7 Technical requirements The proposed equipment shall meet the following technical requirements

7.1 Overall Design The design of the system shall follow the requirements of AAR S-591 for locomotive operating screens. Wherever AAR S-591 is not applicable, the design of the equipment shall be governed by the guidelines contained in ISO 9241.

8 Applicable drawings None.

9 Safety requirements The equipment shall meet all statutory and regulatory criteria required for safety of users. All requirements as specified in the specifications of the respective MBCS equipment shall also be applicable.

10 Environmental/Climatic requirements The equipment shall be tested for compliance of environmental conditions as per AAR S-5702 applicable for equipment fitted in ‘Vehicle Interior Cab’.

All requirements as specified in the specifications of the respective MBCS equipment shall also be applicable.

12 Maintenance and diagnostic aid The software supplied on the equipment shall have built in test, diagnostic and maintenance features.

13 Documents required from supplier The manufacturer shall supply the following documents with the equipment. All documents shall be provided in both hardcopies and softcopies (PDF).

• Operating instructions and trouble shooting handbook.

• Sequence of operation where necessary

• Product catalogue and standard data sheet of offered system.

• Outline and general arrangement drawings

• Schedule of supply, listing all equipment with part numbers

• Block diagram and the flow charts of the hardware and software

• Detailed specifications (technical catalogue and data sheet) of the bought out items.

• Interfacing Circuit with descriptions for the equipment offered.

• Detailed trouble shooting directory.

• Maintenance manual with full description of maintenance and repair procedures.

• List of maintenance spares required for normal maintenance and emergency repairs.

• Detailed bill of materials of the equipment.

• List of software, and their sources i.e. compilers / headers / libraries required for creation of new applications.

14 Accessories All accessories which the equipment manufacturer provides shall be listed. The user shall select appropriate accessories where required.

15 Training The equipment manufacturers shall arrange training for operations and maintenance of the equipment, as an integral part of the equipment supply. Personnel of Indian Railways shall be nominated to attend. The to and fro fare and living expenses shall be borne by Indian Railways.

16 Guarantee/Warranty if different from IRS Equipment warrantee shall be as per the IRS standard conditions.

17 Tests & Verification: The equipment shall be tested for functional capability, ability to withstand environmental conditions and for reliable performance under field conditions.

17.1 Test standards to be indicated The equipment shall be tested for compliance to the requirements set forth in this document. These tests shall comprise of the following:

• Functional tests, for determining that the equipment complies with the requirements of this specification.

• Environmental tests shall be conducted as per AAR S-5702 for equipment fitted in vehicle interior cab.

17.2 Sampling plan Sampling shall be done as per IS2500 wherever not specified but required. Sampling shall be done as per the requirements wherever specified in this document.

18 Types of tests The equipment shall be tested to the following types of test during different stages of design approval.

1 Type tests (Prototype)

These tests shall be done on a sampled lot of prototypes. Such tests are required only on initial approval, change of design and change of manufacturing processes. These tests shall be done as pre-requisite for design approval.

2 Field trials These trials shall be conducted for establishing equipment reliability under field conditions. A minimum sample size shall be installed to work under field conditions and performance monitored for a specified time. These shall be conducted after type tests.

3 Acceptance tests

These tests shall be done on all or sample of lot for bulk supply. Sampling shall be done as per IS2500.

4 Routine tests Tests are required to verify the functional working of the system. These may require simulated inputs for testing the operations under extreme conditions of inputs. These tests shall be done at any stage for verification of functioning of equipment and compliance to requirements.

18.1 Type test & field trial

18.1.1 Type test Manufacturer of the equipment shall submit atleast one locomotive sets of DIALS equipment for type testing and field trials. The equipment shall be subjected to the following tests:

• The equipment offered for type test shall be tested / checked for compliance of requirements of this document and also shall be tested for compliance of the environmental conditions.

• The environmental, EMI/EMC/RFI tests shall be conducted at any government approved lab having required facilities to do so.

• Testing for IP rating of the equipment.

• Operational test for voltage hold up as per clause 5.10 of AAR S-5702.

• The functional tests shall be conducted by RDSO.

18.1.2 Field trials Atleast one loco set of equipment (or as decided by IR) shall be subjected to field trials for twelve (12) months before clearance is given for bulk supply. During this period, the performance of the equipment shall be closely monitored and evaluated by RDSO. These trials are intended to prove

• Reliability under rigorous environmental and operating conditions

• Advantages for locomotive operation and maintenance

• Maintainability of the equipment.

If modifications found necessary as a result of the tests, the supplier at his own cost shall carry out trials after the relevant modifications have been approved by RDSO.

18.2 Acceptance test These tests shall be conducted on equipment when supplied in bulk. The equipment lot shall be sampled as per IS2500 or as specified in the purchase order.

The acceptance test shall include:

• Verification of equipment conformance by checking of type test reports, manufacturers certificates for outsourced components.

• Functional tests of the equipment.

18.3 Routine test The routine test shall be conducted as required for testing the equipment working. These tests can be conducted by end users and shall comprise of test of functional requirements or any other test that the users request.

18.4 Makers test certificate for outsourced item All items that are outsourced by the equipment manufacturer shall be indicated so. The type and extent of control that has been exercised shall be provided with proper documentation.

The manufacturers (of the outsourced sub-assembly) test certificates shall be provided.

19 Painting, labeling and marking The equipment shall be appropriately painted for operational use, aesthetics and protection. The parts, connector ports, mounting points etc. shall be clearly marked in a manner that these are easily readable and remain legible over the lifetime of the equipment.

20 Packaging and delivery/shipment The equipment consists of sensitive and fragile electronic systems. These should be packed with precautions required to prevent damage in transit.

All requirements of IRS conditions for packaging and delivery shall be applicable.

21 IPR disclaimer pin pointing responsibility for violation if any on supplier

21.1 Undertaking by equipment manufacturer All the specifications issued by RDSO shall include a requirement of undertaking to be signed by Vendors on “INFRINGEMENT OF PATENT RIGHTS”. The undertaking can be as under

Indian Railways shall not be responsible for infringement of patent rights arising due to similarity in design, manufacturing process, use of similar components in the design & development of this item and any other factor not mentioned herein which may cause such a dispute. The entire responsibility to settle any such disputes/matters lies with the manufacturer/ supplier.

Details / design/documents given by them are not infringing any IPR and they are responsible in absolute and full measure instead of railways for any such violations. Data, specifications and other IP as generated out of interaction with railways shall not be unilaterally used without the consent of RDSO and right of Railways / RDSO on such IP is acceptable to them.

21.2 Declaration of confidentiality of submitted documents by manufacturers While submitting a new proposal/design, manufacturer must classify their documents confidentiality declaration, such as

22 Information to be supplied by supplier The equipment manufacturer must provide to RDSO, the complete details of algorithms, design and drawings required for the purpose of evaluation of the design and its functionality.

Operations and maintenance manuals, spare parts catalog shall be supplied to all users as required in both hard and soft (PDF) copies.

23 Information to be supplied by purchaser All required design details and layouts of locomotives on which DIALS is to be fitted.
