Housing
Pangkalahatang Layunin: Magkaroon ng kakayanan ang maralita ng Nagkaisang Nayon(NN) na matugunan ang katiyakan sa paninirahan at pangangailangan sa pabahay.
Tukoy na Layunin:
1. Masubaybayan, mabantayan, at mapigilan ang pagdami ng informal settlers(“iskwater”) sa NN.2. Makabuo ng programang pabahay ang barangay para pang-suporta sapangangailangan sa katiyakan sa pabahay.
3. Makapagbigay suporta sa mga organisadong samahan sa kanilang pagtugon sapangangailangang pabahay sa kasapian.
4. Makapagkalap ng mga pamamaraan upang mabigyan kakayahan ang maralita natustusan ang kanilang katiyakan sa paninirahan.
Mga Estratehiya:
1. Para sa Brgy Council at mga kasiapi ng mga community associations (CAs) :Maglunsad ng mga pag-aaral hinggil sa mga batas, programa at polisiya sapabahay (gov’t housing projects, national laws/policies, etc.)
2. Magsagawa ng urban poor settlement data-gathering (tulad ng pag-survey ngmga informal settlements, mga beneficiaries ng social housing, land inventory),na may regular na pag-update ng mga nabanggit na datos;
3. Magbuo ng mekanismo para sa maayos na pakikilahok ng multi-sectoralcommittee (housing committee/ office desk) sa barangay;
4. Brgy accreditation and recognition ng mga POs and NGOs;
5. Magsagawa ng mga polisiya ( Brgy ordinances/ resolutions) sa:
• pagkontrol ng pagdami ng informal settlements;
• pagbuo ng Housing Committee;• clearing house sa mga demolisyon;• paglaan ng pondo para sa programang pabahay;
• kapangyarihan ng Brgy Council para sa pagkuha ng Road Right of Way

Pangkalahatang Layunin: Magkaroon ng malinis at maayos na kapaligiran. Ang mgatao ay may disiplina at nakikiisa sa mga proyekto ar programa ng Nagkaisang Nayon.

1. Magpatupad ng programa parasa paghihiwalay ng basura(waste segregation)

ImplementThis study was conducted to assess the implementation of the Barangay Development Plan in Pigcawayan, Alamada, Libungan, Midsayap,Aleosan of the PALMA Alliance, Province of Cotabato in January to February 2003. Proportionate sampling was used in all five municipalitieswhere fifteen percent of the total number of barangays were used as samples. The members of the Barangay Development Council executivecommittee were interviewed in their respective offices and residences. People involved in the formulation and implementation of theBarangay Development Plan in the PALMA Alliance were the Barangay Captains, Barangay Kagawad, and the Purok Leaders. Priority projectsidentified in the BDP and implemented in the barangays were categorized into agriculture, socio-economic, human development andinfrastructure and utilities. Implementation of the agriculture and socio-economic projects were on the mid-level while the humandevelopment and infrastructure and utilities projects were nearly completed. Respondents perceived that the success of the BDPimplementation was attributed to the availability of the needed equipment, expertise of the executive committee, funds and manpowerresources. Gender, number of external fund sources, community participation, marital status and internal fund were significantly associated
with the level of BDP agricultural project implementation. Socio-economic project implementation was significantly correlated with genderand educational attainment, internal fund and number of external fund sources. Human resource development project implementation wassignificantly associated with gender, respondents’ income and number of external fund sources. Implementation of the infrastructure andutilities projects was significantly correlated with gender, educational attainment, number of external fund sources and communityparticipation. Based on the findings of this study, the author recommends foremost that the barangay council should source out externalfunds from nongovernment organizations to augment their limited internal funds to finance their projects. Second, the barangay executivecommittee should be trained on development plan formulation, feasibility studies or project proposal preparation, project implementation,monitoring and evaluation. To strengthen the BDP formulation and implementation, People’s Organizations in the barangay should also beinvolved. Similarly, agriculture projects such as marketing, irrigation, employment generation and livelihood should be given immediateattention.
