The part of the Vc corridor running through the Republic of Croatia is divided into 5 sections in northern part (A5 Motorway): - Hungarian border � Beli Manastir, 5.0 km in length, - Beli Manastir � Osijek, 24.5 km in length, - Osijek � Đakovo, 32.5 km in length, - Đakovo � Sredanci, 23.0 km in length, - Sredanci � border with Bosnia and Herze- govina, 3.6 km in length and 3 sections in southern part (A10 Motorway): - Border with Bosnia and Herzegovina � Mali Prolog, 8.0 km in length - Mali Prolog � Ploče 1, 6.0 km in length - Ploče1 � Ploče harbour, 9.0 km in length The construction of the Osijek � Đakovo sec- tion is due for completion in December 2008. It is a project of exceptional value, especially when viewed in the light of economic and transport integration processes currently in progress in the Central Europe. The construction of the Vc Corridor will bring better and more trans-parent road, railway, river and air transport connections, which will in turn boost devel-opment in the wider region and thus prove beneficial to the whole of Europe and Asia.

The part of the Vc corridor running through the Republic of Croatia is divided into 5 sections in northern part (A5 Motorway):- Hungarian border � Beli Manastir, 5.0 km

in length,- Beli Manastir � Osijek, 24.5 km in length,- Osijek � Đakovo, 32.5 km in length,- Đakovo � Sredanci, 23.0 km in length,- Sredanci � border with Bosnia and Herze-

schedule which is yet another proof that Croa-tian construction companies are fully capable of meeting even the most demanding challenges in the construction of our motorways.The Oštrovica � Kikovica section was de-signed by the IPZ design office. The works were carried out by the consortium com-posed of the following companies: Viadukt d.d. (leading partner), Hidroelektra Nisk-ogradnja d.d, Konstruktor Inženjering d.d., and Strabag AG, Austria. The equipement for this section was supplied by the company Dalekovod d.d. The construction work was supervised by IGH (Civil Engineering Insti-tute of Croatia).The widening to the full profile of this highly demanding section involved construction of the right hand side (south) pavement of the motorway, with the following right-hand side viaducts: Čičave 304 m in length, Ve-liki Svib 381 m in length, Mali Svib 218 m in length, Melnik 146 m in length, Bukovo 385 m in length, and with two underpasses. Thus the total of 1.43 km of structures (occupying 19.3 percent of the overall length of the sec-tion) were built at this technically very dif-ficult and effort-intensive section.The closed drainage system, with three sep-arators and three lagoons, was built at this section in order to protect the watercourses in the zone influenced by the motorway.

flat terrain traversed by the motorway en-abled designers to place the route at the level of about 1.3 m above ground, except at places where the route traverses the existing water-courses, railways, the A3 Motorway (Zagreb � Lipovac) and wildlife migration routes. The design speed of 130 km/h was adopted in keeping with horizontal and vertical disposi-tion of the motorway route. Thus, the follow-ing route design elements were applied:

The cross section is formed of two carriage-ways (pavements) separated from one another by a median 4 m in width. Each carriageway has two traffic lanes, each 3.75 m in width, and an emergency lane 2.50 m in width. The minimum with of hard shoulders and berms is 1.50 m.Twenty structures (bridges, overpasses and underpasses) were built along the Đakovo to Sredanci route. The most significant ones are the overpass above the railway line at Andrijevci, the Đakovo Interchange and the Đakovo toll station, the Sredanci Inter-change, the road maintenance and traffic control centre in Đakovo, and the Ivandvor and Andrijevci roadside rest areas.The value of the investment in construction works of the Đakovo � Sredanci section is 194,3 million EUR (not including the VAT).

Windbreaks will also be built by the end of 2008 at the Kikovica � Oštrovica section to avoid road closures due to strong winds that are quite fre-quent at this part of the Rijeka � Zagreb mo-torway.The cost of the Kikovica � Oštrovica section amounts to 32,4 million EUR, which includes the cost of construction, equipment, design and land purchase.As many as 109.74 km of the Rijeka � Zagreb motorway have so far been realized in full motorway profile, with 13 tunnels, 26 via-ducts, and 6 bridges. The remaining 36.76 km will be completed and opened to traffic by the end of 2008.The Rijeka � Zagreb motorway is being built based on a sound vision relating to the long-term development and sustainability of the region it traverses. In order to fully imple-ment our sustainable development policies, the company has introduced and is apply-ing the quality management system (ISO 9001:2000) and the environment management

The company Hrvatske autoceste d.o.o. start-ed the tunnelling work on second tunnel tubes of the Sveti Rok and Mala Kapela tunnels. The works are preformed by contractors selected following a public bidding. Thus a joint venture formed of Hidroelektra niskogradnja d.d. and Konstruktor-inženjering d.d. was set up for the Sveti Rok Tunnel, while an another joint venture, formed of Viadukt d.d. and Strabag AG, was established for the Mala Kapela Tun-nel. The contract work consists of construction works (tunnel lining and pavement structure). The contract value of works for the Sveti Rok Tunnel amounts to 20.4 million EUR not in-

cluding the VAT, while the construction work for the Mala Kapela Tunnel amounts to 20.4 million EUR, also without the VAT. The con-struction works for both of these second tunnel tubes are due for completion within 18 months, and will be followed by finishing works (instal-lation of safety systems, and placing of traffic signs and markings). All second-tube works on these tunnels, both situated on the A1 Zagreb � Split motorway, are to be completed before the start of the 2009 tourist season.Left-tube construction work on the Sveti Rok Tunnel and the Mala Kapela Tunnel is a highly complex enterprise which will be realized

simultaneously with full operation of traf-fic in the right-hand tunnel tubes. Thus the scheduling of this work has been adjusted to the idea of using the new tubes - to the extent possible - for communication and passage of competent services in emergency situations.The need to finish and make functional these second tunnel tubes, excavated earlier but not completed, arises from safety considerations, namely from significant increase in traffic vol-ume, which gave rise to frequent traffic stand-stills and congestions. According to relevant EU guidelines, it becomes imperative to build a second tunnel tube when the daily density of traffic exceeds 10 thousand vehicles per traffic lane, when the seasonal traffic greatly exceeds the average annual daily traffic, and when trucks heavier than 3.5 t participate in traffic with more than 15 percent. In this con-crete case, the average annual daily traffic exceeded ten thousand vehicles already in 2006 and, in summer, it reached the figure of 28000 vehicles (average summer daily traf-fic). In 2007, an average summer traffic rose to 30000 vehicles and, according to traffic es-timates, the average annual daily traffic could well exceed 16000 vehicles in 2009.

Second-tube construction work starts at Mala Kapela and Sveti Rok tunnels

On August 23, 2007, the 4th Amendment to the Conces-sion Contract for the construction and operation of the Rijeka - Zagreb motorway was signed between Mr. Božidar Kalmeta, Minister of Sea, Tourism, Transport and Development, representing the Government of the Republic of Croatia, and Mr. Jurica Prskalo, President of Management Board of the Autocesta Rijeka � Zagreb d.d. The handover protocol was ceremoniously signed on August 30, 2007 at the Čavli Traffic Maintenance and Control Centre.According to this Amendment, the concession area oper-ated by the Autocesta Rijeka � Zagreb d.d. is extended and now includes the motorway section form the Orehovica Interchange to the Rupa border crossing, and from the Orehovica interchange to the Križišće Interchange, includ-ing the access road from the Draga Interchange to the town of Rijeka, and the access road from the Križišće Interchange to the Krk Bridge, including the Krk Bridge. Some of this sections were already in traffic and were operated by HAC motorway company (Rupa-Rijeka section and bridge Krk). Others are to be completed in the following years.

With the Rijeka � Zagreb motorway, the Croatian road network has become richer for yet another significant motorway con-necting our biggest port of Rijeka with the capital of Croatia.

The company Autocesta Rijeka � Zagreb d.d. is now in charge of road infra-structure extending to 178.5 kilometres in length.

Upgrade and modernisation of the emergency telephone system in Učka tunnelIn order to harmonize the emergency tele-phone system in the Učka Tunnel with the European directive 2004/54/EC, the men-tioned system was rehabilitated and mod-ernized in keeping with this directive. The modernization activities were completed in late October this year.Thus new emergency telephones were in-stalled between the existing telephones which were situated in emergency lay-bys at both sides of the tunnel and spaced at 300 m intervals. The distance between emergency telephones was therefore reduced to 150 m

(according to the Directive 2004/54/EC the distance shall not exceed 200 m).The new emergency telephones are capable of lowering the level of noise generated by the traffic, ventilation and similar sounds at the very microphone of the emergency tele-phone. Furthermore, these telephones can amplify signals sent from the Operation Cen-tre at the telephone receiver in the tunnel.In addition to the already existing possibilities and technical features of such telephones, the new emergency telephone exchange system enables extensive data storage and record-

This is why we awaited with great impatience completion and opening to traffic

Maintenance activities on the Jankomir − Zaprešić Sectionof the west carriageway of this section, so as to gain opportunity to upgrade and rehabili-tate the pavement and structures along this 6.5 km long section.The rehabilitation works were initiated in spring this year and were completed a few days ago, so that we now have a fully repaired carriageway with an emergency lane and new traffic barriers, including

also two completely rehabilitated struc-tures, Bestovje overpass and bridge over the Sava near Zaprešić. However, due to highly demanding repair activities on the mentioned structures, repair crews were unable to repair the remaining third structure, an overpass over the railway line, the remedy of which will be left for the next year.

In late August this year, INA oil company, the motorway company Autocesta Zagreb-Macelj and Splitska Banka finalized their joint project in the scope of which INA card holders were en-abled to pay toll in the way similar to that used by holders of other credit and debit cards. The pay-ment system was also corrected in such a way

that R-1 invoices (for the VAT refund) can now be delivered each month for every user separately, i.e. the AZM sends its invoice to each INA card holder's address for all transactions made on AZM network during the previous month.The project was implemented, from first ne-gotiations to its realization, in the course of six

months. The experience gained since its imple-mentation has been excellent, and the number of users, i.e. INA card transactions, is increas-ing by the day. Autocesta Zagreb-Macelj is thus the third company which, in addition to Hrvatske autoceste (HAC) and Autocesta Rijeka-Zagreb (ARZ), apply this mean of payment.

The mixed toll collection system, i.e. 50 percent manual and 50 percent auto-mated, was anticipated in the concession agreement and, according to initial expec-tations, 40 percent of toll collection trans-actions were to be operated in automated lanes. The entire toll collection team, the number of employees and daily rosters, were in fact tailored in accordance with such expectations. However, since the first implementation of the closed toll col-lection system and after the opening of the last motorway section from Krapina to Macelj, the number of persons using the automated lanes on all six toll stations has not exceeded 10 percent since sum-mer this year.

ing (audio, date, time and call name, and the position-number of the emergency phone), as well as the full-capacity searching by any criteria, and storage to other media.

That is why AZM additionally marked these au-tomated lanes, renamed them into "express lanes", placed appropriate hoardings along the motorway, printed leaflets and made ad-ditional promotion campaigns through na-tional media. The results of this activity have been far from negligible: the percentage of persons using this service has risen by the end of October this year to 15 percent, with a slightly upward trend for the future. Due to normal human hesitancy towards every-thing that is unusual and new (AZM is the only concessionaire in Croatia to have adopted an automated toll collection system), the use of automated lanes is increasing at a slow rate but, as these lanes really enable "express" passage, it may reasonably be expected that

more and more users will substitute rapid passage for waiting in lines.

On October 18, 2007, Hrvatske autoceste d.o.o. (HAC) obtained three certificates for management systems based on the follow-ing standards: ISO 9001:2000 for quality management, ISO 14001:2004 for environ-mental management, and OHSAS 18001:1999 for the health and safety management. This marks the end of the integrated certification project that was started by HAC in 2005. This company has thus become the first one in Croatia to have simultaneously implement-ed and certified all three systems. The fund-ing for certification and staff training was obtained through loan agreement signed between the Republic of Croatia and the International Bank for Reconstruction and Development (the World Bank), and the cer-tification was carried out by the consulting company Det Norske Veritas Adriatica.Based on the international bidding procedure conducted in accordance with the World Bank rules, HAC signed in July 2006 the Agreement for implementation of the independent inter-nal audit, and for the education and training of its staff as internal auditors, with the Bu-reau Veritas Croatia. The latter company is a part of the leading international Paris-based certification company with over 25000 em-ployees in more that 700 offices and labora-tories in almost every country in the world.The name of the ISO 9001 standard stands for the "quality-based management system" with quality management regarded as the essence

of the system. The objective is to harmonize management systems with the mentioned ISO standard and this at the operative, tactical and strategic management levels. As to staff training, the continuous improvement and life-long education is the principal requirement for proper operation of any business, while also being indispensable for improvement at the personal level.In our relations with the International Bank for Reconstruction and Development (IBRD), European Bank for Reconstruction and Devel-opment (EBRD) and the European Investment Bank (EIB), we have so far been receiving fa-vourable opinions for Croatia's legal frame-work regarding environmental protection in motorway construction, particularly in the sphere of drainage systems. However, due to an increasing presence and stricter interpre-tation of the term "sustainable development", we decided to harmonize our environment management systems with requirements of the international standard ISO 14001. Thus in application of these strict requirements, we now follow appropriate procedures for iden-tifying and defining specific environmental-protection objectives for every individual site, and are thus able to develop project-tailored environmental protection programs.In the field of preservation and protection of health, our auditors expressed very fa-vourable opinions with respect to stringent

regulations applied in the Republic of Croa-tia in this field, especially as these regula-tions have proven to be very helpful in the conduct of audits in Croatian companies. In addition to positive external assessments of our projects, the analyses conducted by Hrvatske autoceste in the sphere of traffic operation have also been qualified as top-of-the-range. As to occupational safety and fire protection, it is with pleasure that we can cite a statement made by an interna-tional auditor who said that the company's administration building in Širolina 4 is, in his opinion, one of the world's safest build-ings in this respect. Furthermore, and in addition to insisting on compliance with legal obligations, the OHSAS international specification helped us to improve our planning system, to define our objectives, and to create viable protection programs. This especially concerns additional train-ing and assessment, and implementation of analyses and inspections to check effi-ciency of protective and remedial actions, all this in order to increase the level of protection, and ensure full safety of our employees and road users.

Highly modernized and much more user-oriented, this new BINA-ISTRA Internet site inter alia boasts an interactive map of the Istrian Upsilon, with the possibility of seeing and hiding various additional information about features such as the toll stations, roadside rest areas, interchanges, filling stations, national heritage landmarks, airports, ferry ports, maritime ports, etc.On this map, the names of all interchanges appear when they are scrolled over by the mouse, while every click of the mouse on an active link results in the pop-up of additional info on the left side of the interactive map, such as the detailed data on rest areas, distances between individual sections, toll stations, border crossings, etc. If works are in progress on a road section, an appropriate road-work sign pops up, along with additional in-formation on the precise type of work that is being carried out.In addition to extensive information about the BINA-ISTRA road net-work, i.e. about tolls and various services that can normally be found on similar pages, the new web site also offers a whole array of safety information, and many advices to drivers such as those relating to the way one should drive in tunnel, in rainy, snowy and frosty conditions, in case of high traffic density, etc.BINA-ISTRA’s web pages can be found at www.bina-istra.hr or www.bina-istra.com and they are available in Croatian and in English language.

This summer, additional signs were placed along the Istrian Upsilon roadway which tra-verses in its eastern part the Istrian penin-sula from Matulji (Rijeka) to the heart of Is-tria (Kanfanar), while spreading westwards almost to the border with Slovenia via Vodn-jan, and also all the way to Pula.Appropriately positioned, the Istrian Up-silon route touches on a great number of tourist centres, and passes near many pic-turesque towns in the central part of Istria. - invested about 35.400 EUR for the instal-lation of signs at 31 positions along the Is-trian Upsilon route. This new signalization directs visitors to historic, cultural and nat-ural landmarks, and to tourist towns and villages in the interior of Istria and along its coastal areas.Motorized tourists are thus invited to discov-er cultural monuments and major landmarks and beauties of Istria, including Grožnjan, Motovun, Momjan, Baredine Cave, Poreč Basilica, Lim Channel, Dvigrad, Sv. Petar u Šumi, Hum, Roč, Pazin Castle, Gračišće, etc., as well as the towns or tourist destinations such as Tar, Vabriga, Brtonigla, Višnjan, Fun-tana, Fažana, Barbariga, Duga Uvala, etc.

(HAC) has been making continuous efforts to raise standards in traffic safety, to pro-vide better information to road users, and to ensure higher passenger comfort. These efforts have been crowned in recent years with some significant results. This is why HAC received from the Croatian Automobile

Association this year's award for excellent performance in offering services of highest standard to motorized tourists. The award was received for two roadside rest areas, Dobra and Krka, and for the Brinje Tunnel. These three facilities are situated along the HAC-operated A1 Motorway.

Mr. Rudolf Petrović, employed with Auto-cesta Rijeka-Zagreb d.d. as operator at the Traffic Control Centre, and also a member of the Rijeka-based Paraolimpijac Rifle Club, has become a new European champi-on in the small-bore rifle shooting, prone position, 50 m. Our Rudi scored as many as 590 points to gain a gold medal, which is also a new world record, granting him the right to participate in Paralympic Games in Beijing in 2008.At the European shooting championship for disabled, held this year in Germany, our team won a collective bronze medal in the event air gun R5 prone, with Rudi Petrović participating as a team member.

An exceptional persistence, ingenuity, and competitive spirit, for which Rudi is well known among his friends and associates, helped him to overcome the innate hand disability. The hard-ships of everyday life only made him stronger and eventually formed him into a very stable and strong person. By funding sports activities of Mr. Petrović, our Management Board has shown that it does not and will not turn a deaf ear to heroes that - through their persever-ance, competitive spirit, and excellent perfor-mance - bring high esteem and recognition not only to themselves but to Croatia as well.We should also mention Rudi's girlfriend Veronika who may also take a part of the credit for his excellent results in sports,

The regular session of the ASECAP Steering Committee was held in Vienna on October 7. The President Palenzona expressed his plea-sure with the way in which the existing struc-ture of the association has been set up by his predecessors. He presented his vision of the ASECAP's future goals, strategies and action plans, while also placing emphasis on the need to further strengthen the current posi-tion of the association, and to be the key inter-locutor in contacts with the EU institutions. He emphasized that, in addition to the coopera-tion with the Directorate General Energy and Transport, and the Information Society and Media Directorate General, it is of high signifi-cance to establish a fruitful cooperation with the Internal Market and Services Directorate General (DG MARKT) and the Environment Directorate General (DG ENVI), as the current discussion on global warming may be of high significance for the motorways sector.The ASECAP session was held only a day be-fore the opening of the annual meeting of the IBTTA, the International Bridge, Tunnel, and Turnpike Association. The motto of this meet-ing was "Tolling, the Art of the Possible". Mr. Palenzona reminded the attendees that ASECAP and IBTTA signed in 2004 a coopera-tion agreement, and he proposed that a joint action be undertaken with respect to a very significant issue: preparation of a study about fundamental principles or "certainty param-eters" without which concession agreements, normally defined as long-term commitments, can not be sustainable. This study would re-sult in guidelines on project financing (PF) and Public-Private Partnership (PPP) that will be an useful tool to decision-makers, i.e. to EU member countries or other competent institutions, but to investors as well. In fact, it is expected that the project financing will gain in complexity in the years to come. Although the motorway concession sector's experi-ence in this field is by far the greatest, this sector is never being asked for opinion or in-put information. That is why it is significant to have "a sort of guide on the project financing quality". ASECAP decided to start this activ-ity in the scope of its Permanent Committee COPER I. Each concession contract is signed for a long period of time and requires predict-ability of financial and legal parameters. The toll motorway sector is now passing through the phase in which national approaches are not harmonized, which also brings some neg-ative consequences as everybody, competent or not, feels to have the right to speak and ex-press opinions about this sector.Although it is generally agreed that the Pri-vate-Public Partnership (PPP) and Project Financing (PF) are highly significant develop-

The changes to agreements con-cluded for a long term bring the affected com-panies or other subjects into the situation of complete uncertainty, as they are left without the possibility to adequately plan their future. The governments and institutions should not therefore change the rules and hence modify and disturb the previously defined obligations and financial plans of companies in charge of motorway operation. Such activities, disre-spectful of rules normally applied in the toll motorway sector, create trouble in the finan-cial markets, increase the cost of capital, di-vert capital toward other sectors and, finally, impair efficient use of toll money.This is why Mr. Palenzona stressed that we have to re-affirm the centrality of toll infra-structure operators in the debate on infra-structures' growth. The drafting of the men-tioned study would be a good starting point. In this respect, a conference will be held on March 9, 2008 in Venice where first results of parameter analyses will be presented. This will be a high-level conference, and the European Parliament President Mr. Poet-tering has already confirmed his participa-tion. However, it will only be the beginning: the toll motorway sector provides excellent opportunities for the development of high-quality infrastructure, safe and respectful of the territory and environment and, above all, financed on the basis of equity criteria, by al-leviating public sector from burdens that it is no more capable of enduring. To make all this possible, our sector has to expose itself, it has to become a driving force, and to re-confirm its beliefs with solid argumentation, concludes President Palenzona. Presidents of the ASECAP Permanent Commit-tees (COPER I, II and III) submitted to the Steer-ing Committee reports about their various ac-tivities among which we can single out at this point the drafting of the Road Infrastructure Safety Directive that will be analyzed by the European Commission from the end of 2007 to April 2008, while the final text is expected near the end of 2008. The document presenting the ASECAP standpoint on internationalization of external costs specified in the Eurovignette Directive, is also being prepared.The leader of the CESARE IV project dealing with definition of the European electronic toll collection service, i.e. with interoper-ability at the European level, confirmed that the project will be formally submitted to the European Commission by the end of October, and that the work on the project will be con-tinued with the joint financing by the ASECAP and EU. The value of the project is 2.4 mil-lion EUR and duration is 24 months.
