The Group Manager Human Resources leads the development, implementation and support of LINZ people-related activities, and ensures they are fit for purpose for our diverse and technically complex organisation. The role is responsible for the design and delivery of LINZ people, talent and capability frameworks in order that:

The Group Manager Human Resources leads the culture and work programme of the Human Resources group to ensure it contributes to the successful operation of the “One Corporate” model.
The role is focused on delivering what is needed for today’s Human Resources customers and stakeholders, whilst visualising and realising ways for the organisation to deliver in new and smarter ways in the future. The Group Manager Human Resources advocates for positive and people-enabling practices, is a change agent, a network manager, and a superior influencer and communicator.
Leaders at all levels of the organisation are expected to take collective responsibility and to work horizontally across LINZ to achieve outcomes.
This position is part of the Corporate Leadership Team and is required to work collectively and collegially to take decisions on priorities across the Group, ensuring resources and capabilities are best used from an organisational perspective.
What you’ll do
Key accountabilities
Strategic Organisational Contribution Contributing to all of government initiatives around Human
Resources Management and providing leadership in the Natural Resources Sector.
Providing a source of best thinking and practice for people leadership and change.
Aligning Human Resources strategy with that of the wider business, ensuring that planning and activity supports key business goals.
Supporting a High Performing LINZ Providing constructive and positive approaches to the
development and implementation of policies, strategies and processes to mitigate industrial and other risks for the organisation, while providing frameworks for positive action.
Ensuring the overall effectiveness of the Human Resources Group is evaluated and is meeting organisational needs.
Ensuring that key human resources and people data and analytics are readily available to the wider business, and that the business has access to the key data it needs to perform effectively.
Providing oversight of the leadership and advice provided to managers around the actions needed for successful and effective business planning. Emphasising the support of talent, workforce planning and people development.
Developing and implementing effective coaching and mentoring for managers, and providing ongoing support around this in order to develop effective human resources management competence and accountability. This includes fostering and encouraging positive staff relations, and the effective management of performance and cultural change.
Leading and positioning the Human Resources group to support LINZ being a High Performing Organisation by: Championing and implementing core LINZ strategies. Ensuring that the Human Resources group are enabled and
agile, in order to support the change environment effectively and with minimal risk.
Identifying current and future capability requirements to deliver against the business plan, and contributing to gap-closing strategies (including succession planning and career pathing) using LINZ policies and practices.
Ensuring an effective performance management framework is in place and that, underpinned by effective coaching and support from the Human Resources group, it enables people leaders to proactively and ably manage their people. Providing oversight of the employment relationship environment and the relationship with staff representatives.
Providing coaching and mentoring to staff. Undertaking, and ensuring that staff undertake, on-going professional development through a combination of internal opportunities and external exposure.
Ensuring all LINZ financial, legal and internal policy risks are
managed and complied with. Being a trusted advisor exemplifying the BEST values.

Key working relationships
The Group Manager Human Resources needs to have strong working relationships with the Chief Executive and other members of the Executive Leadership Team. Other key collaborative internal relationships are with the Corporate leadership team, the Strategic Communications & Digital Services team, and members of the IS&D Group. There is also an important direct relationship with the Chief Executive.
The Group Manager Human Resources needs to build strong working relationships with managers and staff across Land Information New Zealand.
Key external relationships include:
Industry experts in all facets of human resources across the public and private sectors
Human resources leaders in the natural resources sector

Qualifications and experience
The ability to translate whole of government requirements into organisational-specific systems and approaches
Previous experience in a similar role, in a similar size organisation People management experience Demonstrated ability to build long term and collaborative
relationships Excellent written and oral communication skills Tertiary qualification in a relevant field
