Entrepreneurship is central to the WelshAssembly Government’s vision for thefuture. In Wales: A Better Country, werecognise that building a competitive,sustainable and prosperous Wales is along-term investment.

To achieve these goals we mustequip our young people with theattitudes, values and skills tosucceed both in education and the world of work. Our youngpeople need to be entrepreneuriallyconfident to play a full and activepart in the economy.

The Youth Enterprise andEntrepreneurship Strategy (yes)commits to making theseaspirations a reality in Wales.

These core messages are alsoembedded in a range of AssemblyGovernment policies. LearningCountry: Learning Pathways 14-19recognises the need for experientialelements in the development ofyoung people. The EntrepreneurshipAction Plan and Wales forInnovation stress the importanceof generating the right culture andclimate for home-grown success.

The Future Skills Wales 2003Generic Skills Survey furtherunderlines the significance attachedby Welsh employers to ‘soft’ ornon-cognitive skills such as teamworking, creativity and initiative.

We see the development ofentrepreneurship skills, values andattitudes as part of a lifelongcontinuum of learning essential toa young person’s experiences,from school through college anduniversity into working life.

These assets and experiences arerelevant and applicable within allstages of formal education andbeyond – at work, when settingup a business, and throughout alifetime of setting personallearning and career targets.

yes affirms that entrepreneurshipskills are wider than just generatingnew business start ups. We needpublic sector and social entrepre-neurs to modernise public servicesand maximise community potentialas well as those who create andmanage our home grown businesses.

yes acknowledges that positivestrides are already being madetowards key goals and targets. It offers common models ofentrepreneurship learning anddelivery for all partners in Wales to work towards. Central to itssuccess will be a clear focus on the needs of our young people as

they make their way through thelearning continuum.

Important work remains to bedone, from raising awareness andchanging attitudes, through toincreasing the capacity of ouryoung people to recognise andseize enterprise opportunities.This cultural change affects notonly young people but theintermediaries and institutions that influence them.

This Strategy provides a common model ofentrepreneurship learning and a deliveryframework that will enable young peoplein Wales to be entrepreneurially awareand active.

The Youth Enterprise andEntrepreneurship Strategy aims tocontribute to the goals of Wales: A Better Country through theEntrepreneurship Action Plan (EAP)by supporting and encouragingentrepreneurship amongst youngpeople. In particular it aims,through partnership working, to:

• empower our educationsystem to contribute towards a moreentrepreneurial culture

• promote enterprise skillsoutside formal education

• encourage entrepreneurialbehaviour whilst inemployment

• develop the deliveryinfrastructure

• improve access toopportunities and learningpathways for individuals

This Strategy has been developedby the WDA in collaboration withnumerous partners as part of anextensive consultation process andmapping exercise during 2003. The input of the many contributorslisted in Annex 2 has been critical in shaping this document.

The WDA will be the lead body forimplementing this Strategy as partof Key Actions 1 and 2 of the EAPbut, recognising the need forcollaborative delivery by a numberof agencies and organisations, itswork will be informed by aMonitoring and Evaluation Panelwhich will include representationfrom the key stakeholders ineconomic development andeducation.

The economic ‘need’ which is the context of this Strategy is, by now, well rehearsed. The strategic agenda of the Welsh AssemblyGovernment, Wales: A Better Country,promotes the vision of ’a diverse, competitive,high added-value economy, with high-quality skills and education, that minimisesdemands on the environment.’

In its National Economic DevelopmentStrategy, A Winning Wales, the WelshAssembly Government has set ambitioustargets for improving the performance of the Welsh economy over the next 10years. Many of these targets are deliveredthrough Action Plans focusing on keythemes such as Skills and Employment,Innovation and Entrepreneurship,alongside a range of other plans andstrategies. The current picture is one of lowunemployment compared to theUK average but higher levels ofeconomic inactivity. The businessstock is characterised by relativelyhigh numbers of businesses in low value-added sectors and lownumbers of businesses in theknowledge economy, where thereis greater potential for growth.Wales’ GDP per head continues tolag behind that of most other UKregions and many Europeancounterparts.

Promoting enterprise and nurturinghigh-value businesses and jobs inall communities are key strategicgoals. The contribution ofenterprise and entrepreneurship in this context is to increase thecompetitiveness of businesses,encourage innovation and ‘newness’in the economy, provide a seed-bed for future growth, increaseeconomic flexibility, create jobs and reduce social exclusion. A fundamental aspect of improvingeconomic performance will be toreduce the level of economic inactivityby raising the attainment andambition levels of our young people.

Wales’ greatest asset in achievingthese goals is our young people,their skills, ambition and drive. If Wales is to become a placewhere more people want to createand grow sustainable businesses,the right lifelong learningopportunities and skills supportneed to be in place.

Competing through cheaperlabour costs is not a sustainableoption for Wales in an enlarged EUand globalised economy. Raisingskill, attainment and innovationlevels is the way forward. It isvitally important that our youngpeople are able and equipped torespond flexibly to the manyopportunities and challenges thatlie ahead. We must also recognisethat we will need to be innovativeand determined in delivering thischange, given that the EuropeanUnion’s Entrepreneurship ActionPlan has set a similar agenda forthe whole of the EU.

Actions stemming from the Entrepreneurship Action Planand Learning Country: LearningPathways 14-19 are already makingheadway in achieving these goals.The Skills and Employment ActionPlan also identifies ways forward inbridging the education, skills andeconomic agendas. Engagementbetween business and education isnot a luxury. It is essential to long-term sustainability and can bringimmediate benefits.

The need for enterprise andentrepreneurship learning isimportant in helping to achievethese goals by:

• preparing our young people with confident andpositive attitudes towardsentrepreneurship

• equipping our young peoplewith the skills, values andexperiences they need to beentrepreneurially aware, activeand successful

Putting these foundations in placewill help start the entrepreneurshipjourneys of our young people andmake the process of engagingwith them in the future muchmore effective.

At the heart of this Strategy is a clearunderstanding that entrepreneurshipis not something that just a fewspecial people are born with.

Entrepreneurship education isabout developing young people’sattitudes and skills to help themrealise their own potential. It isalso about having the drive to turnideas and opportunities into reality,enabling young people to bepositive, proactive and successfulin their approach to life and work.

Enterprise education is aboutproviding the opportunity foryoung people to apply their skillsand develop their understanding in practical ways.

In reality, the actions proposed in this Strategy cover bothentrepreneurship and enterpriseeducation in an integrated andseamless fashion.

The ACRO model presents four key dimensions of entrepreneurialbehaviour: Attitude, Creativity, Relationships and Organisation.

A model for understanding andteaching entrepreneurship has beendeveloped which, for the first time,breaks it down into transferableskills and measurable outcomes.

This model gives a meaningfulstructure to the concept ofentrepreneurship, allowing it to bealigned with essential skills.

The entrepreneurship journey of young people progresses fromincreased awareness and positiveattitudes, to learning entrepreneurialskills, through to practicingenterprise. For some, this willeventually mean starting a businessbut it is neither desirable norappropriate to expect everyone to go that far.

However, the skills, knowledgeand experience gained on thejourney will be valuable assets toyoung people in all aspects of theirlives, whether they choose to set

up in business, work in a public orvoluntary sector organisation, amulti-national industry or one ofWales’ many small and medium-sized enterprises. Young peopleneed dynamic entrepreneurialqualities to fulfil their potential,whatever they choose to do.

The delivery of this Strategynaturally involves the activities and support being available in both the main languages of Wales.It will also contribute to the WelshAssembly Government’s strategieson Sustainability, Equal Opportunities

and ICT. Opportunities to maximisethe use of ICT and new media will bea particular priority for this Strategy.

It is crucial that the public,private and voluntary sectorstake ownership of the visionand delivery actions. Thesuccess of this Strategy willultimately depend on genuinecommitment and partnershipworking by all stakeholders.

The Action Areas in this Strategy areeach delivered through a number ofstrands of work.

Many of these strands are alreadybeing delivered successfully by arange of agencies, institutions andorganisations. Where gaps or newopportunities have been identified,these can be addressed in many

cases by integrating complementarystrands of work, partnershipworking and making more effectiveuse of existing resources.

The Action Areas and SubsidiaryActions are summarised in Annex 1,along with lead responsibilities andtimetables.

A key goal of this Strategy is tocreate an entrepreneurial cultureamong our young people. It isequally important however, thatinstitutions and intermediaries arepersuaded of the value of theentrepreneurial culture and embedit in their organisational ethos.

Under Key Action 1 of the EAP,the Dynamo project is alreadymaking progress in developing the attitudes of young people inschools. This initiative will nowalso focus on the needs of youngpeople in the post 16 environmentand provide clarity and directionfor institutions and intermediaryorganisations.

Local Education Authorities, school governors and head teachers have an important partto play in encouraging adoption of this Strategy, providingguidance, promoting best practiceand monitoring progress.

In Further and Higher Education, theWDA’s Entrepreneurship Championsplay a pivotal role in developinginstitutional strategies and engagingstudents across the board.

The Community Consortia forEducation and Training (CCETs), 14-19 Networks and YoungPeople’s Partnerships (YPPs) have a strategic role in raising theprofile of entrepreneurship.

Engaging with young peopleoutside the formal educationsystem, especially the youngunemployed, is a challenge. Self-employment or starting a businessmay not be seen as viable careerpath for many but working inpartnership with Careers Walesand Job Centre Plus, as well ascommunity and youth organisations,there are opportunities to engagewith this group in order to buildconfidence and motivation.

As Future Skills Wales 2003Generic Skills Survey demonstrated,employers value entrepreneurialattitudes in their young employees.The WDA can play a lead role inencouraging public sector employersto embrace the concept of‘intrapreneurship’.

The private sector itself will needto demonstrate its commitment byacting as positive role models foryoung people. Partners such as theChambers of Commerce, CBI, IoD,FSB and the Trade Unions are wellplaced to promote the benefits ofengaging with education andpromoting the value of entrepre-neurial skills to their membership.

• Deliver a communications campaign to raise awareness of enterpriseand entrepreneurship among young people

• Encourage all primary, secondary and special schools to include a strategyfor enterprise and entrepreneurship within their development plans

• Support all FE and HE institutions in embedding entrepreneurshipwithin their strategic planning processes

• Support CCETs, YPPs and 14-19 Networks to develop a strategic rolestimulating entrepreneurship education

• Encourage all organisations working with children and youngpeople, both within and outside formal education, to embraceenterprise and entrepreneurship in their provision

• Support employers in promoting the value of entrepreneurship totheir young employees

The WDA will work with partnersincluding, amongst others, individualsengaged in entrepreneurshipeducation and entrepreneurs, todevelop additional resource materialsfor use in entrepreneurship learningboth within and outside formaleducation. This work will be guidedby the mapping exercise of existingactivities conducted in 2003.

Giving young people theopportunity to develop theirknowledge and experience ofenterprise is crucial if they are

to enter the world of work with theconfidence to act in entrepreneurialways. While there is extensiveeducation business links activityand a range of extra-curricularopportunities, with many examplesof good practice, provision isvariable across Wales. The WDAwill continue to work closely withkey partners to ensure that a rangeof opportunities is available at allstages of the young person’sdevelopment.

Embedding enterprise andentrepreneurship as a cross-cuttingtheme in our education system willensure our young people are bestable to respond positively toopportunities. The WDA andACCAC will support this processby developing and distributingmaterials for use in schools andcolleges. Local Education Authoritieshave an important role promotingthe use of these materials.

To ensure the materials are used effectively in the classroom, it is crucial that teachers areengaged in order to develop their

understanding of the benefits ofenterprise and entrepreneurshipeducation. Tailored training in theuse of the materials must includean understanding of the conceptof entrepreneurship.

HEFCW and QAA will need to play a similar role in supportingand enabling Higher Educationinstitutions to establish enterpriseand entrepreneurship elementswithin existing and proposedcourses. Quality benchmarks mustbe integrated from the outset.

Action Area 3 Support – Providing an effective anddemand-led support infrastructure

• Deliver a targeted marketing campaign for under 25s

• Develop a customer-focused business support service

• Promote best practice and develop peer support networks

• Facilitate innovation, knowledge transfer and commercialisation

Only a very small proportion ofyoung people will decide to start a business while they are under 25years old but for those who do, it is crucial that a responsive supportinfrastructure is in place. Their lackof confidence, skills and experiencesets them apart from other start-up entrepreneurs and their needsrequire a specialist response. Theirpotential to start up in new sectorsis crucial for developing theknowledge economy.

In the first instance, this meansdeveloping an integrated marketingcampaign for this target audienceas part of the EAP communicationsstrategy, with Business Eye as thegateway for referral.

There are a number of disparatebusiness support initiativestargeting young entrepreneurs.These need to be moulded into anintegrated support service whichincludes training, mentoring,consultancy and financial support,as appropriate for each individual.During the start-up process, theemphasis must continue to be onlearning and skills development in order to improve the successand sustainability of these newbusinesses.

While it is important to disseminatebest practice between institutions,it is also necessary that youngentrepreneurs develop both peer-to-peer and mentored relationshipswith the wider business community.Evidence suggests strongly thatsuccessful entrepreneurs oftenseek advice and support fromother entrepreneurs. Enterpriseclubs offer an opportunity todevelop these relationships.

Innovation and entrepreneurshipshare many common goals and thereare significant benefits from closerintegration of EAP and Wales forInnovation activities. These includeincreasing the number of viable andinnovative ideas through knowledgetransfer in Further and HigherEducation; developing high-qualityenvironments in which these ideascan flourish, such as incubationcentres, Techniums and CETICs; andmaximising the commercialopportunities through initiatives suchas the Technology CommercialisationCentre and Spinout Wales.

In Higher Education, economicdevelopment activity will be facilitatedby incorporating earlier initiativesinto HEFCW’s Third Mission Fund.

yes must be viewed as a long-terminvestment in the entrepreneurialpotential, confidence, skills and abilitiesof Wales’ young people.

• Establish a baseline ofentrepreneurial skills andattitudes among young peoplein order to enable longitudinalmonitoring and evaluation of yesthrough a tracking study. The ACROmodel and its components willbe used to measure added-valueand impact on individuals. This mayform the basis for Estyn thematicinspection in the longer term.

• Establish quality benchmarksto ensure continuousimprovement of materials,resources and activities.

Measuring Qualitative Impact

• Measure against the targets ofindividual initiatives andprojects, specifically including:

–the number of young peopleexperiencing enterprise and entrepreneurship education.

–the number of young peopleconsidering self-employment as a viable career option.

• Measure progress against a setof high-level key performanceindicators, including:

–levels of youth economic inactivityand unemployment.

–levels of entrepreneurial activityamong the under 25s.

–the number of business starts insectors associated with youngpeople (e.g. creative industries, ICT).

–comparative data from otherEuropean and global regions.

Measuring Quantitative Impact

In order to measure impact it is important to get the right mix ofqualitative and quantitative indicators. The WDA will commission thisresearch, in partnership with WAG, Estyn and ACCAC.

Individual projects and initiativeswill have their own monitoringand evaluation processes in place.However, it is crucial that we understand the gross impact of theStrategy as a whole. A Monitoring and

Evaluation Panel will be establishedto inform the response to changingstrategic needs. The Panel willinclude representation from thekey stakeholders in economicdevelopment and education.

Develop and expand the Dynamo communicationscampaign, role model programme and innovativeDynamo Tour in Pod exhibition.

Mae’r caffaeliadau a’r profiadau hynyn berthnasol a chymwys o fewnholl gamau addysg ffurfiol a thuhwnt - mewn gwaith, wrth ddechraubusnes, a thrwy oes o osodtargedau gyrfa a dysgu personol.

Cadarnha ie fod sgiliauentrepreneuriaeth yn ehangach nachreu busnesau newydd yn unig.Mae arnom angen entrepreneuriaido fewn y sector gyhoeddus acentrepreneuriaid cymdeithasol ifoderneiddio gwasanaethaucyhoeddus a chryfhau potensialcymunedau, yn ogystal â’r rheinysydd yn creu ac yn rheoli eubusnesau cynhenid eu hunain.

Mae’r darlun presennol yn dangosdiweithdra isel mewn cymhariaethâ chyfartaledd y DU ond lefelauuwch o ddiffyg gweithgareddeconomaidd. Nodweddir busnesgan niferoedd cymharol uchel ofusnesau mewn sectorau gwerthisel a nifer fach o fusnesau yn yreconomi wybodaeth, lle mae mwyo botensial am dwf. Mae CDGCymru y pen yn parhau i orwedd y tu ôl i ran fwyaf o ranbarthaueraill y DU a nifer o gyfatebwyrEwropeaidd.

Mae hyrwyddo menter a meithrinbusnesau a swyddi gwerth uchel ardraws pob cymuned yn nodaustrategol allweddol. Cyfraniadmenter ac entrepreneuriaeth yn y cyd-destun hwn yw cynydducystadleugarwch busnesau, annogblaengaredd a ‘newydd-deb’ yn yreconomi, darparu meithrinfa amdwf i’r dyfodol, cynydduhyblygrwydd economaidd, creuswyddi a lleihau allgáucymdeithasol. Un agwedd sylfaenolo wella perfformiad economaiddfydd i leihau’r lefel o anweithgaredd economaidddrwy godi lefelau cyrhaeddiad ac uchelgais yn ein pobl ifanc.

Prif gaffaeliad Cymru wrthghyflawni’r nodau hyn yw ein poblifanc, eu sgiliau, uchelgais ac egni.Os yw Cymru am fod yn fan lle maemwy o bobl am greu a thyfubusnesau cynaliadwy, mae’n rhaidi’r cyfleoedd dysgu gydol oes cywira’r gefnogaeth sgiliau fod mewn lle.

Mewn cymuned UE mwy aceconomi byd-eang, nid ywcystadlu ar sail costau llafurrhatach yn ddewis cynaliadwy iGymru. Cynyddu lefel sgiliau,cyrhaeddiad a blaengaredd yw’rffordd ymlaen. Mae’n hanfodolbwysig fod ein pobl ifanc yn galluac yn barod i ymateb yn hyblyg i’rcyfleoedd niferus a’r sialensiausydd o’u blaenau. Fe ddylwnadnabod hefyd y bydd yn rhaid i nifod yn ddyfeisgar ac ynbenderfynol wrth weithredu’rnewid hwn, gan ystyried fodCynllun GweithreduEntrepreneuriaeth yr UndebEwropeaidd wedi gosod agendatebyg ar gyfer gweddill yr UE.

Mae gweithredoedd sydd yn deillioo’r Cynllun GweithreduEntrepreneuriaeth a Y Wlad sy’nDysgu: Llwybrau Dysgu 14-19 eisoes

yn symud ymlaen i gyflawni’r nodauhyn. Mae’r Cynllun GweithreduSgiliau a Chyflogaeth hefyd ynadnabod ffyrdd i bontio’r agendaaddysg, sgiliau ac economi. Nid yw’rcyswllt rhwng busnes ac addysg ynfoethusrwydd - mae’n hanfodol igynaladwyedd yn yr hirdymor a gallesgor ar fuddiannau yn uniongyrchol.

Mae’r angen am ddysgu menter acentrepreneuriaeth yn bwysig er mwynhelpu cyflawni’r nodau hyn drwy:

• baratoi ein pobl ifanc gydag agweddau hyderus a chadarnhaol tuag at entrepreneuriaeth

• arfogi ein pobl ifanc â’r sgiliau,gwerthoedd a phrofiadau sydd euhangen i fod yn entrepreneuraiddmewn ffordd effro, gweithredola llwyddiannus

Mae addysg Entrepreneuriaethynghlwm â datblygu agweddau a sgiliau pobl ifanc i’w helpu igyflawni eu potensial. Y maehefyd yn ymwneud â chael yrawydd i droi syniadau achyfleoedd yn realiti, gan alluogipobl ifanc i fod yn bositif,rhagweithiol a llwyddiannus yn eu golwg o fywyd a gwaith.

Mae addysg Menter ynghlwm ârhoi’r cyfle i bobl ifanc ddefnyddioeu sgiliau a datblygu dealltwriaethmewn ffyrdd ymarferol.

Mewn realiti, mae’r gweithredoedda argymhellir yn y Strategaeth hon yncynnwys addysg entrepreneuriaetha menter mewn modd integredig.

Nod allweddol yn y Strategaethhon yw creu diwylliant mentrusymhlith ein pobl ifanc. Y mae yrun mor bwysig, fodd bynnag, bodsefydliadau a chanolwyr yn cael euhargyhoeddi o werth diwylliantmentrus ac yn ei osod yn euhethos sefydliadol.

O dan Cam Allweddol 1 o’r CGE,mae’r prosiect Dynamo eisoes yngwneud cynnydd wrth ddatblyguagweddau pobl ifanc mewnysgolion. Bydd y cynllun hwnhefyd nawr yn ffocysu ar anghenionpobl ifanc yn yr amgylchedd ôl 16ac yn darparu eglurder a chyfeiriadi sefydliadau a mudiadau canolog.

Mae gan Awdurdodau AddysgLleol, llywodraethwyr ysgol aphrifathrawon rhan bwysig ichwarae i annog mabwysiadu’rStrategaeth hon, wrth ddarparucyngor, hyrwyddo arfer da amonitro cynnydd.

O fewn Addysg Bellach ac AddysgUwch, mae Pencampwyr MenterWDA yn chwarae rhan ganolog ynnatblygiad strategaethau sefydliadolac yn y cyswllt â myfyrwyr.

Mae i’r Consortia Cymunedol argyfer Addysg a Hyfforddiant(CCETs) , Rhwydweithiau 14-19 a Phartneriaethau Pobl Ifanc (YPPs) rôl strategol i godi proffilentrepreneuriaeth.

Mae cysylltu â phobl ifanc y tuallan i’r system addysg ffurfiol, yn enwedig y di-waith ifanc, ynher. Ni fydd hunangyflogaeth nadechrau busnes yn cael ei ystyriedfel llwybr gyrfa posibl gan lawer,ond drwy weithio mewn partneriaethâ Gyrfa Cymru a Canolfan BydGwaith, yn ogystal â mudiadauieuenctid a chymunedol, maecyfleoedd i gysylltu â’r grwp hwn ermwyn adeiladu hyder ac ysgogiad.

Yn y modd mae Sgiliau DyfodolCymru wedi dangos, mae cyflogwyryn gwerthfawrogi agweddaumentrus yn eu cyflogeion ifanc.Gall WDA chwarae rhan arweiniolyn annog cyflogwyr sectorgyhoeddus i groesawu’r cysyniad o ‘intrapreneuriaeth’.

Bydd yn rhaid i’r sector breifat eihun ddangos ei ymrwymiad drwygyflwyno modelau rôl cadarnhaol i bobl ifanc. Mae partneriaid megisSiambrau Masnach, CBI, IoD, FSBa’r Undebau Masnach oll mewnsefyllfa dda i hyrwyddo’rbuddiannau o gysylltu ag addysg a hyrwyddo gwerth sgiliauentrepreneuraidd i’w haelodau.

• Gweithredu ymgyrch gyfathrebu i godi ymwybyddiaeth o fenter ac entrepreneuriaeth ymhlith pobl ifanc

• Annog yr holl ysgolion cynradd, uwchradd ac arbennig i gynnwysstrategaeth ar gyfer menter ac entrepreneuriaeth o fewn eu cynlluniaudatblygu

• Cefnogi’r holl sefydliadau AB ac AU i osod entrepreneuriaeth o fewn eu prosesau cynllunio strategol

• Cefnogi CCETs, YPPs a Rhwydweithiau 14-19 i ddatblygu rôl strategol i ysgogi addysg entrepreneuriaeth

• Annog yr holl fudiadau sydd yn gweithio gyda phlant a phobl ifanc,o fewn a thu allan i addysg ffurfiol, i gynnwys menter acentrepreneuriaeth yn eu darpariaeth

• Cefnogi cyflogwyr i hyrwyddo gwerth entrepreneuriaeth i’w cyflogeion ifanc

Parth Gweithredu 2 Dysgu – Arfogi pobl ifanc â’r sgiliau,gwybodaeth a phrofiad perthnasol

Bydd WDA yn gweithio gydaphartneriaid, a fydd yn cynnwysymhlith eraill, unigolion sydd yngysylltiedig ag addysgentrepreneuriaethacentrepreneuriaid,i ddatblygu adnoddau ychwanegolat ddefnydd dysgu mentergarwcho fewn a thu allan i addysg ffurfiol.Caiff y gwaith hwn ei gyfeirio ganyr ymarfer mapio o weithgareddaupresennol a gyflawnwyd yn 2003.

Mae rhoi’r cyfle i bobl ifanc ddatblygueu gwybodaeth a’u profiad o fenteryn hanfodol os ydynt am ddechraueu hoes gwaith gyda’r hyder i

weithredu mewn ffyrddentrepreneuraidd. Tra bodgweithgaredd cysylltu addysg abusnes eang ac ystod o gyfleoeddôl-gwriciwlar, gyda nifer oenghreifftiau o arfer da, mae’rddarpariaeth yn amrywio ar drawsCymru. Bydd WDA yn parhau iweithio’n agos â phartneriaidallweddol i sicrhau bod ystod ogyfleoedd ar gael ar bob cam oddatblygiad person ifanc.

Byddgosodmenteracentrepreneuriaethfel thema drawstoriadol yn ein systemaddysg yn sicrhau bod ein pobl ifancmewn gwell sefyllfa i ymateb yngadarnhaol i gyfleoedd. Bydd WDAac ACCAC yn cefnogi’r broses hondrwy ddatblygu a dosbarthudeunyddiau at ddefnydd ysgolion acholegau. Mae rôl bwysig gan yrAwdurdodau Addysg Lleol i hyrwyddodefnydd o’r deunyddiau hyn.

I sicrhau y caiff deunyddiau eudefnyddio’n effeithiol yn ydosbarth, mae’n hanfodol caelcyswllt gydag athrawon er mwyn

datblygu eu dealltwriaeth hwy ofuddiannau addysg menter acaddysg entrepreneuriaeth. Dylai’rhyfforddiant ar ddefnyddio’rdeunyddiau gynnwys dealltwriaetho’r cysyniad o entrepreneuriaeth.

Bydd yn rhaid i HEFCW a ASA(QAA)chwarae rhan cyffelyb yn cefnogiac yn galluogi sefydliadau addysguwch i sefydlu menter ac elfennauentrepreneuriaeth o fewn eucyrsiau presennol a newydd. I’r diben hwn, dylid integreiddiomeincnodau ansawdd o’r dechrau.

• Gosod menter ac entrepreneuriaeth o fewn cwricwlwm yr ysgol

• Gosod menter ac entrepreneuriaeth o fewn datblygiadcwricwlwm AB ac AU

• Amlhau’r defnydd o adnoddau presennol a datblygudeunyddiau newydd i gefnogi dysgu menter acentrepreneuriaeth, o fewn a thu allan i addysg ffurfiol

Canran bychan o bobl ifanc yn unigfydd yn penderfynu dechrau busnespan fyddant o dan 25 oed ond i’rrheiny sydd yn penderfynu gwneudhynny, mae’n holl bwysig bodisadeiledd gefnogi ymatebol mewnlle. Mae eu diffyg hyder, sgiliau aphrofiad yn eu gosod ar wahân ientrepreneuriaid eraill sydd yn dechraubusnes ac mae eu hanghenion yngofyn am ymateb arbenigol. Maeeu potensial i ddechrau busnesaumewn sectorau newydd yn hanfodoli ddatblygiad yr economi wybodaeth.

Yn y lle cyntaf, mae hyn yn golygudatblygu ymgyrch farchnataintegredig ar gyfer y gynulleidfa

darged hon fel rhan o strategaethgyfathrebu y CGE, gyda LlygadBusnes yn gweithredu fel porth igyfeirio cleientiaid.

Y mae amryw o wahanol gynlluniaucefnogi busnes yn targedu entrepre-neuriaid ifanc. Mae angen siapio’rcynlluniau hyn yn un gwasanaethcefnogi integredig fydd yncynnwys hyfforddiant, mentora,ymgynghori a chefnogaeth ariannol,a fydd yn briodol i bob unigolyn.Yn ystod y broses o ddechrau busnes,dylai’r pwyslais aros ar ddysgu adatblygu sgiliau er mwyn gwellallwyddiant a chynaladwyedd ybusnesau newydd hyn.

Tra ei bod yn bwysig lledaenu arferda ymhlith sefydliadau, mae hefydyn angenrheidiol i entrepreneuriaidifanc ddatblygu perthynas âchyfoedion a mentoriaid o fewn ygymuned fusnes ehangach.Awgryma tystiolaeth yn gryf fodentrepreneuriaid llwyddiannus ynaml yn ceisio cyngor a chefnogaethoddi wrth entrepreneuriaid eraill.Mae clybiau menter yn cynnig cyflei ddatblygu cysylltiadau o’r fath.

Mae arloesi ac entrepreneuriaethyn rhannu nifer o nodau cyffredinac mae buddiannau arwyddocaol i’wcael o integreiddio gweithgareddau’rCGE a Cymru o Blaid Arloesi yn

agosach. Mae’r rhain yn cynnwyscynyddu’r nifer o syniadau hyfyw ac arloesol trwy drosglwyddogwybodaeth mewn Addysg Bellachac Addysg Uwch; datblyguamgylcheddau o ansawdd uchel i’rsyniadau hyn allu blodeuo ynddynt,megis canolfannau deori, Technium a CETICs (Canolfannau Rhagoriaethar gyfer Cydweithredu Technoleg aDiwydiannol); ac amlhau’r cyfleoeddmasnachol drwy gynlluniau megis yGanolfan Masnacheiddio Technolega Rhaglen Deillio Cymru.

• Sefydlu gwaelodlin o sgiliauentrepreneuraidd ac agweddauat entrepreneuriaeth ymhlith poblifanc er mwyn galluogi monitro agwerthuso ie dros gyfnod drwyastudiaeth dracio. Dylid ystyried ie fel buddsoddiadhirdymor ym mhotensial entrepreneuraidd,hyder, sgiliau a doniau pobl ifanc Cymru.

Bydd gan brosiectau a chynlluniauunigol eu prosesau monitro agwerthuso eu hunain mewn lle.Fodd bynnag, mae’n hollbwysig ein bod yn gwerthfawrogi effaith y Strategaeth yn ei chyfanrwydd.
