Week Ending June 4, 2016 Inside Out A Weekly Briefing from the Mayor’s Office Mayor Neil Johnson, Jr. EXECUTIVE DEPARTMENT The Court Hosted Mock Trial on Friday June 3 rd with 7/8 grade class from Lakeridge Middle School. This is an annual event. Both Judge Heslop and Pros Barber attended class sessions to walk the students through court procedures. The Mock Trial was on: The Republic of Rome v. Marcus Brutus – Julius Caesar. Attended the EOC meeting to review the org chart and discuss call-out procedures. Worked on a number of staff transitions. Received the asbestos testing report on the for- mer Annex popcorn ceiling. Tests were negative and there was no asbestos detected. Reviewing how the Administration supports council committees and assign staff. Working towards a more standardized approach to com- mittee support. Approved a slightly shorter pro forma construc- tion contract that could be used for contracts awarded from the small works roster. Met with members of the police guild. The Court Hosted Mock Trial on Friday June 3rd with 7/8 grade class from Lakeridge Middle School. This is an annual event. Lakeridge 2 water Booster Pump Station Construction ~ Startup is scheduled for next week.

SR410 & VMD Intersection Improvements Construc-tion ~ Contractor is converting the signal over to the new system. They will be completing the dual-faced curbing for the landscaped median this weekend and finish the work early next week. Traffic has been rout-ed around the two middle lanes. Contract is on sched-ule for grinding and paving by mid-June. Substantial completion should be possible by the end of June.

Myers Road South Overlay Design ~ Geo-tech firm has conducted soil borings.

198th Avenue Overlay ~ TCC met and approved $105k federal funds for this project in 2017.

Fennel Creek Sewer Lift Station ~ Director finalized Assessment Reimbursement Area formation documents for next City Council Workshop.

Mowed 8 residential stormwater ponds totaling 9 acres and the Reed property. Finished mowing the roadsides and ROW’s along Church Lake Road, Kelly Lake Road, Bonney Lake BLVD and Locust Ave. Mowed and trimmed Allan Yorke Park, Cedar View Park, Field 4 and the Public Safety Building.

Planted 6 large Flame Amur Maple trees in front of Prime Fitness as part of the SR410 & VMD Intersection Improve-ment contract. Inspected new irrigation controls installed by contractor.

Gregg Ridge and Sam Roseberry have been inundated with underground utility locate requests this week, successfully responding to 91 calls!

Repaired one service line leak, performed 4 service line freezes to allow developers to install larger meters for fire sprin-kler systems, and continued seasonal vegetation control work at water stations.

Completed disinfection, sampling, and final preparations for seasonal operation of the Ball Park Treatment Plant. The plant was put on line early in the afternoon of 6/1. This is a full month earlier than normal! Peaking Storage Tank was also put on line 5/30 due to high water system demands.

Inspected A-C-D sections of Falling Water drain field. Investigating 1 line out of 6 in the C-3 west section of the drain field that doesn’t seem to be flowing.

Started installing delineator’s in Valley marking all our sewer manholes and coordinating with City of Sumner.

Working on flow level issues at lift stations 12-14-17-21. Dialing in the new transducers installed with the SCADA up-grade.

The Deputy City Clerk assisted several Public Works staff with reviewing records prior to office relocations, and worked on a combined project file log (based on existing planning and public works file logs) to help staff locate and interfile past project records in the future.

IS Manager ran a network file analysis of shared files: Word Docs= 193,742; Excel= 51,470; Adobe (PDF)= 237,444; PowerPoint= 2,077; Access= 2; Total Number= 502,656.

HR completed the review of applications submitted for the Development Review Engineer and scheduled interviews.

The Director chaired a Loss Control Committee Meeting for the Washington Cities Insurance Authority, and coordinat-ed a management meeting of those involved in the City’s Emergency Operations Center.

Seniors went to a Rainiers Game this past week and are off to Moclips for the weekend!

The Department wished Ryan Harriman well as he moved on to a new position with the City of Sammamish.

The Development Review Engineer reviewed the second submittal of civil improvements for the Church Lake Estates plat located in unincorporated Pierce County but in the City’s Urban Growth Area.

The Permit Center Lead facilitated the pre-application meeting for a proposed 90,000 square foot self-storage unit building to be located be-hind the old Sound Family Medicine building.

Attended the Pierce County ArcGIS Online (AGO) users group meet-ing; obtaining a contract extension exhibit from Pierce County GIS for leasing an iPad with AGO; and reauthorizing the ArcGIS license for the EOC laptop.

Traffic Emphasis for the month of May/June: Seatbelt and Child Safety Seat Violations to finish May and June will be: School & Park Zone Enforcement as well as Speeding 15+ over the limit.

Water Safety Classes: Sumner Middle School, Crestwood, Emerald Hills Elementary

Indecent exposure: An intoxicated adult female thought it would be ok to strip down and take a little swim in the lake near the Causeway. She was cited and her vehicle was towed.

Park and Lake Tapps review: Assisted with a boating collision that occurred near the point of Tapps Island. Jet Ski Vs Boat. No injuries, both boats totaled and we assisted PCSO with a boating collision.

Officers were dispatched to Allen Yorke Park numerous times for possible fights brewing. Several groups of juveniles scattered on a few occasions. No assaults were reported; the juveniles causing trouble were not local kids.

City shops call out to repair a broken dock #3.

Komo News and Q13 were out this weekend to do stories about water safety. Komo came out Saturday and Q13 on Sunday and road on the boat for an hour.

Reckless Jet Skier: PD Sergeant advised he had observed a jet ski spraying kids floating on a raft near the 5mph buoys at Allan Yorke Park. Operator located and cited.

MSU officers responded to the Inlet Island Park on a report of a boat collision involving a female who had been pulled by a boat. Officers responded, finding an injured 14 year old. It was determined another boat had struck the female while she was being pulled on a tube. The female suffered injuries to her left arm and back. She was taken to the hospi-tal and is expected to be ok.

Multiple parking and boat ramp issues over the hot weekend. MSU officer’s directed traffic to aid with decongesting the intersection at W. Tapps and Bonney Lake BLVD.

Officers rendered aid to an 80 year old male on a boat possibly having a heart attack. The boater made it to Allan Yorke park where officers continued to assist the unconscious male. The subject became semi-conscious until fire arrived.

SR 410 was backed up due to construction which provoked a road rage incident. Officers were dispatched and located both vehicles involved in the Wal-Mart parking lot. One of the driver’s was later cited for Reckless Driving and Provok-ing Assault.

The hot weekend weather brought a boat load of people out to Allan Yorke Park and Lake Tapps. With the large crowds also came a variety of problems, including parking congestion, out-of-town juveniles causing problems; and boating accidents. The near record breaking heat also caused the boat launch pass kiosk computer to overheat and quit functioning. The police spent a lot of time at AYP/Lake Tapps over the weekend.
