UNIFIED SPACE VISION OBJECTIVES • Set Mars settlement as the pre-eminent US policy goal (Ideally by the President at the 50th anniversary of the US landing on the moon) • Support commercial and international development of lunar resources

(Ideally US should lead a global commercial enterprise of ice to L-1 fuel depot for early and continuous use in Earth to Mars departure orbits)

• U.S. position at the Moon to lead international lunar activities from exploration modules above the Moon’s surface at L1 and L2. Initially first generation inflatable modules to later become 1st and 2nd gen rigid XM’s built by ESA, leased, bartered or licensed. Similar to the 10 – 20 HAB-LAB bases on the near side and far side. The surface activities directed by U.S. and International partners from above to conduct science and develop commercial space activities (fuel depots and resources, especially H20) While not building and landing the XM’s on the lunar surface the U.S. will assemble and connect the International Lunar HAB-LAB components and help all International partners in every way possible without U.S. Government human landings on the moon.

• Utilize missions to asteroids and Phobos to support Mars pioneering settlement

• Design and assist the development of the evolutionary exploration modules for international usage at the Moon, Phobos and Mars

UNIFIED SPACE VISION: KEY STEPS

• Apollo-Soyuz 40th Anniversary to be celebrated July 2015 by re-inviting China’s participation in the ISS

• Chinese cooperation in international lunar development will be enhanced by participation in ISS and international activities at the Chinese Space Station’s inclination at 42 degrees

• Bring the nations together in an International Lunar Operations Complex Authority (Nearside and Farside), patterned after Intelsat
