Please let us know what you think. A special thanks to Dan Walsh, Paul Cook, Debbie Naives, Lindsay Nelson, Joan Calnon, Beau Immel, Jim Pilarsky, and Regina Blasberg for your contributions to this month’s newsletter. Please keep ‘em coming! And thanks to all of you who responded d to my request for survey history information in the Santa Barbara and Ventura counties. I think we’ve gathered a lot of interesting information for this month’s newsletter and I hope we can continue sharing knowledge. A couple highlights from this month’s newsletter… When I first moved to California, I worked for Burke Blake in Buelton. While surveying, I came across an old sand-cast monument set by Frank Flournoy. See the accompanying article on page 7. The State Monument Conservation Committee is looking for a volunteer from each chapter to help formulate monument conservation guidelines. Meetings will be held via phone and Internet, so please give it some thought. See page 10 for more information about how to get involved. Also, if you would like to participate in our local JPPC, let me know. Marta Alvarez has regrettably stepped down, and we thank her for her hard work and dedication. This available position is a 2-year appointment and the meetings are held on the second Monday of each month at 5:00 p.m. at the Ventura County Surveyor’s Office. If you didn’t make last month’s meeting, our guest speaker was Regina Blasberg, , Chair of the Engineering Technologies Department at College of the Canyons. She spoke about the dynamic survey program offered at C.O.C. and the need for participants. Please see page 12 for more information about how to contact her and the courses available. Also, be sure to check out some pictures from last meeting on page 2 and the current Chapter Representatives Report on page 13. A Tale From the Field My job as a land surveyor took me to a golf course that

was expanding from 9 holes to 18 holes. Using a machete to clear thick brush in an area I was mapping, I came upon a golf club that an irate player must have tossed away. It was in good condition, so I picked it up and

continued on.

When I broke out of the brush onto a putting green, two golfers stared at me in awe. I had a machete in one hand,

a golf club in the other, and behind me was a clear-cut swath leading out of the woods.

"There," said one of the golfers, "is a guy who hates to lose his ball!"

Sign up sheets will continue to be available at our next general business meeting on May 17th, or you can contact Bill Hurdle ([email protected], 805.320.3441). Check out the pictures (to the right) from 2006’s calibration measurements. • Start Time: 7:00a.m.

• Schedule: 7:00a.m. - 11:00a.m. or

• Day 1: From each monument, measure the distance to other three, 5 direct/5 reverse (with two instruments). {[(10 x 3) x 4] x 2} = 240 distances

By popular demand, Marti will be speaking to our Chapter about NGS procedures. This is tentatively scheduled for Thursday evening, July 19th.

Hobbs Memorial Event At LA Chapter, CLSA Submitted by Debbie Naves, PLS Jerry Hovell and I attended the May 3, 2012, LA Chapter meeting that was held in memory of our friend and fellow surveyor, David Hobbs, who passed away on April 7. The event was attended by nearly one hundred people, most of them surveyors. David’s wife Christy and their two young teenage children attended also.

The card that had been signed by our chapter members at the April meeting was given to Christy, along with the donations that were stuffed into the envelope that night. We shared with Christy and her children that David had taught classes at our seminar for several years in the early 2000’s. We were among a crowd of surveyors expressing our great respect for David for his energy, passion and tireless work on monument preservation and education, and the diligence with which he preformed his survey work. The family learned the level of respect the survey community has for this most dedicated land surveyor.

CLSA members from Orange County and Riverside/San Bernardino chapters also made the trip to the meeting to pay their respects and participate in the memorial celebration. All of the meeting and raffle proceeds as well as a generous gift from the Los Angeles Chapter were given to the Hobbs family. There were many great raffle prizes with a live auction being the highlight of the evening. The auction brought at least $3,000 to help the Hobbs family. The MC was LA Chapter Past President and CLSA Treasurer Jay Seymour. Tony Cuomo from Orange County Chapter teamed with Jay for the lively auction with great results.

David Hobbs was a “one-of-a-kind” surveyor that we will always remember. His gracious wife, Christy sent a thank you card to the Channel Islands Chapter for the card and cash we sent.

A surveyor placed a parcel line stake on the edge of theseminary property prior to the construction of this magnificentlibrary structure. Unfortunately, the contractor mistook the stakeand began constructing his foundation, trenching, and forms to theleft of the stake rather than to the right as intended. The buildingwas nearly built when someone noticed that it was being built onthe neighboring land owned by Berylwood Ranch Co.

When this error was pointed out, Berylwood was graciousenough to donate one acre of their land to the Archdiocese toensure that the library was on the seminary land. This too probablyassured them a spot in heaven later on.

I have used this example of how easily things can goamuck in the surveyor's world to my students when I have taughtreal property law at the Ventura College of Law. (Submitted by Lindsay Nelson)

Who would go throughthat much work just to set a monument? I guess Frank Flournoy would. There are a number of these throughoutthe county. I think it shows the pride and confidence in his work. Look at the name on the monument (followingpage), L. Buell, of which Buelton is named after. I have also heard that Frank Flournoy once owned the propertywhere the Reagan Ranch sits. Frank Flournoy literally left his mark upon the land of the South Coast in a surveying and engineering careerthat spanned more than 70 years. A colorful character who loved a good story, he was known to his friends as“Rattlesnake Pete.” He acquired this nickname because he often wore a Stetson adorned with the rattles of snakes hehad killed in the hills of Santa Barbara County.

He was born on a Missouri farm in 1868, the son of a physician. In the mid 1870’s, the family headed west,settling for a time on a sheep ranch in Colorado. In the mid 1880’s, the family moved again, this time to California’sMerced County, where Frank’s father doctored the locals and ran a pack train business. It was here that young Frankpicked up the rudiments of surveying.

Frank and a brother soon journeyed to Carpinteria, where they opened a general store. Sitting behind a counterwas not for Frank, however, and he moved to Santa Barbara to make surveying his life’s work. There was to be no lackof opportunities.

Among his commissions was work on some of Montecito’s grandest estates, including Riven Rock, the homeof Stanley McCormick; Henry Bothin’s Piranhurst, with its spectacular tea gardens perched high above MountainDrive; and the beautiful Amour Estate, El Mirador. One of Flournoy’s areas of expertise was the creation of watersystems for many of these spectacular properties.

Flournoy also had a hand in laying out the golf courses at Montecito Country Club and La Cumbre CountryClub in Hope Ranch. He became friends with the Yeast King, Max Fleischmann, whose largesse was greatlyresponsible for construction of the breakwater at Santa Barbara Harbor. Fleischmann was an avid polo player, and inthe 1920’s, Flournoy surveyed a field for him at Serena, east of Montecito. Today, the field is part of the Santa BarbaraPolo & Racquet Club complex.

In addition to private business, Flournoy also served in a number of official capacities. He was engineer for theCity of Santa Barbara for four years and county surveyor from 1895-1915. He was also a deputy U.S. surveyor for anumber of years.

Flournoy worked on the final stages of Mission Tunnel connecting Santa Barbara with Gibraltar Reservoir.The construction of the tunnel took nine years of arduous labor and was a milestone in the history of the city. Atalmost 20,000 feet in length, at the time of its completion in 1912, it was one of the longest water tunnels in the world.

Flournoy planned roads over the Santa Ynez Range through the Refugio and San Marcos passes, he worked onthe irrigation systems in Lompoc and Santa Maria areas and designed elements of a new sewer system for SantaBarbara. In the early 1920’s, he managed the Devereux estate of Colin Campbell in the Goleta Valley, where heoversaw the construction of 16 buildings.

He was a member of the area Elks Club for 58 years and was also a member of the Rancheros Visitadores. Heenjoyed hunting and loved to tell the story of a gun once owned by Fleischmann. It was reportedly the world’s largestshotgun. It weighed 26 pounds, and one blast from its double barrels could bring down almost 200 ducks at one time.

Frank Flournoy passed away at the age of 91 in 1960. His achievements as a surveyor and engineer had trulyshaped the contours of Santa Barbara County.

A Message from The Board: Reporting Unlicensed Activity It is a violation of state law for an unlicensed individual to offer and/or practice civil, electrical, or mechanical engineering, land surveying, geology, and

geophysics unless he/she is appropriately licensed by the Board. Our Board takes this unlicensed offering and/or practice of professional services seriously. Since the Enforcement Unit is limited in its resources and cannot

proactively search for unlicensed activities, we rely on others to inform staff when unlicensed work is being offered and/or performed. The Board is asking that any listing of these services by an individual not licensed to perform those services be sent to our office for review. Licenses can be

verified on our websites, www.pels.ca.gov and www.geology.ca.gov, or by calling the Board Office. If you become aware of unlicensed and/or practiced activities, please provide us with documentary evidence of the alleged unlicensed activity. This may include copies of the advertisement, the written contract, a business card, or other documents that may support the allegation. You may choose to submit the complaint anonymously, if you wish. The goal of the Board is to ensure understanding of and compliance with the laws through education to prevent future violations and enforcement actions, when necessary.

Enforcement Unit Now Recruiting Expert Consultants The Board Enforcement Unit is recruiting professional engineers, land surveyors, and geologists with specific areas of expertise to serve as experts. Duties: Experts review enforcement complaint investigation cases for compliance with BPELSG standards and regulations. Upon completion of a review, a written report of the findings must be submitted to the Boards. Experts may also be asked to testify. Qualifications: Expertise in the area of the complaint is essential. Most cases involve residential and small business projects. LightSquared’s Amended Agreement with Inmarsat Enhances Opportunities for Increased Competition and Universal Access to Broadband Wireless Coverage Across Entire U.S.

RESTON, Va., April 20, 2012 – LightSquared announced today that it has reached agreement with Inmarsat to amend the Cooperation Agreement between the two companies.

This amended agreement provides LightSquared additional time and flexibility to use its spectrum to deploy a terrestrial 4G wireless network once all regulatory authorizations have been secured.

“This new agreement allows LightSquared an opportunity to focus its efforts on obtaining the necessary regulatory approvals to begin building the nation’s first, coast-to-coast wireless broadband system,” said Doug Smith, LightSquared’s interim chief operating officer and chief network officer. “We remain committed to fulfilling our business vision to bring world-class wireless broadband connectivity to millions of Americans.

“The renewed partnership between LightSquared and Inmarsat strengthens the opportunity for consumers across the U.S. to obtain the benefits of increased competition that LightSquared will bring to the broadband wireless market, and the only viable opportunity for rural areas of the country to obtain access to reliable broadband wireless service.”

I. regarding “Engineering Surveys” was discussed and the response is being modified so as to clearly state that CLSA does not support the Model Law •The Orange County Chapter will give a short presentation at the next meeting regarding their request to have CLSA pay for a legal opinion as to “who has standing to sue” relative to the destruction of survey monuments – but wait, there’s more.
