Maling Ebrahimpour is the Dean and Profes-sor of Supply Chain in the College of Business Administration at The University of Rhode Island. He is an active researcher and has authored or coauthored over 100 articles that have been published in scientific journals and proceedings. Most of his work focuses on various issues of quality in both service and manufac-turing companies. He received his PhD in busi-ness administration from University of Nebraska-Lincoln and has served on the editorial review board of several journals, including Journal of Quality Management, Journal of Operations Management, and Inter-national Journalof Production Research. to note that student members are not

afternoonmeetingallowstheboardtodiscussany
questionsorissuesthatmayariseduringtheBusiness
Meeting.

AttheDSIAnnualBusinessMeeting,President
Rungtusanatham shared the state of the Institute as
wellasupdatesonDSIactivity.Henotedmembership
atthetimewas2151with1365Regularmembers,44
Emeritus members and 810 student members. This
numbernearlytiesthehighestrecordedmembership
countof2169in2010.Financially,DSIisonverysolid
groundwithtotalliabilitiesandequitiesjustabove
$2,000,000,withinvestmentincomeearningcontribut-
ingnicelythepreviousyear.
RungtusanathamrecappedprogressDSIhasmade
thisfiscalyear,mostnotablytheadoptionofnewgov-
ernancedocumentsanda5-yearstrategicplan.The
newBylawsmergedthepriorConstitutionandBylaws
intoonedocument,broughtDSIintocompliancewith
all federal and state laws and enabled the Institute to
operateinamoreefficientandeffectivemanner.How-
evertheratificationofthenewBylawsforcesadop-
tionofnewregionalcharters.AdrafttemplateforU.S.
regionswaspresentedanddiscussedattheRegional
ActivitiesSummitonSaturday.WithinputfromtheDSI

INTRODUCTION
Awell-establishedfinancialsystemplaysavitalrole
inthegrowthanddevelopmentofaneconomy.The
GlobalFinancialCrisisof2008raisedseriousconcerns
abouttheoperationsoftheconventionalfinancial
system.Consequently,IslamicFinanceemergedas
analternative—presentingitselfasnotonlyresilient
enoughtoabsorbshocksbutalsocapableofproviding
fairandefficientwaysoffinancialintermediation.Is-
lamicfinancerepresentsafundamentaldeparturefrom
conventionalinterest-basedandspeculativepractices,
asitreliescompletelyonrealeconomictransactions
suchastrade,investmentbasedonprofit-sharing,
andotherwaysofconductingbusiness.Unlikethe
conventionalfinancialsystemwheremoneyiscom-
monlyconsideredacommodity,underIslamicfinance
thesolepurposeofmoneyistomeasurethevalueof
goodsandcommodities.Oneofthemajordifferences
betweentheconventionalandIslamicfinancialsys-
temsisthatthelatterdoesnotallowactivitiesbased
oninterestpayments.
Historically,therehasneverbeenafinancialsystem
basedonJudeo-Christianprinciples,eventhough
interestisforbiddenintheirreligions.SimilartoIslam,
Kennedy(1995)alsoconsidersinterestasunjustand
epitomizeditasacancerinthesocialandeconomic
bodyofacountry.Similarly,thereissignificantoverlap
betweenIslamicprinciplesandsociallyresponsible
investment(SRI),giventhatIslampreachessocial
justice,ecology,kindness,andwhatisnowadays
calledsustainability.Furthermore,Islamicfinancehas
theabilitytofosterfinancialinclusionbysupportingthe
poorsegmentofsocietythroughasset-basedandrisk-
sharingfinancing,thusultimatelyreducingsystematic
riskandmakingtheeconomymorestable(Kammeret
al. 2015).

andmoneymarkets,andinsuranceservices.The
recentworldwideshifttowardssustainabledevelop-
mentgoalsandinfrastructurefinancinghasopened
upanotheravenuefortheIslamicfinanceindustryto
makefurtherinroadsintheglobalfinancialsystem
(Ahmed,etal.,2015).Themainpurposeofthisarticle
istogiveanoverviewofIslamicfinance,itsroleto-
wardssustainabledevelopmentgoalsandinfrastruc-
turefinancing.
WHAT IS ISLAMIC FINANCE?
Islamicfinancereferstoasystemwhichfollowsthe
lawsofIslamicjurisprudence.UnderIslamicjurispru-
dence,Islamicfinancialinstitutions(IFIs)arenotal-
lowedtobeinvolvedininterest-basedtransactionsor
activitiesforbiddeninthereligion(e.g.,alcohol).IFIs
areencouragedtobeinvolvedinfinancialintermedia-
tionbasedonrisk-sharing,buttransactionsinvolving
speculationanduncertaintyareforbidden(Hassan,
Kayed,andOseni,2013;Hassan,Khan,andPaltrin-Mahyar AmouzegarResearch Feature Editor

ieri,2019).Inthismodel,riskisdividedintotwocat-
egories:legitimateriskandillegitimaterisk.Legitimate
riskiswhenonebuysacommodityinordertosellitfor
profit,relyingonthemarket.Thisriskisnecessaryfor
merchantsandisembeddedinthenatureofbusiness
andtrade.Illegitimateriskentailstakingonexcessive
riskoflosingeverythinginthepursuitofhigherprofits,
aswitnessedduringtheGlobalFinancialCrisis(GFC)
whenthemarketobservedalargedeclineinhousing
pricesandputtheoveralleconomyintorecession.
ProfitispermittedinIslam,butusuryisprohibited.A
rateofreturnbasedontheworkdoneispermitted,
butspeculationisdiscouraged.AccordingtoIslam,
investmentsshouldneitherbetoosafenortoorisky.
Suchcontractswillhavepositiveexternalitiesonthe
economyandpromotetheentrepreneurialspiritby
linkingeffortwithreturns.Profit-losssharingcontracts
inIslamicfinancealignmanagers’interestswiththose
ofinvestors,incontrasttodebt-financing.Asaresult,
suchcontractscreatepositiveexternalitiesforthe
economy.Havingnoambiguityincontractseliminates
exposuretoexcessiveriskforinvestors.Transparency
inIslamicfinancialcontractsandtheabsenceofgharar
(uncertainty)eliminateadverseselectionandmoral
hazardbydiscouragingspeculativeactivities.
Islamicfinanceproductsarebroadlyclassifiedintotwo
categories:Equity-basedproductsanddebt-based
products
EQUITY-BASED PRODUCTS
Equity-basedproductsarethecoreessenceofIslamic
financeandaredirectlyconnectedtorealeconomic
transactionswhichpromotethecultureofrisk-sharing
andreduceincomeinequalities.Therearemainlytwo
typesofequity-basedproducts:
Musharakah refers to a pure form of partnership
whereallpartiesarerequiredtoprovidecapitalandare
involvedactivelyinthemanagementofthebusiness/
project.Theprofitandlosswillbesharedonaprorata
basis.

DEBT-BASED PRODUCTS
IFIsmainlyrelyondebt-basedproductsthatarecom-
monlyusedforworkingcapitalfinancingandasset

MurabahaisasalecontractwhereIFIsbuygoodsandsellthemtotheircustomersininstallmentsto
bepaidatpre-agreedfuturedates.Thepriceofthe
goodsandprofitmarginmustbeclearlyknownatthe
timeofcontract.Oncethecontractissigned,theprice
ofthegoodsorprofitmargincannotbeincreased.
Furthermore,allfinancialinstitutionschargeapenalty
forlatepayments.UnderIslamicfinance,theimpact
ofthispenaltyisbeneficialforsociety.Insteadofmak-
ingthesepenaltiesapartoftheirprofit,acommon
practiceinconventionalfinancialinstitutions,IFIs
createacharityaccountandspenditforthewelfare
ofsociety.
Ijaraisarental/lease-basedcontractwhereIFIsselltherightstouseanassettotheircustomersfora
specificperiodoftime.Theleasedassetremainsin
theownershipoftheIFIsandcanberepossessed
byIFIsincaseofnon-payment.Generally,oncethe
leasecontractiscompleted,theleasedassetissold
backtothecustomerthroughaseparateindependent
salecontract.
Salamreferstoaforwardsalecontractwherefull
paymentismadeatthetimeofcontractanddelivery
ofcommoditywillbemadeataspecifiedfuturedate.
Salamisusuallyusedinagriculturalfinancingwhere
smallfarmersdonothavesufficientinvestmentfor
farmingtheirlands.Thecommoditytype,price,quan-
tity,quality,andplaceofdeliverymustbementioned
inthecontract.

Istasnaisalsoaforwardsalecontract,butthepriceof
therequiredproductscanbepaidasperagreement
betweenbothparties,unlikesalamwherefullpayment
mustbepaidatthetimeofcontract.
FACTS AND FIGURES OF ISLAMIC FINANCE
ThejourneyofthemodernIslamicfinanceindustry
startedinthe1960swhenthefirstcommercialIslamic
bankwasestablishedinEgypt.Thelastthreedecades
havewitnessedthetremendousgrowthoftheIslamic
financialindustryandthedevelopmentofmorethan
1,000IFIsworkingin50Muslimand40non-Muslim
countries,includingtheUK,U.S.,Australia,and
Canada.TheglobalIslamicfinancialindustryisgrow-
ingatarateof8.3%,withtotalassetsof2.05trillion
dollarsin2017(IFSB,2018)andover1,300financial
institutionsin50OrganizationofIslamicCooperation
(OIC)countries.IranandSudaneachhaveabanking
andfinanceindustrythatisfullyIslamic.Table1breaks
downtheassetsoftheglobalIslamicfinancialindustry
intermsofsectorsandregions.
IslamicbankingisthemainsectorofIslamicfinance,
havingashareof76%ofthetotalglobalIslamic
financialassets,followedbytheSukukmarketwitha
19.5%share,Islamicfundswith3.3%,andfinallyTaka-
fulassetswith1.3%.SukukisanIslamicbondwhich
isdefinedas“certificatesofequalvaluerepresenting
undividedsharesintheownershipoftangibleassets,
usufructsandservicesor(intheownershipof)the
assetsofparticularprojectsorspecialinvestment
activity”(AAOIFI,2003:pp.298)whereasTakafulis
analternativetoconventionalformofinsurancewhich
isdefinedas“IslamicInsuranceisaprocessofagree-
ment among a group of persons to handle the injuries
resultingfromspecificriskstowhichallofthemare
vulnerable.Aprocess,thusinitiated,involvespayment
ofcontributionsasdonations,andleadstotheestab-
lishmentofaninsurancefundthatenjoysthestatusof
alegalentityandhasindependentfinancialliability”
(AAIOFI,2015).
TheIslamicfinanceindustryismainlyconcentrated
inGulfcooperationCouncil(GCC),MiddleEastand
NorthAfrica(MENA),andAsiancountries.Recently,
IslamicfinancehasalsocommencedinSuriname.
ThisgivesIslamicfinanceapresenceinallsixconti-
nents.
ThegrowthoftheIslamicfinanceindustrydoesnot
dependsolelyonIslamicbanking,otherfinancial
institutions,suchasfundmanagementcompanies,

The United Nations’ paradigm shift towards
SustainableDevelopmentGoals(SDGs)
hascalledforthesharedresponsibilityof
allstakeholdersinimprovinglivingstan-
dardsandempoweringallmankind,which
willrequirehugeamountsofinvestment
incapacity-buildingassets(El-Maghrabi
etal.,2018).Thereisanestimatedyearly
gap of 2.5 trillion dollars between the an-
nualinvestmentneedsoftheSDGsand
currentactualannualinvestments(UNC-
TAD,2014).TheneedforSDGinvestmentisfurther
intensifiedbythechallengesposedbyclimateand
environmentalissues,urbanization,andsocialimbal-
ances.
AnidealIslamiceconomicsystempromotesthe
conceptofawelfarestate,supportsdevelopment-
relatedactivities,ensuresfinancialinclusionthrough
equaldistributionofwealth,andprotectstheoverall
environmentalandecologicalsystem.Inthisregard,
Islamicfinancehasthepotentialtocontributetothe
SDGgoals,whichoverlapwiththebasicobjectivesof
anidealIslamiceconomy.Thereisgrowinginvestor
interestinprovidingfundstobusinesses,non-profits,
andfinancialinstitutionsthatutilizesustainablebusi-
nesspracticesandprovideabenefittosociety.Islamic
financeaimstoprovidesocialjustice,fairness,and
anequaldistributionofresourcesthroughprovid-
ingsocialprotectiontothelessprivilegedinsociety.
Islamicbankingandfinancecanprovidethesupport
andguidancenecessaryforborrowerstosucceedin
theirbusinessventures.Risk-sharingisusedtoen-
surethatbothfinanciersandborrowersworktogether
withalignedinterestsandmutualbenefits.Poverty
alleviationisafocusinIslamicmicrofinancethatthe
industryaddresseshead-onthroughprovidingloans
that stimulate growth while not burdening the borrow-
erwithexcessivedebtfromincurringinterest.Islamic
financepridesitselfonencouragingentrepreneurship
andsharingrisktosupportentrepreneurialendeavors.
Therefore,theIslamicfinancialobjectivegoesbeyond
profitmaximizationandisinsteadfocusedonachiev-
ingsocietalprosperity.
INFRASTRUCTURE FINANCING AND ISLAMIC FINANCE
ArecentsurveybyPewResearch(2017)
projectstheworldpopulationtoincrease
by32%inthecomingdecades.Thecur-
rent total population of Muslims is 1.8 bil-
lion,with1.6billionlivinginOICcountries.
Withtheforecastedgrowthinpopulation,
theglobaleconomywillneedmorethan
50trilliondollarsininfrastructurefinancing
forprojectssuchasurbanization,well-

andtechnology-relatedprojects.Therecentfinancial
crises,alongwithothereconomicissuessuchasvola-
tilityinoilandcommoditymarketscoupledwithenergy
crisesinsomeemergingcountries,haveincreased
fiscaldeficits,especiallyintermsofinfrastructurefi-
nancing,whichdeterseconomicdevelopmentinthese
countries.Duetolimitedpublicfinancing,governments
looktotheprivatesectortoinvestinbuildinginfrastruc-
tureforsustainedeconomicdevelopment.
Overthelastdecade,Islamicfinancehasplayeda
criticalroleinfinancingawidevarietyofinfrastructure
projectsbothinIslamicandnon-Islamiccountries.The
conventionalsourcesoffinancingarelargelydebt-
basedandconsistbasicallyofrisk-shiftingfinancial
productsthatincreasesystematicriskintheworld
economyandcausefrequentfinancialcrisis.Islamic
finance,ontheotherhand,isbasedonrisk-sharing
principlesthatrequireahighdegreeoftransparency
andcreateincentivesforallstakeholderstomonitor
projects,thusmakingtheoverallinfrastructuremore
sustainable.Infrastructurefinancingcanbearranged
throughtheIslamicmodeoffinancingthroughprivate-
public-partnerships(PPP).
CONCLUSION
Islamicfinanceisoneofthefastestgrowingindus-
trysegmentsinglobalfinance.Ithasmuchpotential
forgrowthinbothMuslimandnon-Muslimcountries
becauseitscorebusinessprinciplesregardinginterest,
uncertainty,harmfulactivities,andrisk-sharinghave
universalappeal(KayedandHassan,2011).Islamic
financehasastrongpotentialtoplayadecisiverolein
supporting the implementation of the Sustainable De-
velopmentGoals(SDGs)andinfrastructurefinancing.

To be included in the proceedings and scheduled for presentation, at least one author must register for the conference by February 5, 2019.

The sessions will start on April 4th, Thursday morning at 9am and will continue through April 6th, Saturday afternoon.
The gala dinner, keynote and awards ceremony will be held on April 6th, Saturday night.
