B. Suggested teaching procedures

Stage I

Step 1: Briefly introduce why Guiyu became an ‘electronic waste terminus’; advise students to further understand the issue by browsing the websites or books provided.

Step 2: Suggest that students associate the related knowledge and concepts with the aid of a mind map based on what was learned from the Module of ‘Modern China’, so as to learn how to set the questions and ponder on the study approach.

Step 3: Ask students to answer the questions in ‘2. Understanding the background information about electronic waste and Guiyu’ based on the reference materials provided.

Step 4: Ask students to draft a ‘Project Proposal Form’ based on the knowledge and concepts developed.

Stage II

Step 5: Ask students to collect data in the approach stated in the proposal. Suggest that they document their investigations in a ‘Learning Portfolio Folder’. If practicable, schools can also arrange field trips to Guiyu for the students, so that they can understand the situation of electronic waste pollution there.

Step 6: Upon completion of Worksheet 1, ask students to assess the data collected. Remind them that in case the data collected are insufficient, the plan and methods of data collection should be adjusted and the missing information should be searched for.

Step 7: Select certain class sessions for students to give a brief oral report (Worksheet 2) on their course of data collection, so that they can share their experiences and reflect on their course of data collection.

Stage III

Step 8: Upon completion of Worksheet 3, learn the methods of data analysis using the ‘data-response questions’ for practice.

Step 9: Ask students to organize the data collected, assess different viewpoints, and include their opinions about how Guiyu can get out of its environmental problem, and deliver an oral report on the enquiry study afterwards. Suggest students that they may report with the aid of PowerPoint.

Step 10: Finally, students should hand in a written report on the enquiry study. The report may also be submitted in other formats (such as documentary, radio play, websites, etc). In case formats other than written report are chosen, teachers should remind students that a brief introduction of 300 to 1,000 words is required.

It refers to disused electronic products or their parts. Most of them contain toxic substances which are released when disassembled. They are hazardous to human health and the environment.

• As much as 20,000,000 to 50,000,000 tons of them are produced around the world each year, representing 5% of the world’s total municipal solid waste.

• The Ministry of Environmental Protection of the People’s Republic of China estimates China’s annual electronic waste output as 1,110,000 tons, representing 1% of the country’s total annual household waste.

Since advanced countries such as the US, Europe and Japan are unable to handle huge quantities of electronic waste, they export a lot of it to developing countries, such as China and India, where workers’protection and environmental laws are both imperfect. Besides, the costs are lower for developing countries to recall electronic waste. For example, the cost of recalling a computer monitor for recycling in the US is ten times as much as that in China. The advanced countries are thus highly induced to transfer their electronic waste problems to the developing countries.

Guiyu is in Chaonan District of Shantou City in Guangzhou Province. It was a place that mainly relied on agricultural production.

Guiyu has become the world’s ‘electronic waste terminus’. All kinds of toxic heavy metals and persistent organic pollutants have severely polluted the electronic waste disassembling sites and the surrounding environment.

• To save costs and due to a lack of safety consciousness, migrant workers in Guiyu usually disassemble the electronic waste with the most direct and primitive methods, thus releasing huge quantities of pollutants.

• The developed countries export huge quantities of electronic waste to China against the Basel Convention, and much of it is gathered in Guiyu for processing.

Advancement in information technology gives rise to electronic waste which severely pollutes the

environment. It is hoped that the case study of Guiyu can arouse people’s attention and concern for the

related issues.

I have gathered data about the definition of ‘electronic waste’ and the background information about

Guiyu, especially why it became an ‘electronic waste terminus’.

It gives us a basic understanding of the issue of enquiry, and helps us work out a detailed study plan.

1. These show that Guiyu has become an ‘electronic waste terminus’. The migrant workers of the electronic waste disassembling sites have to handle about 16 tons of electronic waste every day. A lot of such electronic waste is imported from overseas.

2. It is targeted at solving the problems arising from the disassembling of electronic waste, preventing them from releasing huge quantities of pollutants during the process.

The situation of electronic waste pollution in Guiyu

• Surveys of ‘Greenpeace’ revealed that the lead concentration level of all dust samples collected from factories in China was several hundred times higher than the standards of other countries in the world.

• The dust from two of the Guiyu welders’ homes was found to have much greater contents of copper, lead, tin, antimony and cadmium than that from a home of another person who does not engage in the disassembling of electronic waste.

• Comparison of sediment-like samples collected from the upper and lower reaches of the river near the acid leaching factories clearly revealed that the production activities of those factories were the sources and areas of pollution.

Related measures

• Basel Convention – As a signatory to the Basel Convention, China strictly bans the import of electronic waste. However, huge quantities of electronic waste are still imported from overseas.

• Administrative Measures on Prevention and Control of E-waste Pollution – It was formulated by the Ministry of Environmental Protection of People’s Republic of China as a legal code of practice for the supervision of electronic waste processing. However, the problem still commonly exists due to ineffective supervision.

How can Guiyu get out of its environmental problem?

• Step up the supervision of electronic waste processing. Migrant workers should be banned from disassembling electronic wastes with backward methods. Professional processing techniques are required for electronic waste items which contain heavy pollutants. The government should also provide appropriate technological support.

• Improve the management system of electronic waste disassembling workshops. Require overseers to strictly observe the related legal provisions in order to protect workers’ health.

• The government should order the reduction of electronic waste import, so as to ease Guiyu’s burden of processing them.

• Enhance education and publicity. Let workers know the hazards of electronic waste clearly to arouse their safety consciousness for electronic waste processing.
