07-08-255: Citizen Comments-~

Jessie Rollins of Bowling Green addressed the Board to thank Mr. Jones for his work inCaroline County Public Schools and to wish him well in his retirement.

Veraline Stevens of Ruther Glen addressed the Board about concerns with retaining goodteachers and being competitive with other schools in the areas of technology, computers, and

teachers.

Sandra Hughes of Ruther Glen expressed a concern about the superintendent's replacement andhis motivation in the community. The attendance policy and issues of whole and half dayswere also expressed concerns.

Paige Carter of Milford addressed the Board regarding an incident that occurred at CMS thatwas perceived as bullying. She explained her position and how she did not think the situation

was handled appropriately.

07-08-256: Consent A2enda

A motion was made by Ms. Watkins, seconded by Mrs. Redding and unanimously approved bythe Board to adopt the consent agenda.

07-08-257: A rovalofRezonin in the Lad smith Attendance Zone Action Item

A motion was made by Mrs. Redding, seconded by Mr. Anderson, and unanimously approvedby the Board to approve the rezoning in the Ladysmith Attendance Zone.

07-08-258: Pro er Insurance Renewal Action Item

A motion was made by Ms. Watkins, and seconded by Mr. Anderson, and unanimouslyapproved by the Board to approve the renewal of the property and casualty insurance for 2008-09 with the Virginia Association of Counties (V ACo) at a cost of $116,474.

A motion was made by Mrs. Redding, seconded by Mr. Anderson, and unanimously approvedby the Board to approve the submission of the 2008-09 Consolidated Application for Title I,Part A, Title II, Part A, Title II, Part D, and Title IV, Part A funds.

A motion was made by Ms. Watkins, seconded by Mr. Peatross, and unanimously approved bythe Board to approve the submission of the Title III, Part A Consortium Application. CarolineCounty Public Schools will serve as the fiscal agent.

07-08-261: Approval of the 2008-09 School Bud!!et (Action Item)

A motion was made by Mr. Anderson, seconded by Mrs. Redding, and unanimously approvedby the board to approve the 2008-09 School Budget in the amount of$36,480,828.00.

07-08-262: Auuroval of AlA AI07 1997 Abbreviated Standard Form (Action Item)

A motion was made by Ms. Watkins, seconded by Mrs. Redding, and unanimously approvedby the board to approve the AlA Al07 1997 Abbreviated Standard Form for additions andrenovations at Ladysmith Primary and Bowling Green Primary Schools and to award thecontract to A. D. Whitaker Construction submitted the low bid in the amount of $2,090,000.

07-08-263: Contractor's Application and Certification for Payment No. 19 (Action Item)

This item was deleted from the agenda.

07-08-264: Approval of Pav ReQuests from BCWH for Desi2n of Buildin2 Up2rades(Action Item)

A motion was made by Mrs. Redding, seconded by Mr. Anderson, and unanimously approvedby the board to approve the pay requests from BCWH for the design of building upgrades atBowling Green Primary and Ladysmith Primary Schools in the amount of$l03,214. 70 (75% ofthe total agreement).

07-08-265: ADDroval of Technical SUDDort Proeram Aereement with Siemens (Action

A motion was made by Mrs. Redding, seconded by Mr. Peatross, and unanimously approved bythe board to approve the Technical Support Program Agreement with Siemens in the amount of$58,332 for AC automation controls and monitoring at Caroline Middle School, LadysmithPrimary School, Ladysmith Elementary School, Bowling Green Elementary School and theAnnex, and Bowling Green Primary School.

07-08-266: Projected Shortfall in State Fundin2: (Informational Item)

Clota Gerhardt updated the Board on the projected shortfall in State funding in the amount of$307,178.92 due to a lower than projected ADM and projected shortfall of$212,915.00 in salestax. A projected shortfall in federal revenue of$2,305.00 and $19,320.93 in additional localrevenue made a total projected shortfall of$328,804.85.

07-08-267: Update of Bus Fleet anformational Item)

James Satterwhite presented an update on the bus fleet. The total number of buses was 85 with71- 64 passenger buses, 13-64 passenger buses (spares), 5 special needs buses, and 1 specialneeds bus (spare).

(Informational Item)

Anita Wallace presented the projected enrollments at Lewis and Clark Elementary School (895total students) and Madison Elementary (337 total students) for the 2008-2009 school year.

07-08-269: Un date on School Wellness Plans Gnformational Item)

Rebecca Broaddus presented an update on the School Wellness Plans. The summary reportoutlined the plans and activities that occurred throughout the school year at all six schools.

07-08-270: Uodate on Lewis and Clark Elementary School (Informational Item)

Nathan Goodsell ofMBP gave a final update on Lewis and Clark Elementary School. Hestated that they were working on the punch list, technology related items and change orders.The budget cost summary through 5-31-08 was presented.

07-08-271: Superintendent Search Results (Action Item)

At 8:02 p.m. the Mr. Sims, Chairman, handed the chair to Mrs. Redding, Vice-Chairman. Mr.Sims presented a brief report on the superintendent search stating that they had twenty-sixapplicants, interviewed eleven, and narrowed it down to a final three.

A motion was made by Mr. Sims, seconded by Mrs. Watkins, and approved by the Board toappoint Dr. Gregory N. Killough of Wise county as the new superintendent. Mr. Peatrossabstained from the vote.

At 8:05 p.m. Mrs. Redding returned the chair to Mr. Sims,

07-08-272: Closed Session

The board convened into closed session under Section 2.2-3711 (A) (1) of the Code ofVirginia, 1950, as amended, to discuss appointments, reappointments, resignations, promotions,transfers, summer school staff, and the substitute teachers' list; and for the consideration of arecommendation for disciplining a student enrolled in the school division, as authorized bySection 2.2-3711(a)(2) of the Code of Virginia, 1950 as amended- Discipline Case 06-09-08.02. A motion to convene into closed session was made by Mrs. Redding, seconded by Mr.Peatross, and unanimously approved by the Board. The Board convened into closed session at8:06 p.m.

On a motion by Ms. Watkins, seconded by Mr. Peatross, and unanimously approved by theBoard, the Caroline County School Board reconvened into regular session at 9:35 p.m. An

approved Certification of Executive Meeting, which includes a statement concerning itemsdiscussed in closed session, is attached to the minutes.

07-08-273: Action on Superintendent's Personnel A2:enda

A motion to approve the personnel agenda of the Superintendent was made by Mr. Peatrossseconded by Ms. Watkins, and was unanimously approved by the Board.

07-08-274: Action on SuDerintendent's DisciDline A!!enda

A motion to approve the Superintendent's Discipline agenda was made by Ms. Watkins,seconded by Mr. Anderson and unanimously approved by the Board.

07-08-275: Amended Motion

At 9:37 p.m. Mr. Sims, Chairman, handed the chair to Mrs. Redding, Vice-Chairman.

A motion to amend the motion to appoint Dr. Gregory N. Killough as the new superintendentby adding his salary of$120,000 per year, a $5000 annuity, and a $500 per month travelsupplement in lieu of a county vehicle was made by Mr. Sims, seconded by Mr. Peatross, andunanimously approved by the Board.

At 9:39 p.m. Mrs. Redding returned the chair to the Mr. Sims.

07-08-276: Additional Motions

A motion to reassign Mr. Harold Pellegreen to an assistant principal position was made by Ms.Watkins, seconded by Mr. Anderson, and approved by the Board on a 4 (Peatross, Watkins,Anderson, and Sims) to 1 (Redding) vote.

A motion to create a position of Director of Special Programs was made by Ms. Watkins,seconded by Mr. Anderson, and approved by the Board on a 4 (Watkins, Anderson, Peatross,and Sims) to 1 (Redding) vote.

A motion to transfer Mrs. Dolly Lindsay to the position of Director of Special Programs wasmade by Ms. Watkins, seconded by Mr. Anderson, and approved by the Board on a 4 (Watkins,Anderson, Peatross, and Sims) to I (Redding) vote.

A motion to continue to employ MBP to manage the renovations at Bowling Green PrimarySchool and Madison Elementary School was made by Mrs. Redding, seconded by Mr.Anderson, and unanimously approved by the Board.

07-08-277: Other Matters of Interest

June 23,2008 at 5:00 p.m. was set as the date for the Special School Board meeting for theEnd-of- Year Budget Close-Out.

A special meeting of the Caroline County School Board was held at 5:00 p.m. onJune 23, 2008, at the Caroline County School Board Office. Board members present were:

07-08-279: Approval of Year-End Funds (Action Item)

A motion was made by Ms. Watkins, and seconded by Mrs. Redding and unanimouslyapproved by the Board to approve in principle the expenditure of the year-end funds.

Risk Pool (Action Item)

A motion was made by Mrs. Redding, and seconded by Mr. Peatross and unanimouslyapproved by the Board to approve the resolution to join the Virginia Association of CountiesGroup Self Insurance Risk Pool.

07-08-281: Approval of Contractor's Application and Certification for Pavment No. 19(Action Item)

A motion was made by Ms. Watkins, and seconded by Mr. Anderson and unanimouslyapproved by the Board to approve the Contractor's Application and Certification for PaymentNo. 19 in the amount of$23,172.23.

At 5:35 p.m. Mr. Sims, Chairman, handed the chair to Mrs. Redding, Vice-chairman.

07-08-282: Approval of Staff Response to Requests made bv School Board Members(Action Item)

A motion was made by Mr. Sims and seconded by Ms. Watkins and approved by the Board thatno employee of the school system is required to respond to any request from any member of theSchool Board without prior approval from the majority of the Board or the Chairman. Mrs.Redding abstained from the vote.

07-08-283: Aooroval of Point- of-Contact between School Board Members and Staff(Action Item)

A motion was made by Mr. Sims and seconded by Mr. Peatross and approved by the Board ona 4 (Watkins, Peatross, Anderson, and Sims) to 1 (Redding) vote that the chairman will be thesingle point of contact with the new superintendent for the Board and all requests will comethrough the chairman.

07-08-284: Ann royal to Delay Publication of Monthly School Board Articles durin2Summer Months (Action Item)

A motion was made by Mr. Sims and seconded by Mr. Peatross and unanimously approved bythe Board that commencing with the publication of the most recent article for June, the SchoolBoard will not longer issue articles for publication to the newspaper. It was stated that theexpectation is that the Superintendent will continue the publications.

At 5:55 p.m. Mrs. Redding, Vice-chairman returned the chair to Mr. Sims, Chairman.

07-08-285: Closed Session

The board convened into closed session under Section 2.2-3711 (A) (1) of the Code ofVirginia, 1950, as amended, to discuss an assignment and a transfer. A motion to convene intoclosed session was made by Ms. Watkins, seconded by Mr. Anderson, and unanimouslyapproved by the Board. The Board convened into closed session at 5:56 p.m.

On a motion by Mrs. Redding seconded by Mr. Anderson, and unanimously approved by theBoard, the Caroline County School Board reconvened into regular session at 5:59 p.m. Anapproved Certification of Executive Meeting, which includes a statement concerning itemsdiscussed in closed session, is attached to the minutes.

07-08-286: Action on Suoerintendent's Personnel A2enda

A motion to approve the personnel agenda of the Superintendent was made by Mr. Peatrossseconded by Ms. Watkins, and was approved by the Board on a 4 (Watkins, Peatross,Anderson, and Sims) to I (Redding) vote.
