A REFRESHER TRAINING PROGRAMME FOR DY.CHIEF CONTROLLER OF EXPLOSIVES, AT HEADQUARTERS, NAGPUR A RefresherTraining Programme was organized at Head Quarters forthe Dy.Chief Controller of Explosives on 25 th , 26 th and 27 th November, 2010. All the Dy. Chief Controller of Explosives from allover India along with officers of the Head Quarters have Jarticipated in the above programme. The programme was inaugurated by Shri P.B.Yedla, Chief Controller of Explosives on 25/11/2010. In his inaugural speech, Chief Controller of Explosives has expressed that the training has a specific goal of improving ones :apability, capacity and performance. He also said that this encouraging and inaugurating event would give the participants the tools and insight they need to transform learning into performance improvement. The programme was conceived and designed by Shri T.R.Thomas, Jt. Chief Controller of Explosives, Nagpur. It was so designed to maintain, upgrade and update the knowledge, skills and working knowledge of the participants. It was designed in a >lery professional manner with a vision to be beneficial to all the participants who are leaders to take up the leadership of their Dffice in the near future. Shri T.R.Thomas has emphasized the urgent need of the refresher course. According to him, this programme will facilitate the learning in such a way that the participants could gain, learn and eventually apply the knowledge they gained, with enthusiasm and zeal in their workplace. He also said that the Organization expects greater returns on training. In this Refresher Training Programme, the faculties were the participants. A REFRESHER TRAINING PROGRAMME FOR DY.CHIEF CONTROLLER OF EXPLOSIVES,

A RefresherTraining Programme was organized at Head Quarters forthe Dy.Chief Controller of Explosives on 25th, 26th and

RESULTSFRAMEWORK DOCUMENTS (RFD) IN PESO

The Cabinet Secretariat has placed "Results Frame WorkDocument for monitoring the performance of theMinistries and Departments and attached/subordinateOrganisations and Public Sector Companies. PESO hasprepared its RFD with details of the deliverables by theOrganisation which can be monitored at the end of everyfinancial yearforthe performance of the Organisation.

The RFD highlights the Vision, Mission, Objectives andFunctions of the Organisation. The Target/Criteria Value ofsuccess indicators of each key objectives of theOrganisation has been laid down in RFD. Emphasis hasalso been put on the present value of success indicatoralong with the projected value of success indicator of theOrganisation for next two financial years. RFD alsoenvisages the interaction of the Organisation with variousMinistry/Government Agency like DIPP, New Delhi andNIC, Nagpur for achieving the goals of the Organisation.PESOshall endeavour to comply with Result Frame WorkDocumentto achieve excellence in ensuring the enhancingsafety of public and property.

FIREWORKS SAFETY- PYRO 2010

The Office of Dy.Chief Controller of Explosives,Hyderabad organized a seminar on "Fireworks Safety -PYRO 2010" along with the Fireworks Dealers Associationof Andhra Pradesh on 19th September, 2010 at MariottHotel Convention Centre, Hyderabad. The seminar wasattended by LE-3licence holders, Form '21' licence holdersfor fireworks and Shri S.Sargunaraman, Jt.Chief Controllerof Explosives, South Circle, Chennai was the Chief Guest atthe seminar. The seminar attracted vide media attentionand the following TV channels covered the proceedings ofthe seminars. (1) ETC(2) TV9 (3) TV5 (4) NTV (5) Gemini TV(6) C NEWS(7) Zee 24 Hours (8) RajTV (9) HM TV (10) A TV(11) Janata TV.

were published in all newspapers like the Hindi, BusinessLine, Eenadu, Andhra Bhoomi, Andhra Prabha, PrajaSakthi, Surya, The Rahnuma -E-Deccan Daily, The SiasatDaily and some other newspapers. The seminaremphasized on safe storage and sale of fireworks by thefireworks dealers who were issued licences by thisorganization. This seminar, first of its kind in this state,attracted vide media publicity.

MEETINGS / SEMINARS / LECTURES/ WORKSHOPS

On 26/10/2011 Shri T.R. Thomas, Jt. ChiefController of Explosives attended one day seminar on"Biomethane Upscaling challenges and opportunities"organized by MNRE in DIRECT-2010at Greater Noida. Theseminar was enriched with presentations on productionand purification of Bio gas issues related with compressionand filling into cylinders.

On 16/11/2011 Shri T.R. Thomas, Jt. ChiefController of Explosives gave a presentation on "Safety inLPG cylinder godowns" in the All India LPG DistributorsSilver Jubilee Conference and Exhibition" at Mumbai. Thepresentation dealt the safety issues of LPGgodowns withrespect to the safety distances and was well responded bythe participants Shri. R.K.Maindola Dy.Chief Controller ofExplosives also accompanied Shri. T.R.Thomas.

On 24/11/2011 Shri T.R. Thomas, Jt. ChiefController of Explosives gave presentation on "Anoverview of the safety measures in place to regulatemanufacture, import, export, transport, possession anduse of compressed gases for vehicular use in India" at the"NGV Indian Exhibition and Conference at Mumbai. In thepresentation, Shri Thomas deliberated on the safety issuesrelated to the use of Compressed Natural Gas filled in gascylinders for fuel in the automobiles. He also dealt on theissues related with the proposals for use of Hydrogen-CNGmixtures as well as Enriched Biomethane as automotivefuels in India.

issues related to Hydrogen production vis statutoryissues" at Hydrogen and HCNG Workshop" organized byM/s.lndian Oil Corporation, R&D Centre, Faridabad,Department of Energy (USA) and UNIDO. In thispresentation, Shri Thomas dealt in details the challenges inensuring safety in Hydrogen and Hydrogen Mixturefuelling in India. There were very good responses from theparticipants.

Shri. S.C Maiti, Jt. Chief Controller of Explosivesattended a discussion Panel constituted by High PowerCommittee at Port House, Mumbai appointed by Ministerof Shipping on 07/10/2010. The discussion was held on thevarious aspects of Chlorine leakage occurred in theMumbai PortTruston 14/07/2010.

Smt. A.U. Khalwadekar, Controller of Explosivesattended a Co-ordination meeting held at ONGC, Uran on26/10/2010 in order to discuss the emergency plan inconnection with the mock drill on Offsite DisasterManagement.

Shri. R.K. Maindola, Dy. Chief Controller ofExplosives attended the meeting of the Board constitutedby Ministry of Defence for export of explosives and reviewsof notification of 1959 on 27/10/2010. He also visited theKaranja Jetty for investigation. 60 Board membersparticipated in the decision making and the loadingmembers participated in the decision making and theloading operation aswell asexplosives van parking are.

The Principal Secretary, Commissioner ofRevenue Administration, Ezhialagam, Chennai organized aOne Day Workshop on safe handling and disposal offireworks waste collected from illegal manufacturingplaces to the Revenue and Police Officials on 14.09.2010 atthe Conference Hall, Collectorate, Madurai. Shri. KNagarajan, lAS., Joint Commissioner (D.M & M), RevenueAdministration, Chennai - 5 presided over the meeting.District Collectors, other Revenue and Police Officialsapproximately 80 from the nine southern districts fromTamilnadu state were participated. The requirement ofsubject workshop was to bring safety awareness amongRevenue and Police Officials while handling and destroyingfireworks seized following a devastating fire accidentoccurred on August 2010 while disposing quick match fuseseized from illegal manufacturers in and around Sivakasi.In that accident 8 officials were killed.

In the session, Shri 1.0. SasiDy.CCE., and Shri. P.Seeniraj,CE., Sivakasi office gave a Power Point presentation to theparticipants covering various topics on precautions, Do'sand Don't's to be followed while handling and disposal ofre orks. Sa pies of c emicals used in the manufacture

of fireworks, finished fireworks items were also displayedand narrated to the participants on how those items aresafely handled and stored. There was overwhelmingresponse and appreciation from all the participants andthe organizer.

A workshop on awareness for licensees of Orissa State on"manufacture, possession, sale, use and transport ofExplosives and statutory requirements under ExplosivesRules, 2008" was organized by 0/0, the Dy. ChiefController of Explosives, Rourkela on 19/01/2011 in thebeautiful ambience of Indo German Club at Rourkela. Theaim of the programme was to make aware the Mining

Industries, manufacturers of explosives and explosivedealers about the provisions of the Explosives Rules, 2008and guidelines issued by the Chief Controller of Explosivesfrom time to time.

As a part of the drive for capacity building ofofficers, Shri D.D. Mankad of M/s. Trivedi Associates,Vadodara was invited to gave a presentation on "SafetyConsiderations in Design & Installation offlammable liquidstorage tanks on 09/07/2010 for the benefit of officers ofBaroda office. The presentation was very informative andbenefited the officers immensely.

Shri Ashendra Singh, Controller of Explosivesattended a meeting organized by TOLlC, Vadodara on29/078/2010. Dr. M.L.Gupta, Director was present in themeeting. It was chaired by Shri Harjendra Singh,Commissioner of Excise.

Recycling held at Bhavangar on 17/09/2010. The meetingwas chaired by Additional Secretary, Ministry of Steel,Government of India.

A meeting of the major explosives dealers locatedin Gujarat State was organized in the office of Dy.ChiefController of Explosives, Baroda on 27/09/2010 with theaim to apprise the Explosives Industry in Gujarat about thenew guidelines being enforced by PESO to regulateexplosives transactions. 19 major dealers of Gujaratparticipated in this meeting. A demo for online filing ofquarterly returns ofthe explosives was also organized.

Shri R.C.Kaul, Dy.C.C.E.inaugurated a workshopon "Safety, new Applicatons and Advancement in LiquidTransport & Storage" organised by All India GasManufacturers Association, Western Region on08/10/2010 at Vadodara. In this inaugural speech Shri Kaulapprised the participants about the guidelines beingadopted by PESOfor LNG based storage installation andtransport tanks. Shri M.Ll.Ansari, C.E. also attended theworkshop.

Shri M.Ll.Ansari, C.E. delivered two lectures onPenalties & Procedures pertaining to Explosives &Petroleum Act and Rules framed there under at one dayseminar organized by Gujarat Safety Council on StatutoryProvisions of Industrial Safety on 21/01/2011 at Vadodara.

Shri R.C.Kaul,Dy.C.C.E.witnessed a trial run on theuse of RFIDTechnology for identification of CNG cylindersfitted in vehicles at a demonstration point in the CNGstation of M/s. Gujarat GasCo. Ltd at Surat on 22/01/2011.C.C.E. Nagpur has given trial permission for use of thetechnology for verification of its efficacy in identifying testdue cylinders fitted to CNG vehicles. The technology forthe same has been provided by Crossecom Australia.During the demonstration various scenarios were createdto verjfythe efficacy of the system.

On 15.11.2010 Shri 1.0. SasiDy.C.C.E.,attended ameeting on "The Orientation-cum-CoordinationConference and conduct of Table Top Exercise on Chemical(Industrial) Disaster" organized by Br. B.K. Khanna, SeniorSpecialist, National Disaster Management Authority ofIndia held at Collectorate, Virudhunagar, Tamilnadu.Approximately 40 participants including District Collector,9 major Sivakasi fireworks manufacturers, Officials fromInspectorate of Factories, Police Officials, Proprietors ofmajor hazardous installations in Virudhunagar Districtwere present. In the meeting the Senior Specialist stressedthe need for working out on site emergency preparenessplan for all hazardous installations including fireworksfactories and conducting of mock fire drills periodically byfireworks factories in Sivakasi. In the session Shri 1.0. SasiDy.C.C.E.,spoke about the safety measures being adoptedby the fireworks manufacturers and the periodic trainingimparted to the workers of the fireworks factories underthe Provisions of Explosives Rules.

Chief Controller of Explosives, Bhopal on"Creation of awareness for strict implementation ofExplosives Rules 2008 and to register LE-3, (Possession forSale and Possession for Use) licensees in the State ofMadhya Pradesh & Chattisgarh fortheir online submissionof Quarterly Returns in form (RE-7)". Shri. P.B.Yedla ChiefController of Explosives inaugurated the workshop. About300 nos. of LE-3 licensees of Madhya Pradesh &Chhattisgarh State were attended the workshop.
