ForewordThe year 2010 has got a distinct recognition of being a year of scams, breaking all the previous records of corruption since independence.
This little book lists some of the high-profile scams, which were unearthed in 2010 and widely discussed in electronic or print media. The losses incurred due to these massive scams have been presented in contrast with the union budget of the year 2011. The data presented in this little book are based on publicly available sources.
This little book is a small initiative to highlight the colossal impact of these scams on the society and day to day life of a common man. Though the government has repetitively blamed this on the compulsion of coalition politics, it can no more try to subvert India’s attention and awakening against pervasive corruption.
Further, I would like to thank Mr K. G. Kadam and Mr. Manish Tripathi for the vivid illustrations provided in this little book. These illustrations not only help readers to visualize the massiveness of these scams but also make this book more interesting and powerful.

Let me first congratulate Narayan for creating a great book like this.
There are several books available on the issue of corruption. However, this ‘Little Book’ is widely different from the other books. Narayan has taken an entirely different and innovative approach to bring the issue of corruption in front of us. He has brought forward the alarming facts and critical issues via his in-depth research on this subject.
News of corruption is not uncommon today. Almost every day, we are hearing some new revelations on the scams happening in our country. Our country is undergoing rough patches and is facing a tough challenge in the form of ‘massive corruption’ in our governance system. It is a war that we need to fight together because the government has no will power to root it out. It only knows how to silence the voice of common man protesting in a democratic manner. Therefore, there is an urgent need to act and deliver.
This ‘Little Book’ provides insights into the scale of corruption and why there is a need for us to check this. Alarming facts and vivid illustrations have made this book a masterpiece. This book is definitely going to prove an eye opener to those who do not actively think about such issues.
I wish that every Indian reads this book and pledges to fight the corruption. I wish good luck and again thank Narayan for this little wonder.

This figure is 45% of the total budget for year 2011-12

How Much Does it Cost the Common Man?
37% population, i.e. 44 Cr, is below poverty line
77% people (93 Cr) starve at less than half a dollar a day i.e. less than Rs 22 a day
So much is desired and could have been done were these scams not there.

Food & Employment
It would have given nearly 54 Cr people 100 days of employment for a year
This means that they need not starve for a full year.

Housing
37% population i.e. 44 Cr is below poverty line. This is equivalent to nearly 11 Cr families.
5, 38, 570 Cr. Rupees are enough to provide accommodation to all of these families.
This means that we could have solved the problem of homelessness from our country.

Education
According to 2011 census, there are 16 Cr children below the age of 6 years.
With 5,38,570 Cr in hand, we can provide free education for all of those children.
Their future could have been entirely different.

Panchayat Budgets
There are 2,50,000 panchayats in our country.
If we directly distribute this money among them, each of them could have received Rs 2.15 Cr extra .
In this amount, each village household could have received water supply at its door step.
Lacs of kilometers of concrete road (CC road) could have been constructed.
Meaning that beyond the houses of politicians and bureaucrats, and villagers could have been benefited.

Healthcare
Healthcare budget for year 2011 is just Rs. 26,760.
The amount of corruption is way beyond this annual budget.
The entire healthcare environment could have been dramatically changed for better with world class Medicare facilities.

Agriculture
Thousands of farmers committing suicides could have been saved had the government not chosen to exercise their birth right to misappropriate the public money.
Every farmer could have been free from debt while receiving a substantial amount to support his crops for the next year.

Sanitation India loses Rs 24,000 Cr
Rupees a year according to a World bank Study. “Premature deaths, treatment for the sick, wasted time and productivity, as well as tourism revenues that fail to be generated are the main reasons for these high economic losses.” – The Study
Just Imagine – How Rs 5,38,570 Cr. can help change this situation. How many people can have access to safe drinking water, safe and clean toilets, and several other facilities had such hunger for money not been there.

Who’s the Mother of All Evils?
And this is just about year 2010.
What about the 60 other years of independence?
It is beyond humankind’s wildest imaginations to calculate the loss incurred by uncontrolled corruption.
And when it comes to curbing the peaceful people movements, no stone remains unturned to suffocate the democracy.
There is a dire need to plug the loop-holes in the current inefficient and inadequate political system.

And this is Just The Tip of the Iceberg There are so many things which are unaccounted for, e.g. wide scale corruption in Public Distribution System,
implementation of MNREGA, development authorities, and various government bodies. Roots of corruption are deep into our governance system, right from the topmost place to the bottom most - right
from the prime minister office to the smallest unit of governance i.e. panchayats.

Narayan Singh Rao
Narayan works as an Intellectual Property Consultant at a leading multinational firm. He is an Electronics and Communication Engineer and graduated in 2005 from Indian Institute of Technology, Roorkee.
He was born in a remote village of Udaipur district in Rajasthan in the home of a farmer teacher. He studied in Hindi medium government and private schools. Amid poor financial conditions and with limited resources, he worked hard to clear prestigious joint entrance exam for IIT as well as the Roorkee Entrance Exam.
Apart from his job, he allocates a lot of time researching and analyzing social problems in the National and International Context. He provides valuable inputs to strengthen the movements against burning issues such as corruption, price rise, Jammu and Kashmir, black money, education, electoral reforms etc.
