An Overview

Red Ribbon Express (RRE) is the world’s largest mass mobilization campaign on HIIV/

AIDS spreading awareness and promoting services on HIV/ AIDS & health across the country and

with strong focus on multi sectoral response. In 2nd phase in 09-10, RRE directly reached 8 million

people across length and breadth of India. Red Ribbon Express Phase-III was planned to

generate awareness on issues related to HIV/AIDS & General Health. In third Phase RRE

spent 21 days at 10 different stations under 8 districts of Madhya Pradesh.

As per schedule RRE has to be open from 26th Jan. 2012 for public exhibition but

MPSACS has planned to utility 25th January 2012 for inauguration of RRE in MP at Sagar

Station. On 25th Jan. 2012 PD MPSACS has inaugurated this campaign from Sagar. During

21 days of RRE visit total 370878 people exhibited RRE.

It was a successful event as for as coverage and quality of information concerns. This

success was an outcome of effective team co-ordination between MPSACS, District

Administration of all halt points, Multisectoral response by line department, Non-

Governmental organization, Civil Society Organization, faith based organizations, Corporate

Key Strategies -

as a key strategy active involvement

of all concerning Govt. Departments

like W&CD, Panchayati Raj

Institutions, Education, Police,

Railway, Social Justice, NRHM etc

have been ensured that resulted in

better participation of Women and

youth.

Youth mobilization from

Organized and Unorganized

Sectors- participation of youth is

very important in RRE hence the

contribution of people of 15-35

age group is high in total new

infections of HIV. Stake holders

have been identified from the

organized and unorganized

sectors like School, Colleges,

Industries, Army, Police, Railway,

Labour and private sector and

contacted to ensure mobilization

of maximum youth.

Involvement of Public Representatives - Inaugural sessions an effective co-ordination of

public representative and administration was observe during 3rd Phase of RRE. At every

halt point public representative including MPs, MLAs, Ministers, PRI Members etc have

very enthusiastically inaugurated RRE. Inaugural sessions an effective co-ordination of

representatives, NGO's , CSO's has very enthusiastically inaugurated RRE. Railway has

withdrawn plat form ticket system for two days for maximizing coverage of visitor to RRE.

Innovative approaches- as per the local needs innovative approaches have been adopted to attract people and to organized RRE as an interesting event . Cultural Activities, Competitions , Magic Shows, Exhibition and other efforts have been made in platform for crowd management and to create awareness as well while Red Ribbon Bends, Panels in Buses, Posters in Main Squares, Technical Sessions and meetings in various organization for prepublicity were some of the key approaches. Mobility Support & Health Camps - some of the RRE Stations mainly Katangi Khurd and Amla was remote in reach hence special efforts for mobility support is made to ensure participation of actual target beneficiaries especially women. Similarly in collaboration with NRHM Health Mela / Camps had been organized in the RRE Station sites. Interesting and attractive things have also been arranged in the RRE Site like Jhula and Snacks etc so that festival environment can be created and comfort level could be increased for family and females.

Ownership of Local Authorities and Organizations-

• Total 8 districts of Madhya Pradesh

had been covered through Red Ribbon

Express with the 10 halt Station.

Katangi Khurd RRE halt station was

most challenging hence there is not

residential area around 10-15 KM and

the station itself is not a known one but

just the small railway station. The

Station is 22 KM away from the Katni District Headquarter. However the local

Administration has done all efforts to make the RRE successful anyways. The

District Collectors and their district teams were given full freedom to devise

appropriate District Plan best suiting their local situation, within the framework laid

down by NACO/MPSACS, for successful conduct of the show. Special emphasis

placed on engaging visitors meaningfully and making their experience enjoyable.

In all 8 districts only hand holding is done by MPSACS while local authorities in the

leadership of District Collectors owned the programme and the campaign was organized

and administered locally with the involvement of all concerning departments and the other

stakeholders.

MEDIA MOBILIZATION - in RRE districts Media Orientation through Press Conference

and Press Releases is carried out and as a response good media coverage of RRE is

achieved. Trainings sessions for Media Personnel were also organized in some of the

stati

ons.

KEY SPADE WORK-

• Meeting with MPSACS & TSU officials for planning of RRE

• Formation of teams, identification of team leaders & assigning of responsibilities to each team with detail instructions.

• Letters from PD MPSACS to District Collectors, CMHO & Station managers

• Meeting with the collectors, CMHOs , station mangers and key district officials.

• Preparation of detail micro plan with CMHOs for pre publicity, platform and on board activities.

• Identification of nodal person for each stations for coordination & continuous communication with focal persons for ensuring completion of assigned tasks.

• Time to time communication from PD, SACS with the state officers to sort out the bottlenecks

• Reaching of teams minimum three days before actual arrival date for the consolidation of preparation and bridging the gaps.

Pre-publicity Activities

IEC Division of MPSACS has planned and communicated comprehensive pre-publicity plan for each RRE Station of the State. Districts have been facilitated with technical and financial support. Various Pre-publicity activities had been administered in various districts. Major Pre-Publicity activities undertaken for RRE are as followed

1- Press Advertisement in Newspapers

2- Press Conferences

3- Media Mobilization 4- Hoardings displayed in prime locations 5- Mike Announcements 6- Social Networks 7- Panels in Buses and Auto Rikshaws 8- Interdepartmental support 9- Rallies 10- Folk Performances

11- Messaging through AIR, Private FM Radio and Doordarshan At every halt station pre-publicity activities was carried out in co-ordination with department of Women and Child Development, Rural Development, Public Health and Family welfare, Local Self Governance Bodies, Education Department, Nehru Yuva Kendra, N.S.S, NCC, Armed forces, police, Railway, Auto Union Associations, Civil Society organization, Traders Associations. Rallies, Announcement through public addressing systems, News paper advertisement and local cable networks, Folk performances etc. were used as means of publicity.

Plat Form activities - With the help of local line departments, NGO's and MPSACS partner organization, we have displayed exhibition on plat form to mobilize crowd. MPSACS has also hired Folk show performers (Folk Troups and Magician) Cultural activities like song, drama, folk performances were also presented by schools, various organizations. IEC material was distributed to all most every individual who visited plat Form during visit of RRE.

On train Exhibition

During visit of 21 days RRE was exhibited to 370878 visitors. Out of this 222539 were Male and 148339 Females has participated in RRE Exhibitions. The most wonderful thing observed during exhibition was that all the visitors are from different segments of society. People from long distance villages, Auto Riksha Drivers, Youth from education institution, Out of school youth, women from SHG's, daily-wage laborers departmental official, employee of corporate, Unorganized laborers, departmental employees, arm forces personnel, hawkers etc. everybody has enjoyed the ultramodern and interesting exhibitions.

Training

Total 5816 individuals in 105 batches has been trained on basic of HIV/AIDS, stigma

discrimination and role of departments in prevention, care and support. At Coach No.5

batch wise training of frontline workers of various department was done by trained

trainers and representative of district level network of PLHIV.

HIV Testing , STI and General Health services - In 3rd Phase of RRE total 7496 individuals

including 5918 Male and 1578 Females was tested at Coach No.6. All these individuals were

self motivated and voluntary came forward knowing their HIV status total. Total 1143

individual received services for STI.
