On April 30, 1970, President Richard M. Nixon announced that U.S. and SouthVietnamese forces were moving against enemy targets in Cambodia. Minutes after theannouncement, student-organized protests were underway at Princeton and Oberlin College.Within a few days, strikes and other protests had taken place at scores of colleges anduniversities throughout the country. Some twenty new student strikes began each day.

The expanding wave of strikes brought with it some serious disturbances. One of theseoccurred at Kent State University in Ohio, where the governor sent approximately 750 OhioNational Guardsmen to quell the disorders. On May 2, the Reserve Officer Training Corps(ROTC) building at Kent State was set afire. On May 4, Kent State students attending arally on the university commons were ordered to disperse by the National Guard. Afterstudents failed to comply with the order, National Guardsmen fired tear gas followed by liveammunition into the crowd. After thirteen seconds of shooting, four students were dead andnine were wounded.

During the four days that followed the Kent State deaths, there were a hundred or morestrikes each day. A student strike center located at Brandeis University reported that byMay 10, 448 campuses were either still affected by some sort of strike or completely closeddown.

Ten days after the events at Kent State, demonstrations took place at Jackson StateCollege, a black teacher's college in Jackson, Mississippi. On the night of May 14, protestersset fires and overturned a dump truck, while unrelated persons mistaken for students threwbricks and bottles at passing white motorists. Seventy-five city and state policemen arrivedto protect the fire fighters, then remained on campus and backed demonstrators up against awomen's dormitory. Following a brief confrontation, the officers fired at the students andinto the residence hall. According to Federal Bureau of Investigation estimates, over four-hundred rounds hit the building. Two students were killed and at least twelve werewounded. Other schools joined the student strike, and many temporarily suspended classes inmemory of those killed and wounded at Jackson State. By the end of May, according tostatistics compiled by the Urban Research Corporation, nearly one-third of the approximately2,500 colleges and universities had experienced some form of protest activity. The high pointof the strikes came during the week following the deaths at Kent State.

Following the tragedies at Kent State University and Jackson State College, PresidentNixon established the President's Commission on Campus Unrest on June 13, 1970. Thecommission held its first meeting on June 25. During the next three months it conductedsixteen days of public hearings in Washington, D.C.; Los Angeles, California; Jackson,

Mississippi; Kent, Ohio; and Albuquerque, New Mexico. Witnesses provided a cross-sectionof opinion regarding campus unrest. In addition, the commission staff conducted intensiveinvestigations in Jackson, Kent, and Lawrence, Kansas, and visited many other colleges anduniversities throughout the country. Staff teams interviewed students, faculty members, andschool administrators. The commission received and solicited a variety of papers fromscholars and other experts on subjects concerning campus unrest. In addition, commissionstaff members conducted extensive research and prepared studies on such topics as thecauses of student unrest, conditions necessary for the establishment of a nonviolent andsecure atmosphere, analysis of the parameters of the First Amendment, and restructuring ofthe ROTC. The commission's findings address the principal causes of campus violence andthe breakdown of the orderly expression of dissent on campuses; suggest specific methodsand procedures through which student grievances could be resolved by means other thanforce; and outline practical steps that could be taken by government, university, and collegeadministrators, as well as by students, to minimize the dangers attendant upon expressions ofdissent. Scholars will gain insight into a period that tested America's dedication to freespeech.

SCOPE AND CONTENT NOTE

University Publications of America (UPA) filmed the records of the President'sCommission on Campus Unrest (PCCU) from holdings at the National Archives in CollegePark, Maryland. President Richard M. Nixon established the commission in June 1970following the student shootings at Kent State University and Jackson State College duringprotests against the invasion of Cambodia. The commission focused its investigation onevents during the spring and summer of 1970, though it gathered materials on unrest andactivism from 1965. The commission released its final report in October of 1970 and thendisbanded. The records include public opinion correspondence, reports on campus incidents,published articles and position papers, press clippings, student field interviews, surveys andstudies, transcripts of the commission hearings, and drafts of the final report.

The files are organized in seven series. The Chairman's Files, found on Reels 1 and 2,include alphabetical files, correspondence with executive departments, and miscellaneousfolders. On Reels 2 through 6 the Executive Director's Files are arranged alphabetically bysubject. These files contain reports on colleges and universities, correspondence, and witnessfiles including testimony transcripts and biographical materials.

The Staff Working Papers constitute the most substantial portion of the records. SpanningReels 9 through 18, the files include studies of student and campus life, student interviews,testimony transcripts, legal briefs, and other materials collected by the commission. Followingthe Staff papers are drafts of the Report to the President on Reels 18 through 20. Reels 21through 23 contain Materials Sent to the Commission--by the Staff, chronologicallyrecording all materials transmitted between June and October and iterating many documentsfiled in other series. The collection concludes with Typed Transcripts of Public Hearings,recording sixteen days of testimony by political and community leaders, students, faculty,administrators, and representatives of law enforcement. The commission conducted thesehearings in Washington, B.C., California, Mississippi, Ohio, and New Mexico.

The commission comprised nine members: former Pennsylvania Governor William W.Stanton as chairman, Stanford Law School dean Bayless Manning, Boston College professorMartha Derthick, Howard University President James E. Cheek, Cleveland public safetydirector Benjamin Davis, New Haven police chief James F. Ahren, National Bar AssociationPresident Revius Ortique, Christian Science Monitor editor Edwin Canham, and JosephRhodes Jr., a young Harvard Fellow. Rhodes' comments on the responsibility of theadministration for the shootings prompted Vice President Spiro T. Agnew to demand hisremoval, but Rhodes remained on the commission. In addition to the commissioners,W. Matthew Byrne Jr., a lawyer with close ties to the Nixon administration, was appointedchief of the PCCU staff. Joseph Rhodes bypassed Byrne's investigative staff and assembledhis own team of student researchers, who submitted independent reports to the PCCU files.The political differences between the commission and its staff simmered below the surfaceuntil the commissioners rejected report drafts produced by the staff and recruited Yaleprofessor Kenneth Keniston to compose the final report.

PCCU files reflect the conflicting views of the nation during a politically charged summer.A primary objective of the commission was to identify the causes of unrest, and in testimony,

press, and position papers many answers emerged. Senator Edward M. Kennedy testifiedthat the protests could not be separated from the Vietnam War. Earth Day founder DenisHays agreed but also implicated the destruction of the environment. Others drew adistinction between the actions of white activists and African American students demandingequality. Conservative observers differed as well, as San Francisco State College PresidentS. I. Hayakawa suggested students were merely bored and proposed developing alternativesto the college enrollment. National Guard Adjutant General Sylvester Del Corso hypothesizedthat unrest originated with outside Communist agitators. Psychologists and private citizensalike argued the students' behavior was a result of overly permissive childhoods. If thecommissioners had hoped to establish a starting point on common ground, their recordsindicate they were disappointed.

Though no less controversial, the campus demonstrations were more tangible topics ofanalysis. The commission was formed in response to Kent State and Jackson State, butviolence on other campuses continued to erupt, filling the files with detailed reports andadding locations and witnesses to the regional hearings. At the University of California,Santa Barbara, police shot and killed a student who was extinguishing a fire set during ademonstration, though his death was ruled accidental. In response to the Kent State tragedy,students at the University of New Mexico, Albuquerque, attempted to lower flags to half-mast, only to be met by members of the National Guard armed with bayonets. Students andmembers of the press described to the commission the gruesome stabbings that followed. InJune, students at Hobart College were outraged to learn that Thomas "Tommy the Traveler"Tongyai, a drug dealer and agitator who assisted in the bombing of a Reserve OfficerTraining Corps (ROTC) building, was on the police department payroll. In July, a formerstudent at the University of Kansas, Lawrence, was killed by police, sparking days ofprotests culminating in another fatal student shooting. Then, between the commission's lasttwo hearings in August, a bomb was detonated at the Army Mathematics Research Centerat the University of Wisconsin, Madison, killing a graduate student. The commission was notprepared to respond to the summer events, but the collection captures the public reaction andthe effect of the continuing violence on testifying witnesses. The events shaped thecommission's discussions on the antiwar movement, historically black colleges anduniversities, undercover police, campus defense research, and freedom of expression.

By the end of the PCCU investigation, the commission had gathered information on oversixty schools, and more than 125 witnesses had testified. Commissioners interviewedstudents wounded by police bullets, law enforcement officers speaking with lawyers present,and worried community members, all before vocal audiences in packed hearing rooms. Aftertraveling to California, Mississippi, Ohio, and New Mexico, the commission released aneight-chapter report covering the roots of unrest, African American students,recommendations for law enforcement, and proposals for administrative and federal reform.The commission released separate reports on the events at Kent State University andJackson State College.

The brief life of the PCCU might seem to diminish its overall significance; however, thefiles of the commission succeed in isolating a dramatic few months from the chaotic timesthat came before and after. The result is a vivid look at the initial emotions and reactions toevents that are now recognized as defining moments in the student antiwar movement.
