1.1Whatsaccountability? ThinkTask:Canyoupauseforaminute,andthinkwhatsaccountability,particularlyin Afghanistan? Accountabilityisoftenusedsynonymouslywithsuchconceptsasresponsibility, answerability,enforcement,liabilityandothertermsassociatedwiththeexpectationof accountgiving.Asanaspectofgovernance,ithasbeencentraltodiscussionsrelatedto problemsinboththepublicandprivate(corporation)worlds,accordingtoWikipedia. AccountabilityisdefinedasAisaccountabletoBwhenAisobligedtoinformBaboutAs (pastorfuture)actionsanddecisions,tojustifythem,andtosufferpunishmentinthecase ofeventualmisconduct. InherAssessingtheNationalSolidarityPrograminAfghanistan(2007)YamaTorabidefines accountabilityasaprocessoraprinciplebeyondonescontroltobeheldaccountablefor onesaction. Heremphasis:Thiscancompriseanactorsperformanceonthebasisofaformalcontract, butalsoonesconcernsforreputation(commitmenttolocalpopulations,professionalismor ethicsofwellspendinginIslam)throughinformalnorms.
