MissionTheEducationalLeadershipandPolicyProgramaspirestobeaworldleaderinthepromotionofsocialprogressandeducationaladvancementthroughcutting-edgeresearch,bothpureandapplied,andchallenginggraduate-levelinstructionwhichaddressesquestionsofeducationalpolicyastheyaffectourcommunitiesatthelocal,state,nationalandinternationallevels.Wevalueacultureofacademicfreedom,intellectualcuriosity,opencommunication,andacademicrigoraswellastheinstitutionalsupportsnecessarytosustainsuchaculture.DoctoralDegreeProgramThePh.D.inEducationalLeadershipandPolicyisdesignedforindividualswhoseekpreparationforpositionsinresearch,policydevelopmentandanalysis,universityorcollegeteaching,and/oradministration.Theprogramincludesabroadcurriculum,encompassingthedepartmentalcoreofcourses,aninterdisciplinarycomponent,aresearchcomponent,andamajorarearelatedtooneoffourmajors:EducationalLeadershipandAdministration(EDA),EducationPolicyandEvaluation(EPE),InternationalandMulticulturalEducation(IME),andHistoryandPhilosophyofEducation(HAPE).Thesemajorsfallwithintwodegreeprograms:EducationalLeadershipandPolicy(EDA,EPE)andFoundationsofEducation(IME,HAPE).ApplicationIfaprospectivestudentaspirestojoinourintellectualcommunity,thefollowingmaterialsneedtobesubmittedwiththeonlineapplicationavailablethroughtheOfficeofGraduateAdmissions(https://admissions.fsu.edu/gradapp/):

AdmissionAdmissionisgovernedbyrequirementsstatedinthe“Admissions”chapteroftheGraduateBulletin,andbystandardsadoptedbytheprogram.ItisexpectedthatsuccessfulapplicantswillpossessaMaster’sdegreefromanaccreditedinstitutionwitha3.5GPAonafour-pointscale(orequivalent).Inexceptionalcircumstances,therequirementforaMaster’sdegreemaybewaivedprovidedtheapplicantmaintaineda3.0inthelast60hoursofundergraduateworkandcandocumentrelevantprofessionalexperience.

Inadditiontothegradepointaveragerequirement,successfulapplicantstypicallypresentcompetitiveGREscores.AllGREscoresmustbewithinarecentfive-yearperiod.Forinternationalstudents,aTOEFLscoreof550orbetterisrequiredinadditiontotheGREscores.Pleasenotethatthedoctoralprogramishighlyselectiveandenrollmentislimitedonayearlybasis.Meetingminimumrequirementsisnoguaranteeofadmission.Otherfactorsthatarecentraltotheadmissionsdecisioninclude,butarenotlimitedto,leadership,policyand/orinternationalexperienceineducationorrelatedareas,highmotivationtoachievepersonalandprofessionalgoalsconsistentwiththeprogram’smission,andoutstandingwrittenandoralcommunicationskills.Theadmissionsprocessisintendedtoestablishaculturallydiverselearningcommunitythatwillpromoteacultureofcriticalinquiryandencourageeducationaltransformationandchange.FinancialAssistanceAssistantshipsandFellowshipsAlimitednumberofgraduateassistantshipsareavailabletoqualifieddoctoralstudentswhoenrollfull-time.Graduateassistantsareexpectedtocontributetheirtimeandenergytoresearch,teachingorserviceprojectsassociatedwiththeDepartment,affiliatedcenters,individualfacultygrantprojects,orexternalagencies.Additionally,highlyselectivedoctoralfellowshipsandscholarshipsareavailablewithintheCollegeofEducationandtheUniversity.ConsulttheGeneralBulletin-GraduateEditionforinformationonUniversityscholarships,fellowships,andassistantships.GotothefollowingwebsiteforadditionalinformationonUniversityfellowshipsandscholarships:http://www.gradstudies.fsu.edu/Funding-AwardsGotothefollowingwebsiteforadditionalinformationonCollegeofEducationscholarships:http://education.fsu.edu/student-resources/scholarships-and-aidFloridaStateUniversityrequiresgraduatestudentstobeenrolledfull-timetoqualifyforassistantshipsorfellowships.Agraduateassistantwithaonequarter-time(tenhoursormore)perweekassistantshipmustcarryaminimumofninecredithourstoqualifyasfull-time.Graduatestudentsfinancingtheireducationthroughloanprogramsshouldnotethatmostlendersrequirestudentstoverifythattheyarecarryingafull-timecreditload.Studentsreceivinganassistantshipasagraduateassistant,researchassistant,teachingassistant,orcoursementoraresubjecttoannualreview(seeAppendixF).

TuitionWaiversFullorpartialtuitionwaiversareoftenavailablewithqualifyinggraduateassistantships.Thesewaiversareawardedonasemester-by-semesterbasisandmayvarydependingonthefundingsourceoftheassistantship.Tuitionwaivercoverageforanystudentshallbelimitedtoafive-yeareligibilityperiod.Thisperiodwillbeginfromthepointoffirstappointmentasagraduateassistant.ExceptionstothisrulemaybeconsideredbytheELPSDepartmentAdvisoryCommitteebysubmissionofastatementofappealfromthestudentandthestudent’smajorprofessor.Thestudent’sannualreviewmaysubstituteforthemajorprofessor’sstatement.CollegeofEducationDoctoralFundingPolicy.Fordoctoralstudents,tuitionwaiversmaybeusedforpre-dissertationcourseworkforthreeacademicyears.Fordoctoralcandidates,tuitionwaiversmaybeusedforamaximumof54dissertationcredits,or6semesters,witha2-semesterwarningat36credits.Bothoftheselimitstodoctoraltuitionwaiverfundingapplyregardlessoffundingsource.QuestionsabouttuitionwaiversanddeadlinesforregistrationandwaiverapplicationsshouldbedirectedtoJimmyPastrano,theDepartment’stuitionwaivercoordinator,intheEducationalLeadershipandPolicyStudiessuite–Stone1209(850-644-6777).EstablishingFloridaResidencyStudentswhorelocatetoFloridatoconductgraduatestudiesatFloridaStateUniversitymaywishtodeclareFloridaresidencytoqualifyformuchlowerin-statetuitionrates.OneyearaftermovingtoFlorida,newresidents,includingthoseparticipatingintheAcademicCommonMarketscheme(seebelow),mustcompletetheResidencyClassificationFormandsubmitittotheGraduateOfficeofAdmissionspriortothebeginningofthesemesterforwhichin-statetuitionratesaredesired.Inordertoestablishevidencethattheresidencyadjustmentrequestisnotbeingmadeforthesolepurposeofobtainingin-statetuitionrates,newFloridaresidentswillneedtoprovideevidenceofnon-scholastictiestothestateofFlorida.Suchevidenceincludes,butisnotlimitedto,obtainingaFloridadriver'slicense,obtainingFloridavehicleregistration,becomingregisteredtovoteinFlorida,owningpropertyinFlorida,employmentinFlorida,andsoforth.Studentswhohaveobtainedagraduateassistantshiparestronglyencouragedtobegintheprocessofestablishingresidencyassoonaspossible.Afteroneyearofretainingagraduateassistantposition,onlyin-statetuitionwaiverscanbeissuedtostudentshopingtocontinueworkingasgraduateassistants.Internationalstudentsareexemptfromthispolicyduetotheirineligibilitytoobtainresidency.FormoreinformationregardinghowtobegintheprocessofsecuringFloridaresidency,pleasevisitthefollowinglink:http://admissions.fsu.edu/residency/

AcademicAdvisor

DiagnosticExamination

Everystudentwhohasbeenadmittedtoworktowardadoctoraldegreewithinthedepartmentmust,duringthesixthweekofthesecondsemesterafteradmission(or,forpart-timestudents,afterthecompletionofthreecourses),completeadepartmentallyadministereddiagnosticexamination.Thisexaminationwillbedesignedtoappraisethestudent'sabilitytopursuethedoctoraldegreeinthefield.

Itisthestudent’sresponsibilitytoregisterforthediagnosticexamfor0credithoursduringthesemesterforwhichtheywilltakethetest.

A.Content&Format

Thisexamconsistsofreadinganarticleselectedbyfacultyinthemajorandrespondingtoaseriesofquestionsinaeight-hourtake-homeexamaccessedandmanagedthroughCanvasandsubmittedtoTurnItInviaCanvas.Thediagnosticexamiscomprisedoftwoparts.Thefirstpartfocusesonarticlecritiqueandthesecondpartisanin-depthdiscussionofstudents’researchinterests.Thestudentsarerequiredtoaddressallthequestionsoutlinedunderpart1andpart2below.Studentsarerequiredtoattemptandcompletepart1ofthisexamduringthe8hoursontheassigneddateinthe6thweekofthesemester.Thispartoftheexamismeanttoevaluatestudents’abilitytocriticallyengagewithpublishedresearch.Part2oftheexamfocusesonresearchinterestsofthestudentsandismeanttofacilitatestudentstodeveloparesearch-orientedapproachtoeducationalissues.Studentsareexpectedtodevelopthispartoftheexaminadvance.Theywill,however,submitpart2oftheexamalongwithpart1.

Part1:ArticleCritique(nomorethan6pagesintotal;double-spacedand12font)

8. Studentswhopasstheexamarerequiredtomeetwiththeirmajoradvisorandanadditionalfacultymember,whoshouldbeselectedincollaborationwiththemajoradvisor,bythe12thweekofthesemester.Thestudentwillofficiallypassthediagnosticexamonlyafterthemajoradvisorandthefacultymemberhavesignedoffontheirprogramofstudy.

9. Studentswhoreceiveconditionalcontinuanceontheirsecondattemptarerequiredtoworkwiththeirmajoradvisortodevelopstrategiestoimprovetheirresearch,conceptual,methodologicalskills,and/orlinguisticcapabilitiestosucceedingraduateschool.

10. Studentswhoreceiveconditionalcontinuanceontheirsecondattemptwillretaketheirdiagnosticexaminfullinthefollowingspring(orayearfromtheirfirstattempt).

11. Thestudentswillreceiveeitherapassorfailontheirthirdattempt.Ifstudentsreceiveafailinggrade,theywillnotbeabletocontinueintheprogram.

C.Process

1. Timing:Allstudentsarerequiredtotakethediagnosticexamsduringthesixthweekofclassesinthesecondsemesterafteradmissionorafterthestudenthascompleted3coursesforthosewhoattendpart-time.

2. TheELPExamcommitteewillevaluateandgradethediagnosticexam.3. Studentswhopasstheexamarerequiredtomeetwiththeirmajoradvisorand

anadditionalfacultymember,whoshouldbeselectedincollaborationwiththemajoradvisor,bythe12thweekofthesemester.Thestudentwillofficiallypassthediagnosticexamonlyafterthemajoradvisorandthefacultymemberhavesignedoffontheirprogramofstudy.

CourseRequirementsTheEducationalLeadershipandPolicyprogramofstudyleadingtothePh.D.degreeconsistsofeighty-eight(88)credithours,ofwhichtwenty-four(24)arerequireddissertationhours.Oftheremainingsixty-four(64)credithours,thirty-one(31)areELPcorerequirements.Eachmajorhasadditionalrequiredcoursesthatstudentsalsoneedtoconsultwhendecidingonaprogramofstudy(seebelow).AcourserequirementsworksheetcanbefoundinAppendixC.Core

Part1,ResearchMethodologies:Studentswillbeaskedtodemonstrateanunderstandingofabroadarrayofresearchmethodologiesandthetypesofquestionsthemethodologicalapproachesarebestsuitedtoanswer.Part2,MajorAreaKnowledge:Studentswillbeaskedtoexploreanissueineducationrelatedtotheirareaofmajor.

Part3,ResearchProposal:Studentswilldeveloparesearchproposalfollowingestablishedguidelines(seeAppendixC)thatdemonstratestheirabilitytodesignindependentresearch.Thepurposeoftheresearchproposalistoascertainwhetherthestudenthastheconceptualandwritingskillstodesignacoherentindependentresearchproposal.Whileastudentmayconsultwiththeirmajorprofessortodiscusspotentialresearchtopics,questions,andrelevantliterature,studentsaretowritetheresearchproposalindependently.TheresearchproposalwillbesubmittedinadvanceofthecommencementofParts1and2anduploadedtoCanvasthroughTurnItIn.

Part4,OralDefense:StudentsorallydefendtheirresearchproposaltothethreedepartmentalmembersoftheirrespectiveSupervisoryCommittees.

B.Format

Parts1and2:Inatimedelimited“take-home”exam,studentswillrespondtoatotaloffourquestionsamongeightposed.Eachresponseshouldbebetween8to12pagesexcludingthecoverpageandreferences,followingthelatestAPAformat.Theexamwillbeaccessed,managed,andsubmittedthroughCanvas(asitedevotedtodiagnosticandpreliminaryexams).Indownloadingandaccessingtheexam,studentswillberequiredtoagreetotheFSUAcademicHonorcodeandsubmittheirresponsesthroughTurnItIn.StudentswillhavefromFridayat5pmattheendofthefirstweekofthesemestertoMondayat10amatthebeginningofthethirdweekofthesemestertocompletetheexam.

Part3:Studentsmustfollowtheresearchproposalguidelines(seeAppendixC)andsubmittheirresearchproposalofnomorethan20pagestoTurnItInviaCanvas.Tables,figures,andreferencelistsarenotcountedtowardsthepagelimit.Theresearchproposalisduebythestartofthefirstdayofthepreliminaryexamsession(i.e.,Fridayat5:00pm).Part4:Studentsshouldscheduleadefenseoftheresearchproposalduringthesixthorseventhweek.However,theymayproceedwiththescheduleddefenseonlyafterreceivingtheresultsofParts1and2,passingallfourquestions.

C.Evaluation

Parts1and2:TheExamCommitteeconsistsofthreemembersofthefacultywhoservefortwoyearsonarotatingbasis.Thecommitteereceivesandreadseachexamwithoutknowledgeoftheidentityoftheauthoroftheexam.Astudent’smajorprofessormustrecusehimorherselffromtheadvisee’sexamreviewifservingonthecommitteeduringthatyearandwillbereplacedbyanotherfacultymember.TheExamCommitteewillevaluatethestudents’responsesonbasedontherubricbelow(endofthisevaluationsection).Theresultswillbeannouncedtothestudentnolaterthantheendofthefifthweekofclasses.Informationtothestudentswillincludethecommittee’snumericalassessmentandadditionalqualitativefeedbackoneachofthefourquestions.Thiswillbethecaseforastudent’sinitialattemptfortheexamaswellasforanysubsequentrewriteorsecondattemptoftheexam.

Therearethreepossibleoutcomesforthefirstattemptofthepreliminaryexam:

1. Ifastudentpassesallfourquestions,thestudentmayproceedwiththeoraldefenseoftheresearchproposal(Part4).ThisoraldefensemustoccurbytheendoftheseventhweektoconvertanyDirectedIndependentStudy(DIS)hourstodissertation(DISS)hours.Allstudentsarerequiredtosuccessfullydefendtheresearchproposalsubmittedduringthefirstweekbytheendofthesemestertoreceiveapassinggrade.

2. Ifastudentfailsonequestion,thestudentwillbegivensevendaystore-

writeandre-submitthatquestionbasedonthecommitteefeedback.Ifthe

studentthenpassesthequestion,thestudentmayproceedwiththeoraldefense.Ifthestudentdoesnotpassthatquestion,thestudentwillfailthefirstattemptofthepreliminaryexamandmayattemptthefullpreliminaryexaminthesubsequentofferingoftheexam.

3. Ifthestudentfailstwoormorequestions,thestudentwillfailthefirstattemptofthepreliminaryexamandmayattemptthefullpreliminaryexaminasubsequentofferingoftheexam.

Inthecaseofasecondattemptoftheexam,therearethreepossibleoutcomes:1. Ifthestudentpassesallfourquestions,thestudentcanproceedwiththeoral

defenseoftheproposal.

2. Ifastudentfailsonlyonequestion,thestudentwillbegivensevendaystore-writeandre-submitthatquestion.Ifthestudentthenpassesthequestion,thestudentmayproceedwiththeoraldefenseoftheproposal.Ifthestudentfailsthequestionagain,thestudentwillfailthesecondattemptofthepreliminaryexam

3. Astudentwhofailsmorethanonequestionwillbeassignedafailinggrade

onthesecondattemptofthepreliminaryexam.

Inanyresubmissionorsecondattemptoftheexam,followingtheFSUAcademicHonorPolicyonmultiplesubmissions,studentsarenotallowedtosubmitthesameresponsemultipletimes.

Parts3and4:Thestudent’ssupervisorycommitteewillevaluateParts3and4,theresearchproposalandtheoraldefense.Ifthecommitteefindsthattheresearchproposaldoesnotmeettheappropriatestandard,studentswillhaveoneadditionalopportunitytosuccessfullyreviseandre-defendnolaterthanthe7thweekofthefollowingsemester.Ifthestudentdoesnotproducearesearchproposalthatmeetstheappropriatestandard,thestudentwillfailthefirstattemptofthepreliminaryexam.Studentswhofailparts3and4(theresearchproposalanddefense),butpassparts1and2(thetake-homeessayportion)donotneedtoattemptthefullpreliminaryexaminafutureadministrationoftheexam.Instead,astudentwhofailsthefirstattemptofthepreliminaryexamasaresultofonlyfailingparts3and4needonlyattemptparts3and4inasecondadministrationoftheexam.

FailingGradeAstudentwhoisassignedafailinggradeonthesecondattemptoftheexamisnolongereligibletocontinueintheprogram.However,thestudentmayapplyforadmissiontoanotherterminaldegreeprogram(e.g.,Specialist)inthedepartment.Applicationtotheprogramandapprovalforcompletionofthenewprogramwillbereviewedbytheprogramfacultycase-by-case.

DissertationDefense

Thedefenseofdissertationwillbeoral.Responsibilityforsuggestingthetime,designatingtheplace,andpresidingattheexaminationrestswiththemajorprofessor.Theexaminationmustbecompletedatleastfourweekspriortothedateonwhichthedegreeistobeconferred.PleaseseetheFSUacademiccalendar(Registrar)ortheGradSpacesectionofyourCanvassiteforspecificdatesforeachacademicterm.

Asanacademiccourtesy,thedissertationmustbesubmittedtoeachmemberofthesupervisorycommitteeatleastfourweeksbeforethedateoftheoralexamination.Thesupervisorycommittee,thechairofthemajordepartment,andsuchothermembersofthefacultyappointedbytheacademicdeanwillconducttheexamination.Allmembersofthegraduatefacultyareinvitedtoattend.Atleasttwoweekspriortothedateoftheexamination,thestudentormajorprofessorwillpresentanannouncementofthedissertationtitleandthedateandplaceoftheexaminationtotheOfficeofAcademicServicesandInternSupport(OASIS).ConsulttheRegistrationGuideforthedeadlinedates.

Dissertationdefenseresultssignedbyallcommitteemembersandthedepartmentchair.Allcommitteemembersandthestudentmustattendtheentiredefenseinrealtime,eitherbybeingphysicallypresentorparticipatingviadistancetechnology.Ifexceptionalemergencycircumstances,e.g.medicalorotheremergencysituations,preventtheparticipationofacommitteememberthenitmaybenecessarytoarrangeforanadditionalappropriatelyqualifiedcolleaguetoattendthedefense.AminimumoffourmemberswithGraduateFacultyStatusmustparticipate(FSUGraduateBulletin,CollegeofEducation).

APPENDIXD–UniversityPreliminaryExamPolicySatisfactorycompletionofapreliminaryexaminationshallberequiredforadmissiontocandidacyforthePhDdegree.Nostudentmayregisterfordissertationhourspriortothepointinthesemesterinwhichthepreliminaryexaminationwaspassed.AnadmissiontocandidacyformmustbecompletedandfiledintheOfficeoftheUniversityRegistrarpriortoregistrationfordissertationhours.Aftercompletionoftheadmissiontocandidacyprocess,thestudentmayretroactivelyadddissertationhoursforthatsemesterinwhichthepreliminaryexaminationwascompleted.Retroactivechangesareonlypermittedifthepreliminaryexaminationispassedbytheendoftheseventhweekofthesemester.Fortermspecificdeadlinedates,pleaserefertothe"AcademicCalendar"intheRegistrationGuide.

Thepreliminaryexaminationisdesignedtotestscholarlycompetenceandknowledgeandtoaffordtheexaminersthebasisforconstructiverecommendationsconcerningthestudent'ssubsequentformalorinformalstudy.Theformandcontentofthisexaminationwillbedeterminedbythedepartment,college,school,orexaminingcommittee(typically,butnotnecessarilythesamecompositionasthesupervisorycommittee)administeringthedegreeprogram.Priortotheexamination,thestudent'sexaminingcommitteewilldeterminewhetherthestudent1)hasa3.0average,and2)hasprogressedsufficientlyinthestudyofthedisciplineanditsresearchtoolstobeginindependentresearchintheareaoftheproposeddissertation.

Thechairofthemajordepartment,theacademicdean,andtheDeanofTheGraduateSchoolmayattendanysessionofthesupervisoryorexaminingcommitteeasnonvotingmembers.AmembermaybeappointedtotheexaminingcommitteeatthediscretionoftheacademicdeanorDeanofTheGraduateSchooloronrecommendationofthemajorprofessor.Normally,theexaminingcommitteewillbeidenticalwiththesupervisorycommittee.

Theexaminingcommitteewillreporttheoutcomeoftheexaminationtotheacademicdean:passed,failed,additionalworktobecompleted,ortobere-examined;thereportfollowingthereexaminationmustindicatethestudenteitherpassedorfailed.TheresultsoftheexaminationwillbereportedtotheOfficeoftheUniversityRegistrarforinclusioninthestudent'spermanentrecord.

Ifastudentfailsthepreliminaryexaminationbeforebeingadmittedtocandidacy,are-examinationmaybeofferedbythestudent’ssupervisorycommitteeorotherrelevantdecisionmakingbodywithineachdepartmentorunit,perthatdepartmentorunit’sdoctoralstudenthandbook.TheAcademicDean’sofficeshouldbenotifiedoftheoutcomeofanypreliminaryexamattempt.Studentscantakethepreliminaryexaminationforadmissiontocandidacyonlytwotimes.Asecondfailureonthepreliminaryexammakesthestudentineligibletocontinueinthedegreeprogram.Thesecondattemptatthepreliminaryexamshalloccurnosoonerthansixfullclassweeksaftertheresultsofthefirstattemptaresharedwiththestudent.Forthepurposeofthispolicy,a“fullclassweek”isdefinedasaweekwithfivedaysduringwhich
