A Climate Vulnerability Assessment Tool

for communities and water infrastructure

Stockholm World Water Week

26 August 2018

Page 2: A Climate Vulnerability Assessment Tool for communities ... · o gr o n s S t s th ge a t e r d s ms l e e Human Institutions Infrastructure Natural Resources Financial Resources

Problem Statement

• Rural communities facing climate risks - highly vulnerable to climate impacts

• Communities have limited capacity to adapt to risks

• Tool assesses current risk and vulnerability

• Based on updated Intergovernmental Panel on Climate Change methodology

Page 3: A Climate Vulnerability Assessment Tool for communities ... · o gr o n s S t s th ge a t e r d s ms l e e Human Institutions Infrastructure Natural Resources Financial Resources

How the tool works: Framework

Sensitivity Adaptive Capacity

Vulnerability Exposure Hazard

Risk

V = S - AC R = H + (E x V)

Page 4: A Climate Vulnerability Assessment Tool for communities ... · o gr o n s S t s th ge a t e r d s ms l e e Human Institutions Infrastructure Natural Resources Financial Resources

How the tool works: Structure

Survey

• Questionnaire to local stakeholders on climate and climate impact

• Questionnaire on adaptive capacity

Assessment and diagnostics

• Climate risks

• Status of adaptive capacity

• Review interventions

• Propose prioritised interventions

World Café table discussion topics

• Are the definitions of vulnerability and risk clear and understandable? How do we communicate these to communities and key decision makers?

• Can a non-climate expert use the tool?

• Are there other factor that need to be taken into account in the analysis? Are there factors that can be dropped?

• Can the presentation of the results be improved?

• How should the analysis be extended to identify opportunities to address the risks?
