In 1807, the Congress of the United States appropriated $50,000 for President Thomas Jeffersonto have the nation’s coastline surveyed and charted. This original project was to take no longerthan one year.
Those ‘Marching Orders’ were the basis of the organization that was to be later to be known asthe U.S. Coast and Geodetic Survey (USC&GS) and today, the National Ocean Service (NOS). In 1960, USC&GS initiated a program to provide a series of specially designed nautical chartsfor the recreational boater. The idea soon evolved to enlisting the services of the members of theUnited States Power Squadrons (USPS) to assist in the maintenance and updating of these charts.
In January, 1963, RADM H. Arnold Karo, NOAA, then Director of the USC&GS, addressed themembers of the USPS at their Annual Meeting, in Miami Beach, Florida. He presented a paperentitled, “Charting – A Cooperative Effort”, and concluded by presenting the first CooperativeCharting Agreement to Chief Commander Charles Bradley for his signature. Since that time,USPS and NOS have worked hand-in-hand to provide navigators with accurate and up to datenautical and aeronautical charts.
The basic concept of the Program was to create a means by which C&GS could periodically senda questionnaire requesting nautical charting information to a USPS District where a chart wasbeing compiled. The first year saw just over 300 USPS reports concerning suggested chartrevisions come in to C&GS as a result of this Program.
Employees of C&GS and representatives of USPS continued working together to fine tune theProgram. It was realized that some of the inland Districts did not have C&GS nautical chartspertaining to their areas. The program was then expanded to include Corps of Engineer’s chartsand charts produced by private companies so that these land-locked Districts could participate. In 1981, the program was again expanded to include the C&GS aeronautical charts, whichencompass the entire United States.Word of this cooperative venture spread throughout C&GS. In 1983, the National GeodeticSurvey Division requested that USPS members search for and report on the condition of thehorizontal and vertical control marks, located throughout the U.S. Since these small survey discs
form the basis for ALL charting and mapping, it was agreed to add this function to the activitiesof the Cooperative Charting Program.
The association that C&GS and USPS enjoy today is second to none. The volunteer observers ofUSPS are providing a service to the Federal Government that saves the taxpayers millions ofdollars each year. In 2003 alone, USPS members reported on the condition of over 12,500geodetic survey markers which would have cost over $625,000 for C&GS to do. From 1992 to2004 USPS members have reported 198,619 geodetic marks. A savings of $9,930,950 to theNational Geodetic Survey.
USPS members also have assisted C&GS hydrographic field parties in local surveying activities. Each field party is given the names and addresses of USPS members in the local area that theycan contact. Hours of field work can be saved by having the advantage to call upon thesemembers with local knowledge on the area. In return, many field parties assist with workshopsfor the local Squadrons and Districts and conduct tours of the NOAA ships. Again, truly aCOOPERATIVE EFFORT.
Some Districts have participated in other ways to assist C&GS in field activities. From 1981through 1984, NOAA ship FERREL was conducting tide and current studies in the Chesapeakeand Delaware Bays. Members of District 5 assisted in the effort by designing, producing anddistributing posters which publicized this activity and alerted boaters that buoys containingscientific instrumentation were being deployed in the area. Through this activity, damage to thefloating equipment was greatly reduced.
Each year, in appreciation for the work that USPS members perform, C&GS presents awards tothe top individuals, squadrons and districts in the Cooperative Charting Program. The pinnacleof these is the Admiral’s Award, now the COAST SURVEY AWARD, which was introduced in1985 by RADM John D. Bossler, NOAA. To attain this award, a member must be in the top 20on the Individual Honor Roll in the year the award is presented and have been consistently ahigh performer in the Cooperative Charting Program over a period of 5 years.
In 2000, the National Cooperative Charting Committee and National Ocean Service beganworking on the concept of a paperless reporting system to replace the NOAA reporting form 77-4. CCWEB (short for ‘Cooperative Charting’ Web) is a seamless mechanism for handlingthe field data collected by USPS members. CCWEB automatically assigns credits to each reportthat is submitted. A USPS member can query the system at any time to see how many credits he or she hasaccumulated throughout the year. An individual can also see where they stand nationally incredit rankings. In addition, anyone will be able to see where squadrons and districts standnationally. CCWEB will also allow NOS cartographers to apply this data in a timely manner.District 27 (North Carolina) was chosen as the beta testers of this new website and they’ve beensubmitting reports on line since April 1, 2002. On April 1, 2003, the rest of the PowerSquadrons began submitting their reports on line also.
Another part of the automation process that NOS embraced was a piece of software calledDepthWiz. DepthWiz is a PC based Window program that can be used for taking depthmeasurements and was developed by Bill Lazear and Jim Trunck who are members of theNaples Power Squadron in Naples, Florida in June of 2002. DepthWiz will correct soundings fortides, create a data file for submitting the data to NOAA, and will print a chart of the selecteddepths.
In summary, the relationship between the United States Power Squadrons and the NationalOcean Service has flourished. Since the first Memorandum of Agreement was signed in January1963, the Power Squadron has submitted hundreds of thousands of chart corrections to NOAAthat have served to update its nautical charts that cover the coastal waters of the U.S. andrecovered hundreds of thousands of geodetic marks. The USPS-NOS relationship is a model ofwhat the Government and the non-profit volunteer organizations can accomplish. The UnitedStates Coast Guard, United States Army Corps of Engineers, The Department of HomelandSecurity and the National Transportation Safety Board are other Government agencies that aredeveloping similar Federal/non-profit volunteer organization partnerships based on the NOAAand USPS successes.
