A Bill to Remove P.B.D.E.s from Consumer Products to Palliate Health Concerns:
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Pass a bill that will maintain stricter regulations on Polybrominated Diphenyl
Ethers in consumer products such textiles or electronic devices.
SECTION 2. Widespread use of PDBEs has plagued the US since the 1970s and still remains a
prevalent issue that must be addressed.
SECTION 3. The U.S. Product Safety Commission will oversee the enforcement of this bill
along with the Department of Commerce regulating this legislation.
A. Corporations must phase out the use of PBDEs by 10% per two years and
must phase in safer alternatives and non-toxic alternatives by 2030.
B. All corporations that do not meet the preceding requirements will be in
contempt and will be terminated until all requirements have been met.
C. Global corporations that refuse to adhere to such requirements will
temporarily cease trade of such products with the United States.
SECTION 4. The legislation will be implemented by April of 2016.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill Concerning Guest Worker Visas
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. Any undocumented/illegal immigrant who currently works in the United 2
States and works more than 30 hours a week shall be granted a guest 3
worker visa for 2016. 4
SECTION 2. An illegal worker is defined as an individual who is not a citizen of the 5
United States. Visas will expire January 1, 2017 but may be requested 6
again each year the person’s employment status exceeds 30 hours a 7
week. 8
SECTION 3. The United States Immigration Department shall enforce this bill. 9
A. The USID will take the responsibility of issuing and re-‐issuing all visas 10
distributed. 11
SECTION 4. This bill shall take effect upon passage, but no visas will be issued until 12
January of 2016. 13

A Resolution to Ease Wait Times at Border Crossings
WHEREAS, Border crossing wait times are extremely long; and 1
WHEREAS, In border areas, many people commute back and forth across borders for 2
work, school, shopping, etc; and 3
WHEREAS, It helps the economies of both countries to allow this commuting to take 4
place; now, therefore, be it 5

recommendation for border express lanes to be established for 7
commuters returning to their home countries. These express lanes 8
would not apply to commuters leaving their own country to travel to 9

Resolution to Enact A National Zero Tolerance Policy for Bullying
WHEREAS, More than 160,000 minors stay home from school each day to avoid being 1
bullied and about half of suicides among minors are caused by bullying; and 2
WHEREAS, American students’ education and quality of life are being hindered by bullying; 3
and 4
WHEREAS, Students are not getting a full education because of absences and/or distraction 5
caused by bullying or the fear of; and 6
WHEREAS, A national policy that has zero tolerance in regards to bullying can increase 7
attendance rates in schools, increase student moral, emotions, confidence, and 8
overall wellbeing, as well as decrease the rates of suicides by minors caused by 9
bullying; now, therefore, be it 10
RESOLVED, That the UIL Congress here assembled make the following recommendation as a 11
solution to end bullying in America by enacting a national zero tolerance policy 12
for bullying to include national standards for school environments, discipline 13
action plans, and rehabilitation plans for victims and the bullies. 14

A Bill Concerning Congress
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. Any congressional session that results in a government shutdown will 2
automatically result in an immediate new election of all United States 3
Senators and Representatives. 4
SECTION 2. A government shutdown shall be defined as the process the Executive 5
Branch must enter into when the U.S. Congress creates a funding gap by 6
choosing not to or failing to pass legislation funding government 7
operations and agencies. 8
SECTION 3. The Judicial Branch of the government shall enforce this legislation. 9
A. In the event that congress is unable to pass legislation funding 10
government operations and agencies, all representatives and 11
senators shall lose their congressional seat and an election will be 12
held within 14 days to fill their seats. 13
B. Congressmen and women who lose their seat may run for re-‐election. 14
SECTION 4. Legislation will take effect January of 2016. 15

A Bill to Lower the Corporate Tax Rate
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. The current corporate tax rate of 35% be lowered by 15% in order to slow 2
the number of tax inversions made by major companies. 3
SECTION 2. A tax inversion is defined as a transaction used by a company whereby it 4
becomes a subsidiary of a new parent company in another country for 5
the purpose of falling under beneficial tax laws. Typically they are used by 6
US companies to move to lower tax domiciles. 7
SECTION 3. This bill will be overseen and enforced by the Internal Revenue Service. 8
SECTION 4. This bill is to be implemented within a year of its passage. 9

A Resolution to Aid African Countries in the Development of a Band of Trees to Prevent Further Desertification
WHEREAS, Desertification causes widespread social, economic, and environmental 1
problems; and 2
WHEREAS, The Sahara Desert has expanded 250,000 square miles over the last 50 3
years, at a rate of 0.3 miles in each direction per year; and 4
WHEREAS, A similar tactic of combating the expansion of the Gobi Desert has proved 5
successful to date in China; and 6
WHEREAS, The type of tree to be used is Faidherbia albida, (a species of acacia) 7
which would provide fodder for livestock, wood for construction and fuel 8
wood, and medicine through its bark, as well as windbreaks and erosion 9
control to farmers across sub-‐Saharan Africa; and 10
WHEREAS, 20 other African countries including Algeria, Burkina Faso, Benin, Chad, 11
Cape Verde, Djibouti, Egypt, Ethiopia, Libya, Mali, Mauritania, Niger, 12
Nigeria, Senegal, Somalia, Sudan, the Gambia, and Tunisia have already 13
begun to fund development; now, therefore, be it 14

recommendation for the development of a band of trees to prevent 16

A Resolution to Enforce Stricter Punishment for Cyber Bullying
WHEREAS, Stated by DoSomething.org nearly 43% of kids have been bullied online; and 1
WHEREAS, Victims of cyber bullying are 2 to 9 times more likely to consider 2
committing suicide; and 3
WHEREAS, Cyber bullying has become an important issue that needs to be addressed; and 4
WHEREAS, The punishment for cyber bullying should go beyond suspension from school, 5
teams or clubs; and 6
WHEREAS, Cyber bullying is not only limited to online activity but also text messaging and 7
social media sites; and 8
RESOLVED, That the UIL Congress here assembled make the following recommendation that 9
the punishment for cyber bullying should be enforced on a stricter level as no 10
less than a misdemeanor. 11

A Bill to Enhance the Performing Arts in High School

SECTION 1. That all high school students be required to see a live theatre production 2
at their high school in order to attend any outside field trips during the 3
year. 4
SECTION 2. It is the obligation to the community to make sure students are aware of 5
the arts in high school. 6

A Resolution to Regulate High Stakes Testing in Schools to Provide Students with a Better Chance for Academic Success
WHEREAS, Today, many school districts are mandating tests to measure student 1
performance; and 2
WHEREAS, Public officials and educational administrators are increasingly calling for the use 3
of tests to make high-‐stakes decisions, such as whether a student will move on 4
to the next grade level or receive a diploma; and 5
WHEREAS, According to the American Psychological Association "high-‐stakes decisions 6
should not be made on the basis of a single test score, because a single test can 7
only provide a "snapshot" of student achievement and may not accurately 8
reflect an entire year's worth of student progress and achievement"; and 9
WHEREAS, Regulating high stakes testing will help ensure that student's achievement will be 10
accurately measured instead of relying on a single test score. 11

A Bill to Increase Funding to the National Oceanic and Atmospheric Administration to Explore Earth’s Oceans
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. The current funding of the National Oceanic and Atmospheric 2
Administration is 5.5 billion dollars. In order for this organization to 3
properly explore all that the oceans have to offer, its budget ought to be 4
increased by 4.5 billion dollars. 5
SECTION 2. The National Oceanic and Atmospheric Administration is an American 6
scientific agency within the United States Department of Commerce 7
focused on the conditions of the oceans and the atmosphere. 8
SECTION 3. The United States Department of Commerce will be responsible for 9
allotting said funds to NOAA. 10
SECTION 4. This bill shall go into effect the fiscal year after it is passed. 11

A Resolution Regarding the Operation of ATVs (All Terrain Vehicles)
WHEREAS, Over the last 20 years, at least 4,500 people have been killed riding ATVs 1
and 125,500 people suffered injuries serious enough to send them to the 2
emergency room; and 3
WHEREAS, About one third of those killed and injured since 1982 have been children 4
under the age of 16; and 5
WHEREAS, ATVs are capable of reaching highway speeds; and 6
WHEREAS, Many ATVs are small enough to be operated by children as young as 4 7
years old and many are sold specifically for school age children who don’t 8
have the cognitive skills or physical abilities to safely drive these vehicles; 9
and 10
WHEREAS The majority of injuries are inflicted on recreational riders who take them 11
into woods, rocky terrains, and across rough trails where there is less 12
access to emergency medical care; and 13
WHEREAS The safe use of ATVs requires the same or greater skill, judgment, and 14
experience as needed to operate a vehicle; now, therefore, be it 15
RESOLVED, That the UIL Congress here assembled make the following 16
recommendation that the minimum age to operate any ATV shall be 16. 17
The operator must have a license with an ATV certification. In addition, 18
the operator will be required to wear a motorcycle-‐style helmet during 19
operation. 20

A Resolution Regarding Physical Education
WHEREAS, Exercise increases blood flow to the brain and releases hormones that 1

WHEREAS, Students need at least one hour per day of physical activity to remain 3

WHEREAS, Exercise leads to greater productivity and less sick days; and 5
WHEREAS, Children who get more exercise have higher GPAs and better test scores; 6

or equivalents that require physical education must continue to be part 10

A Resolution to Reform the Selective Service Act of 1917
WHEREAS, America is among the militarily powerful nations who don’t send women 1
into open combat to fight alongside men, nor participate in a draft; and 2
WHEREAS, Nations who possess powerful military power such as Australia, Canada, 3
Denmark, France, Germany, Israel, Norway, New Zealand, and Denmark 4
allow women to participate in open combat and fight alongside men; and 5
WHEREAS, Requiring women to register under the Selective Service Act of 1917 can 6
be a step towards women being treated equally as men in society; and 7
WHEREAS, Women have taken several different roles in U.S. military related 8
activities during famous American conflicts such as the Revolutionary 9
War, War of 1812, the American Civil War, World War I, and 10
World War II; now, therefore, be it 11
RESOLVED, That the UIL Congress here assembled make the following 12
recommendation for the Selective Service Act of 1917 to be reformed by 13
including both men and women to register in case of a national 14
emergency requiring a draft; and, be it 15
FURTHER RESOLVED, That besides women being able to be drafted into the Armed 16
Forces, women will also be allowed to fight alongside men in conflict, and 17
fully serve for their country and Congress summoned here today.18

A Resolution to Allow Theatre Students to Perform at Lunch Once During Six or Nine Week Grading Periods
WHEREAS, Theatre students at all high school should be recognized for their talents; 1

WHEREAS, Students are allowed to eat and listen to music on their head phones 3
which does not enhance theatre in high schools; and 4
WHEREAS, If students are able to see prose, poetry, solo or a duet acting scene, the 5
quality of self-‐discipline and sophistication will go up; and 6
WHEREAS, So many of our student today have no idea how much they are missing 7
for not being in the arts; therefore, be it 8
RESOLVED, That the UIL Congress here assembled make the following 9
recommendation that students be allowed to see these presentations; 10
and, be it 11
FURTHER RESOLVED, That Fine Arts be recognized on all campuses at lunch each six or 12
nine week grading period.13
