National Coordinator Campus Visits The National Coordinator provides new campus ministers with pastoral support and facilitates communication with the network of fellow campus ministers. Helpful information, successes,

challenges and lived-faith experiences are shared.

The National Coordinator’s visit provides support both for well-established communities and for those

that are struggling.

It is customary for the local community to provide accommodation and, if possible, airport pick-up.

A typical visit to the local campus could include:

Meeting with the campus minister(s).

Meeting with the local student community.

Participation at the community’s Eucharist or other liturgical gathering.

Meeting with the President, head of student services, or other related faculty or administration.

Meeting with the local Bishop.

Provide presentations on topics related to campus ministry.

CCCM Support for Campus Ministers Catholic campus ministry can be an isolating experience for the minister. Campus ministers constantly work at

developing community among students and staff, but their own collegial support may be inadequate. Often, a campus minister is the only person working in a ministry that by its nature does not model itself on any other ministry in the diocese or archdiocese. Jean Vanier, founder of L'Arche and well - known international author/ speaker said about CCCM:

" Your organization must have a primary goal of reflecting faith. As chaplains, young people need to

see you as happy, relaxed. The anxious transmission is through your bodies and our lives. You need to help students be in touch with healthy role models. Everything is achieved through model-

ing. How are chaplains seen as men and women of God, more than men and women who are organ-izers?"

When a campus minister is working alone in the ministry, the sense of isolation can intensify into discourage-ment and burnout. Particularly when a person is new to their role, is the sole chaplain on campus, or works in a multi-faith setting, feeling different and alone can become their norm. Catholic campus ministers need to have colleagues, however geographically distant, with whom to connect; to compare ideas and get advice in difficult pastoral situations, or just to share what is happening with someone else who has an intuitive appreciation of their situation. Throughout the year, campus ministers communicate easily through email and conference calls to maintain collegial relationships across the country. Without the sense of community, support and inspiration they receive from their annual conferences and ongo-ing communication with other Catholic campus ministers across the country, many campus ministers have ad-mitted that they probably would have left the ministry years ago. At their best, the annual CCCM conferences

invigorate, bring a sense of refreshment in the Spirit, and offer new perspectives and ideas for campus ministers to take back to their home diocese and campus. Canadian Catholic Campus Ministry (CCCM) offers the following means of assistance to campus ministers: New Campus Minister’s Institute – A great opportunity for people new (and not so new) to campus ministry. We highly recommend attending before or after your first year in a new campus ministry setting. The format consists of speakers, activities and small group work. You will receive resources and have a chance to ask ques-tions. The resources will help you address many of the unique pastoral challenges you will encounter in campus ministry. They also provide mentoring relationships and support from experienced campus ministers who have encountered similar challenges. National Conferences – Annual gatherings of Catholic campus ministers (CCCM) and Catholic students (CCSA), Conferences provide continuing education, networking, and professional development opportunities. Your Board Representative – Outreach from regional CCCM representative provides a year round connection to the network of campus ministers.

The National Coordinator – The National Coordinator (NC) make pastoral visits to campuses. It is helpful if you contact the National Coordinator when a new campus minister has been hired. This visit helps the campus min-ister to develop a relationship with the NC, which in turn connects them to the association and to other campus ministers. The NC is available to offer advice and support and connect you to other campus ministers who may

Comprehensive Campus Ministry

The Canadian Catholic Campus Ministry promotes a Comprehensive

model of Campus Ministry. This model recognizes twelve elements of ministry which are all pathways to Christ, all manifest God’s love and all

call forth specific gifts and charisms. Such a model requires the competencies and leadership of a professional campus minister and the

generous gifts and talents of many in the Catholic community including

students, faculty, administrators, and members of Catholic organizations and movements. Together, we build One Body in Christ on campus.

Catholic Students’ Week is an excellent opportunity to highlight this model.

CCCM and CCSA Catholic Students’ Week February 2-9, 2014

The purpose of Catholic Students Week is to profile and celebrate the many expressions of being Catholic on our campuses. We encourage students and campus ministers to organize events on campus during Catholic Students’ Week. Here is your chance to invite many different Catholic groups (on and off campus) to organize events which highlight their charism. Together, we can all witness to the gospel on campus. Students are encouraged to use this event to unite students who witness to the Gospel on campus.

Proclaiming Justice with Integrity January 31— Feb 2, 2014, Toronto

Spend a weekend with students and campus ministers across the country exploring ways to strengthen justice and service initiatives on campus. This event is being organized by the CCCM Global Connections committee in conjunction with Development and Peace, Jesuit Volunteers Canada, and Scarboro Missions.

United Nations Study Session March 2014, New York City

Spend two days with catholic university students from across North America and the world exploring Catholic Social Teaching and the role of the Catholic Church at the United Na-tions in New York City. It will include an opportunity for ser-vice work and a visit to the Holy See and the UN. This event is sponsored by the International Movement of Catholic Students.

The New Campus Minister’s Institute (NCMI) will be held on May 27th. The national conference is an excellent opportunity for Campus Ministers/Chaplains to develop a supportive network across the country, learn from others, share ideas and reflect on our ministry with students, staff and faculty on our own campuses. FOREWORD

A Brief History

The Canadian Catholic Campus Ministry (CCCM) and the Canadian Catholic Student Association (CCSA)

have developed through close connections and collaboration. The International Chaplain of the International

Movement of Catholic Students (IMCS) has stated that CCCM is one of the strongest and most-developed

Catholic Campus Ministry/Chaplain associations in the world. This is due not only to the close chaplain-student

relationship but also due to the tremendous support and leadership that the Canadian Conference of Catholic

Bishops (CCCB) has provided since establishing an Episcopal Liaison in 1946 and a National Chaplain (now

known as National Coordinator) in 1948.

1673 — First French Catholic University in Canada (Quebec, PQ)

1848 — First English Catholic University in Canada (Ottawa, ON)

1905 — First Newman Club in Canada (Toronto, ON)

1931 — Canadian Province of U.S. Newman Federation is formed

1942 — Canadian Newman Federation is formed (primarily Catholic clubs on secular campuses but also in

some Catholic colleges)

1946 — Canadian Newman Movement admitted to the International Student Organization (Pax Romana); His

Eminence James Cardinal McGuigan becomes the first Episcopal moderator

1948 — First National Chaplain appointed by Canadian Conference of Catholic Bishops

1952 — Newman Canada hosts the World Pax Romana Conference in Montreal with 3,000 attendees

2009 - First CCCM and CCSA One Body in Christ Roundtable with Catholic organizations and movements

who work with/wish to work with university students. Now bi-annually. Establish vision of comprehen-

2010 - First Recognition of Campus Ministers who meet the Professional Standards (now annually)

2011 - CCCM is recognized as a national private lay association of the faithful by the Canadian Conference of

CONSTITUTION

ARTICLE I — NAME

The association shall be known as Canadian Catholic Campus Ministry, hereinafter called CCCM.

ARTICLE II — INCORPORATION

CCCM is incorporated as a Canadian non-profit organization governed by an executive board.

ARTICLE III — PATRON

The patron of the association shall be St. Thomas Aquinas, patron saint of Catholic universities and colleges as

well as academics, scholars, and students.

ARTICLE IV — PURPOSE AND OBJECTIVE

Purpose: CCCM is the official national Canadian network of professional Catholic campus ministers/

chaplains grounded in the tradition of the Catholic Church.

Inspired by the vision of Vatican II, CCCM exists to bring the gospel of Christ to post-secondary edu-

cational institutions. This is accomplished through a national network, the ministry of the National

Coordinator and the CCCM Executive Board, publications, programs, other means of sharing re-

sources, and national and regional campus ministers’ and students’ conferences.

Objective: To support Campus Ministry in promoting the mission of the Church in higher education.

ARTICLE V — POLICY

Policies adopted by CCCM shall be kept in a Policy and Procedures Manual.

ARTICLE VI — MEMBERSHIP

A. General

1. Professional Catholic chaplains/campus ministers appointed to and/or recognized by and serving in

any Canadian post-secondary institution are eligible for general membership, which is conferred

upon payment of fees.

2. General members are entitled to hold office and attend, make motions, and vote at the Annual Gen-

eral Meeting (AGM).

3. Membership fees will be determined at the AGM.

B. Ex -Officio

Ex-officio membership will be accorded to the Episcopal Liaison, who is appointed by the Canadian

Conference of Catholic Bishops and the National Coordinator of CCCM. The term of the Episcopal

Liaison shall be for the duration of the Canadian Conference of Catholic Bishops' appointment.

C. Partners

Partnership is available to groups and organizations which support CCCM in promoting the mission of

the Church in higher education. Partners may not hold office or vote. They shall be permitted to make

presentations to the membership at the AGM by invitation of the Board. Partners must retire from the

meeting upon the completion of the presentation.

D. Non-members

Non-members shall be permitted to make presentations to the membership at the AGM by invitation of

the Board. Non-members must retire from the meeting upon the completion of the presentation.

ARTICLE VII — ORGANIZATION

A. Executive Board of Directors

1. The CCCM Executive Board shall be the directing committee of Canadian Catholic Campus Minis-

try. The members of this board shall be referred to as directors.

2. Membership shall consist of four regional representatives, one francophone representative and one

member at-large.

(i) The regions shall be known as East, Central, and West and represent the Atlantic,

Quebec and Ontario, and the Prairies and British Columbia membership respectively. One person shall

represent the East, two persons shall represent Central and one person shall represent the West. The

regions shall elect (a) representative(s) from among themselves.

(ii) The francophone representative shall be elected by members who work on a

bilingual or French speaking university or college.

(iii) Member-at-large shall be elected by the general membership.

3. Nominations may be made from the general membership and must be provided before the AGM at

the CCCM annual conference.

4. Directors will be chosen by simple majority vote by those CCCM general members in attendance at

the AGM.

5. The elected directors' terms of office shall be effective July 1 of the year of election. Directors' terms

of office shall be for two years with the possibility of serving the maximum of two consecutive terms.

Termination dates for directors' terms shall be staggered to provide for an annual election and for

maintaining a balance of directors currently serving who are in first and second years of their terms of

office.

6. Members of the board will also include the Episcopal Liaison and the National Coordinator as ex

officio members.

7. The primary role of every board member is to participate in board meeting discussions and decisions,

provide direction and support for the National Coordinator, and to assume other duties as needed.

8. Other roles and responsibilities will be detailed in the Policy and Procedures Manual.

B. Vacancies

In the event of a vacancy among the elected members of the executive board, the board may appoint a

member of CCCM to complete the term of the vacated position.

C. Removal

A director of the board may be removed from office for violations of the CCCM Code of Ethics (found in

the Policy and Procedures Manual) or for dereliction of duties.

A. Directors shall elect from among themselves the Chair, Vice-Chair, Secretary, and Treasurer for one-year

terms of office.

B. Vacancies

In the event of a vacancy among the officers of the executive board, the board may elect one of the direc-

tors to complete the term of the vacated position.

ARTICLE IX — DUTIES OF OFFICERS

A. Chair

1. Works in consultation with the National Coordinator in developing meeting agendas and providing

necessary materials for the meetings.

2. Chairs board meetings and the CCCM AGM. If the Chair is up for re-election, another board member

chairs that portion of the meeting.

3. Initiates scheduling of meetings in consultation with the board members.

4. Initiates contact with National Coordinator for ongoing dialogue, support, and feedback.

5. Maintains effective communications with board members.

B. Vice-Chair

Acts in the place of the Chair when the Chair is unavailable.

C. Secretary

Records and circulates minutes of meetings and action items.

D. Treasurer

1. Provides co-signing on behalf of the board as requested.

2. Presents the financial report at board meetings and AGM.

E. Signing Officers

The signing officers of the association shall be the National Coordinator, the Treasurer, and another person

designated by the CCCM Board.

ARTICLE X — STANDING COMMITTEES

A. The CCCM Board of Directors may appoint standing committees to conduct the ordinary business of the

association. The membership of said committees may include members of the board and members of the

general membership.

B. The board of directors shall appoint chairpersons for its standing committees.

ARTICLE XI — MEETINGS AND CONFERENCES

A. General Meeting

1. The AGM shall take place during the annual CCCM Conference.

2. The board of directors is responsible for organizing the AGM.

B. Annual Conference Site

The annual conference and AGM shall be determined by the National Coordinator in consultation with

member universities.

C. Expenses

AGM and annual conference expenses shall be paid through fundraising and the levy of fees.

D. Annual Conference Committees

The hosting body shall strike an organizing committee. The committee will establish a theme, develop a

program, and designate a suitable venue for the conference. The National Coordinator will be a member of

the conference committee and will act as a liaison between the committee and the board.

ARTICLE XII — ELIGIBILITY, NOMINATIONS, AND ELECTIONS

A. Eligibility for Office

Only those members who hold general membership shall be eligible for nomination and election to the board

of directors.

B. Term of Office

Directors may be elected for a two-year term of office, and may be elected for a second two-year term. Sub-

sequent election may occur only after a one-year absence from the board.

C. Nominations and Elections Committee

1. Directors not returning to the board will be asked to form a nominations committee. They shall seek

nominations which may also be offered freely by the membership.

2. The committee shall also act as scrutineers for any election that may occur at the AGM.

3. Members of the board may be elected by a majority vote of the membership or by acclamation.

ARTICLE XIII — FINANCE

A. Financial Projects

Projects of CCCM, its board, or National Office shall be financed by special fundraising efforts undertaken

in its name by the National Coordinator or a designated individual or committee.

B. Audit Year

The fiscal year of the CCCM shall be May 1 to April 30. The National Coordinator and Treasurer shall pre-

sent an accounting of annual income and expenditures as part of the AGM.

C. Audit of Accounts

An Audit Committee of two people will be appointed by the CCCM membership at each AGM for the up-

coming fiscal year. This committee will review the financial report before it is presented at the next AGM.

ARTICLE XIV — NATIONAL COORDINATOR

A. Duties and Responsibilities

1. Works in consultation with the Chair in developing meeting agendas and providing necessary materials

for the meetings.

2. Provides mid-year and annual reports on activities.

3. With the Treasurer, provides reports on finances and a budget proposal for the upcoming year.

4. Takes on responsibilities and mandates for projects as assigned by the board.

5. Maintains communications with board members.

B. Further responsibilities of the National Coordinator are outlined in the Policy and Procedures Manual.

ARTICLE XV — AMENDMENT OF CONSTITUTION & BY-LAWS

A. Amendments to the CCCM Constitution may be made by a two-thirds majority vote of the general mem-

bers present at the CCCM Annual General Meeting, providing that notice of intent has been given one

month prior to the aforementioned AGM.

B. Amendments to CCCM By-Laws may be made by a majority vote of the general members present at the

CCCM Annual General Meeting providing that notice of intent has been given one month prior to the

aforementioned AGM.

ARTICLE XVI — PARLIAMENTARY PROCEDURE

The conduct of CCCM Board meetings and the AGM shall be governed by Robert’s Rules of Order.

Professional Code of Ethics

The code of ethics of Canadian Catholic Campus Ministry (CCCM) expresses the standards for practice for all Catholic Campus Ministers. The values and standards of this Code serve as a guide

for its members and to others regarding the expectations of members’ professionalism, responsibilities, accountability, decision making and behaviour. Campus ministers have a unique

responsibility to enhance the presence and the ministry of the Church within higher education and

to influence the future of the Church and society with the message of the gospel.

We, the members and staff of the Canadian Catholic Campus Ministry, commit ourselves to the fol-lowing professional behaviours:

1. Reflect in your ministerial practice faithfulness to the magisterium and tradition of the Catholic

Church.

2. Protect, promote and be faithful stewards of all creation.

3. Adherence to any institutional ethical codes, policies and procedures of your employer ie Aca-

demic Freedom, Harassment, Privacy, Human Rights, Financial practise and expenditures, Media

etc.

4. Protect your professional status, reputation and employer by ensuring you are covered with liability insurance by your employer. If not and you are able, obtain coverage for yourself.

5. Advocate for professional development and accountability which protects the public and advances CCCM.

6. Speak and act in ways which honour the dignity and value of every individual.

7. Affirm life-giving decisions, build trust and promote healthy & fulfilling relationships.

8. Proselytizing or any unwelcomed imposition of values or beliefs is inappropriate. Intervene when proselytizing occurs and notify the appropriate authority.

9. Develop communities which promote social justice, non-violence, compassion and courage to chal-

lenge structures and institutions which oppress the rights of others. Be an advocate for human rights, justice, non-violence, equality and compassion in accordance with the principles of Catholic Social

Teaching.

10. Promote respect for the cultural, ethnic, gender, racial, sexual orientation and religious diversity

of others, thereby creating a healthy, inclusive community.

11. Build bridges and seek pathways which respect the religious rights and traditions of others through excellent communication skills, patience, open mindedness, acceptance, knowledge and an

integrated life of faith.

12. Build ecumenical and multi faith partnerships.

13. Develop and maintain supportive collegial and professional relationships which recognize the in-

terplay of body, mind and spirit.

14. Enrich your professional competence through ongoing continuing education.

15. Nurture your faith through an annual retreat, membership in a faith community and commitment

to continued spiritual growth and development.

16. Provide pastoral care which promotes and protects the best interest of those to whom you minis-ter while preserving confidences shared unless released of this obligation by law or written consent.

17. Notify the appropriate authorities if someone is a danger to themselves, others or the public.

18. Be aware of the limits of your personal expertise and make referrals to other professionals when appropriate.

19. Avoid or correct any conflicts of interests or appearances of conflicting interests.

20. Recognize the imbalance of power in a professional relationship with those you serve and refrain from any exploitation of that imbalance.

21. Seek advice and exercise care when you recognize a shift in a professional boundary to a more

personal one and ensure that there has been no exploitation of power or use of one’s position for per-

sonal gain regardless of an invitation or consent.

22. Recognize predatory or destructive relationships which fracture the health of the commu-nity .Take appropriate action to protect and guide those directly affected.

23. Be vigilant about the balance of time given to ministry and your personal life. Listen to those who

express concern and if necessary take appropriate action to restore the balance.
