Thirdly - The medal shall be suspended from the left breast by a ribbon of 35 mlilinietres width. The ribbon shall be navy blue and red in colour. The navy blue colour portion of the ribbon shall be double of the size of the red colour vertically.

Fourthly - The medal shall be awarded to those police personnel including the Central. Police Organisations and Security Organisations' who have performed/perform service in such conditions and for such periods as may be recognised from. time to time by the Government of India for the purposes of this award. Security Operations in Andhra Pradesh, Arunachal 'Pradesh, Assam, Bihar, Jharkhand, J&K, Madhya Pradesh, Chhattisgarh, Maharashtra, Manipur, Orissa, Nagaland and Tripura with effect from l January, 1989. However, the eligibility for the award .of this medal in Andhra ,Pradesh, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Maharashtra and Orissa shall be restricted to only such police personnel who have served/serve for the above period in area affected by extremism.

The Heads of Police Departments in the States/Union Territories that is, Director General of Police and Heads that is Director Generals of the Central Police Organisations are delegated the powers to award Police (Antrik Suraksha. Seva) Padaks to their eligible police personnel as per the provisions of Statutes, Rules and other instructions issued from time to time.

Sub: Delegation of powers to Director Generals of Police of all States/Union Territories and Director Generals of CPMFs for award of Police (Antrik Suraksha Seva) Padiks to their eligible police personnel.

I am directed to say that the Police (Antrik Suraksha Sewa) Padak was instituted vide President Sectt's Notification No.142-Prs/2000 dated 20/09/2000.

With the apprpval of competent authority, it has now been decided that Directors General of the Central Police Organisations/State Police henceforth\ would

have the powers to award the Police (Antrik Suraksha Sewa) Padak to the eligible police personnel as per the provisions of the statues and rules notified vide President Sectt. Notification as mentioned above and MHA Notification No. 11026/9/98-PMA dated 27(11/2000 and 31/01/01 (copies enclosed).

3. After award of the medal, each CPO/State will prepare and keep a list of such persons and send the information to MHA in enclosed proforma. The medals

would be fabricated & suppplied by this Ministry. With regard to the proposals, which' have already been sent to this Ministry, some of them have already been approved and communicated and those which are still to be approved 'are under process and decisions will be intimated shortly. All future cases will henceforth be

decided by 'the Heads of Police Organizations i.e. Director General of Police / Director General of CPOs / CPMFs as per the delegated powers.

iz(-11/) The abOve said Medal is being awarded to all those officers i.e. PC to concerned Range.DIG under whose the jurisdiction of the notified districts fall, provided they work for a minimum of 2 years. The Medal is also being awarded to those of the GreyhoUnds personnel who are engaged in operations in those notified districts fora minimum of 2 years and confirmation has been asked if the procedure adopted is correct.

V)1(lv The period of two years service should be in one span or it may be into two or more time period.

No. 11024/02/2010-PMA: In continuation of President's Secretariat Notification No. 142-Pres/2000 dated 20.09.2000 and Notification No. 11022/23/2003-PMA dated 27.10.2003, Ministry of Home Affairs Notification No. 11026/9/98-PMA dated 27/28. 11. 2000 & 31.01.2001 related to award of the Police (Antarik Suraksha Seva) Padak, Government of India has decided the following:-

(i) District Kaverdha (Chattisgarh), Dindori (Madhya Pradesh) and Bhandara (Maharashtra) have been excluded from the purview of awarding Police (Antrik Suraksha Seva) Padak.

(ii)The following districts of Andhra Pradesh, Bihar, Jharkhand, Chaitisgarh, Maharashtra, Orissa , Uttar Pradesh and West Bengal will also qualify for the award of "Police (Antrik Suraksha Seva) Padak" subject to the conditions stipulated in the President Secretariat Notification No. 142-Pers/2000 dated 20th September, 2000:-

Sub:- Clarification on tenure issue raised by the SSB / CAPFs for award of Police (Antarik Suraksha Seva) Padak.

Sir,

I am directed to refer to this Ministry's letters No. 11022/23/2003- PMA dated 21.4.2004 & 23.12.2004 related to award of the Police (Antrik Suraksha Seva) Padak on the above subject and to say that clarification was sought from some CAPFs on the piece meal service / break service occurred due to frequent transfer in the present scenario. In this regard, Government of India has considered this view and decided that 2 years of total service in extremism affected areas / notified areas in case of break / piece meal service will also qualify for awarding Police (Antarik Suraksha Seva) Padak.

2. It is therefore requested that while processing the proposals for award of Police (Antrik Suraksha Seva) Padak, the above clarification may be kept in mind.
