Base Map Preparation• Most commonly used Base Map types:
• Existing topography mapping-• Base Existing (BE) – Existing ground survey• Base Aerial (BA) – Aerial mapping• Base Combined (BC) – Combined aerial and ground

31
Base Map Preparation
• Most commonly used Base Map types (cont.)• Proposed design elements-
• Proposed roadway (BP) – most common• On some projects-
• Proposed drainage (BD)• Proposed walls (BW)• Utilities (BU)
• Right-of-Way elements-• Right-of-Way base map (BR)
Ohio Depar t ment of Tr anspor t at ion – R/W P l an Devel opment
32
Base Map Preparation
• Base Existing Drawing (BE)• All topographic items within 100’ of proposed R/W lines
need to be located and identified• All buildings and fences located within the project limits and
those to be effected by the project• All above ground utility items, and underground utilities
located by OUPS or other locator service. Also private utilities, including septic systems and leach fields (extents), water supply wells, sprinkler systems, landscape lighting, and invisible fence.
Ohio Depar t ment of Tr anspor t at ion – R/W P l an Devel opment
33
Base Map Preparation
• Base Existing Drawing (BE)• All waterways & drainage structures• All field drives, alleys, roads and railroads within the project
limits• All trees, shrubs, flowerbeds, etc. (Varies by project)• All roadway signs, and private signs (Including ADC permit
number if present)• If it’s on the site, locate it and show it.• Take photos of the site for future use.

37
Base Map Preparation
• Base Aerial Drawing (BA)• All visible topographic items• Provided by Aerial Engineering, or outside consultant• Usually provided for planning purposes, on larger
projects• Lacks detail and accuracy needed for design work
Ohio Depar t ment of Tr anspor t at ion – R/W P l an Devel opment
38
Base Aerial (BA)
Ohio Depar t ment of Tr anspor t at ion – R/W P l an Devel opment
39
Base Map Preparation
• Base Combined Drawing (BC)• Combination of features from aerial and ground
surveys• Aerial portion for wider coverage• Ground survey portion fills in details
Ohio Depar t ment of Tr anspor t at ion – R/W P l an Devel opment
40
Base Map Preparation
• Base Proposed Drawing (BP) All proposed roadways and driveways All proposed drainage structures and ditches
(May be in separate files) Construction limits Any proposed items that will effect the Right of
Way location Centerline construction baseline and stationing
(sometimes)

43
Base Map Preparation
• Base Right of Way Drawing (BR) Prior listed Reference Files (BE & BP) Centerline of Right of Way and stationing marks for
all roads located within the project limits, including bearings, distances and curve information
Try to avoid dual Centerlines (Construction Centerline & R/W Centerline), dual centerlines should be the exception not the rule
Can lead to confusion on right-of-way and construction plans
Be sure the relationship between the centerlines is clearly shown on the centerline plat

44
Base Map Preparation
• Base Right of Way Drawing (BR) Existing and proposed Right of Way Lines Original Government land lines and monuments used to
establish them. Showing direct ties to the CL of R/W. Property lines, easement lines, and monuments used to
establish them Civil boundaries and monuments used to establish them Ownership information Land use information Note any areas of concern with overlaps, gaps and occupation

Field Review by R/W Plan Designer
• Should be performed at the Preliminary R/W Submission, Final R/W Submission and at the Right of Way Tracings Submission (within 15 days of the Tracings Submission)
• Accuracy of Base Map (Relates directly to plan quality) Confirm all topography, structures, fences, drives, trees, and
the disposition of these items. Confirm above ground and below ground utilities Confirm OUPS and SUE's utility information Confirm sanitary sewer, septic tanks, septic system, leach
fields, private water supply wells, sprinkler systems, invisible fences (as possible)

49
Field Review by R/W Plan Designer
Confirm all Advertising and Device Controlled signs and the Permit Plate No. (if present)
Confirm all field related items listed from the prior Base Right of Way Map Preparation
• Also need to check and confirm property ownerships within 15 days of submitting R/W tracings
