Page 8 of the RFP, Section F. (DELIVERABLES/REPORTS) has been revised as follows:

1. Contractor(s) will receive written specifications for specific work to be performed. Within one week of receiving these specifications, Contractor(s) must return a detailed proposal or Statement of Work that:

a. Details the scope, prices, rates, deliverables, and timeline:

Travel expenses must be included in the hourly rate quoted by the bidder; travel expenses will not be paid directly by the County.

b. The County will evaluate the SOW(s) received and assign work to a specific Contractor based on best solutions and/or lowest price. The SOW must be approved by the County prior to the delivery of services.

2. Contractor must provide advanced notification to the County once 80% of the total value of a particular SOW has been reached or exceeded.

3. Contractor must provide a monthly report of activity for all current SOWs in progress.

4. Reporting, contracting, and scheduling methods to include the following:

a. Statement of Work detailed costs and timelines.b. Detailed project plans c. Source code, regression test cases and documentation for programs and procedures

developed.

A.Oral Presentation and Interview:The oral presentation interview on the proposal by each bidder shall be a minimum of 60 minutes. in length. The oral interview may include responding to will consist of standard questions asked of each of the bidders and specific questions from the CSC regarding the Bidder’s proposal. The scoring may be revised based on the oral interview. regarding the specific proposal, do a demonstration or solutions to a specific project. The proposals may then be re-evaluated and re-scored based on the oral presentation and interview. 15 Points

Page 16 of the RFP, Section I (CONTRACT EVALUATION AND ASSESSMENT) has been revised and as follows:

During the initial 60 day period of any contract, which may be awarded to Contractor, the County may review the proposal, contract, any goods or services provided, and/or meet with the Contractor to evaluate goods and services performance and to identify any issues or potential problems.

The County reserves the right to determine, at its sole discretion, whether:

1. Contractor has complied with all terms of this RFP; and

2. Any problems or potential problems with the proposed goods and services were evidenced which make it unlikely (even with possible modifications) that such goods and services have met or will meet the County requirements.

If, as a result of such determination, the County concludes that it is not satisfied with Contractor, Contractor’s performance under any awarded contract and/or Contractor’s goods and services as contracted for therein, the Contractor will be notified of contract termination. Contractor shall be responsible for returning County facilities to their original state at no charge to the County. The County will have the right to invite the next highest ranked bidder to enter into a contract. The County also reserves the right to re-bid this project if it is determined to be in its best interest to do so.

) Contractor will not provide any estimates of services that are not eGIS.

Q3) In terms of technology, GeoCortex doesn’t not seem to be listed. Is this not a requirement?) On page 6 of the RFP, Section E (SPECIFIC REQUIREMENTS), item 6 states:

6. Bidder must have extensive and quantifiable experience with GeoCortex product from Latitude Geographics.

j. Land Surveying and Mapping

Are there instances where contractor would have to do surveying as well?) None. If the County has a need for an engineering service, bidder could partner with

another company to provide that service to the County.

Q5) Is there a criteria for uploading limit, such size of the documents on strategic sourcing? If there is a problem with the upload with the bidders be notified by the system?

) Bidders are encouraged to break RFP responses to smaller files and upload. Questions regarding Strategic Sourcing, please call 510-208-9600.

Q6) Are the presentation slides available online?) No, the presentation slides are not available online.

Q7) Is the strategic sourcing portal what manages the bids uploads? ) Yes, the strategic sourcing portal manages the bids uploads.

Q8) Is there a budget amount for this RFP?) The budget amount for this RFP is $2,000,000.00

Q9) Can the County please share the historical level of efforts or full time employees worked for this current project?

) The County has several employees across the various departments working on eGIS. The eGIS is a key technology for the County.

Q10) Is there a current service provider for similar services, if yes please share the name along with last year expenditure.

) PSOMAS is currently providing eGIS Application services to the County. The last year expenditures for this contract is around $1,100,000.

Q11) Is the work required to be performed on-site or can it be performed remotely? ) The work can be performed offsite. However, the bidder is expected to engage with the

County at various points in a project (e.g. requirements gathering, testing, deployment).

Q12) Can the contractor utilize resources to perform services off-shore? ) The County provide the bidder the discretion to utilize resources they deem appropriate for

the engagement. However, the County requires a point of contact from the contractor to be available for a call during the normal County business hours (8:00 a.m. – 5:00 p.m. Pacific Standard Time) and to be onsite, if needed.

Q13) Is there a potential two year extension after the three year contract has expired? ) Yes. Page 4 of the RFP, Section A (INTENT), states:

EXHIBIT FEVALUATION PROCESS FOR NEW PROJECTS

RFP No. 901475 – e< eGIS Programming & Development Services

I. Project Proposal

Each Contractor will be given an opportunity to submit a proposal on the different projects that arise during the contract term. Information Technology Department (ITD) will provide background information and the evaluation criteria to each Contractor.

II. Evaluation Criteria / Process

Contractors will be evaluated on price, responsiveness, technology and track record. The evaluation criteria percentages will vary based on the project needs. The proposals will be evaluated by a minimum of two ITD employees. A Contractor will be awarded a project based on the evaluation criteria.

III. Proposal Clarification

Any proposal clarification by any Contractor regarding any new projects must be submitted in writing to the County’s Information Technology Department – Assistant Director, Sybil Gurney located at 1106 Madison Street, Room 336, Oakland, CA 94607, E-mail: [email protected], before 5:00 p.m. of the SECOND business day following the date of issuance of the Notice to Award.

1. The Proposal clarifications must contain a complete statement of the reasons and facts for the clarifications.

2. The clarifications must refer to the specific portions of all documents that form the basis for the clarifications.

3. The clarifications must include the name, address, email address, fax number and telephone number of the person representing the company.
