a. Beck discussed concerns from the transportation meeting about the increase of discarded tires along roadways following a change of pricing for discarded tires at the landfill.

b. They desired that commissioners request a waiver in costs for discarding of tires at the landfill. c. Kunau expressed concern it could result in citizens dumping of tires on roadways. d. Beck said the only concerns with cost structure changes at the landfill have come from Cassia

County, likely due to the landfill's location in our county. 9) 10:13 AM Discuss Capital Crimes Defense Fund application to Idaho Association of Counties {IAC)

a. Abenroth discussed application with the Capital Crimes Defense Fund {CCDF) for a current capital case .

b. Kunau asked Abenroth how they get around that the crime for which the death penalty is being sought had to have occurred after 1998 to receive funding.

c. Abenroth said a letter, which he offered to help draft, would be appropriate along with the application to IAC recognizing the crime happened before 1998 but to ask them to consider assistance in paying. He also recommended they be cautious about withdrawing from the CCDF Joint Powers Agreement as it would preclude services upon appeal of the case from the State Appellate Public Defender.

13) 11:20 AM Discuss boat check stations a. Beck reported on the meeting in Gooding Commission Chambers and noted there was not

representation from Minidoka, Camas, and Blaine Counties. b. Counties present were in support of asking for additional funding from the State ·

c. Concerns were expressed about law enforcement coverage and also the problem it would be if

mussels get in our waterways. d. Plans and costs need to be presented to the Department of Agriculture . McMurray was asked by

Beck to assist with that process. 14) 11:55 AM Budget discussion

a. Preliminary capital requests and revenue projections for FY2020 will be presented at next Board

meeting by the Auditor's Office. b. The Board continued discussion of the South Central Public Health Department historical and

FY2020 funding requests. c. Beck desired to give the Board Chair proxy voting rights to Kunau as he represents the SCPHD.

SCHEDULED ACTION AGENDA ITEMS

15) 9:21 AM FY2020 Budget paperwork discussion and FY2019 unscheduled revenue report -Joe Larsen

a. Auditor's Office Director Heather Evans reported on budget paperwork that will be provided to

all departments today. b. Larsen reiterated that all line items were clearly documented for all department heads to bridge

from the former to the new financial software. Misclassifications have been identified by

departments and have been adjusted by journal entries in the Auditor's Office. c. Evans said CAI has installed budget modules for all department heads to enter their FY2020

budget requests and the Auditor's Office will work with all departments. d. Larsen discussed overtime and document digitization at the courts. We have unrealized liquor

fund revenues in a Magistrate Court line of the District Court Fund to pay for contiriued overtime work purging court files and entering them in the new Odyssey program.

9:35 AM Motion and Action: Approve allowing the Clerk's Office to utilize the unscheduled revenues for

continuing the ongoing Clerk's project of purging and digitizing court records as presented, Moved by Bob

c. Adria Masoner, Sr. Health Education Specialist d. The South-Central Public Health District provides many health-related programs, teen pregnancy

prevention, nutrition programs, day care programs, fit & fall proof programs for older adults,

drug, alcohol and tobacco prevention programs, e. The District will hold their budget hearing at 1 PM, May 15, 2019 at the Twin Falls office.

f. A request of $132,860 was made by South Central Public Health District to Cassia County

18) 10:02 AM Public testing of Election Equipment for the 5/21/2019 Consolidated Election was conducted .

19) 10:59 AM Mini-Cassia Commerce Authority update -Winston Inouye a. There is a lot of agricultural activity in the area with McCains, NewCold, and additional

discussion of upcoming projects. b. Project Tyree discussions came onto the calendar 4th quarter of 2018. $50 million expenditure

c. Watco facility, redi-fit program through ISDA. d. Packaging company of ag producers that intends to create packaging from waste products from

entities such as McCain or other food processing facilities. e. Project Life, this project is a food processing facility. 100 employment positions, currently

looking at financing, producers, developers, etc. Estimated expenditure is $50 million

20) 11:29 AM United States Forest Service (USFS)/Bureau of Land Management (BLM) Report

a. 11:29 AM Loren Poppert - USFS District Ranger i. Pilot Gold is working in the Black Pine area. ii. Two timber operators are starting up in the Sublett area iii. Candidate selection will be coming soon for the district ranger position

b. 11:39 AM Ken Crane - BLM Burley Office Field Manager iv. Milner recreation site has solicited for bids for the ADA trail project, with good

response. v. There was also good response for the boat ramp project. vi. Both projects should see the work begin soon. vii. There should be additional funding forthcoming for the weed agreement with the BLM

and the County. viii. The BLM has some projects available that would be good for Eagle projects. Interested

scouts or leaders should contact the local BLM office to \nquire.
