Mr. Barack Obama announced $4 billion of new initiatives aimed at
boosting trade and investment ties as well as jobs in India, and opened
up a whole new source of financing for social development ventures in
the country through a new Indian Diaspora Investment Initiative. The
$4-billion deals include $2 billion of leveraged financing for renewable
energy investments in India through the US Trade & Development
Agency and $1 billion in loans for small and medium businesses across
India through the Overseas Private Investment Corporation, or OPIC.
#1 US announces $4 billion of new
initiatives, trade missions
The two nations agreed to step up joint combat exercises, maritime
security endeavours, intelligence-sharing mechanisms, military
exchanges and the like through the framework, which has the key new
element of Defense Trade and Technology Initiative (DTTI) to bolster
India's fledgling defense-industrial base. The DTTI is poised to
increase co-production, co-development and partnership in U.S.-India
military-industrial matters.
#2 Joint production on 4 defense
projects
The four products to be co-produced are the next-generation Raven
unmanned aerial vehicles (UAVs), "roll-on, roll-off" intelligence-
gathering and reconnaissance modules for C-130J Super Hercules
aircraft, mobile electric hybrid power sources and "uniform integrated
protection ensemble increment-2 (chemical, biological warfare
protection gear for soldiers)".

The joint statement notes a confluence of two major East Asia-facing
strategic initiatives by the two countries. The statement noted the
alignment of “India‟s „Act East Policy‟ and the United States‟ rebalance
to Asia,” and the potential “opportunities for India, the United States,
and other Asia-Pacific countries to work closely to strengthen regional
ties” as result. They also highlighted the importance of the U.S.-India-
Japan trilateral relationship.
#3 Asia-Pacific policy gets a new
thrust
While the government is yet to roll out the smart cities scheme, the
United States Trade and Development Agency (USTDA) signed
Memorandums of Understandings (MoUs) with Uttar Pradesh,
Rajasthan and Andhra Pradesh for cooperation to support the
development of three smart cities. The cities are Allahabad, Ajmer and
Visakhapatnam. Under the MoUs, the USTDA will contribute funds for
feasibility studies and pilot projects, study tours, workshops or trainings
and other projects that would be determined mutually.
#4 Boost for Smart cities
The two sides commit themselves to renewing talks on the Bilateral
Investment Treaty and taking forward the much desired Social Security
Agreement.

Mr. Barack Obama‟s visit resulted in the revelation of more than a few
straight-up hardware deals, including the joint production of parts and
systems of the Lockheed C-130 (which India operates), and RQ-11
Raven drones. India will take delivery of six additional C-130s through
2017.

concerns on the H-1B visa issue as part of his comprehensive
immigration reform.

The US agreed to take the first step in addressing India's long-pending
demand of signing a Totalization Agreement that will help Indian
workers in the US get annual refunds of around $3 billion (Rs 18,000
crore) worth of social security contributions they make.

The US President and Prime Minister Modi pledged to enhance U.S.-
Indian cooperation on our mutual climate and clean energy goals. From
our highly successful U.S.-India Partnership to Advance Clean Energy
(PACE) umbrella program to technical work on emerging technologies,
the U.S. and India made important progress on combating climate
change.

Energy Cooperation
The agreements include:
- Enhancing bilateral climate change cooperation to achieve a
successful and ambition agreement in Paris this year.
- Cooperating on Hydroflurocarbons to make concrete progress in the
Montreal Protocol this year
- Expanding PACE-R, the U.S.-India Joint Clean Energy Research and
Development Center, to extend funding for research on solar energy,
energy efficiency, and advanced biofuels.
- Launching air quality cooperation to help urban residents reduce their
exposure to harmful levels of air pollution.
