Doctrine (The way we work)
• Developed Single Service/Domain commands & organizations:basic Maritime/Land/Air Domain Awareness
• Developing Domain Awareness in the Global Commons (Air/Space/Cyber)
• Persistent MSA (vs. enhanced MSA in certain areas)

NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC
Doctrine (The way we work)• MSA is not yet a priority for all nations• Pull (instead of push) of information• Main information source/baseline information: AIS data• Incomplete information (no cross domain: cyber, space, air)
• Restricted Information Sharing limited access-Caveats on information sharing-Challenge of security classification-Need to know doctrine (mindset) in information sharing-Delayed information; Lack of Trust
Current MSA Situation - What is?
2
“Need to Know” doctrine/mindset
Restriction of data which is considered very sensitive limits access to the smallest possible number of people
Not every operator needs to be able to see every piece of info!
Problem: It is difficult to know in advance what information an analyst will “-need to know”.
Tendency to over-classify information.

Organization (How we organize to work)• Growing number of national & regional initiatives;
rarely interconnected
• Considerable resources of merchant and non-merchant shipping data available (baseline information)
• Infrastructure does not support networked MSA

Organization (How we organize to work)• No “high level governance framework”
no strategic communication plan
• No multilateral arrangement covering MSA (only a number of information sharing arrangements)
• Target level of MSA is unclear (global vs. operational?)

Material• Decreasing terrestrial sensor information MSA
about small ships at sea (<300ts) caused by insufficient, shrinking number of sensors available at sea; platform centric data gathering
• MSA identification primarily relies on AIS; limited capabilityfor positive identity verification-challenges such as dhows that are not carrying AIS
• Little use of space-based sensors

Material
• Nationally or organizationally procured MIS/C2/C4I equipment & systems
• Independent information systems
• Technology dos not support networked MSA

Interoperability• Is there a common architecture that defines and provides
information exchange requirements, technical and human interface requirements and technical & human interface standards?
- no common MSA interoperability profile- no comprehensive MSA frameworks - no interoperability matrixes that captures IER compliance of participating systems
- no common protocols
