LF019 TCRA Update

Complete a TCRA Landfill No. 5 (Site LF019), part of Operable Unit (OU) 3

• What is a TCRA? A Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) action to remove hazardous substances that pose an immediate risk to human health, safety, or the environment. In this case, the target of the TCRA is a disposal area within the landfill were 106 millimeter (mm) recoilless rifle rounds were observed during a topographic study. Only the immediate hazards are removed during a TCRA. Other issues are not addressed.

▪ Overall Project Status (new items since last RAB in bold):

✓ Explosive Safety Submittal (ESS): Department of Defense (DoD) only document that sets separation distances and other requirements to provide the maximum possible protection to people and property.

✓ Action Memorandum (AM): U.S. Environmental Protection Agency (EPA)/New Jersey Department of Environmental Protection (NJDEP) reviews the AM that documents the Air Force’s (AF’s) decision to undertake a TCRA of MPPEH at LF019. Signed by AF in November.

✓ Accident Prevention Plan/Site Safety and Health Plan (APP/SSHP).✓ Work Plan (Quality Assurance Project Plan [QAPP]) approved by EPA/NJDEP.✓ 3-week field effort completed in February 2021.▪ More than 500 items encountered. TCRA could not be completed due to number of items and site

conditions. Second mobilization planned for Summer 2021.

▪ Completion of the TCRA (and after-action reporting) will allow for a LF019 Record of Decision and LF019 landfill capping action.

✓February 2021 On-site Activities (Workflow):✓Five unexploded ordnance (UXO) technicians mobilized Monday 2/8/21 and began work.✓Each item (referred to as MPPEH) was inspected and deemed safe to move.✓MPPEH was removed from the slope and staged for further processing and inspection.✓Each item was then cleaned/processed/inspected and classified (with 100% Quality Control

check) as MDAS (material documented as safe).✓MDAS stored in lockable container under chain of custody for de-militarization (shredding)

and recycling.✓No on-site demolition operations were required thus far✓723 items were turned over for recycling.

estimated to contain approximately 400,000 cubic yards of waste. The landfill was covered after operations ceased, but closure under CERCLA is still required. Issues include buried waste, groundwater impacts, surface water impacts.

LF004 (Landfill 4)◼ 2.5-acre former landfill. Operated from 1956 to 1957 accepting general municipal-type refuse and

drums of chemicals, scrap metals, and coal ash and estimated to contain approximately 110,000 cubic yards of waste. Landfill was covered after operations ceased at the site but closure under CERCLA is still required. Issues include buried waste, groundwater impacts, surface water impacts.

SS018 (PCB Spill Site)◼ A spill of transformer fluid (containing PCBs) occurred at this site in 1982 which resulted in

contamination of soils. A partial removal was conducted in 1992 but additional action is required to achieve site closure. Soil is the only media impacted.

SS034 (Buildings 1708, 1800 Series)◼ The buildings included in this site supported airfield operations (maintenance/parts cleaning etc.).

Operations at a Wash Rack and Oil Water Separators (OWS) resulted in waste oils, waste jet fuel, and waste solvents being released. Non-aqueous Phase Liquid (NAPL) is present near the former wash rack. Groundwater is the only media impacted.

SS035 (Buildings 1908, 1925, 1929, 1931, 1932, 1937)◼ Operations of a former Underground Storage Tank (UST) farm at this site resulted in solvents and

other contaminants (fuel oils) being released. Groundwater is the only media impacted.

SS036 (Building 2300 Series and 3200 Series)◼ Aircraft maintenance and operation of a former lime-chip tank and catch basin resulted in

significant releases of solvents, mineral spirits, and metals. NAPL is present in the subsurface. Groundwater is the primary impacted media. The buildings are monitored annually for vapor intrusion issues and remain safe for industrial use.

No solvents or fuels are present but inorganics (metals) in groundwater are elevated likely as a result of these releases in the past. Groundwater is the only impacted media.

LF020 (Landfill 6)◼ 6.5-acre former landfill. Operated as a mixed waste landfill from 1973 to 1976 and was used to

dispose of general waste including concrete, metal, wood, and glass. It is estimated to contain approximately 120,000 cubic yards of waste. The landfill was covered after operations ceased and is currently in use as a transfer station, but closure under CERCLA is still required. Issues include buried waste, groundwater impacts, surface water impacts.

WP021 (Waste-Water Treatment Plant Disposal Area)◼ One-acre site that was used as a former staging area where dewatered sludge was stored. The site

was active from 1970 to 1980. All of the sludge was removed by 1994 and likely disposed of at the Dix Area Landfill. Soil is the only impacted media (groundwater is being addressed under LF020).

ST009 ◼ 19-acre site that has operated as a bulk fuel storage facility since 1963

with capacities between 500,000 and 850,000 gallons (some of the aboveground storage tanks [ASTs] have been removed). The site remains active storing JP-8 fuel. Historical leaks (not from current operations) released significant JP-4 fuel to the subsurface (estimated at 150,000 gallons) which remains beneath the site as NAPL impacting both soils at the groundwater interface, and groundwater flowing from the site.

SS024 (C-17 Hangar)◼ SS024 is a 4-acre site located on the airfield. A new hangar occupies this location, but the

contamination is associated with former operations that included aircraft maintenance, an aircraft wash rack, and an OWS. Historical solvent releases have impacted groundwater which is the only impacted media.

SS025 (Former Pesticide Shops)◼ SS025 is a 35-acre site located on the northern fence line of the Base. Three former pesticide

shops were located at this site where batches of pesticide solutions were prepared. Pesticides are still present in soils and groundwater.

SS026 (Former Pesticide Shop)◼ SS026 is a 9-acre site located on the Falcon Creek golf course. Pesticides were mixed at this

location and a removal action occurred in the past. There are currently no impacts to environmental media associated with this site.

ST022 (Aircraft Apron Fuel Leak)◼ This site is on the active apron and was the location of the principal fuel release at OU6. The

release occurred with the rupture of the JP-4 fuel lines in 1988 and an unknown quantity of fuel was released. Groundwater is impacted with jet-fuel constituents and low levels of other solvents. There is minimal unsaturated soil beneath the apron and no action is required for soils at OU6.

activities have resulted in significant impacts to groundwater. Soils and surface water also have unacceptable rick and action is triggeredd for all three media. The site was also the subject of an in-situ bioremediation study under the PBR but final remedy evaluations are pending.

FT011 (Fire Protection Area 2)◼ FT011 is a small former training area used between 1958 and 1973. Action is triggered at this site

for both groundwater and surface water.

FT013 (Fire Protection Area 3)◼ FT013 is a fire training area used between 1973 and the early 1980s. Action is triggered for
