Welcome to the 81st Annual North Dakota Hospital Association Convention. Our convention continues to grow each year and this year is not an exception. We are excited to bring to you the educational opportunities that Pam and the Education Committee have arranged. The Education Committee continues to add new members and new ideas for education. Our goal is to expand the variety of education offerings encompassing more disciplines.

Hospitals have changed dramatically over the last few years. I do not believe we have seen the full extent of what we will evolve into. The evolution of care has provided a wider range of services to an ever-changing clientele that are becoming more informed. In order to meet these needs, every discipline in every hospital must rise to the demands of our customers.

Education, the sharing of knowledge and experiences, will continue to lead us into the future. Quality, safety and outcomes will be the driving force that hospitals will be measured by. The viability of each hospital will be dependent on the adaptability of the organization to the changes in the delivery of health care. Reimbursement will be calculated on the outcomes. Hospitals will have to change to survive. The old ways of doing business will be not enough to ensure ones survival.

We hope that this conference will provide you with new insights and lead you to ask questions about how you should be meeting the needs of the community you serve.

Survival is not about the fastest, the smartest or the strongest, it is about being the most adaptable.

OPENING KEYNOTE SPEAKEROur Opening Keynote speaker is Nate Kaufman, “Data Knows Best – It Will Bring You to Tiers”. Industry thought leaders are encouraging health systems to transition their operating model based on the market shifting from fee for service (volume) to risk (value.) The conventional wisdom is that health systems must move rapidly to “population health,” “risk-based contracts,” “bundled payments” and ACOs. But industry thought leaders have been wrong before! The data is mixed on whether these strategies will be effective, sustainable and/or will contribute to the future success of health systems. Even more critical is whether the physicians are committed to the transition. The AMA/Rand Corporation’s 2015 study Effects of Health Care Payment Models on Physician Practice in the United States, found that “changing the payment system probably isn’t enough to ensure that patient care will improve…” The purpose of this presentation is to review today’s popular strategies and separate the fact from fiction. Specific case studies will be used to profile what is working and what is not and why. Based on this presentation the participants will be able to critically examine their point of view on where the market is headed and the essential competencies they will need to succeed in the future. Finally the presentation will conclude with a specific set of pitfalls to avoid and strategies and tactics for success.

CLOSING KEYNOTE SPEAKERKay Frances is our Closing Keynote speaker, presenting “Taking the Road Less Stressed.” This is a fun and informative session and is designed to help participants understand the causes and effects of excessive stress on their health, productivity and well-being. In our frenzied world, we need to be reminded of the importance of keeping our sense of humor (yes, it’s okay to laugh!) as well as the benefits of a positive attitude and the importance of managing our stress and taking care of our health. This presentation also addresses dealing with difficult people, embracing change, being more resilient in the face of adversity, and learning to simply “let it go!” This presentation is fun and lively with the added benefit of having participants work to identify their own stress factors and develop an ACTION PLAN for better managing their stress.

Trade ShowNDHA will again host a Trade Show in conjunction with this year’s convention. Plan to attend the Trade Show on Wednesday from 11:00am – 2:00pm. Lunch will be provided during this time. There will be many opportunities to win some great door prizes from NDHA as well as several vendors!

Vendor & sponsor fees are covering many of the expenses of our convention, therefore keeping our registration fees low. We need to thank our vendors & sponsors by visiting their booths and spending time with them.

Position: Medical Director for the North Dakota Medicaid RAC Program – ContractAdministered by Cognosante

Employment Type: Sub-contract

Location: North Dakota – Remote

Job Description: The ND RAC Medical Director will be responsible for reviewing medicalrecord documentation submitted in response to a providers Level II Appeal rights regardingissues related to medical necessity and medical decision making. The Medical Director will workclosely with Cognosante’s Audit Team to provide timely and thorough written response toindividual claim reviews, based upon ND Medicaid Policy.

Minimum Qualifications: All potential applicants for this position must be either a BoardCertified Doctor of Medicine or a Doctor of Osteopathy, with relevant work and educationalexperience currently licensed to practice medicine in the State of North Dakota. Preference willbe given to physicians who have patient care experience and are actively involved in the practiceof medicine. Common knowledge and independence with the access and use of Internet, email,and standard Windows applications, such as Microsoft Word are required.

Relevant work experience: Prior work experience in the health insurance industry, audit/utilization review firm or health

care claims processing organization; Extensive knowledge of healthcare programs (public or private) particularly Medicaid

coverage and payment rules; and, Public relations experience such as working with physician groups, beneficiary organizations

or Congressional offices.

Educational experience Educational Experience in practicing medicine as a board certified doctor and doctor who is

currently licensed in the State of ND.

The RAC Medical Director’s primary duties are as follows:

Provide thorough and detailed RAC Audit appeal responses to providers, supported byclinical expertise and judgment based upon North Dakota Medicaid policy;

Serving as a readily available source of medical information to provide guidance inquestionable claims reviews situations;

Keeping abreast of medical practice and technology changes that may result in improperbilling or program abuse;

Available to attend 1-3 hours of conference calls per week; Recommending when provider education, system edits or other corrective actions are needed

or must be revised to address RAC vulnerabilities;
